Abstract Aiming at examining the cascading effects of the failure of Critical Infrastructure (CI), this work-in-progress research introduces an improved System Dynamics model. We represent an improvement over the previous models aimed at studying CIs interdependencies and their cascading effects. Our model builds on earlier models and corrects their flaws. In addition to introducing structural enhancements, the improvements include using unpublished data, a fresh look at a previously collected dataset and employing a new data processing to address and resolve some longstanding issues. The dataset was fed to an optimisation model to produce a new dataset used in our model. The structure of our SD model, its dataset and the data processing techniques we employed to create this dataset are all described in the study. Although the model has passed the fundamental validation criteria, more validation testing and scenario exploration are yet to be conducted.

Abstract Stakeholder perspectives on crisis management provide a useful descriptive framework for analyzing crises and making crisis narratives. However, their actionability for crisis management, i.e. possibility to use stakeholder management models into operational crisis management processes, remains an under-investigated question. The purpose of this article is to discuss the operational value of stakeholder frameworks for crisis management. Drawing on a qualitative case study of a successful crisis management process in a public transportation company, we investigate the activities set up by the crisis cell to manage internal and external stakeholders during the crisis. In our case, successful stakeholder management relied on: 1) good diagnosis capabilities for the design of an appropriate corporate positioning; 2) an ability to manage coherently a set of emerging and heterogeneous issues involving stakeSholders ; 3) the capacity to set up a tightly coupled form of organization, involving both crisis cell members and various anchorage points, i.e. specific actors involved in the project before the crisis, who were already in contact with key stakeholders as part of their day-to-day activities. We then discuss the practical and theoretical implications of this analysis and the potential value stakeholder perspectives for crisis management.

Abstract Decision making in the area of humanitarian logistics and supply chain management often suffers because of the interrelations between planning horizons, tasks, and crisis management lifecycle phases. In this paper, we present a method, an exemplary prototypical implementation and its evaluation within a relief organization. Based on a structured literature analysis (a review of existing information systems as well as a consideration of ongoing research projects), basic requirements for an integrated logistics and transport planning approach were derived. Together with end-user involvement, these results were used to design and prototype a concept of an appropriate information system, which was applied and evaluated in a tabletop exercise. The generated results are promising in terms of having a positive impact on the logistics effectiveness. In combination with the identified limitations, our results promise to have an impact on future ISCRAM research.

Abstract Qualitative research methods like GABEK WinRelan are advantageous tools to analyze and thereby improve crisis management planning and communication systems by interrogating crisis management personnel. Contrary to quantitative methods they help to identify, explore, and structure new important aspects in this field and to formulate more specific research questions. This paper describes the usage and advantages of the qualitative method GABEK WinRelan within crisis management research, particularly within the e-Triage project which aims at the development of an electronic registration system of affected persons in mass casualty incidents. Furthermore it addresses different corresponding research fields like stress within emergency missions and the role GABEK WinRelan could play in examining these research fields. © 2012 ISCRAM.

Abstract Voice, analogue mobile radio, and paper have een successfully used for decades for coordination of emergencies and disasters, but although being simple and robust this approach cannot keep pace with todays requirements any more. Emerging and established digital communication standards open the door to new applications and services, but the expected benefit needs to be carefully evaluated against robustness, interoperability, and user-friendliness. This paper describes a framework for IT-supported management of mass casualty incidents, which is currently under implementation and study. The four pillars of the concept are handheld devices for use both in daily rescue operations and in disasters, autonomous satellite-based communication infrastructure, a distributed database concept for maximal availability, and psychological acceptance research.

Abstract Natural or man-made disasters can trigger other negative events leading to tremendous increase of fatalities and damages. In case of Low Probability ? High consequences events, decision makers are faced with very difficult choices and the availability of a tool to support emergency decisions would be very much beneficial. Within EU CRISMA project a concept model and tool for evaluating cascading effects into scenario-based analyses was implemented.This paper describes the main concepts of the model and demonstrates its application with reference to two earthquake-triggered CE scenarios, including (the first) the falling of an electric cable, ignition and spreading of forest fire and (the second) the happening of a second earthquake in a sequence. Time dependent seismic vulnerability of buildings and population exposure are also considered for updating impact estimation during an earthquake crisis.

