Abstract |
The most effective way to design an emergency management system matching user needs is to perform a User-Centered Design; it relies on continuous interactions with end-users in order to understand better and better how organizations are arranged during emergencies, which data are exchanged and which steps are performed by organizations to face disastrous events. In this paper we (i) illustrate the methodology used to collect the user requirements for the emergency management system developed in the European research project WORKPAD, and (ii) describe the WORKPAD high level architecture stemming from such requirements. Specifically, the methodology is applied in the context of Regional Civil Protection of Calabria (Italy) and is used as basis to provide more general user requirements for emergency management systems. |

Abstract |
Understanding the interdependencies of critical infrastructures (power, transport, communication, etc.) is essential in emergency preparedness and response in the face of disasters. Unfortunately, many factors (e.g., unwillingness to disclose or share critical data) prohibited the complete development of such an understanding. As an alternative solution, this paper presents a conceptual model-an ontology-of disasters affecting critical infrastructures. We bring humans into the loop and distinguish between the physical and social interdependencies between infrastructures, where the social layer deals with communication and coordination among representatives (either humans or intelligent agents) from the various critical infrastructures. We validated our conceptual model with people from several different critical infrastructures responsible for disasters management. We expect that this conceptual model can later be used by them as a common language to communicate, analyze, and simulate their interdependencies without having to disclose all critical and confidential data. We also derived tools from it. |

Abstract |
Design patterns describe problems that occur recurrently, and specify the core of the solution in such a way that we can (re)use it in different contexts and applications. Although, web-based Emergency Management Systems domain is still in its nascent stages, there are design principles, real systems and design patterns from other related areas that can be a valuable source of knowledge to mine design patterns. From these sources we have created a patterns catalogue to assist novice designers on discovering what issues should be addressed to develop useful and successful systems. In this paper, we present the mining process and some patterns as example. |

The survey is by no means an exhaustive list of such standards and portals, but it gives a fair representation of the current state of affairs and resources to practitioners and researchers alike. |

Abstract |
Virtual Distributed Teams (VDT) need to face physical and logical communication challenges during emergency response. Physical problems include heterogeneous technology infrastructures, ubiquitous accessibility, alternative media communication or real-time interaction. Logical problems are related to the accomplishment of a coordinated activity, such as the need for a common place accessible by all where digital artefacts are available, spontaneous communication, real-time interaction, and emergency awareness. We present an integration framework that addresses the physical and logical communication requirements in emergency management for VDTs. The framework provides a ubiquitous mobile infrastructure that supports physical communication, proposes a generic role-based organizational structure for VDT, and outlines an integration strategy that allows to define logical communication channels by means of information flow and access control policies based on the VDT structure. |

Abstract |
Swedish municipalities are stimulated to conduct emergency management exercises in addition to developing crisis plans. These exercises tend to be grounded in an instrumental philosophy. There is too much focus on doing the exercise and too little attention for the implementation of lessons learned afterwards. A common experience is that the same 'mistakes' are discovered again and again in yearly exercises. Furthermore there is a paradoxical balance between empowering the organization in its learning process (positive feedback) and revealing the failures (negative feedback). In this paper we reflect on the learning process in a Swedish municipality in 2006 where two emergency management exercises were held and where a minor and a major crisis occurred during the year. We argue that the longitudinal learning process should be the focus in stead of ad hoc exercises. In addition we develop some requirements for emergency management training from a 'passion for failures' perspective. |

Abstract |
This paper presents the learning experiences from the development of a mobile-based communication platform, called OrdningsVaktsCentralen (OVC). OVC can be translated to Security Guard Central. OVC is designed to enable the Swedish Police Force (SPF) to comply with new legal requirements and enhance their collaboration with Appointed Security Guards (ASG). The focus of this paper is on the early phases of development; in particular on the specific technical issues such as interoperability and standards used in the development of mobile based systems. The learning experiences are as follows: firstly, when developing mobile based systems we suggest and recommend that the analysis phase should be enhanced and it should address the interoperability between mobile phones on one hand and operators on the other hand. Secondly, global and national standards, such as the MMS7 for sending multi-media messages, are not always standardized. It seems that operators and mobile phone manufacturers make minor alterations and interpretations of the standard and thereby some of the benefits found in standards disappear. Thirdly, mobile based communication platforms have a large potential for contributing to the field of emergency management information systems since they can be based on open and nationally accepted standards. |

