Abstract Managing crises is considered as one of the most complicated organizational and managerial task. Indeed, dealing with such situations calls for many groups from different institutions and organizations to interact and collaborate their efforts in a timely manner to reduce their effects. However, response organizations are challenged by several problems. The urgent need of a shared and mutual situational awareness, information and knowledge about the situation are distributed across time and space and owned by both organizations and people. Additionally, decisions and actions have to be achieved promptly, under stress and time pressure. The contribution outlined in this paper is suggesting a crowdsourcing-based approach for decision making in collaborative crisis management based on the literature requirements. The objective of the approach is to support situational awareness and enhance the decision making process by involving citizens in providing opinions and evaluations of potential response actions.

Abstract Aid workers increasingly face risks when working in crisis regions. In order to improve effectiveness and safety of humanitarians, it is of great importance to provide a well thought out real-time socio-technical support. Thus, new policies and innovative technological solutions need to be developed and integrated into humanitarian workflows. For the requirements elicitation process to realize this aspiration, we employ a board game approach that confronts players with situations aid workers experience in the field. From the first game session, we learned that the game is a valuable tool. It raises awareness to important challenges and trade-offs that humanitarians face. In addition, it is an effective catalyst for initiating a discussion on which system requirements are needed. Future work will include an update of the board game as well as sessions with the target group of practitioners to inform the development of a socio-technical system for humanitarian aid work.

Abstract Australia is frequently hit by bushfires. In 2009, the “Black Saturday” fires killed 173 people and burnt hectares of bush. As a result, a research commission was created to investigate, and concluded that several aspects could be improved, in particular better understanding of the population actual behaviour, and better communication with them. We argue that agent-based modelling and simulation is a great tool to test possible communication strategies, in order to deduce valuable insight for emergency managers before new fires happen. In this paper, we extend an existing agent-based model of the population behaviour in bushfires. Concretely, we added a communication model based in social sciences, and user interactivity with the model. We present the results of first experiments with dierent communication strategies, providing valuable insight for better communication with the population during such events. This model is still preliminary and will eventually be turned into a serious game.

Abstract Warnings can help to prevent damages and harm if they are issued timely and provide information that help responders and population to adequately prepare for the disaster to come. Today, there are many indicator and sensor systems that are designed to reduce disaster risks. These systems have proved to be eective. Unfortunately, as all systems including human beings, a part of unpredictable remains. Indeed, each person behaves dierently when a problem arises. In this paper, we focus on people behaviors in crisis situations: from the definition of factors that impact human behavior to the integration of these behaviors, with three dierent modeling propositions, into a warning system in order to have more and more eÿcient crisis management systems.

Abstract This paper focuses on the assessment of ethical, legal and social issues (ELSI) in relation to agile information systems in the domain of crisis management. The authors analyse the differing needs of a move from a traditional approach to the development of information systems to an agile approach, which offers flexibility, adaptability and responds to the needs of users as the system develops. In turn, the authors argue that this development requires greater flexibility and an iterative approach to assessing ELSI. The authors provide an example from the Horizon 2020 EU-funded project iTRACK (Integrated system for real-time TRACKing and collective intelligence in civilian humanitarian missions) to exemplify this move to an iterative approach in practice, drawing on the process of undertaking an ethical and privacy impact assessment for the purpose of this project.

Abstract Automated planning is a domain of Artificial Intelligence which aims to study the deliberation process used to choose and organize actions by anticipating their expected outcomes. In this paper, we discuss the use of automated planning techniques in crisis management contexts. To begin with, the crisis management planning problem is formalized in light of the conceptual model for automated planning. In addition, we describe the conceptual scheme of an information system generating action plans in order to support decision-makers in crisis management. Finally, a proof of concept implementation of the aforementioned system is presented.

Abstract Natural and man-made hazards have many unexpected consequences that concern as many heterogeneous services. The GéNéPi project offers to support officials in addressing those events: its purpose is to support the collaboration in the field and the decision-making in the crisis cells. To succeed, the GéNéPi system needs to be aware of the ongoing crisis developments. For now, its best chance is to benefit from the ever growing number of available data sources. One of its goals is, therefore, to learn how to manage numerous, heterogeneous, more or less reliable data, in order to interpret them, in time, for the officials. The result consists on a situation model in the shape of a common operational picture. This paper describes every stage of modelling from the raw data selection, to the use of the situation model itself.

