Abstract Geospatially-oriented social media communications have emerged as a common information resource to support crisis management. Our research compares the capabilities of two popular systems used to collect and visualize such information – Project Epic's Tweak the Tweet (TtT) and Ushahidi. Our research uses geospatially-oriented social media gathered by both projects during recent disasters to compare and contrast the frequency, content, and location components of contributed information to both systems. We compare how data was gathered and filtered, how spatial information was extracted and mapped, and the mechanisms by which the resulting synthesized information was shared with response and recovery organizations. In addition, we categorize the degree to which each platform in each disaster led to actions by first responders and emergency managers. Based on the results of our comparisons we identify key design considerations for future social media mapping tools to support crisis management. © 2012 ISCRAM.

Abstract Peaks in a time series of social media posts can be used to identify events. Using peaks in the number of posts and keyword bursts has become the go-to method for event detection from social media. However, those methods suffer from the random peaks in posts attributed to the regular daily use of social media. This paper proposes a novel approach to remedy that problem by introducing a semantic decay filter (SDF). The filter's role is to eliminate the random peaks and preserve the peak related to an event. The filter combines two relevant features, namely the number of posts and the decay in the number of similar tweets in an event-related peak. We tested the filter on three different data sets corresponding to three events: the STEM school shooting, London bridge attacks, and Virginia beach attacks. We show that, for all the events, the filter can eliminate random peaks and preserve the event-related peaks.

Abstract In our modem society, the impact of large-scale spfety and security incidents can be large and diverse. Yet. this societal impact is makeable and controllable to a limited extent. At best, the effect of concrete response actions is that the direct damage is somewhat reduced and that the recovery is accelerated. Proper crisis communication can make the biggest difference with respect to overall societal impact. We argue that crisis communication must strike a balance between a directive approach of chaos, command and control and a more empathic approach of continuity, coordination and cooperation. On the basis of a concrete case we analyze how crisis communication reflects the incident response approach and how societal impact is affected.

Abstract Controlled experiments on crisis management could provide many insights into the human factors that lead to effective performance in the area. However, the challenge of establishing a controlled environment directly relevant to the chaotic settings in which crisis management occurs means that such experiments are scarce. Here, we describe our attempt to use a videogame (ARMA III) as a realistic but controllable environment for research in this domain. We successfully developed a testbed linking the game world to the front-end of a prototype command-and-control system, so that one can use the latter to monitor events in the former. However, when it came to developing controlled scenarios for the experiment, we discovered that too much realism can be a problem. This paper outlines the challenges we encountered and provides recommendations for researchers and game designers interested in the use of serious games in scientific research.

Abstract Decision support systems for emergency management tend to focus on making a lot of data meaningful to particular users via a common operational picture (COP). This paper describes one such system, but one that goes further by making the COP flexible enough to support multiple users. Large crises involve frequent role switching between different actors in a response. Hence, predicting the support needs of a given user of a COP is difficult at best, complicating the design process. The solution described here is to use interactive information overlays to enable different users to fit the COP to their particular SA needs. The design was evaluated in two user workshops and a demonstration. In general, it was well-received, but domain experts cautioned that the tool must be usable not only in large crises but in everyday operations, or else it will not be used.

Abstract This paper describes an ongoing project that exploits the capability of mobile sharing systems for ad-hoc wireless networks (MANET) operating in a post-emergency scenario. The aim is to support an existing adaptive process management in which users handle multimedia files (e.g. disaster photos) in a nomadic way by exploiting the capability offered by mobile file sharing middleware to reduce the connection time for each nomadic operator performing emergency workflow. The paper compares user activities with and without file sharing capability in order to show the efficiency gain that could be obtained. A preliminary discussion with example of activity diagrams evidences the benefits in terms of workflow efficiency and gives the opportunity in the software project development phase to obtain a more scalable and efficiently performing mobile adaptive process management for crisis scenarios.

