Abstract This paper introduces two concepts-dialogical emergency management and strategic awareness-as means to use and understand the content of social media for the purpose of emergency communication. Dialogical emergency management denotes that the emergency management organizations follow what people publish in various social media on emergencies and ongoing emergency response, and then adjust their information strategies in a way that matches the expectations and needs for emergency information of the public. The concept of strategic awareness suggests that it is essential to have an understanding of the receiver (public) of emergency information but also to have an understanding of the receivers' idea about the emergency and emergency response. Hence, the notion of strategic awareness incorporates structured awareness of how people interpret, value, and reacts on communication based on what they think about the sender's (emergency management organization's) actual intentions and motives.

Abstract One of the main design challenges of any Emergency Management System (EMS) is the diversity of users and responsibilities that must be considered. Modelling the access capabilities of different communities of users is a relevant concern for which the RBAC (Role-Based Access Control) paradigm provides flexible and powerful constructs. In this paper we describe how we used an RBAC meta-model to specify at different levels of abstraction the access policy of a specific EMS called ARCE (Aplicación en Red para Casos de Emergencia). This approach has made it possible to face access modelling at earlier development stages, so that stakeholders got involved in analytical and empirical evaluations to test the correctness and effectiveness of the access policy. Moreover, since the RBAC meta-model is embedded into a web engineering method, we put into practice a holistic process which addresses different design perspectives (structure, navigation, presentation, interaction and access) in an integrated way.

Abstract Emergency management tasks are inherently complex and dynamic, requiring quick knowledge sharing and decision coordination among multiple organizations across different levels and locations. However, there is a general lack of understanding about how to describe and assess the complex and dynamic nature of emergency management tasks and how knowledge integration help managers improve emergency management task performance. This paper describes a research project that aims at (1) developing the concepts of task complexity and uncertainty of emergency management tasks and (2) testing the mediating role of knowledge sharing and knowledge integration between emergency management task characteristics and performance. The overall research agenda, approaches, challenges and the advantages of utilizing a virtual Emergency Operations Center (vEOC) for this line of research are discussed.

Abstract The Canadian Multi-Agency Situational Awareness System (MASAS) is rapidly becoming Canada's national system for exchanging emergency management incident-relevant information amongst multiple agencies and jurisdictions. Through the use of structured information aligned with open standards, and a centrally managed open architecture, MASAS provides a trusted virtual community with the ability to seamlessly exchange emergency management information. MASAS offers an information exchange architecture that is based around a highly resilient system of data aggregation hubs that are easily accessible directly or through third party commercial tools by emergency management officials at all levels, from the smallest community in the most remote areas of Canada's north to key federal stakeholders such as the federal Government Operations Centre or the Canadian military. This paper highlights the key design principles, experimental activities, and technology implementation strategies that are positioning MASAS as a Canadian success story in the making – from coast to coast to coast. © 2012 ISCRAM.

Abstract The increasingly sophisticated sensors supported by modern smartphones open up novel research opportunities, such as mobile phone sensing. One of the most challenging of these research areas is context-aware and activity recognition. The Smart Rescue project takes advantage of smartphone sensing, processing and communication capabilities to monitor hazards and track people in a disaster. The goal is to help crisis managers and members of the public in early hazard detection, prediction, and in devising risk-minimizing evacuation plans when disaster strikes. In this paper we suggest a novel smartphone-based communication framework. It uses specific machine learning techniques that intelligently process sensor readings into useful information for the crisis responders. Core to the framework is a content-based publish-subscribe mechanism that allows flexible sharing of sensor data and computation results. We also evaluate a preliminary implementation of the platform, involving a smartphone app that reads and shares mobile phone sensor data for activity recognition.

