Abstract |
Stakeholder perspectives on crisis management provide a useful descriptive framework for analyzing crises and making crisis narratives. However, their actionability for crisis management, i.e. possibility to use stakeholder management models into operational crisis management processes, remains an under-investigated question. The purpose of this article is to discuss the operational value of stakeholder frameworks for crisis management. Drawing on a qualitative case study of a successful crisis management process in a public transportation company, we investigate the activities set up by the crisis cell to manage internal and external stakeholders during the crisis. In our case, successful stakeholder management relied on: 1) good diagnosis capabilities for the design of an appropriate corporate positioning; 2) an ability to manage coherently a set of emerging and heterogeneous issues involving stakeSholders ; 3) the capacity to set up a tightly coupled form of organization, involving both crisis cell members and various anchorage points, i.e. specific actors involved in the project before the crisis, who were already in contact with key stakeholders as part of their day-to-day activities. We then discuss the practical and theoretical implications of this analysis and the potential value stakeholder perspectives for crisis management. |

Abstract |
Information about location and geographical coordinates in particular, may be very important during a crisis event, especially for search and rescue operations ? but currently geo-tagged tweets are extremely rare. Improved capabilities of capturing additional location from Twitter (up to 4 times improvement) are crucial for response efforts given a vast amount of messages exchanged during a crisis event. That is why authors have designed a tool (Text Analysis TWeet lOcator ? TAT2) that relies on existing open source text analysis tools with additional services to provide additional hints about people location. Validation process, complementing experimentation and test results, included involvement of end-users (i.e. Public Protection and Disaster Relief services and citizens during a realistic crisis exercise showcase. In addition, the integration of TAT2 with external tools has also been validated. |

Abstract |
Crisis management (CM) organizations regularly face the challenge to assess the potential impact of a change in their socio-technical setup. No matter if a new software, a new tool, a simple workflow or a broader organizational structure become available, CM organizations need to estimate the potential added value under a high degree of uncertainty. In general, the more reliable information about the new solution is available, the more informed the decisions are. One promising way in assessing the potential impact of new CM solutions can be found through its application in an as realistic as possible and an as secure as necessary setup. However, such artificial scenarios like simulation exercises hold the risk of measuring the performance of the solution itself rather than its contribution to the CM operation. In this paper we review the state of the art in measuring crisis management performance, discuss the results in the context of performance measurement in general and present a performance measurement approach supporting a structured assessment of innovative CM solutions applied within collaborative demonstration project. |

Abstract |
Mobile communications networks and devices can be and have been used by authorities to warn and instruct the general public during crises. However, our understanding of how mobile technologies could best be used for emergency announcements (public warnings) is currently limited. To clarify one part of this field of study, we define and describe a simple taxonomy for mobile emergency announcements (MEA) systems. The taxonomy has three categories: preplanned MEA systems, ad-hoc MEA systems and semi ad-hoc MEA systems. Differences in functional, security and other requirements were found between MEA systems belonging to different taxonomy categories, both concerning how each category of MEA systems can meet the common requirements, and concerning which requirements are the most important for each category of MEA systems. The differences between the categories were especially clear for these requirements: the understandability and credibility of the MEAs and the security of a MEA system. |

Abstract |
A simulation-based model used to measure resilience indicators of the railway transportation system is presented. This model is tested through a perturbation scenario: the inoperability of a track which links two stations in the system. The performance of the system is modelled through two indicators: (a) the number of passengers that reach their destination and (b) the total delay of passengers after a serious perturbation. The number of passengers within a given station at a given time is considered as early warning in the model. Furthermore, a crisis management plan has been simulated for this perturbation scenario in order to help the system to recover quickly from this perturbation. This crisis management plan emphasizes the role and the importance of the proposed indicators when managing crises. |

Abstract |
Qualitative research methods like GABEK WinRelan are advantageous tools to analyze and thereby improve crisis management planning and communication systems by interrogating crisis management personnel. Contrary to quantitative methods they help to identify, explore, and structure new important aspects in this field and to formulate more specific research questions. This paper describes the usage and advantages of the qualitative method GABEK WinRelan within crisis management research, particularly within the e-Triage project which aims at the development of an electronic registration system of affected persons in mass casualty incidents. Furthermore it addresses different corresponding research fields like stress within emergency missions and the role GABEK WinRelan could play in examining these research fields. © 2012 ISCRAM. |

