Abstract Crises always impose a difficult compromise between safety and liberty, and the COVID-19 pandemic is no different. Governments have enforced various sanitary restrictions to reduce virus spread. With the help of Artificial Intelligence (AI), the scale of surveillance has risen to unprecedented levels. However, these technologies entail many risks, from potential errors or biases, to their extended enforcement beyond the duration of the initial crisis. Citizens should be aware that these technologies are not infallible, and measure the consequences of errors, so as to make informed decisions about what they want to accept, and for how long. To this aim, we have designed a serious game in the form of a municipal debate between citizens of a virtual town. Some first test sessions helped us improve the game design, and provided proof of the interest of this game to trigger debates and raise awareness.

Abstract Mass casualty incidents (MCIs) occur with natural or man-made disasters. Training emergency staff for combating MCIs is essential, but the cost can be high as such incidents rarely occur, and a physical simulation is resource-intensive. Triage is a critical task in dealing with MCIs. In this paper, we propose to use Virtual Reality (VR) and Artificial Intelligence (AI) technologies to build a low-cost, high-efficient system for MCI triage training. Our system captures more comprehensive training data and utilizes state-of-the-art AI evaluation methods.

Abstract Indigenous communities are disproportionately impacted by rising disaster risk, climate change, and environmental degradation due to their close relationship with the environment and its resources. Unfortunately, gathering the necessary information or evidence to request or co-share sufficient funds can be challenging for indigenous people and their lands. This paper aims to co-design an AI-based chatbot with two tribes and investigate their perception and experience of using it in disaster reporting practices. The study was conducted in two stages. Firstly, we interviewed experienced first-line emergency managers and invited tribal members to an in-person design workshop. Secondly, based on qualitative analysis, we identified three themes of emergency communication, documentation, and user experience. Our findings support that indigenous communities favored the proposed Emergency Reporter chatbot solution. We further discussed how the proposed chatbot could empower the tribes in disaster management, preserve sovereignty, and seek support from other agencies.

Abstract We present Tweet4act, a system to detect and classify crisis-related messages communicated over a microblogging platform. Our system relies on extracting content features from each message. These features and the use of an incident-specific dictionary allow us to determine the period type of an incident that each message belongs to. The period types are: Pre-incident (messages talking about prevention, mitigation, and preparedness), during-incident (messages sent while the incident is taking place), and post-incident (messages related to the response, recovery, and reconstruction). We show that our detection method can effectively identify incident-related messages with high precision and recall, and that our incident-period classification method outperforms standard machine learning classification methods.

Abstract Often, water management decisions are based on hydrological forecasts, which are affected by inherent uncertainties. It is increasingly common for forecasters to make explicit estimates of these uncertainties. Associated benefits include the decision makers' increased awareness of forecasting uncertainties and the potential for risk-based decision-making. Also, a more strict separation of responsibilities between forecasters and decision maker can be made. A recent study identified some issues related to the effective use of probability forecasts. These add a dimension to an already multi-dimensional problem, making it increasingly difficult for decision makers to extract relevant information from a forecast. Secondly, while probability forecasts provide a necessary ingredient for risk-based decision making, other ingredients may not be fully known, including estimates of flood damage and costs and effect of damage reducing measures. Here, we present suggestions for resolving these issues and the integration of those solutions in a prototype decision support system (DSS). A pathway for further development is outlined.

Abstract The damage caused by recent events in Japan in 2011 and USA in 2012 highlighted the need to adopt measures to increase the resilience of communities against extreme events and disasters. In addition to the conventional and official information that is necessary for adaptation to disasters, recently, common citizens residents in the affected areas also began contributing with voluntary qualified and updated information. In this context, this work-in-progress presents an approach that uses voluntary information – Also known by VGI (Volunteered Geographic Information) – As a data source for Spatial Decision Support Systems (SDSS) in order to assist the decision-making in disaster management. Our approach consists of a framework that integrates voluntary and conventional data, a SDSS and processes and methods for decision-making. As a result, it is expected that this approach will assist official organizations in disaster management by providing mechanisms and information.

