Abstract Post-disaster information processing is relevant for the continuous improvement of operations and the reductionof risks. The current methodologies for post-disaster review suffer from several limitations, which reduce their use as a way of translating narrative in data for qualitative and quantitative analysis. Learning or effective knowledge sharing need a common formalism and method. Ontologies are the reference tool for structuring information in a “coded” data structure. Using the investigation of disaster management during the 2017 hurricane season in the French West Indies within the scope of the ANR “APRIL” project, this contribution introduces a methodology and a tool for providing a graphical representation of experiences for post-disaster review and lessons learning, based on a novel approach to case-based ontology development.

Abstract Various terms and approaches currently exist on outlining the constituent components of crisis management as well as their interrelations, focusing mainly on the effective communication between the members of the crisis management unit. A gap emerges regarding a high-level and holistic approach on crisis management that will have the organization’s preparedness as its main pillar. In this work, crisis is organized into three macro-stages, i.e., pre-crisis, crisis, post-crisis. Preparedness is conceptualized as an overarching concept that frames an organization’s crisis management approach to reduce its vulnerability in a potential crisis. The study focuses on developing a high-level tool to enhance the preparedness of water utilities. The tool aims to serve as a holistic crisis management framework to support stakeholders in qualitatively assessing and improving their level of preparedness. The “Preparedness against hazardous events” tool was the result of this work, which was positively assessed through experts’ evaluation.

Abstract Based on interviews with European crisis managers and other stakeholders, we identified specific learning requirements regarding psycho-social support in disaster management. This paper describes the process of developing a learning environment specifically for disaster managers with strategic responsibilities. Focusing on competence development, the underlying concept emphasizes peer-like exchanges and self-directed learning rather than passive, externally organized training methods. For that purpose a web-based learning platform is being developed in combination with competence development modules tailored to the needs of crisis managers. The envisioned learning platform utilizes blended learning and social learning concepts and technologies to facilitate knowledge building, adapted and customized to the needs of the crisis managers. End-user requirements will be individually assessed in order to generate up-to-date content while considering the wider EU-context.

Abstract Project management has become a standard in business. Unfortunately, the projects as well as companies are increasingly subject to major disruptions. In this context, it is of prime importance to have the ability to manage the risks inherent to these projects to best achieve their objectives. The existing approaches of crisis management in the literature no longer seem to be adapted to this new normality. The future of research lies in a more systematic crisis assessment and a better conceptualization of the uncertainty associated with risks. It is necessary to rely on the collection of heterogeneous data in order to maximize the understanding of the project environment and to find a way that best describes and visualizes the influence of crises on the project management processes. This article uses the POD approach and applies it in the context of project management to address these issues.

Abstract Multi-criteria decision analysis (MCDA) is a technique for decision support which aims at providing transparent and coherent support for complex decision situations taking into account subjective preferences of the decision makers. However, MCDA does not foresee an analysis of multiple plausible future developments of a given situation. In contrast, scenario-based reasoning (SBR) is frequently used to assess future developments on the longer term. The ability to discuss multiple plausible future developments provides a rationale for strategic plans and actions. Nevertheless, SBR lacks an in-depth performance evaluation of the considered actions. This paper explores the integration of both techniques that combines their respective strengths as well as their application in environmental crisis management. The proposed methodology is illustrated by an environmental incident example. Future work is to conduct validations on the basis of real-world scenarios by public Dutch and Danish chemical incident crisis management authorities.

Abstract In the past a crisis event was notified by local witnesses that use to make phone calls to the special services. They reported by speech according to their observation on the crisis site. The recent improvements in the area of human computer interfaces make possible the development of context-aware systems for crisis management that support people in escaping a crisis even before external help is available at site. Apart from collecting the people's reports on the crisis, these systems are assumed to automatically extract useful clues during typical human computer interaction sessions. The novelty of the current research resides in the attempt to involve computer vision techniques for performing an automatic evaluation of facial expressions during human-computer interaction sessions with a crisis management system. The current paper details an approach for an automatic facial expression recognition module that may be included in crisis-oriented applications. The algorithm uses Active Appearance Model for facial shape extraction and SVM classifier for Action Units detection and facial expression recognition.

