Abstract This paper reports on the initial findings of the first phase of a study funded by San Jose State University, USA to provideinsightregardinghowpubliclibrariescanbe moreinvolvedincommunity-wide disasterplanning,strengtheningtheirroleascoremembersof theircommunities?disasterpreparedness and responseinfrastructure. The first phase of the study involves a nationwide survey of public library directors and library staff who are involved in coordinating disaster planning for their institutions. A survey was carried out during December 2014 and January 2015 to explorewhatpubliclibrariescanbringtocommunity-wideplanningefforts and thetypesofpartnershipsthatarepossible. The findingswillprovidelibraryleaderswithvaluableinsighton how to proactivelyengageindialogueandplanningwiththeirlocalemergencymanagement community. The second phase emerging from the research will involve follow-up in-depth explorations of the exemplary disaster planning models.

Abstract Public safety organizations include emergency and law enforcement agencies, fire departments, rescue squads, and Emergency Medical Services (EMS). In response to increasing threats of terrorism and natural disasters, safety and security personnel must overcome technology barriers to enhance their efficiency, especially in the neuralgic section of information exchange. Limited availability of information hinders the response time and decision making process. Efficient communications supported by interoperable technology are vital to the situational awareness, scalability, and effectiveness of incident response. This paper?s prime objective is the review of available information systems than can be used to support and assist security agencies.

Abstract One of the most important and costly aspects of recovery operations is debris collection and disposal. The unique nature of disaster debris and the extreme amounts generated as a result of the disaster event create challenges for decision makers that are not typically encountered during every day solid-waste disposal operations. This work-in-progress research is aimed at identifying the unique aspects of disaster debris disposal and the need for decision support, which addresses these unique aspects, to assist emergency management coordinators with allocating resources during on-going debris cleanup operations. We will present a decision support system framework, discuss aspects of the knowledge base, model base, and user interface, and show how an emergency management coordinator might use the system during ongoing daily operations using real-world data from a 2003 Atlantic hurricane.

Abstract Society is faced with a growing amount of property damage and casualties from man-made and natural disasters. Developing societal resilience to those disasters is critical but challenging. In particular, societal resilience is jointly determined by federal and local governments, private and non-profit sectors, and private citizens. We present a sequence of games among players such as federal, local, and foreign governments, private citizens, and adaptive adversaries. In particular, the governments and private citizens seek to protect lives, property, and critical infrastructure from both adaptive terrorists and non-adaptive natural disasters. The federal government can provide grants to local governments and foreign aid to foreign governments to protect against both natural and man-made disasters. All levels of government can provide pre-disaster preparation and post-disaster relief to private citizens. Private citizens can also make their own investments. The tradeoffs between protecting against man-made and natural disasters – specifically between preparedness and relief, efficiency and equity – and between private and public investment, will be discussed. © 2012 ISCRAM.

Abstract It is common knowledge that having a relevant disaster preparedness plan is helpful for saving lives and money during an actual crisis. However, few individuals and families have a plan in the United States. Less than 10% of US states provide online resources for individuals and families to develop customized basic disaster plans. Those states sometimes offer additional information particular to their areas. However, existing online resources could be extended nationally by automatically providing additional plan information based on localized threats (e.g. climate, terrorism, etc.) within a geographical area. Wilberforce University has designed a solution called Wilberforce's Information Library Boosting Emergency Response (WILBER) which utilizes an interdisciplinary approach to automatically generate information based on localized threats within a geographical area to extend a basic disaster preparedness plan for individuals and families. WILBER combines current and historical information from Geographical Information Systems (GIS), risk assessment, wireless sensors, and computing.

Abstract In this paper, utilising the core Project AF8 Alpine Fault earthquake scenario, we detail hazard exposure, impacts, and recovery of interdependent critical infrastructure networks across the energy, transportation, water & waste, and telecommunications sectors across the South Island of New Zealand. Asset failures are simulated across each individual network, based on shaking intensities, exposure to co-seismic hazards and estimated component fragilities, which have been further refined and validated through expert elicitation. Network disruptions are then propagated across an interdependent network framework to quantify and delineate the spatial reach of both direct and indirect failures. By incorporating recovery strategies, temporal changes in service levels are quantified to offer insights into expected interdependent network performance and the possible disconnection of communities from the nationally connected networks, otherwise not apparent when studying each infrastructure in isolation.

Abstract This practitioner paper outlines some of the benefits for the use of social media, from the perspective of a local-level or county-level emergency manager (EM). As compared to state and national level emergency management, because local level EMs have limited manpower and resources, social media can positively or negatively impact the effectiveness of communication before, during and after disaster strikes. Outlined in this paper are six key points where local EMs have specific needs that could be addressed by the effective use of social media and, in the opinion of the authors, represent the top issues that EMs face when considering how to leverage Twitter, Facebook, YouTube, Instagram and other social media platforms. The six needs addressed in this paper include: 1) Best practices for general social media use by EMs, 2) Social media use for internal command and control within the EM group, 3) Developing situation awareness by monitoring social media, especially prior to predicable events, 4) Communicating disaster preparedness messages through social media, 5)Using social media for gathering damage assessment information during, or immediately following a crisis,and 6) Leveraging social media volunteer groups. This short paper picks up where the Federal Emergency Management Agency's social media training leaves off and attempts to represent these six needs as use cases for researchers and developers to address in future publications and products.

Abstract Relief agency managers show growing interest in dashboards for assessing multi-agency disaster preparedness. Yet, there is a dearth of research on the development and use of dashboards for disaster preparation. Consequently, information system architects in the disaster management domain have little guidance in developing dashboards. Here, dashboards refer to digitalized visualizations of performance indicators. In this paper, we discuss the experiences gained from an action research project on the development of dashboards for assessing disaster preparedness. The objective of this paper is to discuss experiences and tradeoffs extracted from the development of dashboards in practice. We organized a two-day gaming-simulation with relief agency managers for the evaluation of the dashboards. While the relief agency managers acknowledged the usefulness of dashboards in the disaster preparation process and expressed their intention to use these in practice, they suggested that the formulation and clustering of performance indicators requires further research.

Abstract The purpose of this paper is to outline the requirement for data-driven methods for determining optimal geographic locations of United States Department of Defense (DOD) Humanitarian Assistance (HA) resources, including disaster mitigation and preparedness projects. HA project managers and tactical implementers charged with cost-efficient deployment of HA resources are challenged to produce measurable effects, in addition to contributing to broader Joint and Interagency-informed security assistance strategies. To address these issues, our ongoing research advocates geospatial multi-criteria site suitability decision support capabilities that leverage 1) existing geospatial resource location-allocation methodology as applied in government, retail, and commercial sectors; 2) user-generated criteria and objective preferences applied in widely-used decision frameworks; 3) assessments of the feasibility of obtaining data at a geographic scale where DOD tactical/operational level users can benefit from the model outputs; and 4) social science theory related to the HA domain criteria that form the foundation of potential decision models.
