  Abstract Large-scale disasters, particularly failures of critical infrastructures, are exceptional situations which cannot be solved with standard countermeasures. The crises are complex and the decision makers face acute time pressure to respond to the disaster. IT based decision support systems provide potential solutions and assist the decision making process. Many decision support systems in emergency response and management concentrate on one kind of disaster. Moreover, complex structures are modeled and recommendations are made rule-based. This work in progress paper describes the first steps towards the development of a generic and self-learning decision support system. The methodology used is case-based reasoning. The paper concludes with a sample emergency decision process. © 2012 ISCRAM.

  Abstract Experiments in crisis management are expensive and difficult to realize. There is also a lack of training facilities in real crisis environments. Serious games and simulation can provide an alternative. We developed a system which enables interactive simulation for crisis management. It is called IMACSIM (Interactive Multi Agent Crisis Simulator Interpreter and Monitor). It is composed of the following components: First a software based platform for dynamic simulating of disasters. Next an event generator which can generate different crises situations. We designed a communication infrastructure that allows agents participants in the simulation to exchange messages. Every agent is able to observe the results of crisis events, process these events and initiate appropriate actions via a waypoint system. The decision making process is distributed among autonomous agents. Some actions may have an impact on the event generator, so there is an interaction between agents and event generator. We developed a first prototype. The design and test results will be described in this paper.

  Abstract Responding to a large-scale disaster such as an earthquake or hurricane is a collective problem. Human agents are increasingly collaborating with non-human agents (autonomous systems) in attempt to respond to a disaster. IntCris is a prototype intended to bring together interaction for human and non-human agents to aid the decision-making process by focusing on how to facilitate the “correct information to the correct agent” problem as well as encouraging new and agile behaviour. We focus on three categories of information: command, report and personal with a formal grammar to accompany the implementation. The requirements for the software were inspired by real life case studies from Hurricane Katrina, the Fukoshima Nuclear Disaster and Hurricane Sandy. The contribution of this work is to advance technology that brings together HAS (human and autonomous system interaction), in addition to enhancing collective intelligence.

  Abstract The first three days after an earthquake disaster demand good decisions in a very complex environment. Members of emergency operation centres (EOC) have to make decisions with limited information and under high time pressure. But the first 72 hours of disaster response activities are essential to minimize loss of life. Within the interdisciplinary German Collaborative Research Center 461: “Strong Earthquakes: A Challenge for Geosciences and Civil Engineering” a so-called Disaster Management Tool (DMT) is under development which presents some ideas for appropriate solutions to this problem. One module of the DMT will provide decision-support for the members of an EOC based on the Recognition-Primed Decision (RPD) model, a description of the decision-making process of persons in real-world settings. Options for a reasonable computer-based decision support for the RPD process will be discussed. For this the system combines a simulation of the disaster environment with a multi-agent system (MAS). The simulation shows the results of different decisions so the decision-makers can evaluate them. The MAS calculates a solution for optimal resource allocation taking into account current available information. The goal of the ongoing work is to integrate these instruments into a user-friendly interface considering the real life needs of decision-makers in an EOC.

  Abstract A high level conceptual model is presented of factors hypothesized to be key determinants of the effectiveness of decision making in large scale disasters, grounded in the literature on disaster management.   Abstract Several recent studies point the way to enabling emergency response managers to be able to find relevant posts and incorporate them into their sensemaking and decision making processes. Among the approaches that have improved the ability to find the most relevant information are the social conventions of creating topic groups and tags and of “retweeting;” the use of trained volunteers to filter and summarize posts for responders; automated notifications of trending topics; natural language processing of posts; techniques for identifying posts from the disaster site; and the use of GIS and crisis maps to visually represent the distribution of incidents.