Abstract This paper presents the results of our research on the development of a Dialog Action Manager-DAM as part of a complex crisis management system. Imagine the utility of such an automatic system to detect the crisis and to provide support to people in contexts similar to what happened recently at the underground in London and Madrid. Preventing and handling the scenarios of terrorism and other crisis are nowadays maybe the most important issues for a modern and safe society. In order to automate the crisis support, DAM simulates the behavior of an employee at the crisis centre handling telephone calls from human observers. Firstly, the system has to mimic the natural support for the paradigm 'do you hear me?' and next for the paradigm 'do you understand me?'. The people witnessing the crisis event as well as human experts provide reports and expertise according to their observations and knowledge on the crisis. The system knowledge and the data communication follow the XML format specifications. The system is centered on the results of our previous work on creating a user-centered multimodal reporting tool that works on mobile devices. In our paper we describe the mechanisms for creating an automatic DAM system that is able to analyze the user messages, to identify and track the crisis contexts, to support dialogs for crisis information disambiguation and to generate feedback in the form of advice to the users. The reasoning is done by using a data frame and rule based system architecture and an alternative Bayesian Network approach. In the paper we also present a series of experiments we have attempted in our endeavor to correctly identify natural solutions for the crisis situations.

Abstract When a crisis occurs, people from different organizations, on different hierarchical levels have to deal with unexpected situations that require coordinated effort. The goal of this research is to improve multidisciplinary cooperation for crisis management teams. We developed a tool, the Multi-mono guide, which helps team members to share information at the right time, with the right person, in the right way. A pre-test post-test intervention experiment was conducted with 8 professional teams to evaluate the effect of the tool on individual competencies, team situation awareness and process satisfaction. The experimental group was more satisfied with the meetings and about the way they shared information. Participants reported that the Multi-mono guide makes them aware of sharing information. We didn't find significant differences for individual competencies and team situation awareness. This is may be because the teams that participated were very experienced. Participants did find the Multi-mono guide useful for trainees.

Abstract This paper is a case study of an emergency medical dispatch system that describes its operations and difficulties Emergency Management in Andalusia is the responsibility of the Internal Affairs Authority that operates in each province a Coordination Center that receives Emergency Calls and in cases where there is a medical emergency, passes the information to the Emergency Coordination Centers. The 112 Centers gather all the information generated in emergency situations and supposedly coordinate the response of the several emergency services (Police, and Fire Departments) that operate their own coordination centers. If necessary they send a medical request to the 112 Center that, acting as a hub, sends to EPES the information about the medical incident.

Abstract An information system for decision support and information exchange is designed and a prototype has been build for use in the Back Office Radiological Information (BORI) of the EPAn; the Dutch nuclear emergency organisation. System developments are directed at a fast and efficient production of a radiological status report and the improvement of information exchange and communications between the participating institutes of BORI. Special attention has been given to network security and the information infrastructure to manage virtual workplaces. We have chosen for a standard web based system development for the presentation and communication facilities. Abstract The EU FP7 project DRIVER is conducting a number of experiments to assess the feasibility of addressing known deficiencies in crisis management. In this paper, we introduce experiments that investigate two-way communication solutions between crisis managers and citizens or unaffiliated volunteers. In the so-called ?Interaction with Citizens? experiments we are testing the usability and acceptance of the various methods and tools that facilitate crisis communication at several levels. This includes: informing and alerting of citizens; micro-tasking of volunteers; gathering of situational information about the crisis incident from volunteers; and usage of this information to improve situation awareness. At the time of writing this paper, our ?Interaction with Citizens? experiments are still under way. Therefore, this paper reports the lessons learned in the first two experiments along with the experimental setup and expectations for the final experiment.

Abstract The performance of early warning activities involves the management of complex situations as uncertainty is common, information is frequently scattered and the number of stakeholders affected is large. In this context, the performance of early warning activities is distinguished by the significance of internalized experience as well as the generalized use of cultural knowledge, internalized domain knowledge and tacit knowledge. A suitable and well-known way to endorse the creation and exchange of this kind of knowledge -usually called soft knowledge- is the application of communities of practitioners. Based on the review of the communities of practice approach, its principles and rationale, this paper proposes a set of design guidelines aimed at addressing the technological design of technological platforms that support the creation, exchange and acquisition of soft knowledge for its application in early warning activities.