Abstract Emergency situations are chaotic in nature. It is however, necessary to understand the context in which Emergency Responders work such that information practice issues can be highlighted and addressed by the system designers. In this paper, Activity Theory is proposed as a methodological and analytical framework to study information practices in the context of Emergency Management. Activity Theory aids in achieving a holistic approach to understanding the work activities context unlike some other analytical methodologies, as it focuses on use of artifacts for the interaction of humans with their environment. In this paper, an activity system model is used to investigate information practice issues of response phase of the emergency services in the UK. Using Activity Theory as an analytical framework, several tensions and contradictions emerged which keep the system unstable but which are also a source of innovation. It is also argued that Activity Theory can usefully be applied to the analysis of information practices over short period of time.

Abstract Managing crises is considered as one of the most complicated organizational and managerial task. Indeed, dealing with such situations calls for many groups from different institutions and organizations to interact and collaborate their efforts in a timely manner to reduce their effects. However, response organizations are challenged by several problems. The urgent need of a shared and mutual situational awareness, information and knowledge about the situation are distributed across time and space and owned by both organizations and people. Additionally, decisions and actions have to be achieved promptly, under stress and time pressure. The contribution outlined in this paper is suggesting a crowdsourcing-based approach for decision making in collaborative crisis management based on the literature requirements. The objective of the approach is to support situational awareness and enhance the decision making process by involving citizens in providing opinions and evaluations of potential response actions.

Abstract Crisis management training software is gaining researchers? as well as practitioners? interest. In order to truly support organizations it is important that such software responds to actual user needs. The aim of this study is to compare existing initiative described in research with the needs of the users and to identify possible research directions for forthcoming studies. The literature review shows that discussions on users? needs are superficial at best. The software described in research mainly focus on co-located execution of exercises, often in the form of simulations. Furthermore, a ?right or wrong? behavior is usually built-in. Empirical data from a web survey indicate that flexibility in time and space during training is a fundamental user need. This is not particularly acknowledged in earlier research. Neither is the users? wish for better support in designing exercises. We propose that system flexibility, modularity and pedagogy for computer based crisis training are urgent issues for future research.

Abstract Societal threats such as global warming and terror attacks make crisis preparedness and crisis training a major priority in governments worldwide. Unfortunately, training is limited, partly due to complex and resource-demanding planning of traditional exercises. Several crisis training software have been developed as a complement. However, reports in research on their usage are rare, which indicates that the diffusion is limited. A potential explanation is that the systems fail to meet important needs in the organizations and/or sound information systems (IS) design principles. This paper describes the first phase of a design science research (DSR) project aiming at developing information systems for disaster management (ISDM) training, and accompanying training methods in local and regional governments. The purpose of this paper is to investigate perceived problems in current crisis training and identify opportunities for ISDM training in the application domain. Another purpose is to outline expected artifacts in the project.

Abstract This paper contributes to the literature on information systems in crisis management by providing an overview of emerging technologies for sensing and recording sociological data about disasters. These technologies are transforming our capacity to gather data about what happens during disasters, and our ability to reconstruct the social dynamics of affected communities. Our approach takes a broad review of disaster research literature, current research efforts and new reports from recent disasters, especially Hurricane Katrina and the Indian Ocean Tsunami. We forecast that sensor networks will revolutionize conceptual and empiricial approaches to research in the social sciences, by providing unprecedented volumes of high-quality data on movements, communication and response activities by both formal and informal actors. We conclude with a set of recommendations to designers of crisis management information systems to design systems that can support social science research, and argue for the inclusion of post-disaster social research as a design consideration in such systems.

Abstract We report the findings of a crisis management survey on the role of IT in the crisis exercising, training and planning activities among companies in 6 different industries in two neighbouring European countries, Belgium and the Netherlands, having at least 50 employees. The survey was sent to 1450 Dutch and 1245 Belgian companies, 245 of which were returned, resulting in a response rate of 9%. The results of the survey show that the role of IT in these activities in both countries is very limited.

