Abstract In humanitarian events, logistics is traditionally considered at time of crisis, and at the tail-end of a project design with little to no strategical, logistical forethought applied. Introducing risk assessment and integrating logistics planning with program plans and training to these plans prior to disaster striking offers a more impactful response at time of disaster. This can be introduced in high risk countries through one on one training, simple templates, spreadsheets and standardized processes.a low to no technological, and highly relational method of building capacity and increasing the impact of an organization.s response to beneficiaries.

Abstract A wide range of local, regional, and federal authorities will generate maps to help respond to and recover from a disaster. It is essential that map users in an emergency situation can readily understand what they are seeing on these maps. Standardizing map symbology is one mechanism for ensuring that geospatial information is interpretable during an emergency situation, but creating an effective map symbol standard is a complex and evolving task. Here we present preliminary results from research into the application of the ANSI 415-2006 INCITS Homeland Security Map Symbol Standard, a point symbol standard intended to support emergency management mapping for the U.S. Department of Homeland Security. This standard has so far not been widely adopted across the full range of DHS missions, and we elaborate on key issues and challenges that should be accounted for when developing future map symbol standards for crisis management.

Abstract During recent disasters such as tsunami, flooding, hurricanes, nuclear disaster, earthquake people have to leave their living areas for their own safety. But it proves that some people are not informed about the evacuation, or are not willing or able to leave or don't know how to leave the hazardous areas. The topic of the paper is how to adapt current video surveillance systems along highway and streets to semi-automatic surveillance systems. When a suspicious event is detected a human operator in the control room has to be alerted to take appropriate actions. The architecture of the system and main modules are presented in the paper. Different algorithms to detect localize and track people are published by the authors elsewhere but are summarized in the current paper. The system has been tested in a real life environment and the test results are presented in the paper.

Abstract Disaster recovery operations rarely proceed smoothly and disruptions often require the redistribution of relief items. Such a redistribution has to be carried out taking into account both the current disruption and the uncertainty regarding possible future incidents in the respective area. As decisions have to be made fast in humanitarian operations, extensive optimization runs cannot be conducted in such a situation. Nevertheless, sensible decisions should be made to ensure an efficient redistribution, considering not only satisfaction of needs but also operational costs, as the budget is usually scarce in the recovery phase of a disaster. In this work, different scenarios are generated and then solved with a multiobjective optimization model to explore possible developments. By evaluating the results of these scenarios, decision rules are identified which can support the decision maker in the actual disaster situation in making fast, but nevertheless well-founded, decisions.

Abstract Large public events such as sporting events, concerts, fairs and street festivals are quite common in metropolitan areas. Because of the high frequency of such events and the increasing number of involved parties, those being responsible for the organization and execution have to cope with increasing complexity and shortening time frames for planning and preperation. Because of the high concentration of passengers, unplanned incidents that occur during these public events can have devastating effects and can lead to crises and disasters. Emergency management systems that utilize mobile communication infrastructures can provide prompt information delivery to save human lives. In this paper we propose a system design for mobile emergency management and outline our approach of evaluating this system design using multi-agent based simulation. To make our simulation of passenger movements as realistic as possible we gathered empirical data for a large event as well as for normal rush hour traffic.

Abstract The paper presents a four-phase action research project that was (and still is) conducted at the department of Information Management Customer Support and Operations (IM\CS&O) of a large multi-national company. The department is in charge of ICT-service continuity and has to produce ICT recovery plans that are integrated with the organization's overall Business Continuity plan. Interviews, Group Support System (GSS) technologies as well as a risk survey have been used to gather information and identify risks and threats. A systematic quantitative classification, measuring the impact of loss of ICT services on the company's business processes in terms of cost and risk will allow in the near future to utilize an economic decision model to prioritize the core activities of training and implementation of a recovery disaster plan. The research has made clear to the involved protagonists the necessity to share information, to develop awareness, and to formulate a shared recovery disaster plan to ensure ICT/business continuity and/or recovery when ICT disruptions occurs. © Proceedings ISCRAM 2004.