Abstract The most popular micro blogging platform Twitter has been the topic of a variety of research papers related to disaster and crisis management. As an essential first step and basis for a real-time methodology to exploit Twitter for event detection, localization and ultimately semantic content analysis, a functional model to describe the amount of tweets during a day has been developed. It was derived from a corpus of messages in an exemplary area of investigation. To satisfy the different daily behavior on particular days, two types of days are distinguished in this paper. Moreover, keyword-adjusted data is used to point out the potential of semantic tweet analysis in following steps. The consideration of spatial event descriptions in relevant tweets could significantly improve and accelerate the perception of a disaster. The results from the conducted tests demonstrate the capability of the functional model to detect events with significant social impact in Twitter data.

Abstract Crisis management (CM) is an aspect of command and control characterized by complexity, uncertainty, and severe time pressure. To address these challenges, CM teams can use collaborative work support systems (CWSS) to help plan their intervention and coordination activities. However, the use of CWSS is not necessarily beneficial and in some cases, can impede more than augment performance. Hence, it is essential to understand the impact of a CWSS on team performance and CM teamwork. We have developed a methodology to assess the effectiveness of CWSS by comparing the use of an interactive Smartboard with that of a traditional topographic map during team planning activities. To do so, a dynamic CM situation is simulated using a forest firefighting functional simulation – the C3Fire microworld. We compared two groups of participants on the basis of performance, communication, coordination efficiency, and planning quality. Based on a preliminary analysis, in comparison to maps, the use of a CWSS seems to be beneficial to planning activities and CM coordination. At this point the main contribution of the current on-going project is to provide a method and metrics for the objective assessment of new technology in the context of CM.

Abstract One of the most critical challenges faced by authorities during the management of a climate-related crisis is the overwhelming flow of heterogeneous information coming from humans and deployed sensors (e.g. cameras, temperature measurements, etc.), which has to be processed in order to filter meaningful items and provide crisis decision support. Towards addressing this challenge, ontologies can provide a semantically unified representation of the domain, along with superior capabilities in querying and information retrieval. Nevertheless, the recently proposed ontologies only cover subsets of the relevant concepts. This paper proposes a more “all-around” lightweight ontology for climate crisis management, which greatly facilitates decision support and merges several pertinent aspects: representation of a crisis, climate parameters that may cause climate crises, sensor analysis, crisis incidents and related impacts, first responder unit allocations. The ontology could constitute the backbone of the decision support systems for crisis management.

Abstract What happens when an organization requires its employees to work from home during a pandemic that needs to be managed? This research in progress article focuses on TELCOALPHA and their transition of the emergency operation centre (EOC) to be digital and distributed. A qualitative research method approach was applied and liminality has been used as lens to investigate the passage from analog to digital. Focus has been on understanding the transition and how they handled ambiguity within the organization when their crisis management moved online. The transition was successful, and two areas were identified as important to this success: 1. TELCOALPHA used IT that the staff in the crisis organization already had experience of working with prior to the Covid-19 pandemic; 2. TELCO_ALPHA ran crisis management team meetings as they would run regular business meetings. There was no new “crisis management structure” at the meetings.

Abstract Crisis management exercises require a lot of preparation and planning to ensure that the training objectives are met. This is often a time consuming and expensive process and can be a major barrier to setting up frequent crisis management training sessions. The introduction of virtual training environments to supplement the live exercises enables the development of tools to support the instructors in their planning, management, observation and analysis of training exercises. This can simplify the planning process, and give instructors control over the configuration of the exercises to tailor them to the needs of individual trainees. In this paper we present a tool that supports instructors in the planning of virtual exercises, and can be used to provide templates for live exercises. This tool has been developed with ongoing feedback from instructors and crisis management personnel and forms part of a crisis management virtual training system. © 2012 ISCRAM.