It does so by providing functionalities for data acquisition, data management, data visualization, and data analysis. Abstract This discussion paper focuses on conceptualizing the ultimate goal in disaster management, i.e. reduction of future risks and impacts and explicitly highlights how actions taken in various phases of integrated disaster risk management influence vulnerability and eventually overall risk characteristics. First, the advancement of the disaster management concept evolving from a cyclic perspective to a spiral view is described and the various stages of disaster management including risk analysis, mitigation, and response are explained. In an attempt to improve and advance disaster risk management, next, the concepts of foresight and prediction are described and its major differences are highlighted. Finally, the basic framework of risk governance is considered for integrating foresight and prediction and thus lifting disaster management to the next level. Active and transparent communication and participation is seen as the key for successfully implementing risk governance.

Abstract Critical Infrastructure (CI) failures are aggravated by cascading effects due to interdependencies between

different infrastructure systems and with emergency management. Findings of the German, BMBF-funded

research project ?CIRMin? highlight needs for concrete assessments of such interdependencies. Driven by

challenges of limited data and knowledge accessibility, the developed approach integrates qualitative

information from expert interviews and discussions with quantitative, place-based analyses in three selected

German cities and an adjacent county.

This paper particularly discusses how the mixed methods approach has been operationalized. Based on

anonymized findings, it provides a comprehensive guidance to interdependency analysis, from survey and

categorization of system elements and interrelations, their possible mutual impacts, to zooming into selected

dependencies through GIS mapping. This facilitates reliably assessing the need for maintenance of critical

functionalities in crisis situations, available resources, auxiliary powers, and optimization of response time.

Abstract In this article, we briefly describe a crisis management case that has been chosen (in the European funded project PLAY) to test the federated-open-trusted platform for event-driven interaction between services. A description of such complex use case in natural language is obviously limited and should be completed with a formal description methodology to gather the necessary knowledge. Considering our technical requirements we suggest to combine the S-Cube approach with the model driven architecture approach to propose a complete and structured case study description framework. Then this article presents a nuclear crisis case modeled according to these guidelines.

Abstract During unforeseen situations of crisis such as disasters and accidents we usually have to rely on local news reports for the latest updates on casualties. The information in such feeds is in unstructured text format, however, structured data is required for analysis and visualization. This paper presents a system for automatic extraction and visualization of casualty information from news articles. A prototype online system has been implemented and tested with local news feed of road accidents. The system extracts information regarding number of deaths, injuries, date, location, and vehicles involved using techniques like Named Entity Recognition, Semantic Role Labeling and Regular expressions. The entities were manually annotated and compared with the results obtained from the system. Initial results are promising with good accuracy overall. Moreover, the system maintains an online database of casualties and provides information visualization and filtering interfaces for analysis.

Abstract Emergency response in disaster management using wireless sensor networks has recently become an interest of many researchers in the world. This interest comes from the growing number of disasters and crisis (natural or man-made) affecting millions of lives and the easy-use of new and cheap technologies. This paper details another application of WSN in the post disaster scenario and comes up with an algorithm for localization of sensors attached to mobile responders (firefighters, policemen, first aid agents, emergency nurses, etc) while assisted by a mobile vehicle (fire truck, police car, or aerial vehicle like helicopters) called mobile anchor, sent to supervise the rescue operation. This solution is very efficient and rapidly deployable since no pre-installed infrastructure is needed. Also, there is no need to equip each sensor with a GPS receiver which is very costly and may increase the sensor volume. The proposed technique is based on the prediction of the rescuers velocities and directions considering previous position estimations. The evaluation of our solution shows that our technique takes benefit from prediction in a more effective manner than previous solutions. The simulation results show that our algorithm outperforms conventional Monte Carlo localization schemes by decreasing estimation errors with more than 50%.

Abstract The analysis and forecasting of eminent air quality play a significant role in municipal regulatory planning and emergency preparedness. In this paper, a FS-GA-BPNN model forecasting the daily average Air Quality Index (AQI) is proposed. Special procedures for feature extraction to find more potential significant variables and feature selection to remove redundant information and avoid overfitting are conducted before modelling. Three different models – BPNN, GA-BPNN and FS-GA-BPNN are established to compare the prediction accuracy, generalization ability and reliability. 17 parameters involving pollutant concentration, meteorological elements and surrounding factors are found essential for the method effectiveness. The result shows that the FS-GA-BPNN model generally performs superior to ordinary BPNN, suggesting the necessity of extensive data mining and feature extraction for successful machine learning. The results of this paper can help to conduct air quality pre-warning system and improve the emergency planning process of extreme weather events.

