Abstract Wireless Ad Hoc Networks (MANETs) can to provide first responders and disaster management agencies with a reliable communication network in the event of a large-scale natural disaster that devastates majority of the existing communication infrastructure. Without requiring a fixed infrastructure, MANETs can be quickly deployed after a large-scale natural disaster or a terrorist attack. On the other hand, MANETs have dynamic topologies which could be disconnected because of the mobility of nodes. This paper presents a decentralized approach to maintain the connectivity of a MANET using autonomous, intelligent agents. Concepts from the social network analysis along with flocking algorithms are utilized to guide the deployment decision of agents. Unlike a basic flocking algorithm where all nodes have the same importance, network metrics are used to quantify the relative importance of nodes. Computational results are presented to demonstrate the effect of various local agent behaviors on the global network connectivity.

Abstract Social media together with still growing social media communities has become a powerful and promising solution in crisis and emergency management. Previous crisis events have proved that social media and mobile technologies used by citizens (widely) and public services (to some extent) have contributed to the post-crisis relief efforts. The iSAR+ EU FP7 project aims at providing solutions empowering citizens and PPDR (Public Protection and Disaster Relief) organizations in online and mobile communications for the purpose of crisis management especially in search and rescue operations. This paper presents the results of survey aiming at identification of preliminary end-user requirements in the close interworking with end-users across Europe.

Abstract Identifying a chemical, biological, radiological, and nuclear incident (CBRN) is a challenge. Evidence and health symptoms resulting from CBRN malevolent incident overlap with other normal non malevolent human activities. However, proper fusion of symptoms and evidence can aid in drawing conclusions with a certain degree of credibility about the existence of an incident. There are two types of incidents directly observable, overt, or indirectly observable, covert, which can be detected from the symptoms and consequences. This paper describes a framework for identifying a CBRN incident from available evidence using a fuzzy belief degree distributed approach. We present two approaches for evidence fusion and aggregation; the first, two level cumulative belief degree (CBD) while the second is ordered weighted aggregation of belief degrees (OWA). The evaluation approach undertaken shows the potential value of the two techniques.

Abstract Efficient request and deployment of critical resources for urban search and rescue operations is vital to emergency response. This paper presents a RFID (Radio Frequency Identification) supported system for on-site data collection to communicate structural condition, to track search and rescue status, and to request and allocate appropriate resources. The system provides a unified interface for efficient posing, gathering, storing and sharing of building assessment information. Visualization and easy access of such information enables rescuers to response to the disaster with better situational awareness. Resource requests are sent to the GIS resource repository service that enables a visual disaster management environment for resource allocation. Request and deployment of critical resources through this system enables lifesaving efforts, with the appropriate equipment, operator, and materials, become more efficient and effective. System development at the Illinois Fire Service Institute has shown promising results.

Abstract When a disaster occurs it is critical that emergency response information systems share a common ontology to support their disaster management alerting functions and notifications. Notifications are critical when an emergency scenario is going to happen (e.g. a typhoon approaching) so it is crucial, for emergency systems, to be able to transmit them to all kinds of recipients. An ontology was developed by investigating different sources: accessibility guidelines, emergency response systems, communication devices and technologies, taking into account the different abilities of people to react to different alarms (e.g. mobile phone vibration as an alarm for deaf people). We think that the proposed ontology addresses the information needs for sharing and integrating emergency notification messages and contents over different emergency response information systems and to be accessible under different conditions and for different kind of users.

Abstract Humanitarian operations in response to sudden and slow-onset crises have increased considerably both in terms of size and complexity over the last decade. This requires a coordinated approach by all actors involved in disaster or humanitarian relief efforts. Since the logistics part of disaster relief spending is accountable for a major part of disaster relief spending, it is natural to look at the supply chains of humanitarian organizations when searching for potentials for cooperation during humanitarian operations. In this paper, we have reviewed Supply Chain Management software currently used or piloted in humanitarian organizations. Their main features are presented and the tools are assessed according to criteria specific to supply chain management requirements of humanitarian operations. We find that while there is one tool which has the potential of becoming a de-facto standard, there are still gaps to be filled.