Abstract An experimental automated dialogue system that plays the role of a crisis hotline dispatcher is currently developed. Besides controlling the communication flow, this system is able to retrieve information about crisis situations from user's input. It offers a natural user interaction by the ability to perceive and respond to human emotions. The system has an emotion recognizer that is able to recognize the emotional loading from user's linguistic content. The recognizer uses a database that contains selected keywords on a 2D “arousal” and “valence” scale. The output of the system provides not only the information about the user's emotional state but also an indication of the urgency of his/her information regarding to crisis. The dialogue system is able to start a user friendly dialogue, taking care of the content, context and emotional loading of user's utterances.

Abstract Like Crisis Management (CM) itself, Visual Analytics (VA) is a multi-disciplinary research area and is potentially useful to analyze and understand the huge amount of multidimensional data produced in a crisis. Our work investigates how researchers and practitioners are using VA in decision-making in CM. This paper firstly reports on a systematic mapping study to analyze the available information visualization tools and their applications in CM. To complement this information, we report on questionnaires and ethnographic studies applied during the large events held in Brazil in recent years. Then, we analyzed existing tools for visualizing crisis information. Lastly, we analyzed the data gathered from interviews with six professional crisis managers. The compiled results show that the full potential of VA is not being applied in the state-of-the-art and state-of-the-practice. We consider that further researches in the application of VA is required to improve decision-making processes in crisis management.

Abstract Crisis Management (CM) refers to the ability to deal with crisis tasks in different phases and iterations. People working in a crisis are generally under stress to make the right decision at the right time. They have to process large amounts of data and to assimilate the received information in an intuitive and visual way. Visual Analytics (VA) is potentially useful to analyze and understand the huge amount of data in several areas including in a crisis. We designed a survey protocol to understand which themes influence visualizations to support CM. In previous work, we carried out systematic mapping studies, analysis of official documents, ethnographic studies, questionnaires during the large events held in Brazil in recent years. In this work, we interviewed eight CM specialists. We analyzed this data qualitatively with the coding technique. Then we evaluated the coding results with the focus group technique. With the results, we identified the relationships between the visual needs and other main themes of influence for CM. This thematic synthesis enabled us to build a draft model based on VA.

We hope that, after future cycles of validations and improvements, the agencies that manage crises might use this model as a reference in their activities of knowledge production and decision-making.

The aim of the model is to help visualization designers to create effective VA interfaces, to help crisis managers to make quick and assertive decisions with them. In previous studies, we carried out a survey protocol with a multi-method approach to collect data on crisis related decision-making and analyze all these data qualitatively with formal techniques during the large events held in Brazil in recent years. In this work, we used our previous findings to develop the proposed model. We validated it using the focus group technique. With the new findings, we identified relevant insights on the use of VA for crisis management. We hope that, with these continuous cycles of validation and improvement, the agencies that manage crises might use our model as a reference for building more effective IT decision-making infrastructures based on VA.

Abstract Social media together with still growing social media communities has become a powerful and promising solution in crisis and emergency management. The iSAR+ EU FP7 project aims at providing solutions empowering citizens and PPDR (Public Protection and Disaster Relief) organizations in online and mobile communications for the purpose of crisis management especially in search and rescue operations. This paper presents the results of survey aiming at identification of preliminary end-user requirements in the close interworking with end-users across Europe.

Abstract This paper sets out the methodology and the temporary results of an ongoing research project on the use of social media in crisis management (in France). It discusses the benefits and limits to use an emergency crisis exercise for research purposes. It describes an observation protocol and a coding method that could be replicate to survey further exercises. Some possible processing of the observation data is exposed, and further visualizations of the data are still in progress. One of the first analytical results tackles the way Var?s firefighters consider social media information. For now, social media seem to be regarded as questionable because they do not easily fit into the organizational routine. At the same time, the awareness of the need to use social media is quite strong. On the analytical level, the paper tries to use sociological concepts to describe and explain some results.

Abstract This paper reports on the added value of combining different types of sensor data and geographic information for fire incident management. A survey was launched within the Belgian fire community to explore the need of added value and the use of new types of sensor data during a fire incident. This evaluation revealed that people are visually-oriented and that video footages and images are of great value to gain insights in a particular problem. However, due to the limited available time (i.e., fast decisions need to be taken) and the large amount of cameras it is not feasible to analyze all video footages sequentially. To solve this problem we propose a video summarization mechanism and a video highlight selection tool based on the automatic generated image and video tags.
