Abstract Although quantitative analytical information systems are an important resource for supporting decision-making in disaster operations management, not all aspects of a disaster situation can be easily quantified. For example, although the concept of the disaster resilience of a community has a technical dimension within which one can measure the resistance of the infrastructure against, and the speed of its recovery from, a disaster event, it also has social, organizational, and economic dimensions within which these characteristics may be more difficult to measure. This work-in-progress paper introduces a quantitative framework within which the multi-dimensional nature of such disaster resilience can be represented in a concise manner. This can help to improve understanding of the complexities associated with the concept, and thus directly support decision-making in disaster operations planning and management.

Abstract The disaster resilience triangle is a simple but effective tool for illustrating the relationship between the initial impact of a disaster event and the subsequent time to recovery. This tool can also be expanded, however, to provide an analytic measure of the level of resilience exhibited by a particular entity in a given disaster situation. We build upon the previous work in this area by developing a new approach for visualizing and analyzing the tradeoffs between the two primary defining characteristics of the disaster resilience triangle. This new approach supports strategic decision making in a disaster planning environment by providing a straightforward means for directly comparing the relative predicted resilience of different critical facilities within an organization, with respect to both location and type of risk.

Abstract Most definitions of disaster resilience incorporate both the capacity to resist the initial impact of a disaster and the ability to recover after it occurs. Being able to characterize and analyze resilient behavior can lead to improved understanding not only of the capabilities of a given system, but also of the effectiveness of different strategies for improving its resiliency. This paper presents an approach for quantifying the transient behavior resulting from a disaster event in a way that allows researchers to not only describe the transient response but also assess the impact of various factors (both main and interaction effects) on this response. This new approach combines simulation modeling, time series analysis, and statistical outlier detection to differentiate between disaster resistance and disaster recovery. Following the introduction of the approach, the paper provides a preliminary look at its relationship to the existing concept of predicted disaster resilience. © 2012 ISCRAM.

Abstract Online Social Networking Sites (SNS) are becoming extremely popular and can be employed in a variety of contexts. They permit the establishment of global relationships that are domain related or can be based on some general need shared by the participants. Emergency domain related websites, each with their own stated mission, are becoming widespread. Can a social network offer a solution to bringing emergency domain-related entities together as a 'one stop shop?' We propose to investigate whether the social network paradigm can be used to enable individuals and organizations to collaborate in mutually beneficial ways, in all stages of emergency management: mitigation, preparedness, response and recovery. Emergency management students were surveyed to examine the concept of social networks and their acceptance as a potential tool. The results of this exploratory research show overwhelming agreement that SNS should be considered a viable solution to the problems plaguing information dissemination and communications in the emergency domain.

Abstract The Delphi Decision Maker system has been designed to support the decision making needs of crisis managers, considering factors such as stress, time pressure, information overload, and uncertainty. It has been built as a module for the Sahana Disaster Management system, a free and open source system. The Design Science research paradigm was used in an iterative development process. Triangulation was employed in the evaluation, analyzing the system against the research questions using both qualitative and quantitative statistics as well as proof of concept. Modifications need to be made for real world use. A second version of the system is under development. Research findings and future research are outlined in this work in progress.

Abstract Sentiment analysis has been widely researched in the domain of online review sites with the aim of generating summarized opinions of product users about different aspects of the products. However, there has been little work focusing on identifying the polarity of sentiments expressed by users during disaster events. Identifying sentiments expressed by users in an online social networking site can help understand the dynamics of the network, e.g., the main users' concerns, panics, and the emotional impacts of interactions among members. Data produced through social networking sites is seen as ubiquitous, rapid and accessible, and it is believed to empower average citizens to become more situationally aware during disasters and coordinate to help themselves. In this work, we perform sentiment classification of user posts in Twitter during the Hurricane Sandy and visualize these sentiments on a geographical map centered around the hurricane. We show how users' sentiments change according not only to users' locations, but also based on the distance from the disaster.

Abstract Collaborative teamwork is becoming more common in several domains including healthcare and disaster management. While collaborative teamwork can benefit from information system (IS) support, designing IS models to support collaboration is a significant challenge owing to the variations in tasks and people that must be supported, and the different contexts within which collaboration takes place. Collaborative teamwork can vary greatly because of context, which is the integration of diverse, dynamic, and heterogeneous needs for groups to achieve a specific goal. However in the literature there has been limited emphasis on how contextual underpinnings can be incorporated into IS design. This paper uses a case study of the design of a user-driven prototype disaster management IS. We used the think aloud method to capture participant thoughts while interacting with the IS prototype. The think aloud data was analyzed and used to develop an ontology of contextual considerations to support IS design.