Abstract The paper addresses the issue of context-aware operational decision support in emergency situations. A decision support system (DSS) developed for this purpose is implemented as a network of a set of Web-services. The Web-services try to organise a service network according to context. Here the context is proposed to be modelled as a “problem model”. It specifies problems to be solved in a particular kind of emergency situation. Context is produced based on the knowledge extracted from the application domain (application ontology) and formalised by a set of constraints. The purpose of the service network is provision the DSS with contextualised information from diverse information sources and solving problems specified in the context. In the framework of context-aware operational decision support, composition of the application ontology for the disaster management domain from the Semantic Web Ontologies is discussed and a hybrid technology of context-aware operational decision support is presented. The technology is based on ontology management, context management, constraint satisfaction, and Web Services. Application of the ideas above is illustrated by an example of a decision support system for real-time resource coordination and situation awareness for logistics management in fire response operations.

Abstract Traffic accidents are a common feature of the modern life. The paper proposes an approach addressing response to traffic accidents happened in a smart environment. The idea behind the approach is to self-organize resources of the environment according to the state of the situation caused by the accident. The resources self-organize a collaborative network that comprises physical devices, software services, organizations, and persons. The purpose of the resources is to undertake joint actions for accident response. The disaster response system intended for operating in smart environments has a service-oriented architecture. Some of Web-services making up the architecture are intended to model the accident situations; others model resource functionalities or bear supporting functions. Web-services that model resource functionalities are aligned against the disaster management ontology. This alignment ensures semantic interoperability of the heterogeneous resources. The alignment operation is supported by a tool that identifies similar concepts in the ontology and Web-service descriptions using a machine-readable dictionary. Response to the traffic accident illustrates main ideas described in the paper.

Abstract Disaster management and risk prevention in Algeria have undergone many changes in the recent years. Important efforts have been provided on the legal and organizational sides to set the right conditions for an integrated and collaborative framework for disaster management in the country. The aim is to address the lack of information sharing, coordination and collaboration among the involved organizations. However, although the enhancement of the organizational arrangements, several problems persist mainly related to the implementation of these measures. To address this issue, in this paper, we propose an IT based platform in the field of risks prevention and disaster management (DM). This platform provides decision support, enables information sharing, helps to enhance public awareness regarding risks and disasters, supports communication and dissemination of information and alerts in disaster situations and facilitates the implementation of regulation related to disaster management.

Abstract The role of communication and information provision in coping with natural and man-made disasters and emergency situations is becoming increasingly important. In this paper we present an integrated mobile information and communication system, MIKoBOS, for emergency response operations that enables reliable data communication within the emergency site as well as between the site and the headquarters. It provides the responsible personnel involved in the emergency operation at different levels with anytime-anywhere access to relevant information. Compared to traditional voice-dominated approaches, the proposed system can greatly improve the effectiveness and efficiency of communication and coordination during disaster relief operations. Promising experimental performance results are provided for use with a number of terrestrial and satellite networks.

Abstract Greene County in Dayton, OH houses Wright Patterson Air Force Base (WPAFB), whose estimated 2009 economic impact within its Metropolitan Statistical Area (MSA) is $5.17 million. Despite its military/strategic importance as the largest base in the U.S. Air Force, literature search did not uncover a published comprehensive risk analysis for WPAFB, or even Greene County, across the entire spectrum of hazards from natural to technological to man-made (including terrorism). This paper presents a summary report on risk determination and economic impact data for Greene County and WPAFB (within Greene County) in the context of riverine flooding, using FEMA's HAZUS-MH tool. It is hoped that the results will further the regional compilation of data and thus prove of use to the local disaster management community while generally growing the overall body of work in risk analysis. Future work aims to expand regional risk determination to other natural disasters and terrorism scenarios.

Abstract There are problems for managing and sharing geo-data effectively in Turkey. The key to resolving these problems is to develop a harmonized geo-data model. General features of this model are based on ISO/TC211 standards, INSPIRE Data Specifications, and expectations of Turkey National GIS actions. The generic conceptual model components were defined to harmonize geo-data and to produce data specifications. In order to enable semantic interoperability, application schemas were designed for data themes such as administrative unit, address, cadastre/building, hydrographic, topography, geodesy, transportation, and land cover/use. The model, as base and the domain geo-data model, is a starting point to create sector models in different thematic areas. Disaster Management Geo-data Model model was developed as an extension of base geo-data model to manage geo-data collaborate on disaster management activities. This model includes existing geo-data special for disaster management activities and dynamic data collecting during disaster.

