Abstract |
One of the most critical challenges faced by authorities during the management of a climate-related crisis is the overwhelming flow of heterogeneous information coming from humans and deployed sensors (e.g. cameras, temperature measurements, etc.), which has to be processed in order to filter meaningful items and provide crisis decision support. Towards addressing this challenge, ontologies can provide a semantically unified representation of the domain, along with superior capabilities in querying and information retrieval. Nevertheless, the recently proposed ontologies only cover subsets of the relevant concepts. This paper proposes a more “all-around” lightweight ontology for climate crisis management, which greatly facilitates decision support and merges several pertinent aspects: representation of a crisis, climate parameters that may cause climate crises, sensor analysis, crisis incidents and related impacts, first responder unit allocations. The ontology could constitute the backbone of the decision support systems for crisis management. |

Abstract |
This paper describes the basic work performance analysis from three research projects with a goal to investigate the impact of a decision support system that presents global positioning system (GPS) information to the decision makers in crisis management organizations. The goal was to compare the performance between teams that had access to GPS information in the command post with teams that had access only to paper maps. The method used was controlled experiments with the C3Fire micro-world. A total of 304 participants, forming 48 teams, participated in the three studies. The participants came from three different groups, university students, municipal crisis management organizations and rescue service personnel. The result shows that the performance and communication change depending on if the teams used GPS support or paper maps. The result also shows that the participants' background and perceived complexity of the task have an impact on the results. |

Abstract |
Society's welfare is very dependent on the effective performance of Critical Infrastructure (CI). Nowadays, CI constitutes a network of interconnected and interdependent entities. This means that a serious event in one CI can originate cascading events in the rest, leading to a serious crisis. As a consequence, Crisis Management (CM) and Critical Infrastructure Protection (CIP) should converge and integrate their findings, providing a more unified approach. One relevant issue when developing integrated CM/CIP research is what type of unit of analysis should be used, as it conditions the research objectives and questions. This paper presents an analysis of three different units of analysis used in CM research, focusing on the research objectives and questions used in them. These three different units of analysis have been used in a European CIP research project where three simulation models have been developed based on these three units of analysis. |

Abstract |
Emergency situations are chaotic in nature. It is however, necessary to understand the context in which Emergency Responders work such that information practice issues can be highlighted and addressed by the system designers. In this paper, Activity Theory is proposed as a methodological and analytical framework to study information practices in the context of Emergency Management. Activity Theory aids in achieving a holistic approach to understanding the work activities context unlike some other analytical methodologies, as it focuses on use of artifacts for the interaction of humans with their environment. In this paper, an activity system model is used to investigate information practice issues of response phase of the emergency services in the UK. Using Activity Theory as an analytical framework, several tensions and contradictions emerged which keep the system unstable but which are also a source of innovation. It is also argued that Activity Theory can usefully be applied to the analysis of information practices over short period of time. |

Abstract |
Currently social media are largely used in interactions, especially in crisis situations. We note a big volume of interactions around events. Observing these interactions give information even to alert the existence of an incident, event, or to understand the expansion of a problem. Crisis management actors observe social media to be aware about this type of information in order to consider them in their decisions. Specific organizations are founded in order to observe social media interactions and send their analysis to rescue and crisis management actors. In our work, an experience feedback of this type of organizations (VISOV, a crisis social media analysis association) is capitalized in order to emphasize from one side, main dimensions of this analysis and from another side, to simulate some aspects using TextMining that help to explore big volume of data. |

Abstract |
Large crisis scenarios involve several actors, acting at the blunt-end of the process, such as rescue team directors, and at the sharp-end, such as firefighters. All of them have different perspectives on the crisis situation, which could be either coherent, alternative or complementary. This heterogeneity of perceptions hinders situational awareness, which is defined as the achievement of an overall picture on the above-mentioned crisis situation. We define knowledge fusion as the process of integrating multiple knowledge entities to produce actionable knowledge, which is consistent, accurate, and useful for the purpose of the analysis. Hence, we present a conceptual modelling approach to gather and integrate knowledge related to large crisis scenarios from locally-distributed sources that can make it actionable. The approach builds on the WAx framework for cyber-socio-technical systems and aims at classifying and coping with the different knowledge entities generated by the involved operators. The conceptual outcomes of the approach are then discussed in terms of open research challenges for knowledge fusion in crisis scenarios. |