Abstract Peaks in a time series of social media posts can be used to identify events. Using peaks in the number of posts and keyword bursts has become the go-to method for event detection from social media. However, those methods suffer from the random peaks in posts attributed to the regular daily use of social media. This paper proposes a novel approach to remedy that problem by introducing a semantic decay filter (SDF). The filter's role is to eliminate the random peaks and preserve the peak related to an event. The filter combines two relevant features, namely the number of posts and the decay in the number of similar tweets in an event-related peak. We tested the filter on three different data sets corresponding to three events: the STEM school shooting, London bridge attacks, and Virginia beach attacks. We show that, for all the events, the filter can eliminate random peaks and preserve the event-related peaks.

Abstract Shock forest fires have short and long-terms devastating impact on the sustainable management and viability of natural, cultural and residential environments, the local and regional economies and societies. Thus, the utilisation of risk-based decision support systems which encapsulate the technological achievements in Geographical Information Systems (GIS) and fire growth simulation models have rapidly increased in the last decades. On the other hand, the rise of image and video capturing technology, the usage mobile and wearable devices, and the availability of large amounts of multimedia in social media or other online repositories has increased the interest in the image understanding domain. Recent computer vision techniques endeavour to solve several societal problems with security and safety domains to be one of the most serious amongst others. Out of the millions of images that exist online in social media or news articles a great deal of them might include the existence of a crisis or emergency event. In this work, we propose a Multi-Layer Fusion framework, for Real-Time Fire Severity Assessment, based on knowledge extracted from the analysis of Fire Multimedia Incidents. Our approach consists of two levels: (a) an Early Fusion level, in which state-of-the-art image understanding techniques are deployed so as to discover fire incidents and objects from images, and (b) the Decision Fusion level which combines multiple fire incident reports aiming to assess the severity of the ongoing fire event. We evaluate our image understanding techniques in a collection of public fire image databases, and generate simulated incidents and feed them to our Decision Fusion level so as to showcase our method's applicability.

Abstract Crisis Management (CM) refers to the ability to deal with crisis tasks in different phases and iterations. People working in a crisis are generally under pressure to make the right decision at the right time. They must process large amounts of data and assimilate the received information in an intuitive way. Visual Analytics (VA) is potentially useful to analyze and understand the huge amount of data in several areas including in a crisis. We propose a model based on VA to support decision-making in CM. The aim of the model is to help visualization designers to create effective VA interfaces, to help crisis managers to make quick and assertive decisions with them. In previous studies, we carried out a survey protocol with a multi-method approach to collect data on crisis related decision-making and analyze all these data qualitatively with formal techniques during the large events held in Brazil in recent years. In this work, we used our previous findings to develop the proposed model. We validated it using the focus group technique. With the new findings, we identified relevant insights on the use of VA for crisis management. We hope that, with these continuous cycles of validation and improvement, the agencies that manage crises might use our model as a reference for building more effective IT decision-making infrastructures based on VA.

Abstract A qualitative analysis of observation protocols and audio recordings from 14 crisis response exercises has been conducted revealing eight themes reoccurring in multi-disciplinary team discussions about crisis response to large disruptions to the card payment system. The themes were: Coordinate and collaborate, Payment options, Cash circulation, Fuel and transportation, Security, Inform, communicate and the media, Hoarding and rationing, and Vulnerable groups. The analysis suggest that Swedish society is vulnerable to disruptions in the card payment services, largely due to a low diversity in payment options, the lack of prepared back up solutions for payment, and insufficient cash flows to support a cash only scenario. A longer (several days) disruption in the card payment system will demand coordinating mechanisms for information management, available payment options, and preparedness for rapid establishment of cash flows. Today, these mechanisms do not exist. Simulation exercises with stake-holders are an important mean for increasing awareness about these vulnerabilities and the challenges associated with coping with them.

Abstract In emergency response, parallel working coordination groups and command and control centres are responsible to deal with complex events. A well-functioning exchange of information between organizations, officials and these coordination groups is the basis for an efficient risk management. This paper describes a methodical ap-proach for field observation to understand and improve the inter-organizational information management be-tween the involved partners. The method was tested within a practical approach and possible occurring problems during the observation were identified and solutions for these problems are provided.

Abstract After the summer 2017 deadly wildfires in Portugal, President Juncker of the European Commission asked for “a stronger European Union (EU)”, clearly targeting civil protection management. This wish found achievement in the March 2019 guidance to establish a reserve of EU response capacities called “rescEU”, integrated into the jurisdictional basis of EU civil protection. However, the authors regret the ambition of this plan has not been fulfilled. Due to some very “European constraints” this “new deal” has introduced only small changes in terms of resources and knowledge management. In each of the past several years, climate change has brought new examples of fatal natural disasters: wildfires in Sweden, and Greece, and flash floods in Spain and France. Because of this continuous rise in disasters, and based on some lessons learned, the authors stress that it's now time to shape a project to improve European Civil Protection. The idea is to move from the already good modular system of the EU Civil Protection Mechanism to an integrated, robust, and unique European Command System, which clearly must be fully interoperable with other existing mechanisms (US ICS, UNOCHA...).

