Abstract Social media has been a powerful tool and integral part of communication, especially during natural disasters. Social media platforms help nonprofits in effective disaster management by disseminating crucial information to various communities at the earliest. Besides spreading information to every corner of the world, various platforms incorporate many features that give access to host online fundraising events, process online donations, etc. The current literature lacks the theoretical structure investigating the correlation between social media engagement and crisis management. Large nonprofit organisations like the Australian Red Cross have upscaled their operations to help nearly 6,000 bushfire survivors through various grants and helped 21,563 people with psychological support and other assistance through their recovery program (Australian Red Cross, 2021). This paper considers the case of bushfires in Australia 2019-2020 to inspect the role of social media in escalating fundraising via analysing the donation data of the Australian Red Cross from October 2019 – March 2020 and analysing the level of public interaction with their Facebook page and its content in the same period.

Abstract Social media plays a vital role as a communication source during large-scale disasters. The unstructured and informal nature of such short individual posts makes it difficult to extract useful information, often due to a lack of additional context. The potential of social media threads– sequences of posts– has not been explored as a source of adding context and more information to the initiating post. In this research, we explored Twitter threads as an information source and developed an information extraction model capable of extracting relevant information from threads posted during disasters. We used a crowdsourcing platform to determine whether a thread adds more information to the initial tweet and defined disaster-related information present in these threads into six themes– event reporting, location, time, intensity, casualty and damage reports, and help calls. For these themes, we created the respective thematic lexicons from WordNet. Moreover, we developed and compared four information extraction models trained on GloVe, word2vec, bag-of-words, and thematic bag-of-words to extract and summarize the most critical information from the threads. Our results reveal that 70 percent of all threads add information to the initiating post for various disaster-related themes. Furthermore, the thematic bag-of-words information extraction model outperforms the other algorithms and models for preserving the highest number of disaster-related themes.

Abstract Social media applications such as Twitter and Facebook are fast becoming a key instrument in gaining situational awareness (understanding the bigger picture of the situation) during disasters. This has provided multiple opportunities to gather relevant information in a timely manner to improve disaster response. In recent years, identifying crisis-related social media posts is analysed as an automatic task using machine learning (ML) or deep learning (DL) techniques. However, such supervised learning algorithms require labelled training data in the early hours of a crisis. Recently, multiple manually labelled disaster-related open-source twitter datasets have been released. In this work, we create a large dataset with 186,718 tweets by combining a number of such datasets and evaluate the performance of multiple ML and DL algorithms in classifying disaster-related tweets in three settings, namely ``in-disaster'', ``out-disaster'' and ``cross-disaster''. Our results show that the Bidirectional LSTM model with Word2Vec embeddings performs well for the tweet classification task in all three settings. We also make available the preprocessing steps and trained weights for future research.

Abstract Multimedia content in social media platforms provides significant information during disaster events. The types of information shared include reports of injured or deceased people, infrastructure damage, and missing or found people, among others. Although many studies have shown the usefulness of both text and image content for disaster response purposes, the research has been mostly focused on analyzing only the text modality in the past. In this paper, we propose to use both text and image modalities of social media data to learn a joint representation using state-of-the-art deep learning techniques. Specifically, we utilize convolutional neural networks to define a multimodal deep learning architecture with a modality-agnostic shared representation. Extensive experiments on real-world disaster datasets show that the proposed multimodal architecture yields better performance than models trained using a single modality (e.g., either text or image).

Abstract The usage of non-authoritative data for disaster management provides timely information that might not be available through other means. Wikipedia, a collaboratively-produced encyclopedia, includes in-depth information about many natural disasters, and its editors are particularly good at adding information in real-time as a crisis unfolds. In this study, we focus on the most comprehensive version of Wikipedia, the English one. Wikipedia offers good coverage of disasters, particularly those having a large number of fatalities. However, by performing automatic content analysis at a global scale, we also show how the coverage of floods in Wikipedia is skewed towards rich, English-speaking countries, in particular the US and Canada. We also note how coverage of floods in countries with the lowest income is substantially lower than the coverage of floods in middle-income countries. These results have implications for analysts and systems using Wikipedia as an information source about disasters.