Abstract During the last decades there has been a lot of attention to issues of safety, emergency response and crisis management. Emergency response rooms (ERRs) are interesting public sector organizational arrangements in this respect. In our paper we pay attention to emergency response rooms in the Netherlands and especially in Amsterdam. Using an ethnographic approach, we studied the fire brigades (red), the medical services (white) and the police (blue) including their back-office organizations, their habits, and the systems in-use. As could be predicted, the (technical) integration of ERR systems in the Netherlands was not unproblematic. In our contribution we will make clear that the organization of the safety response in Amsterdam is rather fragmented. The latest discussion in the field is about the introduction of net-centric work, a concept based upon the interactive internet 2.0. Yet, it is not so much the technology, as well as the institutional arrangements that are at stake.

Abstract Federal, State, and local decision makers and public health officials must prepare and exercise complex plans to contend with a variety of possible mass casualty events, such as pandemic influenza. Through the provision of quick look tools (QLTs) focused on mass casualty events, such planning can be done with higher accuracy and more realism through the combination of interactive simulation and visualization in these tools. If an event happens, the QLTs can then be employed to rapidly assess and execute alternative mitigation strategies, and thereby minimize casualties. This can be achieved by conducting numerous “what-if” assessments prior to any event in order to assess potential health impacts (e.g., number of sick individuals), required community resources (e.g., vaccinations and hospital beds), and optimal mitigative decision strategies (e.g., school closures) during the course of a pandemic. In this presentation, we overview and demonstrate a pandemic influenza QLT, discuss some of the modeling methods and construct and visual analytic components and interface, and outline additional development concepts. These include the incorporation of a user selectable infectious disease palette, simultaneous visualization of decision alternatives, additional resource elements associated with emergency response (e.g., first responders and medical professionals), and provisions for other potential disaster events.

Abstract People with sensory disabilities, like anyone else, need access to timely emergency and weather warnings information. Primary information sources, radio and television broadcasts, do not consistently serve the needs of the 28 million people who are deaf or hard-of-hearing, or the 11 million people who are blind or have low vision. Alert systems, services and products are developing text and audio alert capabilities to serve these populations but many inconsistently support appropriate modalities and accessible interfaces. Funded by the US Department of Commerce, WGBH is uniting emergency alert providers, local information resources, telecommunications industry and public broadcasting representatives, and consumers to research and disseminate replicable approaches to make emergency warnings and community-based information accessible. Through research with consumers and the public warning community, and delivery and device testing, an information model is being developed with recommended accessibility extensions to emergency system protocols, technologies and services for cross-platform delivery. © 2006 WGBH Educational Foundation.

Abstract In 2014 a small fire started in a forest in central Sweden. Within a few days it developed into the largest wildfire in Sweden in the last 50 years. As the scale of the fire increased, so did the need for direction and coordination of the resources engaged in the response operation. Both official investigators and the research community have studied the challenges and come up with recommendations for improvements of the Swedish crisis management system. All authors of this paper have been involved in such efforts. This paper is a result of us trying to formulate lessons learnt based on several written reports and official discussions. The development of the narratives constructed by individuals involved in the response, investigators and researchers is analyzed. We conclude that researchers need to pay attention to their own role in this development. Maybe there is a need for a game changer on the methodological side?

Abstract This paper presents a new information system, SAGE-B, structured to support all fundamental data related to dams and the elements associated to an emergency in case of a dam-break flood. Data such as information about the population located in the areas at risk or the vehicles available for rescue that are located in the areas impacted by the predicted flood are always changing. In order to support an effective update of the required information for emergency management, an emergency information system was conceived and proposed. This paper describes the motivation for this research and the basic requirements from an emergency management perspective. The platform has a modular architecture, developed in open and free technologies, which allows a continuous development and improvement. Examples of future developments include a multichannel emergency warning system, flood wave real-time forecast and dam-breaching real-time monitoring models.