Abstract Crises are infrequent, unpredictable and complex events. Managing such events requires well-prepared and well-coordinated efforts by several response organizations. Hence, a sufficient inter-organizational crisis management (ICM) capability is critical for sustainable societies. To ensure the ICM capability, approaches for enhancing and evaluating it are needed. The objective of this study was to identify and elaborate a clearly defined set of capabilities that constitutes ICM capability. The study was performed by an explorative literature study, where identified capabilities related to ICM were clustered. The cluster of capabilities was iteratively evaluated and refined. The study resulted in 14 capabilities that constitute ICM capability, which were divided into core, supportive, and enabling capabilities. The set of capabilities may provide a foundation for a framework of ICM capability with the ability to support assessment of ICM performance both in exercises and in real ICM operations, as well as in the design of ICM exercises.

Abstract Models are important means to represent, explore, evaluate, and develop systems, such as interorganizational crisis management (ICM) systems. The objective was to explore how ICM systems are represented in the scientific literature, i.e., how ICM systems are modelled. The study was carried out as a systematic literature review. The results are presented as (1) organizational descriptions or models of ICM systems, (2) functional components of ICM systems, (3) analytical approaches used to model ICM systems, and (4) changes of ICM systems. The results revealed that ICM systems are described in various ways, and that descriptions of models are rather based on entities developed by the authors of the publications than on a common framework for describing ICM systems. The identified information on models, functional components, analytical approaches, and changes of the ICM systems provide important input to future work, e.g. comparing different models to determine their strengths and weaknesses.

Abstract Social media is perceived as a rich resource for disaster management and relief efforts, but the high class imbalance between disaster-related and non-disaster-related messages challenges a reliable detection. We analyze and compare the effectiveness of three state-of-the-art machine learning models for detecting disaster-related tweets. In this regard we introduce the Disaster Tweet Corpus~2020, an extended compilation of existing resources, which comprises a total of 123,166 tweets from 46~disasters covering 9~disaster types. Our findings from a large experiments series include: detection models work equally well over a broad range of disaster types when being trained for the respective type, a domain transfer across disaster types leads to unacceptable performance drops, or, similarly, type-agnostic classification models behave more robust at a lower effectiveness level. Altogether, the average misclassification rate of~3,8\% on performance-optimized detection models indicates effective classification knowledge but comes at the price of insufficient generalizability.

Abstract The EGCERSIS project aims at using virtual reality to improve the efficiency of the crisis management preparation phase. The idea is to tackle the drawbacks of regular crisis management exercises thanks to fully configurable scenarios taking place in digital twins of real critical sites. Virtual exercises will improve, among other things, the frequency, efficiency, and modularity of crisis management preparation, while reducing its costs. In this article, we demonstrate the idea of the project through a simple use-case taking place in a metro station and involving three crisis responders. By linking virtual exercises to our crisis management platform, we also want to demonstrate the usefulness of decision-support systems during a crisis.

Abstract Currently social media are largely used in interactions, especially in crisis situations. We note a big volume of interactions around events. Observing these interactions give information even to alert the existence of an incident, event, or to understand the expansion of a problem. Crisis management actors observe social media to be aware about this type of information in order to consider them in their decisions. Specific organizations are founded in order to observe social media interactions and send their analysis to rescue and crisis management actors. In our work, an experience feedback of this type of organizations (VISOV, a crisis social media analysis association) is capitalized in order to emphasize from one side, main dimensions of this analysis and from another side, to simulate some aspects using TextMining that help to explore big volume of data.

Abstract Large crisis scenarios involve several actors, acting at the blunt-end of the process, such as rescue team directors, and at the sharp-end, such as firefighters. All of them have different perspectives on the crisis situation, which could be either coherent, alternative or complementary. This heterogeneity of perceptions hinders situational awareness, which is defined as the achievement of an overall picture on the above-mentioned crisis situation. We define knowledge fusion as the process of integrating multiple knowledge entities to produce actionable knowledge, which is consistent, accurate, and useful for the purpose of the analysis. Hence, we present a conceptual modelling approach to gather and integrate knowledge related to large crisis scenarios from locally-distributed sources that can make it actionable. The approach builds on the WAx framework for cyber-socio-technical systems and aims at classifying and coping with the different knowledge entities generated by the involved operators. The conceptual outcomes of the approach are then discussed in terms of open research challenges for knowledge fusion in crisis scenarios.