Abstract Information is an essential part of disaster management. Information systems (IS) are a key means of providing the right information at the right time to support response to a disaster, and fostering collaborative facilitators such as situation awareness, common ground and communities of practice. However for these collaborative facilitators to support 'downstream events' (i.e. disaster response) they need to emerge and be grown from 'upstream' activities such as user engagement. Subsequently IS design requirements for disaster response are embedded in the community where a system will be used and it is from the community users and their needs that IS requirements must emerge. This paper presents an upstream-downstream approach for disaster management IS design. We describe four phases to user centered information systems design to support disaster management and provide a case study of using this approach in action to design an IS to enhance community resilience. © 2012 ISCRAM.

Abstract The magnitude seven earthquake that rocked Haiti has been a devastating disaster for the small country (USGS 2010). They are not alone in this crisis, however. When the earthquake struck, thousands of US citizens responded by donating money, resources, people, and time to aid in the disaster relief. To respond to the incident and to create a secure information-sharing environment, the Florida Miami-Dade County and State Emergency Operations Centers (EOC) were activated. The main information system in use at the Miami-Dade EOC is WebEOC, a web-based crisis information management system that aids in secure coordination and collaboration among EOC staff, liaisons, and emergency managers. As a result of the earthquake response efforts using this system, we have identified seven main insights and lessons learned with respect to crisis information management software. In this paper, we discuss Miami-Dade's role in the Haitian relief efforts and how this lead to these insights and lessons learned.

Abstract In this paper, we describe the design, implementation, and evaluation of a mesh network based messaging application for the One Laptop Per Child XO laptop. We outline the creation of an easy-to-use OLPC Activity that exchanges Ushahidi-style messages with nearby OLPC users through the Internet or a mesh network. Our contributions are to implement an epidemic messaging scheme on mesh networks of OLPC XO laptops, to extend the Ushahidi web application to efficiently exchange messages with nodes in mesh networks, and to allow the Ushahidi server to distribute cures, notifications of message delivery, for each received message. Testing and analysis revealed substantial overhead is introduced by the OLPC's use of Telepathy Salut for activity sharing.

Abstract Serious games are an effective tool for giving players a hands-on, immersive experience of crisis situations. To simplify the design of such games while ensuring their relevance, we propose a design method that is based on reference tasks. The feasibility of this approach is demonstrated by the improved design of the serious game “Disaster in my Backyard” that has been played during ISCRAM Summer school 2013. The design incorporates humanitarian logistics, search-and-rescue and coordination tasks. We also present the lessons learned from this instantiation of the game and give an outlook towards future research, such as the evaluation of tools for crisis response and management through the use of serious games and reference tasks.

Physical problems include heterogeneous technology infrastructures, ubiquitous accessibility, alternative media communication or real-time interaction. Logical problems are related to the accomplishment of a coordinated activity, such as the need for a common place accessible by all where digital artefacts are available, spontaneous communication, real-time interaction, and emergency awareness. We present an integration framework that addresses the physical and logical communication requirements in emergency management for VDTs. The framework provides a ubiquitous mobile infrastructure that supports physical communication, proposes a generic role-based organizational structure for VDT, and outlines an integration strategy that allows to define logical communication channels by means of information flow and access control policies based on the VDT structure.

Abstract Social media allows the public to engage in the disaster response and recovery process in new and exciting ways. Many emergency management agencies in the United States are embracing social media as a new channel for alerts, warnings, and public outreach, but very few are mining the massive amounts of data available for use in disaster response. The research reflected in this paper strives to help emergency management practitioners harness the power of community volunteered information in a way that is still novel in most parts of the country. Field verification and research combined with survey results attempts to identify and solve many of the barriers to adoption that currently exist. By helping practitioners understand the virtues and limitations of this type of data and information, this research will encourage the use of community volunteered information in the emergency operations center.

Abstract A rapid, holistic view of earthquake disasters begins with earthquake location and magnitude, alerted by seismic networks. The initial source characteristics, along with any available ground-shaking observations, can be used to rapidly estimate the shaking extent, its severity (e.g., ShakeMap), and its likely impact to society, for example, employing the U.S. Geological Survey's Prompt Assessment of Global Earthquakes for Response, or PAGER, system. When serous impacts are likely, PAGER's impact-based alerts can, in turn, begin the process of primary response at the local, national, or international level, and the process of reconnaissance via social media, the mainstream media, scientific analyses, and remotely-sensed and ground-truth observations. In this work-in-progress report, we describe our initial efforts to incorporate event-specific ground-truth observations and model secondary ground-failure hazards back into the loss-modeling domain in order to provide a more holistic view each earthquake disaster.

Abstract In order to analyze and evaluate any post-disaster phases it is necessary to address the pre-existent vulnerability conditions. The methodology consists of four steps: the first step comprises of a review of vulnerability and recovery indicators; the second step is to identify indicators based on spatial variables; the third step is to find the common variables among the subsets of spatial variables from vulnerability and recovery indicators; and the fourth step more pragmatic, is an investigation of the availability of data. The initial results are the set of vulnerability and recovery indicators. Reducing the set of indicators to the indicators represented in a spatial context and the indicators with common features of vulnerability and recovery indices bears the risk to ignore some important single indicators; nevertheless, the added value of the on-going research is to show the advantages of using indicators based on spatial variables.

