  Abstract Effective decision-supporting visualization is critical for strategic, tactic, and operational management before and during a large-scale climate or extreme weather emergency. Most emergency management applications traditionally consist of map-based event and object visualization and management, which is necessary for operations, but has small contribution to decision makers. At the same time, analytical models and simulations that usually enable prediction and situation evaluation are often analyst-oriented and detached from the operational command and control system. Nevertheless, emergencies tend to generate unpredictable effects, which may require new decision-support tools in real-time, based on alternative data sources or data streams. In this paper, we advocate the use of dashboards for emergency management, but more importantly, we propose an intelligent mechanism to support effective and efficient utilization of data and information for decision-making via flexible deployment and visualization of data streams and metric displays. We employ this framework in the H2020 beAWARE project that aims to develop and demonstrate an innovative framework for enhanced decision support and management services in extreme weather climate events.

  Abstract Today emergencies seem more complex than ever. Process of managing these emergencies also becomes more complex because of increasing number of involved parties, increasing number of people affected, and increasing amount of resources. This complexity, inherent in emergency management, brings lots of challenges to decision makers and emergency responders. Information systems and technologies are utilized in different areas of emergency management. However complexity increases exponentially in emergency situations and it requires more sophisticated IS and IT and it makes response and management more challenging. Thus analyzing the root causes of emergency management information systems complexity is crucial for improving emergency response effectiveness. This paper frames the issue of information systems complexity by focusing on the types of complexities involved in emergency management phases and explaining each complexity type. We propose 6 different complexity types: Human Complexity, Technologic Complexity, Event Complexity, Interaction Complexity, Decision Making Complexity, and Cultural Complexity.

  Abstract Emergency situations are chaotic in nature. It is however, necessary to understand the context in which Emergency Responders work such that information practice issues can be highlighted and addressed by the system designers. In this paper, Activity Theory is proposed as a methodological and analytical framework to study information practices in the context of Emergency Management. Activity Theory aids in achieving a holistic approach to understanding the work activities context unlike some other analytical methodologies, as it focuses on use of artifacts for the interaction of humans with their environment. In this paper, an activity system model is used to investigate information practice issues of response phase of the emergency services in the UK. Using Activity Theory as an analytical framework, several tensions and contradictions emerged which keep the system unstable but which are also a source of innovation. It is also argued that Activity Theory can usefully be applied to the analysis of information practices over short period of time.

  Abstract Serious games and virtual environments are increasingly used for emergency management training and research. The development of these technologies seems to contribute to a solution to some problems in the existing literature on emergency management which is mainly based on case study research. However, using virtual technology for research also introduces new difficulties. This paper describes the advantages and drawbacks of using serious games for research and reviews eight recently published studies that make use of virtual environments. The review focuses on the external validity of serious games as this is a challenging issues for research that involves virtual environments. The paper concludes with some recommendations to increase the external validity of future research with serious games.

  Abstract In emergency management, identifying disaster information accurately and promptly out of numerous documents like news articles, announcements, and reports is important for decision makers to accomplish their mission efficiently. This paper studies the application of the question answering system which can automatically locate answers in the documents by natural language processing to improve the efficiency and accuracy of disaster knowledge extraction. Firstly, an improved question answering model was constructed based on the advantages of the existing neural network models. Secondly, the English question answering dataset pertinent to disasters and the Chinese question answering dataset were constructed. Finally, the improved neural network model was trained on the datasets and tested by calculating the F1 and EM scores which indicated that a higher question answering accuracy was achieved. The improved system has a deeper understanding of the semantic information and can be used to construct the disaster knowledge graph.