Abstract In this paper we describe a disaster management system. It is assumed that each individual in the field is equipped with a PDA (Personal Digital Assistant) and that can communicate with other PDAs in the vicinity. Together the PDAs form an ad-hoc network. Users can enter their own observations to the PDA, like the position of victims, or a description of the current situation at particular location (e.g. smoke, emergency exits, traffic congestion). This information is entered in a special iconic language. Reversibly, the PDAs inform the users on the overall current situation of the crisis. In order to come to a shared view of the world, the knowledge that is present in the network has to be shared and fused. The proposed way to communicate is via a shared blackboard. This approach facilitates communication in a time and place independent way.

Abstract Technological advances in both distributed cooperative work and web-map services have the potential to support distributed and collaborative time-critical decision-making for crisis response. We address this potential through the theoretical perspective of distributed cognition and apply this perspective to development of a geocollaborationenabled web application that supports coordinated crisis management activities. An underlying goal of our overall research program is to understand how distributed cognition operates across groups working to develop both awareness of the geographic situation within which events unfold, and insights about the processes that have lead to that geographic situation over time. In this paper, we present our preliminary research on a web application that addresses these issues. Specifically, the application (key parts of which are implemented) enables online, asynchronous, map-based interaction between actors, thus supporting distributed spatial and temporal cognition, and, more specifically, situational awareness and subsequent action in the context of humanitarian disaster relief efforts.

Abstract Collaboration awareness, as extension to organization awareness, is knowing how organizations do work and achieve their goals. This knowledge moves on a scale from stated prescribed ways of acting (such as procedures and protocols) to informal channels of communication, teamwork and decision-making. Based on available static and dynamic data, standardized insights can be given about collaboration in emergency situations in the form of organigraphs. We argue that for gaining practical collaboration awareness, both the formal structure of an organization as well as informal interactions should be inspected. Informal interaction includes informal communication channels, actual decision making on the spot and multi-disciplinary joint activities. We have implemented our system in the form of a web-based visualization tool. This tool would have been useful in the Hercules disaster, giving insights in informal information exchange, possibly preventing fatal decisions.

Abstract In the field of information systems for disaster management there is a large variety of data formats, specifications and standards. Most of these standards only cover a specific part of this area, for example formats for geospatial data or message exchange. This diversity of isolated solutions, however, prevents those systems from interacting and exchanging data. To improve the interoperability in this sector there is a strong need for an integrated interoperable system architecture that is suitable for stand-alone systems as well as for the communication in a distributed heterogeneous system environment. This paper shows an approach for such a system architecture. It presents the Disaster Management Markup Language (DMML), which provides an architecture of data structures, services and service interfaces for crisis response systems. Furthermore, the Disaster Management Interoperability Framework (DMIF) is introduced, which supplies a software-engineering layout for DMML. Finally, the implementation of the DMMapML module is presented, which handles data involved in the situation report. The basic structure of this implementation is described and its potential contribution to the interoperability of crisis response systems.

Abstract In the event of a disaster in Germany a so-called executive staff is set up. In support of their work they refer to emergency plans, which describe the chronological order of a set of suitable measures for a dedicated event e.g. an evacuation. These plans only exist in the form of large printed documents. Hence, the technical support for executing emergency plans is very limited. In this paper we present a model for a workflow management system (WfMS) for supporting the modeling, execution and management of emergency plans before and during a disaster. It is based on the idea that emergency plans are similar to business processes and can therefore be modeled as workflows. In contrast to most traditional WfMS, the introduced approach supports unstructured activities and their delegation as well as the management of resources. Furthermore, we analyze drawbacks of the current process for disaster management using emergency plans.

Abstract This discussion paper focuses on conceptualizing the ultimate goal in disaster management, i.e. reduction of future risks and impacts and explicitly highlights how actions taken in various phases of integrated disaster risk management influence vulnerability and eventually overall risk characteristics. First, the advancement of the disaster management concept evolving from a cyclic perspective to a spiral view is described and the various stages of disaster management including risk analysis, mitigation, and response are explained. In an attempt to improve and advance disaster risk management, next, the concepts of foresight and prediction are described and its major differences are highlighted. Finally, the basic framework of risk governance is considered for integrating foresight and prediction and thus lifting disaster management to the next level. Active and transparent communication and participation is seen as the key for successfully implementing risk governance.