Abstract |
Planning problems in a crisis context are a highly uncertain environment where health facilities must cooperate in providing health services to their patients. We focus on the health crisis in France due to the COVID19 pandemic. In fact, the lack of appropriate scheduling tools, resources, and communication leads hospitals to be submerged by infected patients and forced to transfer them to other hospitals. In this work we aim to provide a global solution to such planning problems to improve the current French health system. We introduce a cooperative approach called OPPIC (Operational Planning Platform for Inter-healthcare Coordination). OPPIC is based on a decentralized system, where health facilities plan is dynamic, flexible, robust to uncertainty, and respond to goals and optimization criteria. This paper proposed a first planning model to OPPIC and provided a first way of negotiation between health facilities based on their plan’s local and global flexibility. |

Abstract |
Post-disaster information processing is relevant for the continuous improvement of operations and the reductionof risks. The current methodologies for post-disaster review suffer from several limitations, which reduce their use as a way of translating narrative in data for qualitative and quantitative analysis. Learning or effective knowledge sharing need a common formalism and method. Ontologies are the reference tool for structuring information in a “coded” data structure. Using the investigation of disaster management during the 2017 hurricane season in the French West Indies within the scope of the ANR “APRIL” project, this contribution introduces a methodology and a tool for providing a graphical representation of experiences for post-disaster review and lessons learning, based on a novel approach to case-based ontology development. |

Abstract |
Successful and effucient crisis management depends on the availability of all accessible relevant information on the incidents during a crisis. The sources of this information are very often multiple and manifold – in particular in the case of environmental crises such as wild fires, floods, drought, etc. For the staff of the control centres it can be a challenge to follow up on all of them. In this paper, we present work in progress on an automatic multilingual incident report generator that produces summaries of all environmental incidents communicated by citizens or authorities in a given time range for a given region in terms of a text message, an audio, a video or an image and analyzed by dedicated modules into uniform knowledge representation structures. |

Abstract |
All countries have to face the COVID’19 pandemic and its heavy consequences. This sanitary crisis differs from all others in terms of the quick spread of contaminations, the high number of deaths (more than 5,5 Million globally and 123,893 in France) and the accrued number of patients hospitalized and induced in intensive care units. All sanitary procedures have proven to be inadequate. Several actors at different levels, whether international, European, national and local, as well as at the level of public and private organizations have been involved in the management of this type of crisis. These actors deal with different aspects of it, i.e., health, people protection, and economic and social situations. Existing procedures revealed a big lack in the relationships between different local and departmental actors. We did a number of interviews with strategic actors addressing the COVID’19 crisis in the City of Troyes. The objective of these interviews is to identify lessons learned from their experience feedback about relational problems and modifications needed. We present in this paper the first results of this study. |

Abstract |
Peaks in a time series of social media posts can be used to identify events. Using peaks in the number of posts and keyword bursts has become the go-to method for event detection from social media. However, those methods suffer from the random peaks in posts attributed to the regular daily use of social media. This paper proposes a novel approach to remedy that problem by introducing a semantic decay filter (SDF). The filter's role is to eliminate the random peaks and preserve the peak related to an event. The filter combines two relevant features, namely the number of posts and the decay in the number of similar tweets in an event-related peak. We tested the filter on three different data sets corresponding to three events: the STEM school shooting, London bridge attacks, and Virginia beach attacks. We show that, for all the events, the filter can eliminate random peaks and preserve the event-related peaks. |

Abstract |
Shock forest fires have short and long-terms devastating impact on the sustainable management and viability of natural, cultural and residential environments, the local and regional economies and societies. Thus, the utilisation of risk-based decision support systems which encapsulate the technological achievements in Geographical Information Systems (GIS) and fire growth simulation models have rapidly increased in the last decades. On the other hand, the rise of image and video capturing technology, the usage mobile and wearable devices, and the availability of large amounts of multimedia in social media or other online repositories has increased the interest in the image understanding domain. Recent computer vision techniques endeavour to solve several societal problems with security and safety domains to be one of the most serious amongst others. Out of the millions of images that exist online in social media or news articles a great deal of them might include the existence of a crisis or emergency event. In this work, we propose a Multi-Layer Fusion framework, for Real-Time Fire Severity Assessment, based on knowledge extracted from the analysis of Fire Multimedia Incidents. Our approach consists of two levels: (a) an Early Fusion level, in which state-of-the-art image understanding techniques are deployed so as to discover fire incidents and objects from images, and (b) the Decision Fusion level which combines multiple fire incident reports aiming to assess the severity of the ongoing fire event. We evaluate our image understanding techniques in a collection of public fire image databases, and generate simulated incidents and feed them to our Decision Fusion level so as to showcase our method's applicability. |