Abstract Many cities, especially those in developing countries, are not well prepared for the devastating disaster of exceptional rain-induced waterlogging caused by extreme rainfall. This paper proposes a waterlogging scenario prediction and crisis management method for such kind of extreme rainfall conditions based on high-precision waterlogging simulation. A typical urban region in Beijing, China is selected as the study area in this paper. High-precision and full-scale data in the study area requested for the waterlogging simulation are introduced. The simulation results show that the study area is still vulnerable to extreme rainfall and the subsequent waterlogging. The waterlogging situation is much more severe with the increase of the return period of rainfall. This study offers a good reference for the relevant government departments to make effective policy and take pointed response to the waterlogging problem.

Abstract What happens when an organization requires its employees to work from home during a pandemic that needs to be managed? This research in progress article focuses on TELCOALPHA and their transition of the emergency operation centre (EOC) to be digital and distributed. A qualitative research method approach was applied and liminality has been used as lens to investigate the passage from analog to digital. Focus has been on understanding the transition and how they handled ambiguity within the organization when their crisis management moved online. The transition was successful, and two areas were identified as important to this success: 1. TELCOALPHA used IT that the staff in the crisis organization already had experience of working with prior to the Covid-19 pandemic; 2. TELCO_ALPHA ran crisis management team meetings as they would run regular business meetings. There was no new “crisis management structure” at the meetings.

Abstract This study proposes a framework for double-loop learning from crises, using common operational pictures (COP). In most crises, a COP is of outmost importance to gain a common understanding among inter-organizational response. A COP is typically expressed through a map visualization. While the technologies to support COP progress rapidly, the corresponding practice of evaluating the COP and situational awareness is not yet established. Tools that enable responders to learn after the crisis, look back in time on the COP devel-opment and detect the barriers that prevent the COP establishment, still seem absent. Double-loop learning is an organizational practice to learn from previous actions widely adopted in the safety domain, and lately used in crisis management. This paper addresses the perceived gap by presenting the technical, organizational and structural requirements derived from document analysis, observation, and a workshop with multiple crisis management stakeholders, and integrating them to an initial framework.

Abstract Quality and timely knowledge is critical to effective humanitarian operations during crises. Despite this, there remain limitations to its capture, exchange and understanding both in the inter and intra agency settings. To improve this, methods like interoperability should be improved within humanitarian aid organizations and their wider networks. Learning from the experiences and insights of domestic and international delegates of the Canadian Red Cross, this paper highlights that the biggest added values of interoperability to the intra-agency setting are (i.) increasing organizational capacity, expertise and reputation, (ii.) better tools, processes and leveraging valuable knowledge, and (iii.) improved engagement of volunteers, employees and delegates. The most prevalent barriers are (i.) workplace culture, (ii.) differences in operations, context and communications and (iii.) the socio-technical barriers of systems, processes and integration. The paper concludes by presenting lessons for humanitarian organizations to improve interoperability, supporting resilient responses for future crisis management.

Abstract Social media listening practices are increasingly adopted in crisis management and have become an object of interest for researchers and practitioners alike. This article analyzes how these enactments have been studied in the academic literature. Through a systematic review of the available body of knowledge, features from studies involving depictions of practice were extracted, analyzed, and turned into a narrative using an inductive approach. Strategies of improvisation, overreliance on personal and professional networks, manual work, spontaneous coordination, and re-assigning tasks represent the main findings in the multidisciplinary literature. This article is a consolidated overview of experiences from social media listening in practice beyond listing the benefits of social media as a source of information. Moreover, the paper sets the basis for future studies on the range of possible configurations and institutionalization of disruptive crisis management practices.

Abstract Social media platforms, like Twitter, are increasingly used by billions of people internationally to share information. As such, these platforms contain vast volumes of real-time multimedia content about the world, which could be invaluable for a range of tasks such as incident tracking, damage estimation during disasters, insurance risk estimation, and more. By mining this real-time data, there are substantial economic benefits, as well as opportunities to save lives. Currently, the COVID-19 pandemic is attacking societies at an unprecedented speed and scale, forming an important use-case for social media analysis. However, the amount of information during such crisis events is vast and information normally exists in unstructured and multiple formats, making manual analysis very time consuming. Hence, in this paper, we examine how to extract valuable information from tweets related to COVID-19 automatically. For 12 geographical locations, we experiment with supervised approaches for labelling tweets into 7 crisis categories, as well as investigated automatic priority estimation, using both classical and deep learned approaches. Through evaluation using the TREC-IS 2020 COVID-19 datasets, we demonstrated that effective automatic labelling for this task is possible with an average of 61% F1 performance across crisis categories, while also analysing key factors that affect model performance and model generalizability across locations.