Abstract Natural disasters such as hurricanes, floods, earthquakes, fires as well as those of manmade origins, such as dam breaches, necessitate communication between and among emergency responders, governmental officials, and the impacted populace. As the third largest country in terms of area and first in terms of population, China is no stranger to natural and manmade disasters of varying kinds. Until recently, the country had no central focus on dealing with such events and allowed local officials for the most part to plan and carry out all of the activities involved in disaster planning and management. Advances in the Chinese economy and more of a nationalist slant on policies have attempted to broaden the planning scope and management across the country with varying results. The deployment of wireless communications across China has assisted in disaster planning and management activities, but inconsistent policies and a haphazard approach to its deployment have hindered its ability to fully aid such activities. With a population of more than 1.3 billion (2010 Census) and its wide geography, China is one of the most natural disaster-affected countries in the world. Many natural disasters occur in China frequently and often result in severe damage and loss of life. In response to these events, several strategies for emergency management should be implemented, but in particular the integration of the deployment of wireless networks throughout the rural parts of the country with disaster/emergency planning for the same areas should be undertaken. © 2012 ISCRAM.

Abstract Natural or man-made disasters frequently occur in different countries and disaster types and consequences might differ immensely depending on that country's unique characteristics. While probability of a man-made disaster occurrence will be high for technologically advanced countries as a result of using technology in almost every aspect of daily life, probability of natural disaster occurrence will be dependent on geological, geographical, and climate related factors. Based on their different risk types and levels, each nation should create their own National Emergency Management Model (NEMM) and because of country specific conditions each plan must be unique. Thus, for each country NEMM should be focusing on different factors which are important and should show that country the importance list of factors. As a result, countries may better distribute their limited resources to reach optimum emergency management plan and execution. In this study, our goal is to three fold. Our first goal is to come up with full list of categories and factors which are important for a successful National Emergency Management Model. In order to achieve this goal, we determined our categories and factors based on our analysis of previous disasters and literature review. The second goal is to determine the importance level of each category and defining critical success factors for different countries. For this purpose, we are planning to use experts from different countries. This part of study is still underway. Finally, we analyze how information systems might be utilized for each category and factors to support a better National Emergency Management Model. This is a first step of a multi-step research.

It is based on a layered network topology and current technology used in research projects or already established products. Abstract Fast and effective disaster management requires access to a multitude of heterogeneous, distributed, and quickly changing data sets, such as maps, satellite images, or governmental databases. In the last years, also the information created by affected persons on web sites such as flickr.com or blogger.com became an important and very quickly adapting source of information. We developed HUODINI, a prototype system for the flexible integration and visu-alization of heterogeneous data sources for disaster management. HUODINI is based on Semantic Web technologies, and in particular RDF, to offer maximal flexibility in the types of data sources it can integrate. It supports a hybrid push/pull approach to cater for the requirements of fast-changing sources, such as news feeds, and maximum performance for querying the integrated data set. In this paper, we describe the design goals underlying our approach, its architecture, and report on first experiences with the system.

Abstract Modeling the complex decision problems faced in the coordination of disaster response as a scheduling problem to be solved using an optimization algorithm has the potential to deliver efficient and effective support to decision makers. However, much of the utility of such a model lies in its ability to accurately predict the outcome of any proposed solution. The stochastic nature of the disaster response environment can make such prediction difficult. In this paper we examine the effect of unknown disruptions to the road transport network on the utility of a disaster response scheduling model. The effects of several levels of disruption are measured empirically and the potential of using real-time information to revise model parameters, and thereby improve predictive performance, is evaluated.

Abstract In this article, work in progress on a system for rapid aerial mapping is presented. We believe that a tool able to quickly generate an up-to-date high resolution aerial view, e.g. shortly after a natural disaster or a big incident occurs, can be a highly valuable asset to help first responders in the decision making. The presented work focuses on the path planning capabilities of the system, together with the area partitioning and workload distribution among a team of multi-rotor unmanned aircraft. Sensor footprint and range of the involved aircraft may differ. The presented approach is based on an approximate cellular decomposition of the area of interest. The results of this work will be integrated into an existing system which already provides a mobile ground control station able to supervise and control multiple sensor carriers.

Abstract Protection of society against natural and man-made disasters is high on the societal and political agenda. Effective crisis management is more important than ever. Nowadays, crisis organisations depend crucially on reliable telecom services, and unexpected failure of telecommunication may have serious consequences. In order not to be caught unprepared, crisis organisations should therefore perform a risk assessment on telecom availability. Unfortunately, assessment of availability risks of modern, multi-operator telecom services is difficult; information sources are unreliable, and the relevant information is uncertain and difficult to obtain. This paper describes some of these difficulties, as well as the requirements of availability risk assessment methods for crisis telecommunication services. The paper outlines a new method that can be applied without requiring full knowledge of the physical layout of the telecom infrastructure. This new method relies on telecom service diagrams as a tool for risk analysis and to facilitate dialogue among the analysts.