Abstract The basis of this article is an ethnographical study conducted in a German electricity provider company. The energy supply sector is an important domain in the field of emergency management research since electricity providers maintain an important infrastructure in various crisis scenarios. There exist many dependencies and interrelations between power infrastructure providers and authorities and corporations in cases of emergency. The maintenance workers of electricity infrastructures deal on a daily basis with problems that may emerge into a crisis on a larger scale. Our paper focuses this special division of the company – service workers in two different regions, one department located in a major German city and the other in a rural area. The categories of convergence of physical and electronical working appliances and infrastructures and socio-spatially bound knowledge serve to understand and analyse the work practices of the service workers as preliminary investigations to system development. Within these categories we also comment on the methodological implications for ethnographic analysis and technology development processes.

Abstract All countries have to face the COVID’19 pandemic and its heavy consequences. This sanitary crisis differs from all others in terms of the quick spread of contaminations, the high number of deaths (more than 5,5 Million globally and 123,893 in France) and the accrued number of patients hospitalized and induced in intensive care units. All sanitary procedures have proven to be inadequate. Several actors at different levels, whether international, European, national and local, as well as at the level of public and private organizations have been involved in the management of this type of crisis. These actors deal with different aspects of it, i.e., health, people protection, and economic and social situations. Existing procedures revealed a big lack in the relationships between different local and departmental actors. We did a number of interviews with strategic actors addressing the COVID’19 crisis in the City of Troyes. The objective of these interviews is to identify lessons learned from their experience feedback about relational problems and modifications needed. We present in this paper the first results of this study.

Abstract Currently social media are largely used in interactions, especially in crisis situations. We note a big volume of interactions around events. Observing these interactions give information even to alert the existence of an incident, event, or to understand the expansion of a problem. Crisis management actors observe social media to be aware about this type of information in order to consider them in their decisions. Specific organizations are founded in order to observe social media interactions and send their analysis to rescue and crisis management actors. In our work, an experience feedback of this type of organizations (VISOV, a crisis social media analysis association) is capitalized in order to emphasize from one side, main dimensions of this analysis and from another side, to simulate some aspects using TextMining that help to explore big volume of data.

Abstract Disasters and crisis create complex conditions that require intra-organizational and inter-organizational coordination throughout the duration of response operations. Emergency response plans and Incident Command Systems that are implemented at times of crisis are well defined on the intra-organizational level, following organization?s own hierarchy and resources. However, in reality, units of different organizations behave differently as they form sub-networks to carry out tasks involved in response operations, despite differences in operating protocols and training background. In this paper we introduce a novel approach to study crisis response networks: the emergence of coordination clusters. The results indicate resilience in the behavior of response units from different organizations as they re-organize into coordination clusters and collectively respond to the unfolding emergency events. Understanding characteristics of coordination clusters helps to identify critical tasks and units beside resources required during emergency response operations. Our results contribute to the continuous change in the concepts of crisis response management and the shift towards a network and function based response protocols.

Abstract Microblogs are an opportunity for scavenging critical information such as sentiments. This information can be used to detect rapidly the sentiment of the crowd towards crises or disasters. It can be used as an effective tool to inform humanitarian efforts, and improve the ways in which informative messages are crafted for the crowd regarding an event. Unique characteristics of microblogs (lack of context, use of jargon etc) in Tweets expressed by a message-sharing social network during a disaster response require special handling to identify sentiment. We present a systematic evaluation of approaches to accurately and precisely identify sentiment in these Tweets. This paper describes sentiment detection expressed in 3698 Tweets, collected during the September 2010, San Bruno, California gas explosion and resulting fires. The data collected was manually coded to benchmark our techniques. We start by using a library of words with annotated sentiment, SentiWordNet 3.0, to detect the basic sentiment of each Tweet. We complemented that technique by adding a comprehensive list of emoticons, a sentiment based dictionary and a list of out-of-vocabulary words that are popular in brief, online text communications such as lol, wow, etc. Our technique performed 27% better than Bayesian Networks alone, and the combination of Bayesian networks with annotated lists provided marginal improvements in sentiment detection than various combinations of lists. © 2012 ISCRAM.