  Abstract New crisis response and management approaches that incorporate the latest information technologies are essential in all phases of emergency preparedness and response, including the planning, response, recovery, and assessment phases. Accurate and timely information is as crucial as is rapid and coherent coordination among the responding organizations. We are working towards a multi-pronged emergency response tool that provide stakeholders timely access to comprehensive, relevant, and reliable information. The faster emergency personnel are able to analyze, disseminate and act on key information, the more effective and timelier their response will be and the greater the benefit to affected populations. Our tool consists of encoding multiple layers of open source geospatial data including flood risk location, road network strength, inundation maps that proxy inland flooding and computer vision semantic segmentation for estimating flooded areas and damaged infrastructure. These data layers are combined and used as input data for machine learning algorithms such as finding the best evacuation routes before, during and after an emergency or providing a list of available lodging for first responders in an impacted area for first. Even though our system could be used in a number of use cases where people are forced from one location to another, we demonstrate the feasibility of our system for the use case of Hurricane Florence in Lumberton, a town of 21,000 inhabitants that is 79 miles northwest of Wilmington, North Carolina.

  Abstract One of the most important and costly aspects of recovery operations is debris collection and disposal. The unique nature of disaster debris and the extreme amounts generated as a result of the disaster event create challenges for decision makers that are not typically encountered during every day solid-waste disposal operations. This work-in-progress research is aimed at identifying the unique aspects of disaster debris disposal and the need for decision support, which addresses these unique aspects, to assist emergency management coordinators with allocating resources during on-going debris cleanup operations. We will present a decision support system framework, discuss aspects of the knowledge base, model base, and user interface, and show how an emergency management coordinator might use the system during ongoing daily operations using real-world data from a 2003 Atlantic hurricane.

  Abstract In this paper, we propose the use of an ontology-based and semantic technologies approach to improving shared situation awareness amongst teams dealing with emergency situations. We have also identified that shared and team situation awareness tends to be viewed only in terms of cooperative task completion and so we have tried to describe their important relationship with team decision making. The applicability of our approaches is demonstrated by a case study of mass evacuation in the case of a tsunami event. We show how ontology can be used to represent context-based situations and how the axioms and rules can improve team situation awareness.

  Abstract New technologies are available for emergency management experts to help them cope with challenges such as information overload, multitasking and fatigue. Among these technologies, a wide variety of physiological sensors can now be deployed to measure the Operator Functional State (OFS). To be truly useful, such measures should not only characterize the overall OFS, but also the specific dimensions such as stress or mental workload. This experiment aimed to (1) design a multi-dimensional model of OFS, and (2) test its application to an emergency management situation. First, physiological data of participants were collected during controlled experimental tasks. Then, a support vector classifier of mental workload and stress was trained. Finally, the resulting model was tested during an emergency management simulation. Results suggest that the model could be applied to emergency management situations, and leave the door open for its application to emergency response on the field.

  Abstract In the years following Chernobyl, many reports and projects reflected on how to improve emergency management processes in dealing with an accidental offsite release of radiation at a nuclear facility. A common observation was the need to address the inevitable uncertainties. Various suggestions were made and some of these were researched in some depth. The Fukushima Daiichi Disaster has led to further reflections. However, many of the uncertainties inherent in responding to a threatened or actual release remain unaddressed in the analyses and model runs that are conducted to support the emergency managers in their decision making. They are often left to factor in allowances for the uncertainty through informal discussion and unsupported judgement, and the full range of sources of uncertainty may not be addressed. In this paper, we summarise the issues and report on a project which has investigated the handling of uncertainty in the UK's national crisis cell. We suggest the R&D programmes needed to provide emergency managers with better guidance on uncertainty and how it may affect the consequences of taking different countermeasures.

  Abstract It has long been recognized that the management of emergencies requires that response organisations act flexibly, becoming an “emergent organisation” to better manage the fact that disasters do not follow scripts. Nevertheless, recent research shows that crisis response organisations prefer to follow patterns adequate for normal situations. Arguably, the resistance to become an emergent organisation could be related to poor understanding of how to move from disorganisation to self-organisation. We extend a recent system dynamics work by Tu, Wang and Tseng, describing the transition from disorganisation to self-organisation in the Palau case, to analyse the management of disorganisation in the fatal Hatlestad landslide in Norway. We suggest that the causal structure of the system dynamics model describing the Palau and the Hatlestad case should be considered a candidate for an emergent “middle-range theory” describing the management of disorganisation in emergencies. We propose specific data collection to test the candidate theory.