Abstract |
A simulation-based model used to measure resilience indicators of the railway transportation system is presented. This model is tested through a perturbation scenario: the inoperability of a track which links two stations in the system. The performance of the system is modelled through two indicators: (a) the number of passengers that reach their destination and (b) the total delay of passengers after a serious perturbation. The number of passengers within a given station at a given time is considered as early warning in the model. Furthermore, a crisis management plan has been simulated for this perturbation scenario in order to help the system to recover quickly from this perturbation. This crisis management plan emphasizes the role and the importance of the proposed indicators when managing crises. |

Abstract |
In the past a lot of researchers have defined criteria to determine information quality. Various criteria and dimensions have been identified and examined in different contexts. But very few of them focused on information quality in the context of complex situations, especially in the domain of crisis management. These complex situations demand for an extensive level of information as a basis to the difficult decisions an officer-in-charge has to make. Therefore, if we want to support the decision-making of the leading officers through an at least semi-automated process, we need first of all to find a set of criteria to assess the information quality considering the special requirements of such complex situations. In this paper we describe our approach of defining a criteria set by identifying the characteristics of complex situations, then we analyze existing models of information quality and map their aggregated criteria to the identified characteristics and finally first results of interviews to evaluate the set through the involvement of domain experts are presented. |

Abstract |
This paper presents our work on developing a system for Internet monitoring and knowledge extraction from different web documents which contain information about disasters. This system is based on ontology of the disasters domain for the knowledge extraction and it presents all the information extracted according to the kind of the disaster defined in the ontology. The system disseminates the information extracted (as a synthesis of the web documents) to the users after a filtering based on their profiles. The profile of a user is updated automatically by interactively taking into account his feedback. |

Abstract |
Australia is frequently hit by bushfires. In 2009, the “Black Saturday” fires killed 173 people and burnt hectares of bush. As a result, a research commission was created to investigate, and concluded that several aspects could be improved, in particular better understanding of the population actual behaviour, and better communication with them. We argue that agent-based modelling and simulation is a great tool to test possible communication strategies, in order to deduce valuable insight for emergency managers before new fires happen. In this paper, we extend an existing agent-based model of the population behaviour in bushfires. Concretely, we added a communication model based in social sciences, and user interactivity with the model. We present the results of first experiments with dierent communication strategies, providing valuable insight for better communication with the population during such events. This model is still preliminary and will eventually be turned into a serious game. |

Abstract |
Warnings can help to prevent damages and harm if they are issued timely and provide information that help responders and population to adequately prepare for the disaster to come. Today, there are many indicator and sensor systems that are designed to reduce disaster risks. These systems have proved to be eective. Unfortunately, as all systems including human beings, a part of unpredictable remains. Indeed, each person behaves dierently when a problem arises. In this paper, we focus on people behaviors in crisis situations: from the definition of factors that impact human behavior to the integration of these behaviors, with three dierent modeling propositions, into a warning system in order to have more and more eÿcient crisis management systems. |

Abstract |
Like Crisis Management (CM) itself, Visual Analytics (VA) is a multi-disciplinary research area and is potentially useful to analyze and understand the huge amount of multidimensional data produced in a crisis. Our work investigates how researchers and practitioners are using VA in decision-making in CM. This paper firstly reports on a systematic mapping study to analyze the available information visualization tools and their applications in CM. To complement this information, we report on questionnaires and ethnographic studies applied during the large events held in Brazil in recent years. Then, we analyzed existing tools for visualizing crisis information. Lastly, we analyzed the data gathered from interviews with six professional crisis managers. The compiled results show that the full potential of VA is not being applied in the state-of-the-art and state-of-the-practice. We consider that further researches in the application of VA is required to improve decision-making processes in crisis management. |

Abstract |
Crisis Management (CM) refers to the ability to deal with crisis tasks in different phases and iterations. People working in a crisis are generally under pressure to make the right decision at the right time. They must process large amounts of data and assimilate the received information in an intuitive way. Visual Analytics (VA) is potentially useful to analyze and understand the huge amount of data in several areas including in a crisis. We propose a model based on VA to support decision-making in CM. The aim of the model is to help visualization designers to create effective VA interfaces, to help crisis managers to make quick and assertive decisions with them. In previous studies, we carried out a survey protocol with a multi-method approach to collect data on crisis related decision-making and analyze all these data qualitatively with formal techniques during the large events held in Brazil in recent years. In this work, we used our previous findings to develop the proposed model. We validated it using the focus group technique. With the new findings, we identified relevant insights on the use of VA for crisis management. We hope that, with these continuous cycles of validation and improvement, the agencies that manage crises might use our model as a reference for building more effective IT decision-making infrastructures based on VA. |

