Title Building capacity – conceptualizing Training of Trainers Type Conference Article

Abstract Many organizations train and educate their staff to prepare for crisis. One approach is train-the-trainer (ToT; Training of trainers) concept. It is based on the idea that someone can be trained as a trainer, who in turn train their colleagues. The philosophy resembles a pyramid scheme that allows for a fast and efficient spread of knowledge and skills. This study focused on perceptions of the ToT concept through interviews with ToT trainers. Two learning theories, organizational learning (4I) and experiential learning theory (ELT) were used to conceptualize the ToT-concept. It was found that the ToT-concept can be used as the method to conduct ELT to achieve organizational learning and knowledge (4I). Furthermore, the study also presents how participants perceives ToT using thematic analysis. This resulted in four themes: Common understanding of ToT, Learn-by doing, No grounding in ToT, and Difficult to ensure quality.

Abstract This conceptual paper critically discusses opportunities for and challenges to the development and exploitation of blockchain-based solutions for resilience management at inter-organizational level of interdependent Critical Infrastructure (CI) systems. The main premise behind this idea is that trustful information-sharing and inter-institutional collaboration are the key elements of government and private sector efforts to build CI resilience (CIR). The discussion presents a vision that the adoption and adaptation of Blockchain Technology (BCT) could significantly improve the way a network of stakeholders prepares for and performs in face of inevitable CI disruptions. Even though BCT is regarded as technological innovation, the impacts go far beyond information systems. BCT application in this domain would entail significant benefits to organizational, managerial, legal and social issues, but would require adequate operational and organizational changes. We discuss how interdisciplinary approach (BCT and CIR) could address existing challenges, how it could introduce new challenges and how it could support other approaches and paradigms currently being regarded as the future of risk and resilience management. Even though the discussion in this paper is focused on Critical Infrastructure resilience, each point also applies to Crisis/Disaster management domain in general. This is a preliminary overview with the aim to stimulate further discussions and point to possible new, disruptive and interdisciplinary research avenues. To this end, a possible research agenda is eventually proposed.

Abstract Small island developing states (SIDs) face a range of underlying issues that increase their vulnerability and risk to disaster. This commonly results in a lack of available, reliable and actionable data for both island nations as well as their insular communities. Simultaneously, issues such as climate change make their riskscapes unique and challenging to mitigate, forcing the need to find methods of improving community resiliency. This paper uses qualitative interviews conducted in the post-disaster phase of the 2017 Atlantic hurricane season to highlight the main issues experienced by communities. It then uses these, as well as literature guidance, to create a Lessons Learnt Framework (LLF) designed to challenge underlying assumptions, assess management efforts, discuss and record community experiences, and to feedback social capital into vulnerable communities to support future community resilience.

Abstract In this article, work in progress on a system for rapid aerial mapping is presented. We believe that a tool able to quickly generate an up-to-date high resolution aerial view, e.g. shortly after a natural disaster or a big incident occurs, can be a highly valuable asset to help first responders in the decision making. The presented work focuses on the path planning capabilities of the system, together with the area partitioning and workload distribution among a team of multi-rotor unmanned aircraft. Sensor footprint and range of the involved aircraft may differ. The presented approach is based on an approximate cellular decomposition of the area of interest. The results of this work will be integrated into an existing system which already provides a mobile ground control station able to supervise and control multiple sensor carriers.

Abstract In this paper we present a qualitative, social network based, power analysis of relief and recovery efforts in the aftermath of the 2015 earthquakes in Nepal. We examine how the interplay between humanitarian power relations and e-resilience influenced communities' ability to respond to the destruction brought about by the disaster. We focus in particular on how power dynamics affect online spaces and interactions at the hyper local level (or 'the last mile'). We explain how civic technology initiatives are affected by these power relationships and show how their efforts may reinforce social inequalities – or be sidelined – if power dynamics are not taken into consideration. However, on the basis of a case study based power analysis, we show that when civic technology initiatives do strategically engage with these dynamics, they have the potential to alter harmful power relations that limit community e-resilience.

Abstract As shown by Hurricane Katrina, disposing of disaster-generated debris can be quite challenging. Extraordinary amounts of debris far exceeding typical annual amounts of solid waste are almost instantaneously deposited across a widespread area. Although the locations and amounts of debris can be easily summarized looking back after recovery activities have been completed, they are uncertain and difficult at best to estimate as debris operations begin to unfold. Further complicating matters is that the capacity of cleanup resources, which is dependent upon available equipment, labor, and subcontractors, can fluctuate during on-going cleanup operations. As a result, debris coordinators often modify initial resource assignments as more accurate debris estimates and more stable resource capacities become known. In this research, we develop a computer-based decision support system that incorporates a multi-stage programming model to assist decision makers with allocating debris cleanup resources immediately following a crisis event and during ongoing operations as debris volumes and resource capacities become known with increasing certainty.