  Abstract Bushfires cause widespread devastation in Australia, one of the most fire-prone countries on earth. Bushfire seasons are also becoming longer and outbreaks of severe bushfires are occurring more often. This creates the problem of having more people at risk in very diverse areas resulting in more difficult mass evacuations over time. The Barwon Otway region in Victoria’s Surf Coast Shire is one such area with evacuation challenges due to its limited routes in and out of coastal areas and its massive population surges during the tourist season and holiday periods. The increasing gravity of the bushfire threat to the region has brought about the Great Ocean Road Decision Support System (GOR-DSS) project, and the subsequent development of a disaster evacuation tool to support emergency management organisations assess evacuation and risk mitigation options. This paper describes the design and development of SEEKER (Simulations of Emergency Evacuations for Knowledge, Education and Response). The SEEKER tool adds another level of intelligence to the evacuation response by incorporating agent-based modelling and allows emergency management agencies to design and run evacuation scenarios and analyse the risk posed by the fire to the population and road network. Furthermore, SEEKER can be used to develop multiple evacuation scenarios to investigate and compare the effectiveness of each emergency evacuation plan. This paper also discusses the application of SEEKER in a case study, community engagement, and training.

  Abstract Swedish municipalities are stimulated to conduct emergency management exercises in addition to developing crisis plans. These exercises tend to be grounded in an instrumental philosophy. There is too much focus on doing the exercise and too little attention for the implementation of lessons learned afterwards. A common experience is that the same 'mistakes' are discovered again and again in yearly exercises. Furthermore there is a paradoxical balance between empowering the organization in its learning process (positive feedback) and revealing the failures (negative feedback). In this paper we reflect on the learning process in a Swedish municipality in 2006 where two emergency management exercises were held and where a minor and a major crisis occurred during the year. We argue that the longitudinal learning process should be the focus in stead of ad hoc exercises. In addition we develop some requirements for emergency management training from a 'passion for failures' perspective.

  Abstract Crisis response and management often involve joint actions among different actors. This is particularly true in cross border cooperation, i.e. when actors belong to different countries. This is the operative context of the NETTUNIT research project, which long-term objective is to provide automatic support to emergency management. Modelling emergency plans is challenging because they are usually written in free-form text, thus in a form that is very far from being automatically processed and executed. In other words, it is non-trivial to define workflows capable of managing and monitoring emergency plans. To complicate the problem, typically an emergency evolves in a highly dynamic environment, so there is the need for run-time adaptation. In this paper, we propose a roadmap for producing executable workflows from emergency free-text plans. We set up our current progress in the project and focus on the sub-problem of identifying a suitable modelling notation. We also propose two improvements with respect to the state of the art: 1) a specific diagram focusing on events, roles and responsibilities in a goal-oriented fashion; 2) some guidelines for depicting the emergency plan at hand with a modelling notation.

  Abstract In emergencies, preparation is of paramount importance but it is not sufficient. As we know, emergency agencies develop extensive (text) plans to deal with accidents that could occur in their territories; their personnel train to enact such procedures, but, despite that, the unpredictable conditions that occur during an emergency require the ability to adapt the plan promptly. This paper deals with the last mile of a process we defined for enabling the adaptive execution of such emergency plans. In previous works, we discussed how to convert a free-text plan into a structured-text form, represent this plan using standard modelling notations, and extract goals that plans prescribe to be fulfilled. In this paper, we propose an approach for executing these plans with a workflow execution engine enriched by the capability to support runtime adaptation.

This paper proposes to replace recovery with adaptation as the post incident phase of emergency management. Recovery focuses on a return to normal while adaptation better encompasses acknowledgement, healing, strengthening, and improving quality of life for a more resilient outcome. This paper reviews seminal work within emergency management and work pertaining to other types of adaptation to better comprehend adaptation as applied to emergency management.