Abstract Processes in disaster response management (DRM) and business processes are similar due to their general structure and goals. This encourages us to analyze the suitability of business process management tools and methods in the domain of DRM. One main challenge is the coverage of disaster specific aspects by existing process modeling languages. Since interdependencies between time, activities, and place are critical for process planning, we discuss the necessity for model extension. A special focus lies on the integration of place-related information as well as interdependencies resulting from stationary and mobile activities and resources. The integration of such place-related information is discussed as pre-condition for effective and efficient planning of disaster response processes and their successful management by disaster response workflow management systems.

Abstract Modern space and information technologies provide valuable tools for the solution of many real-world problems in fields of managing effects of natural and man-made disasters, geomatic engineering, etc. Therefore, the need to develop and optimise the use of these technologies in an efficient manner is necessary for providing reliable solutions. This paper aims to develop powerful optimisation algorithms extending current highly successful ideas of artificial intelligence for developing of the disaster warning network which is a system of satellites and ground stations for providing real time early warning of the impact of the disaster and minimise its effects (e.g., earthquakes, landslides, floods, volcanoes, etc). Such intelligent algorithms can provide a degree of functionality and flexibility suitable both for constructing high-accuracy models and in monitoring their behaviour in real time.

Abstract “Disaster management” a key topic these days due to the enormous amount of disasters occurring all over the world tends to focus mainly on the individuals victimized as human lives and living conditions are in jeopardy. During such a disaster scenario there are many different volunteer organizations and volunteers willing to support victims but due to the lack of robust and reliable human computer systems developed for responding and managing disaster aftermaths the efficiency tends to suffer thus crushing down the volunteer efforts drastically. So developing an effective disaster management solution is vital and a computerized registry that captures and handles information on disaster victims can be called the heart of the system due to the significant bearing it has on human lives. Thus one could say that disaster victim registries have a higher significance in a disaster management context. Due to this reason, three such registries have been developed and integrated into the Sahana Disaster Management System namely the Disaster Victim Registry, Missing Person Registry and the Children Registry.

Abstract This paper presents our work on developing a system for Internet monitoring and knowledge extraction from different web documents which contain information about disasters. This system is based on ontology of the disasters domain for the knowledge extraction and it presents all the information extracted according to the kind of the disaster defined in the ontology. The system disseminates the information extracted (as a synthesis of the web documents) to the users after a filtering based on their profiles. The profile of a user is updated automatically by interactively taking into account his feedback.

Abstract In this article, work in progress on a system for rapid aerial mapping is presented. We believe that a tool able to quickly generate an up-to-date high resolution aerial view, e.g. shortly after a natural disaster or a big incident occurs, can be a highly valuable asset to help first responders in the decision making. The presented work focuses on the path planning capabilities of the system, together with the area partitioning and workload distribution among a team of multi-rotor unmanned aircraft. Sensor footprint and range of the involved aircraft may differ. The presented approach is based on an approximate cellular decomposition of the area of interest. The results of this work will be integrated into an existing system which already provides a mobile ground control station able to supervise and control multiple sensor carriers.

Abstract Although considered of low risk, incidents with dams may cause significant damage both directly and indirectly. Direct losses are usually easier to assess (assuming human lives are quantifiable), but indirect losses are difficult to measure and may take some time before the original situation is restored. Disaster prevention and vulnerability reduction have been topics of major concern in many local, national or international organisations for some years. These can be accomplished through emergency management which begins with hazard identification and planning for disaster mitigation but encompasses other activities as risk analysis, risk response and recovery. Therefore, an emergency management system with capacity to: i) forecast critical situations; ii) warn the population as well as the authorities; and iii) support the civil protection system to deal with an emergency, is a most helpful tool to minimize the impact of an accident. The Information System described herein fulfils mainly the third objective, i.e. it is intended to help the Civil Protection System in Portugal, to respond to an emergency caused by the failure of a dam. It is an Internet-based application, which integrates all relevant data for the implementation of a dam emergency plan. These data include the main characteristics of the dam and its reservoir, the character-isation of the dam downstream valley as well as the response procedures to be followed in an emergency. © Proceedings ISCRAM 2004.