Abstract Microblogging sites such as Twitter can play a vital role in spreading information during “natural” or man-made disasters. But the volume and velocity of tweets posted during crises today tend to be extremely high, making it hard for disaster-affected communities and professional emergency responders to process the information in a timely manner. Furthermore, posts tend to vary highly in terms of their subjects and usefulness; from messages that are entirely off-topic or personal in nature, to messages containing critical information that augments situational awareness. Finding actionable information can accelerate disaster response and alleviate both property and human losses. In this paper, we describe automatic methods for extracting information from microblog posts. Specifically, we focus on extracting valuable “information nuggets”, brief, self-contained information items relevant to disaster response. Our methods leverage machine learning methods for classifying posts and information extraction. Our results, validated over one large disaster-related dataset, reveal that a careful design can yield an effective system, paving the way for more sophisticated data analysis and visualization systems.

Abstract In order to support decision-making in large-scale disasters, IT-based decision support systems provide appropriate countermeasures to respond to the event. For the implementation of measures, logical and temporal dependencies have to be considered. Furthermore, factors influencing the choice of measures should be taken into account. This paper presents a generic approach to modeling sequences of countermeasures using Highlevel Petri Nets including information about the influencing factors and endangered objects. Moreover, an approach to combining several nets is proposed, which establish new sequences for recommendation. The research is part of the development of a generic decision support system for large-scale disasters. Consequently, the focus is on modeling in a generic manner and on automatic processing.

Abstract Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness.

Abstract The purpose of this paper is discovery of context-based knowledge fusion patterns. Knowledge fusion is considered as an appearance of new knowledge in consequence of processes ongoing in decision support systems. The knowledge fusion processes are considered within a system intended to support decisions on planning emergency response actions. The knowledge fusion patterns are generalized with regard to preservation of internal structures and autonomies of information and knowledge sources involved in the knowledge fusion and to knowledge fusion results. The found patterns give a general idea of knowledge fusion processes taking place at the operational stage of decision support system functioning, i.e. the stage where context-aware functions of the system come into operation. As a practical application, such patterns can support engineers with making choice of knowledge sources to be used in the systems they design.

Abstract Decision support systems for emergency management tend to focus on making a lot of data meaningful to particular users via a common operational picture (COP). This paper describes one such system, but one that goes further by making the COP flexible enough to support multiple users. Large crises involve frequent role switching between different actors in a response. Hence, predicting the support needs of a given user of a COP is difficult at best, complicating the design process. The solution described here is to use interactive information overlays to enable different users to fit the COP to their particular SA needs. The design was evaluated in two user workshops and a demonstration. In general, it was well-received, but domain experts cautioned that the tool must be usable not only in large crises but in everyday operations, or else it will not be used.

Abstract This paper presents observations made in the course of two interorganizational crisis management exercises that were conducted in order to identify requirements for a decision support system for critical infrastructure operators. It brings into focus how different actors deal with the uncertainty of information that is relevant for other stakeholders and therefore is to be shared with them. It was analyzed how the participants articulated und comprehended assessments on how probable the reliability of a given data or prognosis was. The recipients of the information had to consider it when making decisions concerning their own network. Therefore they had to evaluate its reliability. Different strategies emerged.

Abstract The goal of this article is to introduce a platform (called Agility Service) that gathers and analyses data coming from both crisis response and crisis field by using the principles of Complex Event Processing. As a crisis situation is an unstable phenomenon (by nature or by effect of the applied response), the crisis response may be irrelevant after a while: lack of resources, arrival of a new stakeholder, unreached objectives, over-crisis, etc. Gathering data, analyze and aggregate it to deduce relevant information concerning the current crisis situation, and making this information available to the crisis cell to support decision making: these are the purposes of the described platform. A use case based on the Fukushima's nuclear accident is developed to illustrate the use of the developed prototype.