  Abstract Continuity of Operations (COOP) planning helps ensure that municipal agencies maintain essential functions when disasters threaten critical infrastructures. COOP planning is especially important for Public-Safety Answering Points (PSAPs), which must continue to answer 911 calls and dispatch first responders during crises. However, COOP planning guidelines often focus on threats to cyber-physical infrastructures rather than outbreaks of infectious disease that threaten the human work arrangements—social infrastructures—agencies rely on to perform essential functions. This study reports preliminary findings from interviews with U.S. PSAP officials who developed plans to decentralize 911 facilities, networks, and personnel to maintain essential functions during the COVID-19 pandemic. These findings suggest revisions to COOP planning guidelines that consider requirements for redundant, diverse, and interdependent cyber-physical-social infrastructures.

  Abstract Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain.

  Abstract In this paper we consider how emergency response organizations utilize available social media technologies to communicate with the public in emergencies and to potentially collect valuable information using the public as sources of information on the ground. We discuss the use of public social media tools from the emergency management professionals. viewpoint with a particular focus on the use of Twitter. Little research has investigated Twitter usage in crisis situations from an organizational perspective. This paper contributes to our understanding of organizational innovation, risk communication, and technology adoption by emergency management. An in-depth case study of Public Information Officers of the Los Angeles Fire Department highlights the importance of the information evangelist within emergency management organizations and details the challenges those organizations face with an engagement with social media and Twitter. This article provides insights into practices and challenges of new media implementation for crisis and risk management organizations.

  Abstract Online Social Networking Sites (SNS) are becoming extremely popular and can be employed in a variety of contexts. They permit the establishment of global relationships that are domain related or can be based on some general need shared by the participants. Emergency domain related websites, each with their own stated mission, are becoming widespread. Can a social network offer a solution to bringing emergency domain-related entities together as a 'one stop shop?' We propose to investigate whether the social network paradigm can be used to enable individuals and organizations to collaborate in mutually beneficial ways, in all stages of emergency management: mitigation, preparedness, response and recovery. Emergency management students were surveyed to examine the concept of social networks and their acceptance as a potential tool. The results of this exploratory research show overwhelming agreement that SNS should be considered a viable solution to the problems plaguing information dissemination and communications in the emergency domain.

  Abstract In Emergency Management and Business Continuity Planning, scenarios are a widely used tool. Existing scenario creation systems allow distributed groups to create scenarios together but have limited collaboration support. This study developed and evaluated a solution to provide various types of collaboration support around a knowledge structure at the core of a collaborative scenario creation system called Collario. Following the Design Science paradigm, it evolved through four iterations into a working prototype. Several evaluation methods, including protocol analysis and field study, were employed to evaluate the design effects and obtain user feedback. The results of the first field trial are described in this paper. They indicate that the system is useful to support creation and discussion of emergency scenarios in virtual teams and to share knowledge and experiences among geographically distributed emergency professionals and researchers. It was also found that the system is not hard to learn and use.

  Abstract Crisis management systems play a critical role in supporting responders and decision makers in their crisis and emergency management functions. Even though these systems and solutions have been broadly adopted in private and public organizations, very few quantitative studies can be found on their functions, user groups, targeted stakeholders, their technological requirements and their scope of services. The present study gives an outline of our ongoing project and an insight in the first results of a three-year study of crisis management systems in Germany. The study will outline the methods of our analysis and will present some results from an analysis of over more than 170 systems from over 70 vendor/developers.   Abstract This paper presents descriptive accounts from the work conducted at a Swedish fire and rescue service's command centre during a high risk protest. Sensemaking has been applied as a theoretical lens on the empirical data. Two specific episodes has been selected to demonstrate how the process of sensemaking is manifested in the context of the command centre. The paper also includes implications for design suggesting how information systems for this context should be designed to better support sensemaking.

Investigation of the desirable attributes of a “Next Generation EOC” has led to alternative EOC roles and configurations. This paper describes emerging pressures on, and trends in, emergency and business contingency management systems, and describes a research program to explore solutions to both new and persistent design challenges.