Abstract Virtual Distributed Teams (VDT) need to face physical and logical communication challenges during emergency response. Physical problems include heterogeneous technology infrastructures, ubiquitous accessibility, alternative media communication or real-time interaction. Logical problems are related to the accomplishment of a coordinated activity, such as the need for a common place accessible by all where digital artefacts are available, spontaneous communication, real-time interaction, and emergency awareness. We present an integration framework that addresses the physical and logical communication requirements in emergency management for VDTs. The framework provides a ubiquitous mobile infrastructure that supports physical communication, proposes a generic role-based organizational structure for VDT, and outlines an integration strategy that allows to define logical communication channels by means of information flow and access control policies based on the VDT structure.

Abstract This paper describes the work that is being done within the EU research project DISASTER to solve interoperability issues in cross-border emergency operations by applying a technical solution that is able to create a common operational picture. To that end a twofold solution is proposed: The development of a common and modular ontology shared by all the stakeholders taking into account different countries cultural, linguistic and legal issues. And, from that point, bearing in mind that most legacy EMSs (Emergency Management Systems) rely on Service-Oriented-Architectures (SOA), the implementation of transparent SOA mediation algorithms compliant with current data formats and existing solutions. That way, a mediation solution is provided by the DISASTER Mediator, which plays the role of gateway for each EMS enabling a communication based in Web Services. In order to avoid a misunderstanding of shared information it is necessary to create a solution that offers more than a plain translation of terms but rather a concept mediation so the corresponding user is able to understand the situation in its own framework of reference.

Abstract In the event of a disaster in Germany a so-called executive staff is set up. In support of their work they refer to emergency plans, which describe the chronological order of a set of suitable measures for a dedicated event e.g. an evacuation. These plans only exist in the form of large printed documents. Hence, the technical support for executing emergency plans is very limited. In this paper we present a model for a workflow management system (WfMS) for supporting the modeling, execution and management of emergency plans before and during a disaster. It is based on the idea that emergency plans are similar to business processes and can therefore be modeled as workflows. In contrast to most traditional WfMS, the introduced approach supports unstructured activities and their delegation as well as the management of resources. Furthermore, we analyze drawbacks of the current process for disaster management using emergency plans.

Abstract The Four Phase Model of Emergency Management has been widely used in developing emergency/disaster response plans. However, the model has received criticism contrasting the clear phase distinctions in the model with the complex and overlapping nature of phases indicated by empirical evidence. To investigate how phases actually occur, we designed PhaseVis based on visualization principles, and applied it to Hurricane Isaac tweet data. We trained three classification algorithms using the four phases as categories. The 10-fold cross-validation showed that Multi-class SVM performed the best in Precision (0.8) and Naïve Bayes Multinomial performed the best in F-1 score (0.782). The tweet volume in each category was visualized as a ThemeRiver[TM], which shows the 'What' aspect. Other aspects – 'When', 'Where', and 'Who' – Are also integrated. The classification evaluation and a sample use case indicate that PhaseVis has potential utility in disasters, aiding those investigating a large disaster tweet dataset.

Abstract Analysis of social media and traditional media provides significant information to first responders in times of natural disasters. Sentiment analysis, particularly of social media originating from the affected population, forms an integral part of multifaceted media analysis. The current paper extends an existing methodology to the domain of natural disasters, broadens the support of multiple languages and introduces a new manner of classification. The performance of the approach is evaluated on a recently collected dataset manually annotated by three human annotators as a reference. The experiments show a high agreement rate between the approach taken and the annotators. Furthermore, the paper presents the initial application of the resulting technology and models to sentiment analysis of social media data in German, covering data collected during the Central European floods of 2013.

Abstract Interorganizational coordination is crucial among human services providers responsible for responding to both personal and widespread crises. Too often, however, agencies providing disaster relief, shelter, and connection to other social service systems operate in information silos. Moreover, organizations that assist the same people may be duplicating services or ineffectively providing services to those in need. In the past, there has been no easy way for human service organizations to share information about clients, resources, and services. Over the last decade, distinct initiatives have begun to standardize data collection, storage, and transmission standards within human service domains. This paper describes several human services standards currently in use or under development in the United States and discusses how each support distinct, yet related, human service information management during disasters. The paper concludes with a call for the development of an overarching human services data interoperability standard.