Abstract |
One of the main design challenges of any Emergency Management System (EMS) is the diversity of users and responsibilities that must be considered. Modelling the access capabilities of different communities of users is a relevant concern for which the RBAC (Role-Based Access Control) paradigm provides flexible and powerful constructs. In this paper we describe how we used an RBAC meta-model to specify at different levels of abstraction the access policy of a specific EMS called ARCE (Aplicación en Red para Casos de Emergencia). This approach has made it possible to face access modelling at earlier development stages, so that stakeholders got involved in analytical and empirical evaluations to test the correctness and effectiveness of the access policy. Moreover, since the RBAC meta-model is embedded into a web engineering method, we put into practice a holistic process which addresses different design perspectives (structure, navigation, presentation, interaction and access) in an integrated way. |

Abstract |
Planning processes, including simulations and games, can help emergency workers to prepare for the unexpected. Rehearsal using software based gaming techniques not only helps planning, but is also cost effective. Computer-based groupware systems can make experts available regardless of location. A new approach, Virtual Simulation (VS), uses networking to create a flexible learning and planning environment. To date two prototype trials of this approach have been implemented at NJIT with major revamps between each one. This paper gives the results of the latest prototype trial, a simulation of attacks on university computer centers. The insights from this second prototype trial of virtual simulation will help us to improve the design and approach for future offerings. |

Abstract |
Mobile communications networks and devices can be and have been used by authorities to warn and instruct the general public during crises. However, our understanding of how mobile technologies could best be used for emergency announcements (public warnings) is currently limited. To clarify one part of this field of study, we define and describe a simple taxonomy for mobile emergency announcements (MEA) systems. The taxonomy has three categories: preplanned MEA systems, ad-hoc MEA systems and semi ad-hoc MEA systems. Differences in functional, security and other requirements were found between MEA systems belonging to different taxonomy categories, both concerning how each category of MEA systems can meet the common requirements, and concerning which requirements are the most important for each category of MEA systems. The differences between the categories were especially clear for these requirements: the understandability and credibility of the MEAs and the security of a MEA system. |

Abstract |
The need for transparent and consistent decision making in nuclear emergency management across local, regional, national and international levels is well recognised. Several decision support systems have been developed to help achieve this; but, by and large, with little consultation with potential DMs and with limited understanding of the emergency management procedures across Europe and how they differ. This work, part of a European Fifth Framework project EVATECH, considers the application of process modelling to document and compare the emergency management process in four countries. We have observed that the four process models are substantially different in their organizational structure and identified differences in where decisions are made, the management of advice and the communication network style. This papers focus is on the results of the comparison and the implications for the design and use of decision support systems. |

The OASIS Project addresses the Strategic objective 2.3.2.9, “Improving Risk Management”, of the second call for tender of the European Commission FP6 Information Society Technologies program. The objective of OASIS is to define and develop an Information Technology (IT) framework based on an open and flexible architecture and using standards that will be the basis of a European Emergency Management system. OASIS is intended to facilitate the cooperation between the information systems used by civil protection organisations, in a local, regional, national or international environment. This Disaster and Emergency Management system aims to support the response operations in the case of large scale as well as local emergencies. |

This paper is a critical examination of the U.S. Incident Command System (“ICS”) as an organizational structure and information gathering tool for emergency management from the perspective of a career emergency management officer who became a graduate student in information management following 35 years of public service. In addition to examining the ICS, and assessing its current weaknesses in the area of information management, the paper proposes a low-cost, COTS approach to automating the ICS information gathering and dissemination process. |

Abstract |
This paper summarises the contribution of EURATOM research to off-site emergency management in Europe over the past two decades. Effort initially focused on the development of methods and software that could be used to underpin the nature and extent of emergency management arrangements and policy. With time, and partially in response to accidents at TMI and Chernobyl, effort shifted to the development of a comprehensive decision support system that could find broad use in real time across Europe in order to better inform decisions on emergency management. The deployment of the developed system across Europe, largely so far at a pre-operational level, is described together with the opportunities this offers for more coherent response to any accident that may in future affect Europe and for better use of scarce resources, both human and otherwise. Indications are given of where further effort or initiatives should be directed with a view to ensuring that the major research achievements are fully and effectively exploited. |