Abstract |
To face the urgent need to train strategic and operational managers in dealing with complex crises, we are researching and developing an innovative decision support system to be used for crisis management and interactive crisis training. This paper provides an overview of current decision-support systems, simulation software and other technologies specifically designed to serve crisis managers. These findings inform the design of a new interactive simulation technology system, where a 3D Common Operational Picture (COP) is shared between tactile digital whiteboard in the command center and mobile devices in the field. © 2012 ISCRAM. |

Abstract |
Planning problems in a crisis context are a highly uncertain environment where health facilities must cooperate in providing health services to their patients. We focus on the health crisis in France due to the COVID19 pandemic. In fact, the lack of appropriate scheduling tools, resources, and communication leads hospitals to be submerged by infected patients and forced to transfer them to other hospitals. In this work we aim to provide a global solution to such planning problems to improve the current French health system. We introduce a cooperative approach called OPPIC (Operational Planning Platform for Inter-healthcare Coordination). OPPIC is based on a decentralized system, where health facilities plan is dynamic, flexible, robust to uncertainty, and respond to goals and optimization criteria. This paper proposed a first planning model to OPPIC and provided a first way of negotiation between health facilities based on their plan’s local and global flexibility. |

Abstract |
Decision-makers in humanitarian crisis need information to guide them in making critical decisions. Finding information in such environments is a challenging task. Therefore, decision-makers rely on domain experts who possess experience and knowledge from previous humanitarian crises to provide them with the information they need. In this paper, we explore the ability of the existing computing technologies to augment the capabilities of those experts and help decision-makers to make faster and better decisions. Among many computing technologies we have today, word embedding and the semantic web are able to support such augmentation of the domain expert. In this paper, we train a word embedding model using word2vec, transform words and terms from news archive to entities in domain ontology, annotate those entities with their equivalent concepts from upper ontologies, and reason about them using semantic similarity and semantic matching, to represent and retrieve knowledge, and answer questions of interest to decision-makers in humanitarian crises. The approach was evaluated by comparing the use of word embeddings with and without semantic classification for the retrieval of information about the current humanitarian crisis in Syria. |

Abstract |
Micro-blogging site like Twitter, over the last decade, has evolved into a proactive communication channel during mass convergence and emergency events, especially in crisis stricken scenarios. Extracting multiple levels of information associated with the overwhelming amount of social media data generated during such situations remains a great challenge to disaster-affected communities and professional emergency responders. These valuable data, segregated into different informative categories, can be leveraged by the government agencies, humanitarian communities as well as citizens to bring about faster response in areas of necessity. In this paper, we address the above scenario by developing a deep Convolutional Neural Network (CNN) for multi-label classification of crisis related tweets.We augment deep CNN by several linguistic features extracted from Tweet, and investigate their usage in classification. Evaluation on a benchmark dataset show that our proposed approach attains the state-of-the-art performance. |

Abstract |
ICT-enabled or digitalized co-production of public services has become increasingly relevant to emergency response and crisis management. This study provides a literature review on this phenomenon, exploring both large-scale crises and frequent emergencies. We found that research in the domain is scarce and focuses mainly on the phenomenon in terms of digital volunteerism. In large-scale crises, they mostly refer to spontaneous forms of volunteering, and in smaller emergencies, to more organized volunteers that collaborate with a response organization over time. Similarities to digitalized co-production in the public sector generally include financial, administrative, ICT, and demographic factors. Differences include, e.g., aspects of coordination, support, and processing by formal actors. We argue that there are benefits of adding a theoretical co-production perspective to digital volunteerism in emergency response and that our literature review can guide future research on models and (the double) use of volunteers in both kinds of emergencies. |