Abstract In this paper we present a dynamic model of the performance of an organization's Incident Management process as determined by the capability of its supporting emergency response information system. Our work is based on the Capability Trap model by Repenning & Sterman (2001) and draws from the many insights on emergency response information systems design as described in the DERMIS (Dynamic Emergency Response Management Information System) framework established by Turoff et al. 2004. Whereas the latter describes the premises that underlie an Information System (IS) that is capable of ensuring a reliable and flexible emergency response, the present paper contributes to the research field by looking at the interrelations of the aforementioned premises. We take a System Dynamics approach and gain insights in the key determinants of IS Capability by highlighting the mutual interdependences grouped around the concepts of adaptability, control, implicit knowledge and explicit knowledge.

Abstract The Canadian Multi-Agency Situational Awareness System (MASAS) is rapidly becoming Canada's national system for exchanging emergency management incident-relevant information amongst multiple agencies and jurisdictions. Through the use of structured information aligned with open standards, and a centrally managed open architecture, MASAS provides a trusted virtual community with the ability to seamlessly exchange emergency management information. MASAS offers an information exchange architecture that is based around a highly resilient system of data aggregation hubs that are easily accessible directly or through third party commercial tools by emergency management officials at all levels, from the smallest community in the most remote areas of Canada's north to key federal stakeholders such as the federal Government Operations Centre or the Canadian military. This paper highlights the key design principles, experimental activities, and technology implementation strategies that are positioning MASAS as a Canadian success story in the making – from coast to coast to coast. © 2012 ISCRAM.

Abstract This paper presents preliminary analysis from a validation study of a novel emergency medicine command and control training and evaluation simulator: DIGEMERGO®. The simulated emergency scenario was a surge capacity event at a generic emergency department, in which the participants took on a management role as the emergency department?s coordinating head nurse. A between group validation design with medical expert and novice participants was used. Initial analysis examined three triage measures associated with surge capacity management performance: time to triage, amount of patients triaged, and triage accuracy. The results show that experts were significantly more accurate at triaging in-hospital patients, but not incoming trauma patients. No significant differences in time or number of patients triaged was found. These initial results partially indicate simulator validity, but trauma patient triage accuracy suffered from a confounding variable in the triage system used. Analysis of additional measures is undergoing to further investigate validity claims.

Abstract The Common Alerting Protocol (CAP) is an open standard, which is universally used for early warning systems and other emergency information systems. Future early warning systems will also disseminate CAP warning messages to location aware Internet devices, such as notebooks, Internet phones or Internet-enabled television sets. These Internet devices have the option to acquire their current location as a Presence Information Data Format – Location Object (PIDF-LO) document by the protocols and means developed by the Internet Engineering Task Force (IETF). When an Internet device receives a CAP message, determination of whether this alert is relevant to the user at the current location is crucial. However, the civic address format of PIDF-LO is not interoperable with CAP. This paper describes these interoperability issues, which were collected during a prototype implementation and proposes a mapping of PIDF-LO location elements to CAP to achieve interoperability.

Abstract A novel, 'net-centric' approach to disaster management is challenging traditional forms of command and control, through technology-supported, self-directed networks of heterogeneous stakeholders including affected citizens. Citizen involvement in crisis response can strengthen the resilience of local communities, and improve the relevance and delivery of response, evidenced by increasingly important Web2.0-based platforms. While netcentric responses show promise as a principle, it remains unclear how networks can be integrated in shared response infrastructures. We draw on the concepts of 'programming' and 'switching' to suggest a different perspective by which to explore the potential and consequences of interconnected networks. Finally, we propose a research agenda that can help identify and understand switching points in disaster response, comparing a weakly formalized management structure, but strong in citizen involvement, with a strongly formalized management structure, but weak in citizen involvement. We thereby suggest how response organizations can relinquish their reliance on control and command approaches, increasing their adaptive capacity to capitalize on citizen-based information.

Abstract When a disaster occurs, the delivery of alerts to the population is a key element to prevent the loss of life and property and to increase the efficiency of precautionary measures. Advanced information and communication technologies enable new channels to reach people (e.g. mobile phones, Internet connected devices, smart TVs). Satellite systems represent an unique and efficient solution for delivering one-to-many messages, but in order to reach the maximum number of people in the target area with a reliable information service, a specific technical solution is needed. This paper gives an overview of an on-going ETSI standardization activity devoted to the definition of a Multiple Alert Message Encapsulation protocol over Satellite (MAMES) for the delivery of alerts to the population in the case of a disaster. Moreover, an experimental activity (the SatAlert experiment) for testing and validating the MAMES applicability to Low Earth Orbit (LEO) satellites is presented.