Abstract |
Many cities, especially those in developing countries, are not well prepared for the devastating disaster of exceptional rain-induced waterlogging caused by extreme rainfall. This paper proposes a waterlogging scenario prediction and crisis management method for such kind of extreme rainfall conditions based on high-precision waterlogging simulation. A typical urban region in Beijing, China is selected as the study area in this paper. High-precision and full-scale data in the study area requested for the waterlogging simulation are introduced. The simulation results show that the study area is still vulnerable to extreme rainfall and the subsequent waterlogging. The waterlogging situation is much more severe with the increase of the return period of rainfall. This study offers a good reference for the relevant government departments to make effective policy and take pointed response to the waterlogging problem. |

Abstract |
Project management has become a standard in business. Unfortunately, the projects as well as companies are increasingly subject to major disruptions. In this context, it is of prime importance to have the ability to manage the risks inherent to these projects to best achieve their objectives. The existing approaches of crisis management in the literature no longer seem to be adapted to this new normality. The future of research lies in a more systematic crisis assessment and a better conceptualization of the uncertainty associated with risks. It is necessary to rely on the collection of heterogeneous data in order to maximize the understanding of the project environment and to find a way that best describes and visualizes the influence of crises on the project management processes. This article uses the POD approach and applies it in the context of project management to address these issues. |

Abstract |
Crisis management (CM) is facing new challenges due to the increasing complexity of contemporary society. To mitigate a crisis, it is often necessary for a collection of independent systems, people, and organizations to cooperate. These collaborating entities constitute an interconnected socio-technical system of systems (SoS). An important question is how a CM SoS should be constructed to minimize the risk of failure and accurately handle a crisis. SoS pose new challenges in analysing risk during interactions. This paper investigates whether the risk analysis method STAMP (System-Theoretic Accident Model and Processes) is suitable for SoS, using a forest fire rescue operation case study. Results show characteristics of various risk sources and identify some SoS characteristics, such as dynamic structure and latent risks, that are not sufficiently handled in STAMP. The study further contributes to the body of knowledge by presenting potential directions for research on SoS risk assessment methods. |

One field in which simulation is relevant is decision making support (DMS), in which we use computers to run models of real or possible scenarios in order to evaluate alternative actions before carrying them out. We will obtain a useful simulation system only when the model (engine of the simulation process) has been made accurately to represent reality. Thus it is necessary to use a methodology that helps us to construct a simulation system. This paper presents some classifications of simulation systems and an introduction to the Monte Carlo method, with the objective of creating a framework of application of this method for the construction of simulation systems for decision making support in crisis management. One area of applicability is scenario-based simulations for training for cross-national teams to cooperate in large scale disasters. The final aim of this research will be the recommendation of standards and methodologies to build simulation systems in crisis management, specifically in decision making support. © 2012 ISCRAM. |

Abstract |
Mobile communication networks constitute large-scale sensor networks that generate huge amounts of data that can be refined into collective mobility patterns. In this paper we propose a method for using these patterns to autonomously monitor and detect accidents and other critical events. The approach is to identify a measure that is approximately time-invariant on short time-scales under regular conditions, estimate the short and long-term dynamics of this measure using Bayesian inference, and identify sudden shifts in mobility patterns by monitoring the divergence between the short and long-term estimates. By estimating long-term dynamics, the method is also able to adapt to long-term trends in data. As a proof-of-concept, we apply this approach in a vehicular traffic scenario, where we demonstrate that the method can detect traffic accidents and distinguish these from regular events, such as traffic congestions. |

Abstract |
Various terms and approaches currently exist on outlining the constituent components of crisis management as well as their interrelations, focusing mainly on the effective communication between the members of the crisis management unit. A gap emerges regarding a high-level and holistic approach on crisis management that will have the organization’s preparedness as its main pillar. In this work, crisis is organized into three macro-stages, i.e., pre-crisis, crisis, post-crisis. Preparedness is conceptualized as an overarching concept that frames an organization’s crisis management approach to reduce its vulnerability in a potential crisis. The study focuses on developing a high-level tool to enhance the preparedness of water utilities. The tool aims to serve as a holistic crisis management framework to support stakeholders in qualitatively assessing and improving their level of preparedness. The “Preparedness against hazardous events” tool was the result of this work, which was positively assessed through experts’ evaluation. |