Abstract The disaster resilience triangle is a simple but effective tool for illustrating the relationship between the initial impact of a disaster event and the subsequent time to recovery. This tool can also be expanded, however, to provide an analytic measure of the level of resilience exhibited by a particular entity in a given disaster situation. We build upon the previous work in this area by developing a new approach for visualizing and analyzing the tradeoffs between the two primary defining characteristics of the disaster resilience triangle. This new approach supports strategic decision making in a disaster planning environment by providing a straightforward means for directly comparing the relative predicted resilience of different critical facilities within an organization, with respect to both location and type of risk.

Abstract The Delphi Decision Maker system has been designed to support the decision making needs of crisis managers, considering factors such as stress, time pressure, information overload, and uncertainty. It has been built as a module for the Sahana Disaster Management system, a free and open source system. The Design Science research paradigm was used in an iterative development process. Triangulation was employed in the evaluation, analyzing the system against the research questions using both qualitative and quantitative statistics as well as proof of concept. Modifications need to be made for real world use. A second version of the system is under development. Research findings and future research are outlined in this work in progress.

Abstract In case of emergencies (e.g., earthquakes, flooding), rapid responses are needed in order to address victims' requests for help. Social media used around crises involves self-organizing behavior that can produce accurate results, often in advance of official communications. This allows affected population to send tweets or text messages, and hence, make them heard. The ability to classify tweets and text messages automatically, together with the ability to deliver the relevant information to the appropriate personnel are essential for enabling the personnel to timely and efficiently work to address the most urgent needs, and to understand the emergency situation better. In this study, we developed a reusable information technology infrastructure, called Enhanced Messaging for the Emergency Response Sector (EMERSE), which classifies and aggregates tweets and text messages about the Haiti disaster relief so that non-governmental organizations, relief workers, people in Haiti, and their friends and families can easily access them.

Abstract Collaborative teamwork is becoming more common in several domains including healthcare and disaster management. While collaborative teamwork can benefit from information system (IS) support, designing IS models to support collaboration is a significant challenge owing to the variations in tasks and people that must be supported, and the different contexts within which collaboration takes place. Collaborative teamwork can vary greatly because of context, which is the integration of diverse, dynamic, and heterogeneous needs for groups to achieve a specific goal. However in the literature there has been limited emphasis on how contextual underpinnings can be incorporated into IS design. This paper uses a case study of the design of a user-driven prototype disaster management IS. We used the think aloud method to capture participant thoughts while interacting with the IS prototype. The think aloud data was analyzed and used to develop an ontology of contextual considerations to support IS design.

Abstract Information is an essential part of disaster management. Information systems (IS) are a key means of providing the right information at the right time to support response to a disaster, and fostering collaborative facilitators such as situation awareness, common ground and communities of practice. However for these collaborative facilitators to support 'downstream events' (i.e. disaster response) they need to emerge and be grown from 'upstream' activities such as user engagement. Subsequently IS design requirements for disaster response are embedded in the community where a system will be used and it is from the community users and their needs that IS requirements must emerge. This paper presents an upstream-downstream approach for disaster management IS design. We describe four phases to user centered information systems design to support disaster management and provide a case study of using this approach in action to design an IS to enhance community resilience. © 2012 ISCRAM.

Abstract The magnitude seven earthquake that rocked Haiti has been a devastating disaster for the small country (USGS 2010). They are not alone in this crisis, however. When the earthquake struck, thousands of US citizens responded by donating money, resources, people, and time to aid in the disaster relief. To respond to the incident and to create a secure information-sharing environment, the Florida Miami-Dade County and State Emergency Operations Centers (EOC) were activated. The main information system in use at the Miami-Dade EOC is WebEOC, a web-based crisis information management system that aids in secure coordination and collaboration among EOC staff, liaisons, and emergency managers. As a result of the earthquake response efforts using this system, we have identified seven main insights and lessons learned with respect to crisis information management software. In this paper, we discuss Miami-Dade's role in the Haitian relief efforts and how this lead to these insights and lessons learned.