Abstract Natural and man-made hazards are increasingly threatening modern societies. Therefore Turoff, Hiltz, Bañuls and Van Den Eede (2013) highlight the need for boosting efforts in planning for emergencies. Advanced early warning systems (EWS) provide opportunities to increase the resilience of societies. Warning via mobile phones is considered to be the best way of alerting but few public authorities already use this warning channel. EWS also help to protect property but their implementation requires significant investments. Cost-benefit estimations are needed for public authorities, insurance companies and the users, particularly private households and enterprises. This paper contributes a disaster-independent formula to disaster research with specific applications for hydrological hazards. Illustrated by a heavy rain scenario, it shows, in particular, the benefits of EWS for companies. A specific focus is put on lead time aspects.

Abstract The classic Dutch disaster-warning system (the 'siren') is not as effective as it should be. The alarm is not heard by 37% of the population, not all the people that hear the siren do take it seriously. A public-warning system was developed based on so-called 'intelligent SMS'. This system was tested in 2004 among 700 inhabitants of the city of Vlaardingen (region Rotterdam-Rijnmond). The University of Delft conducted an intensive evaluation. The evaluation shows that use of SMS is technically feasible. It diminishes the part of the population that is not reached is by approx. 50%. The public is now not only warned that 'something is going on' but is informed by SMS of the nature of the threat ánd on what to do. The public perceives intelligent SMS as the most effective warning system. Based on the pilot, the disaster-management authority of the region Rotterdam-Rijnmond, with some 1.2 million inhabitants, decided to structurally implement the system in the whole region in 2005.

Abstract The paper addresses the issue of context-aware operational decision support in emergency situations. A decision support system (DSS) developed for this purpose is implemented as a network of a set of Web-services. The Web-services try to organise a service network according to context. Here the context is proposed to be modelled as a “problem model”. It specifies problems to be solved in a particular kind of emergency situation. Context is produced based on the knowledge extracted from the application domain (application ontology) and formalised by a set of constraints. The purpose of the service network is provision the DSS with contextualised information from diverse information sources and solving problems specified in the context. In the framework of context-aware operational decision support, composition of the application ontology for the disaster management domain from the Semantic Web Ontologies is discussed and a hybrid technology of context-aware operational decision support is presented. The technology is based on ontology management, context management, constraint satisfaction, and Web Services. Application of the ideas above is illustrated by an example of a decision support system for real-time resource coordination and situation awareness for logistics management in fire response operations.

Abstract Traffic accidents are a common feature of the modern life. The paper proposes an approach addressing response to traffic accidents happened in a smart environment. The idea behind the approach is to self-organize resources of the environment according to the state of the situation caused by the accident. The resources self-organize a collaborative network that comprises physical devices, software services, organizations, and persons. The purpose of the resources is to undertake joint actions for accident response. The disaster response system intended for operating in smart environments has a service-oriented architecture. Some of Web-services making up the architecture are intended to model the accident situations; others model resource functionalities or bear supporting functions. Web-services that model resource functionalities are aligned against the disaster management ontology. This alignment ensures semantic interoperability of the heterogeneous resources. The alignment operation is supported by a tool that identifies similar concepts in the ontology and Web-service descriptions using a machine-readable dictionary. Response to the traffic accident illustrates main ideas described in the paper.

Abstract Improving resiliency of airports and seaports can accelerate both humanitarian relief and economic and social recovery in regions struck by natural or manmade disasters. Ports are a critical element of effective disaster response, evacuation, and recovery. They are also essential to social and economic recovery following a disaster, especially on islands dependent on trade and isolated areas such as in the Latin America and the Caribbean region. The Port Resiliency Program (PReP) presents a practical framework to enhance port resiliency and improve evaluation to support continuous improvement. Approaches include analyzing strengths and weaknesses, fostering understanding, communication, and cooperation among stakeholders, caching essential resources ahead of time, building a comprehensive archive of literature, and targeting exercises to close gaps in preparedness.

Abstract In this paper we present a novel approach to reduce information proliferation and aid better information structure by automatically generating extraction of abbreviation for emergency management websites. 5.7 Giga Byte web data from 624 emergency management related web sites is collected and a list of acronyms is automatically generated by proposed system (AbbrevExtractor). Being the first attempt of applying abbreviation extraction to the field, this work is expected to provide comprehensive and timely information for emergency management communities in emergency preparedness, training and education. Future work is likely to involve more data collection and intelligent text analysis for dynamically maintaining and updating the list of acronyms and abbreviations.