  Abstract Flood management is an important approach to reduce damage caused by floods. In this context, technological architectures which work in real-time are needed. However, Brazil has faced many structural difficulties in obtaining updated information on the current state of its rivers. To address this problem, this paper outlines a geosensor dashboard called AGORA-GeoDash, which processes data streams from wireless sensor networks and makes them available in the form of a set of performance indicators that are essential to support real-time decision-making in flood risk monitoring. The dashboard was built on open-source frameworks, made use of geoservices that comply with the standards of Open Geospatial Consortium, and established a Wireless Sensor Network which monitors the rivers of São Carlos/SP in Brazil. The analysis of the indicators available in two rainfall events revealed that the dashboard can provide the key information required for the decision-making process involved in flood risk management.

  Abstract A crucial aspect for large-scale disaster management is an efficient technology support for communication and decision-making processes in command and control centers. Yet, experiences with the introduction of novel technologies in this setting show that field professionals tend to remain attached to traditional workflows and artifacts, such as pen and paper. We contribute the results of a comprehensive field study which analyzes how the information flow is currently performed within different units and persons in the command and control center. These findings provide insights into key aspects of current workflows which should be preserved by novel technological solutions. As our second contribution, by using a participatory design approach and based on our findings, we present a novel approach for computer support in command and control centers. This relies on digital pens and paper and smoothly integrates traditional paper-based workflows with computing, thereby combining the advantages of paper and those of computers.

  Abstract Citizens' observatories are emerging as a means to establish interaction and co-participation between citizens and authorities during both emergencies and the day-to-day management of fundamental resources. In this paper we present a case study in which a model of citizens' observatories is being been translated into practice in the WeSenseIt project. The WeSenseIt citizens' observatory provides a unique way of engaging the public in the decision-making processes associated with water and flood management through a set of new digital technologies. The WeSenseIt citizens' observatory model is being implemented in three case studies based in the UK, the Netherlands and Italy. We describe the findings and our experiences following preliminary evaluations of the technologies and the model of co-participation and describe our future research plans.

  Abstract Emergency situations, man-made as well as natural, can differ considerably. However, they share the characteristic of sudden onset, involve complex decisions and necessitate a coherent and effective emergency management. In the event of a nuclear or radiological accident in Europe, the real-time on-line decision support system RODOS provides support from the early phase through to the medium and long-term phases. This paper describes the demands to a Decision Support System from a user-centred view as well as experiences gained from conducting moderated decision making workshops based on a hypothetical accident scenario focusing on the evaluation of long-term countermeasures using the simulation capabilities of the RODOS system and its recently integrated evaluation component Web-HIPRE, a tool for multi-criteria decision analysis (MCDA).

  Abstract Decision making in case of any emergency is associated with uncertainty of input data, model data and changing preferences in the decision making process. Uncertainty handling was from the beginning an integral part of the decision support system RODOS for the off-site emergency management following nuclear or radiological emergencies. What is missing so far is the visualisation of the uncertainties in the results of the model calculations. In this paper we present the first attempt to visualise uncertain information in the early and late phase of the decision making process. For the early phase, the area of sheltering was selected as example. For the later phase, the results of the evaluation subsystem of RODOS were selected being used for the analysis of remediation measures such as agricultural management options. Both attempts are still under discussion but the presentation of the early phase uncertainty will be realised in the next version.

  Abstract Building up proper situation awareness is one of the most difficult tasks in the beginning stages of large-scale accidents. As ambiguous information about the events becomes available, decision makers are often tempted to quickly choose a particular story to explain the events. Subsequent information that contradicts the initial story may easily be discarded and cognitive tunnel vision takes over. Our approach, as part of the COMBINED Systems project, is to prevent tunnel vision by providing critical thinking support. In a laboratory experiment with 60 participants, we tested this hypothesis by comparing the Critical Thinking tool with a 'no support' control condition and a 'minimal support' condition. Participants acted as crisis managers determining the likely cause of an accident based on different pieces of information. The results show a positive impact of the tool on both the decision making process and decision making effectiveness.