Abstract The ability to learn from crises is vital in order to strengthen the capability of societies to manage severe events. This paper presents the initial analysis of a systematic literature review regarding capability assessment of inter-organizational crisis management systems. Inter-organizational crisis management capability is a diverse concept, touching on several related concepts such as resilience, situation awareness and operational performance. During a systematic review process 73 publications were identified. The different aspects of crisis management capability found in the publications were clustered, using an exploratory approach. Nine thematic clusters were identified: interaction, relationships, coordination/C2, system performance, preparedness, situation awareness, resilience, decision making and information infrastructure. A conclusion is that crisis response capability encompasses a multitude of aspects associated with a wide range of assessment methods. The identified publications to a large extent explored aspects of collaboration and coordination, while the actual outcome (system performance) was less explored.

Abstract Crises are infrequent, unpredictable and complex events. Managing such events requires well-prepared and well-coordinated efforts by several response organizations. Hence, a sufficient inter-organizational crisis management (ICM) capability is critical for sustainable societies. To ensure the ICM capability, approaches for enhancing and evaluating it are needed. The objective of this study was to identify and elaborate a clearly defined set of capabilities that constitutes ICM capability. The study was performed by an explorative literature study, where identified capabilities related to ICM were clustered. The cluster of capabilities was iteratively evaluated and refined. The study resulted in 14 capabilities that constitute ICM capability, which were divided into core, supportive, and enabling capabilities. The set of capabilities may provide a foundation for a framework of ICM capability with the ability to support assessment of ICM performance both in exercises and in real ICM operations, as well as in the design of ICM exercises.

Abstract Cell Broadcasting has been an existing feature of GSM, UMTS, CDMA and PDC for many years, which however is rarely used. It has three attributes that make it very good for Government to Citizen mass communications in emergencies. 1) It uses reserved capacity for this feature; traffic does not take its bandwidth. Therefore it works even if the cellular system is in full overload, as it always is during disasters. 2) It can place millions of text messages on mobile phone within seconds, and is scalable to any size of broadcast including international scale without any additional time penalty. Most mobile phones have the capability now, so there is no need to build more infrastructures or replace phones. 3) By selecting the individual cells to be used, specific areas can be targeted with different messages, so that people in one area can be asked to evacuate, while in another they can be advised to stay. The government of Holland is the first in the world to adopt the technology, which will be operational by May 2005.

Abstract The delivery of user-tailored warning messages for heterogeneous user groups is a challenge rarely covered by hazard monitoring and early warning systems. While attention is mostly focused on sensor measurements and disaster prediction, warning message dissemination is often based on technical terminology and is not appropriate for the majority of interested user groups. This article describes the concepts of generic information logistics developed for the distant early warning system (DEWS). It is designed to not be limited to specific hazard types, languages or other deployment specifics. Instead, it enables the generation of user-tailored warning messages that account for specific needs and it provides several filter mechanisms to avoid unintended message flooding in emergency situations. Moreover, the importance of spatial references in messages is highlighted and accounted for in both automatic message processing and message reception by humans. Warning messages are based on the common alerting protocol (CAP) to allow interoperability with other early warning systems.

Abstract For the integration of national tsunami warning systems to large scale, ocean-wide warning infrastructures a specific protocol has been developed enabling system communication in a system-of-system environment. The proposed communication model incorporates requirements of UNESCO Intergovernmental Oceanic Commission tsunami programme to interlink national tsunami early warning systems. The model designed to be robust simple is based on existing interoperability standards. It uses the Common Alerting Protocol (CAP) for the exchange of official tsunami warning bulletins. Sensor measurements are communicated via markup languages of the Sensor Web Enablement (SWE) suite. Both communication products are embedded into an envelope carrying address information based on the Emergency Data Exchange Language Distribution Element (EDXL-DE). The research took place within the context of two European research projects. The reference implementation of the presented results was tested independently in deployments at two early warning centers. © 2012 ISCRAM.

Abstract This paper proposes a capital model for disaster resilience. A central notion to this effect is viewing an organization as a capital conversion and capital creation system (Mandviwalla et al. 2014). Systems resilience was originally defined as the measure of a system?s persistence and ability to absorb disturbances (Holling 1973). Our approach corresponds to ?resilience-1; Resilience as rebound from trauma and return to equilibrium as,? which according to Woods (2015) is one of the four main categories of disaster resilience. We develop a system dynamics model expressing the main features observed in selected municipalities affected by the Great East Japan Earthquake. We show that the model is able to describe qualitatively the processes of capital destruction by the earthquake with the associated tsunami and the subsequent capital recreation. We discuss how the system dynamics model can be used to further increase our understanding of capital conversion processes in disaster resilience.