Abstract In crisis management situations information is exchanged in different ways. In general, information is exchanged through spoken dialogues or text messaging conversations. Part of this exchanged dialogue information is often relevant to other actors involved in managing the crisis. Due to the dynamic character of the situation, dialogue partners may not be aware of who else needs the exchanged information. We present a coarse-grained segmentation method for automatically recognizing coherent dialogue segments which are then used for routing. We investigate the effectiveness of our features for recognizing boundaries of segments on transcribed emergency response dialogues and we compare classification by relevance of the identified information segments to the ideal topic segments.

Abstract Crisis management systems play a critical role in supporting responders and decision makers in their crisis and emergency management functions. Even though these systems and solutions have been broadly adopted in private and public organizations, very few quantitative studies can be found on their functions, user groups, targeted stakeholders, their technological requirements and their scope of services. The present study gives an outline of our ongoing project and an insight in the first results of a three-year study of crisis management systems in Germany. The study will outline the methods of our analysis and will present some results from an analysis of over more than 170 systems from over 70 vendor/developers. It will then give a conclusion of the results and outline open and future questions. © 2012 ISCRAM.

Abstract Communication plays a vital part in today's crisis management. Communication-channels and information systems in crisis management are often used separately. Our case study suggests an Integrated Crisis Communication (ICC) approach, which integrates all available communication-channels and information systems in one stakeholder oriented approach. The basis of this article is a case study of a 2-year research project with one of Germany's largest energy providers. The article starts with outlining the need for a communication-oriented crisis management. It presents results and findings from our research and explicates the main functionality the prototype we developed. Open questions and future research questions are outlined at the end.

Abstract The research presented in this paper attempts an initial evaluation of Twitter as an instrument for emergency response in the context of a recent crisis event. The case of the 2013 disaster, when typhoon Haiyan hit Philippines is examined by analyzing nine consecutive days of Twitter messages and comparing them to the actual events. The results indicate that during disasters, Twitter users tend to post messages to enhance situation awareness and to motivate people to act. Furthermore, tweets were found reliable and provided valuable information content, supporting the argument that Twitter presents a very good potential to become a useful tool in situations where rapid emergency response is essential.

Abstract The importance of situation awareness systems in crisis-management scenarios cannot be emphasised enough. These systems enable entire disaster situations to be mapped out in a real-time fashion thereby aiding significantly in human decision-making and the necessary positioning, management and deployment of resources. As a result of the core role these systems play in responding to crises, it is vital that they are highly usable and optimized for human cognition and experience. In this paper we consider this reality in the context of an initial evaluation of the visualisation interface of a situation-awareness tool called Secure Situation Awareness (SSA). Our evaluation seeks to gather useful feedback from potential end-users on the usability of the tool's interface to feed into the design and development of interfaces for similar systems. © 2012 ISCRAM.

Abstract Disaster response organizations are ad-hoc assemblies of multiple emergency services that collaborate with the goal to minimize the number of casualties and possible (infra)structural damage. In order to be effective, emergency personnel not only needs shared awareness of the situation but also awareness of the organization. We propose an organization awareness support system that contains a dynamic organigram that provides people with a real-time visualization of the organization that they belong to. © Proceedings ISCRAM 2004.

Abstract In this document, we describe the need for providing a uniform common picture that is missing in several crisis management decision support tools. Through research, we have reviewed some existing crisis management support systems in use and noted key user requirements that these tools are missing. A significant point of this research is to stress the importance of developing a decision support system that would improve the way an ideal support system would collect, analyze and disseminate necessary information to a crisis management decision maker. We also note the importance of ensuring that such a tool presents information to its user over a user friendly interface. The structure thus developed should be a standalone application that could be incorporated into existing platforms (Rinkineva, 2004) such as cell phones, PDAs and laptops.