Abstract |
This paper examines the potential relationships of Auditing and Emergency Preparedness with respect to the domain of the design of Emergency Response Information Systems. It proposes normative objectives for the integration of all these areas in the design of future organizational systems. Abstract |
Understanding that disasters and conflicts do not occur in a vacuum, but are integrally linked to the broader context in which they take place, building resilience within both state and society structures becomes a crucial tool to speed recovery and lessen the likelihood of recurrence as local and institutional capacities are put in place to respond to, manage and reduce emerging risks. Since, 2008, United Nations Development Programme in Sudan has through its Crisis and Recovery Mapping and Analysis Project been developing a participatory mapping and analysis methodology to enhance crisis responsiveness and evidence-based strategic planning both within the United Nations system and national government. Using innovative technologies and GIS, sensitive issues are contextualized and depoliticized through novel correlations and visualisations, allowing previously contesting state and society actors to jointly identify priorities for intervention and response. The process has fostered an open dialogue, strengthening the capacities of local actors to respond to emerging crises in a timely and appropriate manner. Participatory mapping has thus become a key tool in managing complexities in peacebuilding and recovery in post-crisis settings. © 2012 ISCRAM. |

Abstract |
The COVID-19 pandemic has had a global impact om society. Different countries and organizations have chosen different approaches to manage this crisis. This paper aims to describes how public Swedish actors (county administrative boards, municipalities, and regional councils) evaluated their management of the COVID-19 pandemic. Also, the paper aims to suggest improvements for crisis management strategies. Applying a meta-evaluation approach to open reports from the public organizations means collecting evaluation reports, determining if they fit the inclusion criteria, and if so, include them in the analysis. Included reports were categorized and given points indicating different types of merits. In addition, a thematic analysis of conclusions was conducted. 110 evaluation reports from 98 different organizations are included in the analysis. The importance of evaluating, having a structure for data collection, analysis, and reporting is reflected in the quality of the reports. Four identified themes offer an understanding of areas in need for development among Swedish regional councils, municipalities, and county administrative boards. |

Abstract |
Practice and research collaborations in the disaster domain have the potential to improve emergency management practices while also advancing disaster science theory. However, they also pose challenges as practitioners and researchers each have their own culture, history, values, incentives, and processes that do not always facilitate collaboration. In this paper, we reflect on a 6-month practice and research collaboration, where researchers and practitioners worked together to craft a social media monitoring system for emergency managers in response to the COVID-19 pandemic. The challenges we encountered in this project fall into two broad categories, job-related and timescale challenges. Using prior research on team science as a guide, we discuss several challenges we encountered in these two categories and show how our team sought to overcome them. We conclude with a set of best practices for improving practice and research collaborations. |

Abstract |
On-line websites and applications are increasingly playing a role in disaster response and recovery. Yet with the wide variety of on-line grassroots activities that occur in such situations, it can be difficult to make sense of them. In this paper, we describe on-line behavior as socially convergent activity, interpreting it within existing sociological understandings of behavior in disaster events. We discuss seven types of convergent behavior and give examples of on-line activities for each type. By seeing these activities as an essential part of the disaster social arena, we can begin to think about how to support socially convergent phenomena in new and creative ways. |

Abstract |
Regardless of the type of crisis and its complexity as well as the difference of culture, objectives and priorities of the multitude organizations involved, emergency response requires effective communication in order to achieve situational awareness within inter-organizational collaboration, make decision and achieve their own objectives. However, actors are challenged by several problems. Among them, weak interaction and information exchange, unavailability of information at the right time etc. Our contribution outlined in this paper is suggesting an approach based on an empirical study conducted in France. The objective of this approach is to mitigate inter-organizational communication problems and support situational awareness (SA) by distributing needed information at the right time. |

Abstract |
In this paper we present the Reconstruction and Exploration approach (R&E) and F-REX tool and their applications in a field exercise with the Swedish Rescue Services Agency with the purpose of investigating features needed for a computer supported approach for evaluation of large scale crisis management operations. After the exercise several interviews and one seminar were held to evaluate R&E as a representative for computer supported evaluation approaches for crisis management operations. Initial results indicate that multimedia presentation of key events from an operation can be very valuable not only to stimulate the participants to reflect on their own performance, but also to document and share lessons learned to non-participants. |

