Abstract The design of Emergency Management Systems is an activity that requires knowledge from various related domains for providing a more complete and usable solution. In this context, design patterns including knowledge from previous experiences can be a useful source of information to support the development of this type of applications. In this paper, we introduce a catalog of design patterns for Web-based Emergency Management Systems collected from design principles, design patterns and existing implementations from involved areas, taking into account requirements particular to this domain.

Abstract There is considerable interest in advance technologies to support crisis and disaster management as they face the challenges of designing, building, and maintaining large-scale distributed systems able to adapt to the dynamics and complexity of crises. Candidate technologies include Service Oriented Architecture (SOA), related Semantic Web technology, agent-based architecture and cognitive architectures. Each embodies some principles of the Adaptive Architecture-including modularity, openness, standards-based development, runtime support and importantly explicitness. However, truly adaptive architectures for crisis management will require some deepening the knowledge architecture's content and not just its representation. Light and more robust ontological models of situations are discussed to show how better formalization of conceptual patterns like “participation” can be developed to support cognitive architectures. The feasibility of an ontological design pattern approach is described as an avenue for future research and development describing specific types of situations.

Abstract Design patterns describe problems that occur recurrently, and specify the core of the solution in such a way that we can (re)use it in different contexts and applications. Although, web-based Emergency Management Systems domain is still in its nascent stages, there are design principles, real systems and design patterns from other related areas that can be a valuable source of knowledge to mine design patterns. From these sources we have created a patterns catalogue to assist novice designers on discovering what issues should be addressed to develop useful and successful systems. In this paper, we present the mining process and some patterns as example.

Abstract This paper describes SIGAME, a web-based application for national cooperation in case of disaster. The main motivation of SIGAME is to provide a quick, flexible, reliable, many-to-many, updated communication channel for improving and coordinating the response of assistance suppliers (located at several territories) when an emergency occurs. In order to make communication as efficient as possible and taking into account the organizational diversities of the suppliers, the political implication and the characteristics of the future users, a user centered design method for web-based interactive systems seems to be the best solution for attending the designer through the different phases and products of the design process. In particular, we will focus on the techniques used both to involve stakeholders in the design and to collect requirements.

Abstract Information-intensive services for global crisis situations management can no longer be based on local information only. A global picture is required to be able to make informed and reliable local decisions. It takes also to know how the local decisions one country may take will affect the others. Indeed, each country, city or community needs the whole picture and the key facts in managing the situation in their local area. Therefore, we should provide a proven solution to identify, analyze and mix the relevant information to support informed local decision based on both global and local information. In this paper, we introduce a novel design pattern to face this challenge of making informed local decisions. We also provide two real life examples illustrating the needs of the design pattern.