Abstract Effective decision-supporting visualization is critical for strategic, tactic, and operational management before and during a large-scale climate or extreme weather emergency. Most emergency management applications traditionally consist of map-based event and object visualization and management, which is necessary for operations, but has small contribution to decision makers. At the same time, analytical models and simulations that usually enable prediction and situation evaluation are often analyst-oriented and detached from the operational command and control system. Nevertheless, emergencies tend to generate unpredictable effects, which may require new decision-support tools in real-time, based on alternative data sources or data streams. In this paper, we advocate the use of dashboards for emergency management, but more importantly, we propose an intelligent mechanism to support effective and efficient utilization of data and information for decision-making via flexible deployment and visualization of data streams and metric displays. We employ this framework in the H2020 beAWARE project that aims to develop and demonstrate an innovative framework for enhanced decision support and management services in extreme weather climate events.

Abstract Although one of the dominant paradigms in managing disaster operations is that of modeling decisions around the activities of humanitarian organizations, recent literature has highlighted the importance of managing disaster operations from the perspective of the affected community. Modeling community-driven disaster operations has a unique set of challenges, however, several of which are highlighted in this research effort. These include engaging the community and coordinating amongst multiple decision makers, defining a clear community objective, and planning with long decision horizons. Using the urban area of Portsmouth, Virginia as a case study, this work in progress paper demonstrates a decision approach which addresses these critical elements of community-driven disaster operations management.

Abstract This article contributes to identifying the capabilities of Instagram when utilized as a source of Volunteered

Geographic Information (VGI) for disaster management (DM) purposes. The geographic focus of this research is

in the Mediterranean area. As case study, the fire event of East Attica 2018, Greece, was chosen. This major fire

occurred on the 23rd of July 2018 and caused the death of 100 people, the injury of additional 164 while the total

burnt area was about 1275,9ha. It is the deadliest in modern Greece?s history and the second deadliest at a global

level, within the 21st century. About 15000 related photos along with the corresponding captions and timestamps

were crawled from Instagram. An initial sample of about 1100, was analyzed, by using a certain methodology

divided in certain steps, the most important of which include the classification of the information to certain

categories, geo-referencing and the creation of graphs and maps that visualize the processed data.

Abstract Limited research has studied how citizens? perspectives as end-users can contribute to improving the usability of disaster apps. This study addresses this gap by exploring end-user insights with the use of a conceptual disaster app in the New Zealand (NZ) context. NZ has multiple public alerting authorities that have various technological options in delivering information to the population?s mobile devices; including social media platforms, apps, as well as the Emergency Mobile Alert system. However, during critical events, the multiplicity of information may become overwhelming. A disaster app, conceptualised in the NZ context, aims to aggregate, organise, and deliver information from official sources to the public. After the initial conceptual design, a usability inquiry was administered by interviewing members of the public. Partial results of the inquiry show that the public?s perspective has value; in the process of understanding the new user?s viewpoint, usability highlights and issues are identified.

Abstract During large-scale disasters it is not uncommon for Public Safety Answering Points (e.g., 9-1-1) to encounter

service disruptions or become overloaded due to call volume. As observed in the two past United States hurricane

seasons, citizens are increasingly turning to social media whether as a consequence of their inability to reach

9-1-1, or as a preferential means of communications. Relying on past research that has examined social media

use in disasters, combined with the practical knowledge of the first-hand disaster response experiences, this paper

develops a knowledge-driven framework containing parameters useful in identifying patterns of shared

information on social media when citizens need help. This effort explores the feasibility of determining

differences, similarities, common themes, and time-specific discoveries of social media calls for help associated

with hurricane evacuations. At a future date, validation of this framework will be demonstrated using datasets

from multiple disasters. The results will lead to recommendations on how the framework can be modified to make

it applicable as a generic disaster-type characterization tool.

Abstract Social media enables fast information exchange and status reporting during crises. Filtering is usually required to

identify the small fraction of social media stream data related to events. Since deep learning has recently shown to

be a reliable approach for filtering and analyzing Twitter messages, a Convolutional Neural Network is examined for

filtering crisis-related tweets in this work. The goal is to understand how to obtain accurate and robust filtering

models and how model accuracies tend to behave in case of new events. In contrast to other works, the application

to real data streams is also investigated. Motivated by the observation that machine learning model accuracies

highly depend on the used data, a new comprehensive and balanced compilation of existing data sets is proposed.