Abstract This paper describes our work in progress on an approach and technology for providing integrated data access in situational awareness applications – particularly for disaster and emergency response. The key new aspect of our work is an approach where information aggregation, processing, and integration capabilities are offered as a service to any new application builder. Further, we provide a framework for possibly reusing prior information integration knowledge, the development of which demands the major fraction of time and complexity in a new application, in a customized fashion for new application. Our overall goal is to provide a framework where integrated access to critical data in an emergency response situation can be enabled very rapidly and by personnel with basic IT and data handling expertise. Our approach, while general purpose, is currently motivated by and grounded in the context of situational awareness systems for incident commander decision support in the fire response domain.

Abstract When disaster strikes, the emerging task environment requires relief agencies to transform from autonomous mono-disciplinary organizations into interdependent multidisciplinary decision-making units. Evaluation studies reveal that adaptation of information management to the changing task environment is difficult resulting in poor information quality, indicating information was incorrect, outdated or even unavailable to relief workers. In this paper, we adopt a theory-driven approach to develop a set of information management roles and dynamic capabilities for disaster management. Building on the principles of advance structuring and dynamic adjustment, we develop a set of roles and capabilities, which we illustrate and extend using two field studies in the Netherlands. By studying regional relief workers in action, we found that in tactical disaster response decisionmaking units, several information management roles are not addressed and that information managers are preoccupied with information gathering and reporting, whereas information quality assurance is not on the agenda.

Abstract As part of its recently renewed interest in Africa, the European Commission has funded the 2-year project “AÏDA – Advancing ICT for DRM (Disaster Risk Management) in Africa”. AÏDA is primarily an inventory of the ICT situation in Africa – At continental, regional and national scales – To guide European funding decisions in R&D and capacity building in Africa. The first project objective was to develop a conceptual framework for the assessment of ICT for DRM, to serve as the basis for the in-depth regional and detailed studies in 4 countries. The purpose of this paper is to provide an overview of the structure of this CF and its principal findings. By evaluating existing ICT achievements that are or can be applied towards DRM, but also limitations and bottlenecks, the CF can also guide governmental or non-governmental agencies focusing on DRM in Africa, as well as to target research efforts.

Abstract The local government’s continuous support is critical for the well-being of a community during disaster events. E-Government systems that establish and maintain ongoing connections with the community thus play a vital role in supporting crisis response and recovery. Such systems’ ability to adapt to the crisis circumstances and to address emergent needs helps them continue their fundamental functions during disasters. Considering various services might require different amounts and types of resources, prioritization strategies are helpful in determining the processing order of requests. This paper discusses the role of prioritizing services within an e-Government system, to better understand how such a system can be managed to best utilize available resources. The study examines how a well-functioning e-Government system, the Orange County, Florida 311 non-emergency service system, responded to the COVID-19 pandemic and how the changes in service operations requirements can affect service provision, specifically with respect to assigning or re-assigning priority levels.

Abstract Giving adequate attention to training personnel within an organization to perform an activity of any kind

determines its success or failure. Training in emergency management is a key point and the participants must have

adequate preparation for each activity they carry out. The different activities in each emergency management

phase generate the appropriate training according to the role performed by stakeholders. The training is provided

through techniques and IT support tools that consolidate the knowledge imparted by the trainer. This paper

describes the initial steps in creating a capability model to support the training of stakeholders and ensure the

effectiveness of the response teams, as well as the appropriate actions of workers and citizens in an emergency.

Knowledge is consolidated through training, evaluation and feedback from practice. The proposed model is being

integrated in the QuEP framework to guide organizations in assessing and improving the management of their

emergency plans.

Abstract Societies need the ability to respond to crises such as terrorism, pandemics and natural disasters. Hence, it is essential to ensure that the capability of crisis management is attained, maintained, and developed. Since large crises cannot be handled by single organizations, collaborative crisis management capability is needed. The objective of this work was to provide support by an instrument for assessment of collaborative crisis management capability. The work was iteratively performed in a workgroup. The outcome was two templates with sets of generic questions, one for assessment of the actual capabilities and one for assessment of the preconditions of the capabilities. The templates mainly focus on assessment of collaborative crisis management capability. However, since the questions are generically formulated, they should be usable for assessments of any type of crisis management capability.

Abstract Our research is aimed at investigating whether social media has a role to play in military Command & Control. Since social media is peer-to-peer, it could facilitate Network-Enabled Capabilities. A useful theoretical development is Reuter, Marx, and Pipek's (2011) proposal of a two-by-two matrix for social software infrastructure. Their framework assumes one-way communication and monolithic organizations. However, to operate in a real-time, dynamic environment, crisis management organizations must close the decision-making loop. Moreover, they must be structured into an action part that handles the crisis on-site, and a control part that monitors and directs operations in real time. The purpose of this work-in-progress paper is to present our extension of Reuter et al's framework. The paper outlines Reuter et al's framework, summarises the basic theory of Command & Control, describes how we extended Reuter et al's framework, and outlines further research. © 2012 ISCRAM.