Abstract The initial impact of a disaster can lead to a variety of associated hazards. By taking a multi-hazard viewpoint with respect to disaster response and recovery, there is an opportunity to allocate limited resources more effectively, particularly in the context of long-term planning for community sustainability. This working paper introduces an approach for extending quantitative resource allocation models to consider multiple interrelated hazards. The discussion is motivated by a literature review of existing models and then focuses on changes necessary to take the multiplicity of hazards into consideration in the context of decision support systems for disaster operations management.

Abstract There is an urgent demand for information systems to gather heterogeneous information about needs, donations and warehouse stocks to provide an integrated view for decision making in humanitarian logistics. The dynamic flow of information, due to the unpredicted events, requires adaptive features. The traditional relational data model is not suitable due to its schema rigidity. As an alternative, Graph Data models complemented by semantic representations, like Linked Open Data on the Web, can be used. Based on both, this research proposes an approach for the adaptive integration of information and an associated architecture. An application example is discussed in a real scenario where relief goods are managed through a dynamic and multi-perspective view.

Abstract An emerging paradigm for the processing of data streams involves human and machine computation working together, allowing human intelligence to process large-scale data. We apply this approach to the classification of crisis-related messages in microblog streams. We begin by describing the platform AIDR (Artificial Intelligence for Disaster Response), which collects human annotations over time to create and maintain automatic supervised classifiers for social media messages. Next, we study two significant challenges in its design: (1) identifying which elements must be labeled by humans, and (2) determining when to ask for such annotations to be done. The first challenge is selecting the items to be labeled by crowd sourcing workers to maximize the productivity of their work. The second challenge is to schedule the work in order to reliably maintain high classification accuracy over time. We provide and validate answers to these challenges by extensive experimentation on real world datasets.

Abstract Wireless Ad Hoc Networks (MANETs) can to provide first responders and disaster management agencies with a reliable communication network in the event of a large-scale natural disaster that devastates majority of the existing communication infrastructure. Without requiring a fixed infrastructure, MANETs can be quickly deployed after a large-scale natural disaster or a terrorist attack. On the other hand, MANETs have dynamic topologies which could be disconnected because of the mobility of nodes. This paper presents a decentralized approach to maintain the connectivity of a MANET using autonomous, intelligent agents. Concepts from the social network analysis along with flocking algorithms are utilized to guide the deployment decision of agents. Unlike a basic flocking algorithm where all nodes have the same importance, network metrics are used to quantify the relative importance of nodes. Computational results are presented to demonstrate the effect of various local agent behaviors on the global network connectivity.

Abstract Much research and technical development has been conducted to make crisis management more efficient, especially regarding crisis information systems used to streamline operations of authorities during a crisis. Experts from the German Red Cross mention that there is a need for the development and improvement of specific training methods and structures for such new crisis information systems in command and control centers. They also say that computer simulations could be a practical possibility to train crisis management and response staff. To substantiate this information, interviews were conducted with key officials in the field of German civil protection: command and control center staff, command and control center software trainers and crisis information system managers. This paper presents a qualitative study in the field of training German response personnel in crisis management information systems. The results are presented in three sections: suitable training strategies and structures, challenges and best practices for the implementation of trainings and using simulation as a training method for crisis information systems. The results contain personal experiences, opinions and known best-practices of the interview partners.

Abstract Decision support systems can recommend strategies for disaster management, which can be further discussed by decision-makers. To provide rationales for the recommendations, the strategies need to be assessed according to relevant criteria. If several strategies are available, the criteria can be used for ranking the strategies. This paper addresses the issue concerning the choice of suitable criteria from several perspectives. The assessment integrates concepts on robustness, experience with regard to the implementation of a strategy, quantifiable ratios which can be deduced from simulations, and system-specific parameters. Objectives are to facilitate transparency with respect to the assessments, to provide a basis for discussions concerning the strategies, and to preserve adaptability and flexibility to account for the variability of disasters and users' preferences. The assessment should be used for ranking solutions gained from a case-based reasoning system and to reveal contributions of criteria values to the overall assessment.