Experimental results with this data set provide valuable insights. Preliminary results from filtering a data stream

recorded during hurricane Florence in September 2018 confirm our results.

Abstract Social media are now widely used by affected members of the public during an emergency. As these platforms have become mainstream, governments have responded to the public?s expectation that information is available online, particularly during disasters. Emergency management organizations (EMOs) now widely use social media to communicate with the public alongside occasional intelligence gathering. While EMOs increasingly use social media, breakdowns in internal communication can inhibit the dissemination of timely information to their online followers. Drawing on a two-year ethnography at the Queensland Fire and Emergency Services (QFES), an Australian EMO, this paper outlines how the organization uses social media to disseminate information during emergencies and identifies the internal tensions around its use. These tensions include the prioritization of operational duties over public information responsibilities, and the difficulties around requesting and receiving information from operational personnel located on the ground.

Abstract We are interested in recurrent disaster forecasts; these are events such as annual cyclones in the Caribbean, earthquakes along the Ring of Fire and so on. These crises, even small- or medium-sized, are, in fact, critical for the emergency response of humanitarian organizations inasmuch as the sum of casualties and losses attained are as deadly as those that are considered exceptional. The aim of our research is to show that it is possible to use traditional forecasting methods such as: causal methods (which include the use of linear regression functions, non-linear, multivariate, etc.), time series (which include simple moving average, weighted moving average, exponential smoothing, trend-adjusted exponential smoothing, etc.) and so on, if the historical data keeps, among other criteria, its patterns, frequency, and magnitude, in a sustainable manner. Finally, an example to forecast recurrent earthquakes in Peru is presented.

Abstract Natural and man-made hazards are increasingly threatening modern societies. Therefore Turoff, Hiltz, Bañuls and Van Den Eede (2013) highlight the need for boosting efforts in planning for emergencies. Advanced early warning systems (EWS) provide opportunities to increase the resilience of societies. Warning via mobile phones is considered to be the best way of alerting but few public authorities already use this warning channel. EWS also help to protect property but their implementation requires significant investments. Cost-benefit estimations are needed for public authorities, insurance companies and the users, particularly private households and enterprises. This paper contributes a disaster-independent formula to disaster research with specific applications for hydrological hazards. Illustrated by a heavy rain scenario, it shows, in particular, the benefits of EWS for companies. A specific focus is put on lead time aspects.

Abstract Many possible links and connections can be observed between the different types of media used for communication during a crisis. These links can be detected and assembled to provide a more complete picture of events. They can be categorized according to the type of destination which yields important information for the gathering process as well as concerning general patterns of how platforms are connected. Tweets, posts and comments thus become parts of larger, linked sets of documents forming compound-documents. These documents stretch across media borders and platforms and provide context and broader information for individual entries. In the current paper we describe some of the links and linking behavior encountered during the floods in Central Europe of 2013 from the perspective of Twitter and Facebook.

Abstract This research identifies from literature principles of successful Virtual Communities of Practice (VCoPs) and explains how they have been fulfilled in the development of a VCoP that aims at contributing to knowledge sharing on natural disasters. The developed VCoP involves 70 experts in dealing with natural disasters from different hierarchical levels, organizations and nationalities of Europe. The VCoP has been developed within a European project from the 7th framework program. During the project three workshops were arranged for the members of the VCoP to know each other and to develop a living document. The living document is a web based tool used by the VCoP to share documents and insights, and it helps VCoP members networking. This paper provides direction for developing a VCoP to exchange lessons learned reports among crisis managers and first responders, and it identifies barriers that hinder the use of the living document.

Abstract Privacy Impact Assessments (PIA) are increasingly used and, in certain jurisdictions, legally mandated in projects to foresee risks to privacy and to plan strategies to avoid these. Once adopted and implemented, the EU?s Data Protection Regulation will, in certain circumstances require the need for a PIA. This short paper focuses upon the PIA process in an EU-funded project to develop cloud-based disaster response technology. It introduces the project and then gives a background to the PIA process. Insights and observations are then made on how the PIA operates, with the aim of drawing conclusions that can both improve the current project and be transferable to others.

