Abstract |
Timely information is essential for better dynamic situational awareness, which leads to efficient resource planning, coordination, and action. However, given the scale and outreach of social media�a key information sharing platform during crises, diverse types of users participate in discussions during crises, which affect the vetting of information for dynamic situational awareness and response coordination activities. In this paper, we present a user analysis on Twitter during crises for three major user types�Organization, Organizationaffiliated (a person�s self-identifying affiliation with an organization in his/her profile), and Non-affiliated (person not identifying any affiliation), by first classifying users and then presenting their communication patterns during two recent crises. Our analysis shows distinctive patterns of the three user types for participation and communication on social media during crises. Such a user-centric approach to study information sharing during crisis events can act as a precursor to deeper domain-driven content analysis for response agencies. |

Abstract |
Over the years many different strategies, approaches and tools have been used in emergency response to connect information flows. In large-scale emergencies different tools, processes and structures are used to coordinate information. This is in part due to the differences in countries, emergencies, and local context, but also personal preferences, capabilities and resources play a role. Despite these differences, being able to compare and contrast various information structures, processes and systems would be beneficial to identify recurring structures and their performance. Modelling languages have been used in many other contexts to support these practices of describing, analyzing and comparing processes. This research examines the need and potential of a tailored modelling language to visualize information flow setups. In this study an initial set of requirements is developed from a literature study and further validated with expert in-depth interview. These requirements are compared with existing modelling languages to identify key building blocks of the language. The results provide key considerations for the development of a new modelling language to describe information flows in a consistent and structured manner. |

Abstract |
We assess the usability of public inquiry report data to build a formal trace that can be used in later stages to create an agent model simulating crisis response coordination. The case taken is a train tunnel fire near the underground train station at Amsterdam Airport Schiphol that turned out to be harmless, but the incident illustrated key weaknesses in inter-organizational coordination causing a slower response than required in case of a more serious fire. We present a taxonomy of data problems resulting from our attempt to reconstruct a logical series of events. This highlights gaps or ambiguities in data pertaining to coordination practices, communication networks, situational properties and information and communication systems. Our formal trace cannot support all the report's claims that explain the failures in coordination. The report data show some critical problems, but can still serve as a basis for an information network model of the crisis. © 2012 ISCRAM. |

Abstract |
Smart Service Queensland (SSQ) is the 'front door' to the Queensland State Government in Australia, providing services and information for citizens and businesses. Services are delivered through online channels, call centres and face-to-face service centres. Rostering to adequately staff the call centres during business as usual demand is well supported using existing workforce planning tools and content management systems alongside real-time telephonic monitoring. However, during times of large scale emergency events, such as floods and tropical cyclones, effective workforce planning heavily relies upon experienced SSQ personnel constantly monitoring and updating call centre staffing levels leading up to and during the disaster event to ensure customer demands are met. Achieving the right balance of call centre servicing without over provisioning is a challenging task. We present a prototype analytics tool that supports the SSQ Forecast Analyst responsible for workforce planning during disaster events and provides initial results of modelling caller behavior during two recent tropical cyclones. The tool provides a single point of reference to a wide collection of relevant datasets, including population demographics and details of the natural and built environment, data feeds describing the emergency event under investigation, relevant social media posts and call centre operations metrics. The tool is an early proof of concept demonstrator highlighting the utility of data integration, web mapping, real-time event monitoring, and predictive modelling. |

Abstract |
The Emergency Situation Awareness (ESA) tool began as a research study into automated web text mining to support emergency management use cases. It started in late 2009 by investigating how people respond on Twitter to specific emergency events and we quickly realized that every emergency situation is different and preemptively defining keywords to search for content on Twitter beforehand would likely miss important information. So, in late September 2011 we established location-based searches with the aim of collecting all the tweets published in Australia and New Zealand. This was the beginning of over a decade of collecting and processing tweets to help emergency response agencies and crisis coordination centres use social media content as a new channel of information to support their work practices and to engage with the community impacted by emergency events. This journey has seen numerous challenges overcome to continuously maintain a tweet stream for an operational system. This experience allows us to derive insights into the changing use of Twitter over this time. In this paper we present some of the lessons we’ve learned from maintaining a Twitter monitoring system for emergency management use cases and we provide some insights into the changing nature of Twitter usage by users over this period. |