Abstract Emergency management situations are highly complex and require the collaboration of multiple parties for adequate responses to incidents. The design and validation of effective emergency response systems is critical in order to improve the overall effectiveness of teams tasked to manage emergency situations. We report ongoing work whose objective is to increase the efficiency of emergency response solutions through iterative cycles of human in-the-loop simulation, modeling, and adaptation. Ultimately, this cycle could either be achieved offline for complex adaptation (e.g., development of a novel interface), or online to provide timely and accurate decision support during an emergency management event. Abstract Emergency management is by its nature, and in some jurisdictions by its definition, an activity that requires a concerted effort by a number of governmental and non-governmental agencies. There is a growing appreciation that collaboration between these parties is best served through the use of interoperable standards for message formats for purposes such as alerting and resource exchange. However, it is also important to realize that, although much advantage can be drawn from standardizing certain aspects of communication, such as the structure of messages, different agencies will use different vocabularies. In this paper we discuss how ontologies can be used with standard messaging formats for resource messaging to enable intelligent decision support mechanisms in the presence of differing vocabularies across organizational boundaries. We also present a survey of the opportunities for using ontologies in emergency management, and the issues that must be addressed.

Abstract Inter-organizational issues are very challenging in emergency management (EM). In this paper, aspects of information and communication technologies (ICT), geographical information systems (GIS) and geospatial data (GSD) in the Swedish EM system, an EM system involving a large number of EM organizations, are reported based on a case study. The issues concerned include separated ICT & GIS development between organizations and formation of technological coalitions, problems of identification and access of GSD, located through the large number organizations, as well as uncoordinated launching of web-based GIS service. Possible implications of this situation for command and control are discussed. Additionally, areas for further research are suggested.

Abstract Swedish municipalities are stimulated to conduct emergency management exercises in addition to developing crisis plans. These exercises tend to be grounded in an instrumental philosophy. There is too much focus on doing the exercise and too little attention for the implementation of lessons learned afterwards. A common experience is that the same 'mistakes' are discovered again and again in yearly exercises. Furthermore there is a paradoxical balance between empowering the organization in its learning process (positive feedback) and revealing the failures (negative feedback). In this paper we reflect on the learning process in a Swedish municipality in 2006 where two emergency management exercises were held and where a minor and a major crisis occurred during the year. We argue that the longitudinal learning process should be the focus in stead of ad hoc exercises. In addition we develop some requirements for emergency management training from a 'passion for failures' perspective.

Abstract Emergency management personnel often face feedback delays and a lack of reliable information. To address this problem, new information technologies have been developed that can provide real-time, image-based feedback. While potentially useful, this trend represents a fundamental shift in both the timing and format of the information used by incident commanders (ICs). Eight ICs took part in a simulation exercise to determine the potential impact of real-time imaging on their decision-making. Nearly all of the ICs failed to detect important changes in the situation that were not captured in the imaging but that were available via other, more traditional data sources. It appears that the ICs placed an inappropriately high level of trust in the imaging data, resulting in reduced data search activities and hypothesis generation. This research helps practitioners anticipate and guard against undesirable effects of introducing similar technologies on training and operational procedures.

Abstract This paper presents results from a field experiment of IT-use in emergency response work of a fire crew. A prototype has been developed to probe for instances of sensemaking supported by IT-use in such work. The findings have been analyzed in relation to research on design of emergency management information systems and sensemaking theory. Key findings from the field experiment suggest that there is a potential conflict between the role-based emergency management information systems and the shared use of information technology of first responders. Further it is advocated that prototypes should be used to explore the extrinsic of the work practice difficult to uncover using only direct-observation or interviews.

Abstract Despite the significant advances that software and hardware technologies have brought to the emergency management field, some islands remain where innovation has had little impact. Among them, emergency plan management is of particular relevance due to their key role in the direction of teams during responses. Aspects like coordination, collaboration, and others are spread in plain text sentences, impeding automatic tool support to improve team per-formance. Moreover, administrative management of plans becomes a mere document management activity. In this paper, we present SAGA, an architecture that supports the full lifecycle of advanced emergency plan management. By advanced we mean plans that include new types of interaction such as hypermedia and advanced process definition languages to provide precise specification of response procedures. SAGA provides all the actors involved in plan management a number of tools supporting all the stages of the plan lifecycle, from its creation to its use in training drills or actual responses. It is intended to be instantiated in systems promoted by civil defense agencies, providing administrative support to plan management; additionally, editing tools for plan designers and tools for analysis and improvement of such plans by organizations are provided. Plan enactment facilities in emergency response are also integrated. To our knowledge, it is the very first proposal that covers all the aspects of plan man-agement. © 2012 ISCRAM.