Abstract |
This paper presents results from a field experiment of IT-use in emergency response work of a fire crew. A prototype has been developed to probe for instances of sensemaking supported by IT-use in such work. The findings have been analyzed in relation to research on design of emergency management information systems and sensemaking theory. Key findings from the field experiment suggest that there is a potential conflict between the role-based emergency management information systems and the shared use of information technology of first responders. Further it is advocated that prototypes should be used to explore the extrinsic of the work practice difficult to uncover using only direct-observation or interviews. |

Abstract |
Emergency situations, man-made as well as natural, can differ considerably. However, they share the characteristic of sudden onset, involve complex decisions and necessitate a coherent and effective emergency management. In the event of a nuclear or radiological accident in Europe, the real-time on-line decision support system RODOS provides support from the early phase through to the medium and long-term phases. This paper describes the demands to a Decision Support System from a user-centred view as well as experiences gained from conducting moderated decision making workshops based on a hypothetical accident scenario focusing on the evaluation of long-term countermeasures using the simulation capabilities of the RODOS system and its recently integrated evaluation component Web-HIPRE, a tool for multi-criteria decision analysis (MCDA). |

Abstract |
Inter-organizational issues are very challenging in emergency management (EM). In this paper, aspects of information and communication technologies (ICT), geographical information systems (GIS) and geospatial data (GSD) in the Swedish EM system, an EM system involving a large number of EM organizations, are reported based on a case study. The issues concerned include separated ICT & GIS development between organizations and formation of technological coalitions, problems of identification and access of GSD, located through the large number organizations, as well as uncoordinated launching of web-based GIS service. Possible implications of this situation for command and control are discussed. Additionally, areas for further research are suggested. |

Abstract |
Creating a 'common view' between all stakeholders on the course of an emergency situation and the possible consequences is a challenge for any crisis management organisation. In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Abstract |
During the past quarter century there have been many developments in scientific models and computer codes to help predict the ongoing consequences in the aftermath of many types of emergency: e.g. storms and flooding, chemical and nuclear accident, epidemics such as SARS and terrorist attack. Some of these models relate to the immediate events and can help in managing the emergency; others predict longer term impacts and thus can help shape the strategy for the return to normality. But there are many pitfalls in the way of using these models effectively. Firstly, non-scientists and, sadly, many scientists believe in the models' predictions too much. The inherent uncertainties in the models are underestimated; sometimes almost unacknowledged. This means that initial strategies may need to be revised in ways that unsettle the public, losing their trust in the emergency management process. Secondly, the output from these models form an extremely valuable input to the decision making process; but only one such input. Most emergencies are events that have huge social and economic impacts alongside the health and environmental consequences. While we can model the latter passably well, we are not so good at modelling economic impacts and very poor at modelling social impacts. Too often our political masters promise the best 'science-based' decision making and too late realise that the social and economic impacts need addressing. In this paper, we explore how model predictions should be drawn into emergency management processes in more balanced ways than often has occurred in the past. © Proceedings ISCRAM 2004. |

A recent review of the procedures covering the RPII's responsibilities under the National Emergency Plan for Nuclear Accidents has shown the need for a management information system (MIS) to support the organisation's operational plan for emergency preparedness and response. This paper describes the design objectives and the development of a prototype version of this system. Specific functions of the MIS are highlighted along with a description of the motivation behind their development. This very simple MIS has already helped RPII staff members to operate more efficiently. Finally, some ideas for future development are outlined. © Proceedings ISCRAM 2004. |

Abstract |
Although considered of low risk, incidents with dams may cause significant damage both directly and indirectly. Direct losses are usually easier to assess (assuming human lives are quantifiable), but indirect losses are difficult to measure and may take some time before the original situation is restored. Disaster prevention and vulnerability reduction have been topics of major concern in many local, national or international organisations for some years. These can be accomplished through emergency management which begins with hazard identification and planning for disaster mitigation but encompasses other activities as risk analysis, risk response and recovery. Therefore, an emergency management system with capacity to: i) forecast critical situations; ii) warn the population as well as the authorities; and iii) support the civil protection system to deal with an emergency, is a most helpful tool to minimize the impact of an accident. The Information System described herein fulfils mainly the third objective, i.e. it is intended to help the Civil Protection System in Portugal, to respond to an emergency caused by the failure of a dam. It is an Internet-based application, which integrates all relevant data for the implementation of a dam emergency plan. These data include the main characteristics of the dam and its reservoir, the character-isation of the dam downstream valley as well as the response procedures to be followed in an emergency. © Proceedings ISCRAM 2004. |
