Abstract During large-scale crisis events special emergency management structures are put in place in order to execute administrative-strategic and/or technical-tactical functions for potentially large geographical areas. The adequacy of information systems and the communication capabilities within such management structures largely determine the quality of situation awareness and are thus crucial for the effectiveness and efficiency of the emergency managers' work. In this field, this paper makes a threefold contribution: In the first part we provide a description of the organizational structure and the tasks in an emergency operation center (EOC) from a practitioner's perspective. Based on this primer, in the second part we propose four guidelines which help to design human-computer interfaces, especially adequate smart room technology, for this domain. Third, we present a system we designed along these guidelines. We specifically discuss the introduction of a Digital Map Table with Fovea-Tablett® into an EOC as “smart furniture” supporting both team and individual work.

Abstract The research on technology for emergency management is usually based either on studies in the field that focus on workers using current tools or on the development, testing, and deployment of novel software tools used in controlled settings. Little is known about the effects of the new collaborative media and work conditions 'in comparison to' the current media and conditions. In 2007, we presented at ISCRAM a method for studying common ground development through a paper prototype in face-to-face collaboration and subsequently presented preliminary findings on common ground development. In this paper we present preliminary findings from an analogous experiment on teams working remotely via a geo-collaborative software prototype. We compare these findings with those from the prior paper prototype study. We use this comparative research design to explore implications for system design and theory development in computer-supported cooperative work.

Abstract This paper discusses the applicability of Cooperating Smart Spaces in the disaster management realm and their potential to increase the efficiency and effectiveness of rescue relief teams. The Cooperating Smart Space is a novel concept that combines and extends pervasive computing and social computing to support smart space management and community collaboration. Based on an analysis of current practice, we illustrate how the concept can be exploited in the assessment of a disaster scenario in order to improve information management, collaboration between expert teams and cooperation with online volunteers outside of the disaster zone. We present the results of an initial user evaluation by disaster management experts and conclude with important implications for the design of a Cooperating Smart Space platform. © 2012 ISCRAM.

Abstract Infrastructures?both technical and human?are critical components of emergency response, helping to facilitate and shape both formal work practices and the improvisational work that individuals and organizations take part in as they address emergent challenges during unpredictable events. This research explores the relationships between infrastructure and collaborative work in this context, at a time when the infrastructures themselves are rapidly changing and/or under pressure to change due to the introduction of new technology. We interviewed 17 emergency workers from region that had recently experienced a major emergency response. These interviews illuminate weaknesses in some of the systems designed to support the information and communication needs of emergency workers, and demonstrate emergency workers assembling their own ICT infrastructures using familiar off-the-shelf tools like social media platforms and shared Google documents. These findings also highlight the importance of human infrastructure in supporting improvisation and collaboration among emergency workers.

Abstract To be able to take efficient measures in crisis management, it is essential for emergency services to get as much details about an actual situation on-site as possible. Currently content from social media plays an important role since those platforms are used to spread crisis-relevant data within the population. Our contribution presents a concept which supports the situation assessment practices of emergency services by collaboratively evaluating and by analyzing citizen-generated content from social media using a multi-touch table. The concept was implemented based on a Microsoft PixelSense and evaluated with 14 participants. The results reveal the impact of subjectivity of the participants, their positioning around the table as well as the uniqueness of social media posts on the collaborative situation assessment with multi-touch tables.