Abstract It has long been recognized that the management of emergencies requires that response organisations act flexibly, becoming an “emergent organisation” to better manage the fact that disasters do not follow scripts. Nevertheless, recent research shows that crisis response organisations prefer to follow patterns adequate for normal situations. Arguably, the resistance to become an emergent organisation could be related to poor understanding of how to move from disorganisation to self-organisation. We extend a recent system dynamics work by Tu, Wang and Tseng, describing the transition from disorganisation to self-organisation in the Palau case, to analyse the management of disorganisation in the fatal Hatlestad landslide in Norway. We suggest that the causal structure of the system dynamics model describing the Palau and the Hatlestad case should be considered a candidate for an emergent “middle-range theory” describing the management of disorganisation in emergencies. We propose specific data collection to test the candidate theory.

Abstract The University of Agder, Norway, has recently founded a Centre for Integrated Emergency Management (CIEM). The centre brings together a highly multi-disciplinary group of local and international researchers in technology and the social sciences. This paper presents an interdisciplinary vision for large-scale integrated emergency management that has been inspired by the transition from platform centric to Integrated Operations in the oil and gas fields, which uses remote emergency control centers collaborating virtually with local responders. The paper discusses some of the most salient research challenges for Integrated Emergency Management. © 2012 ISCRAM.

Abstract Emergency situations are chaotic in nature. It is however, necessary to understand the context in which Emergency Responders work such that information practice issues can be highlighted and addressed by the system designers. In this paper, Activity Theory is proposed as a methodological and analytical framework to study information practices in the context of Emergency Management. Activity Theory aids in achieving a holistic approach to understanding the work activities context unlike some other analytical methodologies, as it focuses on use of artifacts for the interaction of humans with their environment. In this paper, an activity system model is used to investigate information practice issues of response phase of the emergency services in the UK. Using Activity Theory as an analytical framework, several tensions and contradictions emerged which keep the system unstable but which are also a source of innovation. It is also argued that Activity Theory can usefully be applied to the analysis of information practices over short period of time.

Abstract In recent years governmental actors have become more and more dependent on IT systems for their responsibilities in a crisis situation. To avoid unexpected problems with the dependability of IT systems in the aftermath of a crisis it is important that such risks are identified and that measures can be taken to reduce the dependence on systems that could be unreliable. This paper describes two case studies exploring how Swedish municipalities incorporate IT systems in their emergency planning. The study focuses especially on how different actors within a municipality cooperate to analyse the risks of depending on IT systems in critical situations. The study shows that today there is much room for improvement, especially in the communication between IT personnel and emergency managers. Finally, this paper describes the requirements for a process improvement framework that can assist governmental actors in analysing and improving their dependency on IT systems in emergency management.

Abstract In emergency management, the identification of hazards, analysis of risks, development of mitigation and response plans, maintaining of situational awareness and support of response and recovery are all complex responsibilities. A major accident brings together individuals belonging to many different organizations, having backgrounds in different fields of operation, and representing different organizational cultures. They have to absorb a large amount of information about the accident over a short period of time. In order to take effective action, actors are expected to work smoothly together, thus the flow of information from and to the actors involved is crucial. Nevertheless, there are certain problem domains in the different phases of emergency management, which may weaken the flow of information. In this paper we present the findings of the first round of a Delphi study in which we identified problem domains in communication both in long-term and short-term planning for major accidents.