Abstract The purpose of this field study was investigate teamwork and communication among event management personnel, to assess the degree to which PROBE, the advanced prototype they were using to manage a CBRNE simulation, would adequately meet their needs. The study was a continuation of previous research conducted in the early phase of PROBE development. Two communication-related analyses were applied to identify instances of effective and of ineffective communication among the management team. These revealed that communication was mostly effective. However, the one serious communication breakdown that was observed could have had fatal consequences. It showed that great care must be taken to ensure the safety of first responders at all times when evaluating prototypes in the field. A list of questions was generated from the lessons learned to assist future researchers prepare for CBRNE field studies.

Abstract The availability of resources in the fire and ambulance services in Germany is facing a radical change. Demographic and social transition is reducing the availability of volunteer personnel, and increasing traffic congestion in cities is resulting in longer travel times for emergency vehicles. This paper presents the findings of the definition phase of a research project that addresses these changes. It shows the basic idea of how resilience of fire and ambulance services can be improved by analyzing operational data from past incidents using artificial intelligence (AI). The primary objective is the development of a decision support system for control center dispatchers, which ensures optimal use of available resources. As the result of the definition phase, this paper gives an overview of existing data, current as well as future use cases and also highlights risks and challenges that have to be considered.

Abstract Rapid damage assessment is one of the core tasks that response organizations perform at the onset of a disaster to understand the scale of damage to infrastructures such as roads, bridges, and buildings. This work analyzes the usefulness of social media imagery content to perform rapid damage assessment during a real-world disaster. An automatic image processing system, which was activated in collaboration with a volunteer response organization, processed ~280K images to understand the extent of damage caused by the disaster. The system achieved an accuracy of 76% computed based on the feedback received from the domain experts who analyzed ~29K system-processed images during the disaster. An extensive error analysis reveals several insights and challenges faced by the system, which are vital for the research community to advance this line of research.

Abstract Creating a 'common view' between all stakeholders on the course of an emergency situation and the possible consequences is a challenge for any crisis management organisation. In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Abstract An information system for decision support and information exchange is designed and a prototype has been build for use in the Back Office Radiological Information (BORI) of the EPAn; the Dutch nuclear emergency organisation. System developments are directed at a fast and efficient production of a radiological status report and the improvement of information exchange and communications between the participating institutes of BORI. Special attention has been given to network security and the information infrastructure to manage virtual workplaces. We have chosen for a standard web based system development for the presentation and communication facilities. Abstract During the past quarter century there have been many developments in scientific models and computer codes to help predict the ongoing consequences in the aftermath of many types of emergency: e.g. storms and flooding, chemical and nuclear accident, epidemics such as SARS and terrorist attack. Some of these models relate to the immediate events and can help in managing the emergency; others predict longer term impacts and thus can help shape the strategy for the return to normality. But there are many pitfalls in the way of using these models effectively. Firstly, non-scientists and, sadly, many scientists believe in the models' predictions too much. The inherent uncertainties in the models are underestimated; sometimes almost unacknowledged. This means that initial strategies may need to be revised in ways that unsettle the public, losing their trust in the emergency management process. Secondly, the output from these models form an extremely valuable input to the decision making process; but only one such input. Most emergencies are events that have huge social and economic impacts alongside the health and environmental consequences. While we can model the latter passably well, we are not so good at modelling economic impacts and very poor at modelling social impacts. Too often our political masters promise the best 'science-based' decision making and too late realise that the social and economic impacts need addressing. In this paper, we explore how model predictions should be drawn into emergency management processes in more balanced ways than often has occurred in the past. © Proceedings ISCRAM 2004.