Abstract Often, water management decisions are based on hydrological forecasts, which are affected by inherent uncertainties. It is increasingly common for forecasters to make explicit estimates of these uncertainties. Associated benefits include the decision makers' increased awareness of forecasting uncertainties and the potential for risk-based decision-making. Also, a more strict separation of responsibilities between forecasters and decision maker can be made. A recent study identified some issues related to the effective use of probability forecasts. These add a dimension to an already multi-dimensional problem, making it increasingly difficult for decision makers to extract relevant information from a forecast. Secondly, while probability forecasts provide a necessary ingredient for risk-based decision making, other ingredients may not be fully known, including estimates of flood damage and costs and effect of damage reducing measures. Here, we present suggestions for resolving these issues and the integration of those solutions in a prototype decision support system (DSS). A pathway for further development is outlined.

Abstract In complex emergencies, civil and military organizations often find themselves being partners in an international effort aimed at peace keeping, humanitarian relief, and development support. Civil and military partners need to exchange information and to cooperate as required. This assumes effective and efficient Civil-Military Interaction (CMI). However, CMI research literature shows that, in practice, this is far from a reality. In particular, our research indicates that deficiencies in knowledge processes and knowledge management within international civil and military organizations contribute to the causes of ineffective and inefficient CMI. Our research aims to investigate the feasibility of developing technical solutions exploiting knowledge engineering, to support fieldworkers in overcoming these CMI problems. As a first step, this paper introduces a Conceptual Framework (CF) that captures reference models of the CMI domain. The CF has been developed to analyze CMI problems and underlying KM deficiencies. It is being illustrated, explored and validated using real-world case studies.

Abstract Efficient management of mass casualty incidents is complex, since regular emergency medical services structures have to be switched to a temporary “disaster mode” involving additional operational and tactical structures. Most of the relevant decisions have to be taken on-site in a provisional and chaotic environment. Data gathering about affected persons is one side of the coin; the other side is on-site patient dispatching requiring information exchange with the regular emergency call center and destination hospitals. In this paper we extend a previous conference contribution about the research project e-Triage to the aspect of patient data and on-site patient dispatching. Our considerations reflect the situation in Germany, which deserves from our point of view substantial harmonization. © 2012 ISCRAM.

Abstract In the new millennium new technologies (should) play an ever more prominent role in the management of mass casualty incidents (MCI). Drawing on empirical data from a four-year research project (SOGRO), the article reflects on the impact of information technologies (IT) on the organisation of emergency response and on rescue services against the backdrop of broader organisational shifts and contemporary demands. Because IT strengthens a particular way of MCI management, it is firstly described as expressing and reifying specific considerations of emergency response experts. Secondly, the benefits of an IT-based emergency response are critically reviewed. IT collects and makes available data about the rescue operation. Thus, it makes a formerly blurred rescue operation transparent. Although its operational benefit remains vague for on-scene executives, the visualisation reduces uncertainties among them. Thirdly, the article points out the inherent logics of IT. Its implementation not only satisfies newly evolved information needs, but also increases the control density.

Abstract The purpose of this study was to develop a simulation model to evaluate bleeding control kit location strategies for a mass casualty incident scenario. Specifically, the event simulated was an explosion at a large sports arena. The model included a representation of the arena itself, simulated crowd movements following the detonation of an improvised explosive device, injuries and treatments, and different ways for immediate responders to help injured patients using tourniquets. The simulation model gave logically consistent results in the validation scenarios and the simulation outcomes were in line with the expected outcomes. The results of the different tourniquet location scenarios indicated that decentralized placement (more than one location) is better, easy access is important (between rather than at emergency exits) and that an increased number of available tourniquets will result in an increased number of survivors.

Abstract This project evaluates the feasibility of a prognostic model for international attention following earthquakes. The degree of international attention is defined as the number of situation reports issued by the United Nations. Ordinal regression is applied to a set of 58 case study events that occurred in Central Asia between 1992 and 2005. The context of the model is promising. Patterns were identified among the misclassified events. The patterns can prove helpful in understanding the irregular behavior of the international community and to improve future models by identifying subjects, such as bilateral relations and willingness to request external aid, for which additional indicators are needed.