Abstract An emergency brings together a group of individuals who often represent different organizations, resources, and roles. In order to be able to make the right decisions, individuals need to understand each other although they may be from different lines of business. In our research the target is to stress the importance of a common language in emergency management. Our plan is to gather a group representing the authorities, i.e. public sector actors, and a group representing companies, i.e. private sector actors, to communicate with the Delphi method on possible differences in the language used in different lines of business. The aim of this paper is to discuss the possibilities of using the Delphi method to make improvements to emergency management and to evaluate which kinds of organizations should be represented in our Delphi panel. This paper forms a part of a larger research study, the results of which will be useful, for example when improving the interoperability of management and communications systems. © 2012 ISCRAM.

Abstract The application of Information and Communication Technologies in emergency management environments is a challenging research topic; particularly, the applicability of C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) systems specifically designed for these environments. A key aspect in emergency management is the training of operatives at all levels, from intervention to operational, including tactical command and control. Virtual reality is widely used for training and learning purposes, but the interaction of real and virtual worlds with new standards (i.e. MPEG-V), going a step further from the traditional approach to create virtual environments based in expensive simulation dedicated equipment and allowing data streaming between both worlds, has not yet been exploited in training for emergency management. This paper proposes an architecture for a C4ISR training system providing interoperability between real and virtual worlds using the MPEG-V standard and allowing simultaneous and real time training of both real and virtual units.

Abstract Design patterns describe problems that occur recurrently, and specify the core of the solution in such a way that we can (re)use it in different contexts and applications. Although, web-based Emergency Management Systems domain is still in its nascent stages, there are design principles, real systems and design patterns from other related areas that can be a valuable source of knowledge to mine design patterns. From these sources we have created a patterns catalogue to assist novice designers on discovering what issues should be addressed to develop useful and successful systems. In this paper, we present the mining process and some patterns as example.

Abstract An important aspect of working in an emergency operations center (EOC) is determining what information is credible and what actions to take based on that information. Information during an emergency may come from various sources and EOC workers may not know the information providers personally. Information may come from electronic sources where the exact source of the information may be unknown and credibility may be affected. For this study, we conducted ethnographic interviews with emergency management subject matter experts to gain insights on credibility. The interviews included a series of questions to learn about the current processes of an EOC, what sources generally provide information about the situation and what factors determine credibility. These interviews are ongoing and this paper provides a summary of the interviews completed at this point. The expected outcome of this study is a potential software system with features to enhance credibility despite weak source information.

Abstract Emergency response and preparedness teams that are inter-organizational or international often work together in partially distributed teams (PDTs). A PDT has at least one collocated subteam and at least two subteams that are geographically distributed. Leadership configuration and behaviors present unique challenges in PDTs. This paper describes preliminary results of an initial field experiment with international student teams undertaken to examine leadership in PDTs working on high-level requirements for an emergency preparedness information system. Leadership is viewed through the lens of what leader behaviors, or roles, are enacted by the leaders. Leadership configuration was varied: some teams had just an overall team leader; others had no team leader but had a leader for each subteam, while others had both team and subteam leaders. The findings suggest that leadership configuration matters and that leaders do enact roles similar to those found in studies of fully distributed or traditional collocated teams.

Abstract We report on the use of a team of trusted digital volunteers during the 2011 Shadow Lake Fire that occurred in the US Pacific Northwest to extend the social media capacity of a Type I incident management team. In this case study, we outline the tools and processes used by this virtual team to coordinate their activities, monitor social media communication and to establish communications with the public around the event. Finally, we discuss the potential merits and limitations of implementing a team of trusted volunteers and explore how this idea could be incorporated into emergency management organizations. © 2012 ISCRAM.

Abstract Researchers and emergency management system designers constantly find ways to produce suitable systems that have best fit between technology, and tasks. However, there is significant gap in the literature on designing information system that places greater emphasis on situational qualities. We posit that situational qualities are as important as information system success qualities such as system quality, information/knowledge quality and service quality. This research work aimed to fill this theoretical gap in designing IS for disaster management and to contribute towards guiding design decisions for future emergency management information systems development. A prototype system called CEMAS was designed and developed to support current challenges in disaster management. The underlying guiding theory for CEMAS was situational qualities interweaved within information system success factors in the form of knowledge management system. This paper presents the evaluation results of CEMAS in a simulated environment for flood.