Abstract European Union is an important global actor – in terms of economy, welfare and soft security – but its institutional development and ambitions has to consider both the issues of grand challenges, resilience, disaster management, in accordance with its citizens' will and skills. The Lisbon Treaty as well as the recent legislation on civil protection produced incremental change and improved the Emergency Management. However, there are not studies to check how the new institutions, the knowledge flows or decisions work. The final goal of this short paper is to structure an inquiring system and design a research project on assessing the civil protection policy in the EU through a Delphi study with experts and practitioners. While the first part frames the issues the second part will design the methodology and sampling strategy for a Delphi technique.

Abstract The disaster resilience triangle is a simple but effective tool for illustrating the relationship between the initial impact of a disaster event and the subsequent time to recovery. This tool can also be expanded, however, to provide an analytic measure of the level of resilience exhibited by a particular entity in a given disaster situation. We build upon the previous work in this area by developing a new approach for visualizing and analyzing the tradeoffs between the two primary defining characteristics of the disaster resilience triangle. This new approach supports strategic decision making in a disaster planning environment by providing a straightforward means for directly comparing the relative predicted resilience of different critical facilities within an organization, with respect to both location and type of risk.

Abstract Although quantitative analytical information systems are an important resource for supporting decision-making in disaster operations management, not all aspects of a disaster situation can be easily quantified. For example, although the concept of the disaster resilience of a community has a technical dimension within which one can measure the resistance of the infrastructure against, and the speed of its recovery from, a disaster event, it also has social, organizational, and economic dimensions within which these characteristics may be more difficult to measure. This work-in-progress paper introduces a quantitative framework within which the multi-dimensional nature of such disaster resilience can be represented in a concise manner. This can help to improve understanding of the complexities associated with the concept, and thus directly support decision-making in disaster operations planning and management.

Abstract This work in progress paper discusses analytically characterizing nonlinear recovery behavior through the context of the derecho windstorm that struck the mid-Atlantic United States in the summer of 2012. The focus is on the recovery efforts of the Appalachian Power Company, and the discussion includes a look at the need for communicating the progress of such recovery efforts to the public. Publicly available recovery data is analyzed and compared with respect to the relative behaviors exhibited by two different nonlinear recovery processes, and some of the implications for understanding the efficiency of different disaster recovery operations are discussed.

Abstract Recent Developments in the telecommunication technology offer a number of additional tools not only for the providers of emergency and disaster response, but may also facilitate early warning. Their application depends, however, on the regulatory framework governing telecommunications and on their appropriateness for the specific requirements in the pre-, peri- and postimpact phases of an event. Telecommunications are a key element for to the success of emergency preparedness and response, and the application of all available technologies and networks saves lives. The recent events in the Indian Ocean Region will have to be the subject of detailed analysis and evaluation of all existing mechanisms, hopefully leading to improvements in the organizational and operational field. First information available already in the immediate aftermath of the events of 26 December 2004 has been applied to the considerations in the present paper.

Abstract The regulatory environment is no longer the primary hindrance to the full application of telecommunications technology in the service of emergency response, disaster prevention and relief, and crisis management. Nowadays the restricting factor is the lack of knowledge about the capabilities, but also the limitations, of the multitude of specialized and of public communication systems. This paper will analyze the situation with the help of some practical examples and will recommend an interdisciplinary multi-stakeholder based approach to an educational concept for emergency and disaster telecommunications.

Abstract Information technologies and other critical infrastructures are interconnected in ways that can lead to vulnerabilities in the ability of these infrastructures to perform during natural disasters and acts of terrorism either to reduce adverse consequences or provide needed emergency response services. This research applies and adapts a number of indicators of infrastructure interdependency based on the authors' earlier research to determine where weak points and strengths occur in the interconnections between infrastructure technology and other infrastructure support services such as electric power and transportation, and where weak points create vulnerability that can be improved for more effective response in emergencies.