Abstract |
In this paper we imagine that one day soon, mass crisis events will result in thousands of people trying to get emergency help multiple via multiple mediums. Public Access Service Points and 911 Centers will not be able to meet the demand of text-message calls for help during a large scale disaster. While 911 dispatchers will need to respond directly to each individual text message, we present the development and testing of a system that aims to provide this data, in real-time, directly to emergency managers during a large-scale crisis. The system is designed to accept, sort, triage and deliver hundreds of direct text messages from the PSAP and provide them directly to emergency management staff, who can leverage their content. In the hands of the emergency manager, these data can be used to inform resource allocation decisions, enhance their operational situational awareness, and potentially improve the response to the crisis. |

In emergency response, parallel working coordination groups and command and control centres are responsible to deal with complex events. A well-functioning exchange of information between organizations, officials and these coordination groups is the basis for an efficient risk management. This paper describes a methodical ap-proach for field observation to understand and improve the inter-organizational information management be-tween the involved partners. The method was tested within a practical approach and possible occurring problems during the observation were identified and solutions for these problems are provided. |

Abstract |
Mobile Instant Messaging platforms like WhatsApp are becoming increasingly popular. They have expanded access to digital text, audio, picture, and video messaging. Integrating them into existing crisis monitoring and response platforms and workflows can help reach a wider population. This paper describes a first attempt to integrate WhatsApp into Aggie, a social media aggregating and monitoring platform. We report on the deployment of this integration during Ghana's 2016 election, along with Twitter, Facebook, and RSS. The WhatsApp messages collected by Aggie during the election improved the eectiveness of the monitoring eorts. Thanks to these messages, more incidents were found and escalated to the Electoral Commission and security forces. From interviews with people involved in monitoring and response, we found that the WhatsApp integration helped their coordination and monitoring activities. |

Abstract |
Experimentation is an essential element to improve crisis management and to assess crisis management tools. Unfortunately, for the moment, real crisis management experimentations are episodic and generally focus on a specific geographical and/or thematic area. This is why the European DRIVER project aims to provide a test-bed platform where crisis management testing and experimentation can be carried out with a mix of live and simulated actions. To achieve this goal, simulation tools have to be identified, described and classified in order to (i) help the user to select tools and models based on the experimentation requirements and (ii) to allow the DRIVER platform to insure exchange information between simulated actions and live actions. This paper focuses on the taxonomy used to classify simulation tools relevant for crisis management. This taxonomy is divided into three main categories of characteristics: (i) business (type/topic of the simulation), (ii) legal (terms of use), (iii) technical (integration within the DRIVER platform and/or other crisis management (simulation) tools). |

This paper presents an analysis of situation reports used and created by a crisis management team within the Swedish healthcare sector during the early phase of the COVID-19 pandemic. The analysis was conducted through a deductive content analysis, where categories were identified based on the concepts of common operational pictures, sensemaking, and situation awareness. In the analysis, support for all identified categories was found. Based on the analysis and the concepts, future recommendations regarding what type of information that ought to be included in situation reports were created. These recommendations include, amongst others, the categories of consequences, how it is perceived by the public, objectives, status and implications of information, future scenarios, actions, resources, and work procedures. |

Abstract |
Large crisis scenarios involve several actors, acting at the blunt-end of the process, such as rescue team directors, and at the sharp-end, such as firefighters. All of them have different perspectives on the crisis situation, which could be either coherent, alternative or complementary. This heterogeneity of perceptions hinders situational awareness, which is defined as the achievement of an overall picture on the above-mentioned crisis situation. We define knowledge fusion as the process of integrating multiple knowledge entities to produce actionable knowledge, which is consistent, accurate, and useful for the purpose of the analysis. Hence, we present a conceptual modelling approach to gather and integrate knowledge related to large crisis scenarios from locally-distributed sources that can make it actionable. The approach builds on the WAx framework for cyber-socio-technical systems and aims at classifying and coping with the different knowledge entities generated by the involved operators. The conceptual outcomes of the approach are then discussed in terms of open research challenges for knowledge fusion in crisis scenarios. |
