  Abstract Information and communication technologies (ICT) are becoming increasingly important in emergency management and crisis communication. ICT tools are developed and adopted in all phases of the emergency management cycle. On the one hand, these tools contribute to better disaster preparedness and effective response. On the other hand, the lack of consideration of universal design in these tools also creates new barriers for different stakeholders, particularly the elderly and people with disabilities. The primary objective of this paper is to give an overview of the current state of the emerging research field of Universal Design of ICT for emergency management and provide a Research Agenda to highlight ways to uncover how the increasing introduction of ICT in emergency management can contribute to removing barriers instead of adding more barriers.

  Abstract Effective decision-supporting visualization is critical for strategic, tactic, and operational management before and during a large-scale climate or extreme weather emergency. Most emergency management applications traditionally consist of map-based event and object visualization and management, which is necessary for operations, but has small contribution to decision makers. At the same time, analytical models and simulations that usually enable prediction and situation evaluation are often analyst-oriented and detached from the operational command and control system. Nevertheless, emergencies tend to generate unpredictable effects, which may require new decision-support tools in real-time, based on alternative data sources or data streams. In this paper, we advocate the use of dashboards for emergency management, but more importantly, we propose an intelligent mechanism to support effective and efficient utilization of data and information for decision-making via flexible deployment and visualization of data streams and metric displays. We employ this framework in the H2020 beAWARE project that aims to develop and demonstrate an innovative framework for enhanced decision support and management services in extreme weather climate events.

  Abstract Nowadays, emergency planning is an intangible business asset that allows companies to better face the possible catastrophic events they may be exposed to. The aim of the present study was to determine what collaborative emergency planning is and which elements must be considered in it, taking into account that the purpose of this type of planning is to help several organizations to work together in any emergency. The data were gathered through focus groups in an industrial area of Southern Europe that comprises more than 2,500 companies. The results obtained in this work allowed defining the reach of Collaborative Emergency Planning in business parks, as well as its basic functionalities, emergency scenarios and aggravating scenarios. Lastly, it was determined that Collaborative Emergency Planning is a tool for the construction of Organizational Resilience.

  Abstract Information Systems (IS) increasingly are used in Emergency Management (EM), so it is prudent to include IS study in EM education. This paper presents the results of analyzing the responses to a survey that proposed potential courses for programs at the master's level. The survey was completed by 373 practitioners, academics and/or researchers with EM experience. All proposed courses were rated above 4 on a 7-point scale for how essential they are to the curriculum. However, there were disagreements. Qualitative analysis of volunteered comments indicate that some low ratings were due to disagreement with the content of the course as described, or with the need for an entire course to cover the topic. An unexpected finding was that a substantial number of respondents spontaneously expressed opposition to the use of IS for EM in general. The findings are discussed and a preliminary curriculum is proposed.

  Abstract Digital technologies have become an integral enabler of communication during various phases of emergency management (EM). A crucial prerequisite of effective communication between authorities and the public during EM is the establishment of adequate mutual trust. Trust, however, is an elusive concept which is not easily translatable into technical settings. In this paper we propose an integrative model of trust in digital communication and show how such model can be advantageous in assessing and improving trust relations in context of EM. Our interdisciplinary model, which is based on findings from psychology, sociology and computer sciences provides an abstraction which not only seizes both subjective and objective as well as personal and non-personal, \eg institutional or cultural, aspects of trust but at the same time is concrete enough to be applicable to real-life scenarios.

  Abstract Optimal communication and information exchange are key elements for handling complex crises or disaster situations. With the increasing number of heterogeneous ICT systems, also raises the importance of adequate support for interconnectivity and information logistics between stakeholders to thoroughly gather information and to make quick but precise decisions. The main purpose of the information exchange is then to manage the crisis as quickly as possible, to provide full information to protect first responders' health and safety, to optimally dispatch resources, and to ensure coordination between different relief forces. Based on an end user survey with a particular focus on first responders, this paper introduces an evolutionary architecture to enable information exchange in crises situation or disasters. The aim is to provide a decentralized approach among heterogeneous ICT-systems which abstracts from the underlying communication technologies and heterogeneity of connected systems and fulfills the functional and non-functional requirements from end users.

  Abstract Responders and decision makers can be trained through simulation tools where participants learn how to deal with an ongoing crisis and make decisions through a realistic, simulated environment using a game or gamification approach. Training through a simulated, virtual crisis tool would be a more affordable way of conducting a drill, as a supplement to field drills. In this paper, we describe the requirements' elicitation process for co-design of a virtual training tool for emergency management. The cooperative design process included researchers and end-users together to generate potential solutions for a defined problem. The elicitation process involved brain-storming, interviews and a workshop together with representatives from emergency stakeholders. A systematic qualitative data analysis was conducted. The paper reports our analysis results which serve as a basis for further development of an emergency management virtual training tool using an extreme weather scenario.

  Abstract Successful decision making and task execution in emergency management require appropriate levels of situation awareness (SA). This paper proposes an ontology-based model for the design of a computer-based system, Situation Aware Vigilant Emergency Reasoner (SAVER) that supports the individual, shared and team SA of managers in emergency situations. SAVER is evaluated in simulated experiments that demonstrate the improvements in SA performance. The paper provides a complete description of the SAVER design, implementation, evaluation and its proposed extension from a proof-of-concept to a production environment.

  Abstract The research on technology-assisted crisis management has primarily existed for two decades since 9/11. Although, the focus of technology research has been centered around tools to assist the response phase after a disaster. There has been a lack of emphasis on the role and design of technologies to assist the other phases of the crisis management cycle, particularly preparedness and mitigation phases to lead towards the vision of building resilient communities. In this paper, we first identify resilience characteristics of a community from the prior literature. We then analyze a co-occurrence network of concepts in the ISCRAM publications to validate the gap in relating technologies to resilience and conduct an indicator analysis of factors for proactive disaster informatics via a case study of recent disaster. Our analysis leads us to propose a conceptual framework “Digital Crow's Nest” based on Open Source Intelligence to improve the technology design for community resilience.

  Abstract This research project investigated the incident response mechanism used by the chemical industry for handling extremely hazardous chemicals. The mechanism was described as the policies, procedures, practices, tools, and methods used to conduct incident response. The results from the study determined what technologies, specifically software and information systems, could be utilized to improve the chemical facility incident response mechanism. The chemical industry is responsible for process safety management at all of its facilities, especially those that have off-site consequences in the event of an unplanned release. The processes and procedures of local, regional and national emergency responders have been studied thoroughly. An area of research that is lacking is the study of incident response policies and procedures within the boundaries of a chemical site. Results of the analysis determined that the chemical industry, in general, does not take advantage of available information technology when responding to unplanned releases.

  Abstract This practitioner report describes a moor- And turf-fire that occurred in 2011 at the Dutch-German border and was engaged by forces both from the Netherlands and Germany. All involved emergency management organizations were facing interoperability issues when it came to cross-border cooperation, although cooperation handbooks were already in use and the involved organizations were used to work together. The size of the incident and it's remote location called for an increased coordination between all involved actors and across all command levels.

Example disaster domains include fires, tornadoes, flooding, building and dam collapses, crowd monitoring, search and rescue, and post disaster monitoring of critical infrastructures. This review can increase awareness and issues when considering UAVs by those challenged with the management of crisis and disaster events.

  Abstract The Four Phase Model of Emergency Management has been widely used in developing emergency/disaster response plans. However, the model has received criticism contrasting the clear phase distinctions in the model with the complex and overlapping nature of phases indicated by empirical evidence. To investigate how phases actually occur, we designed PhaseVis based on visualization principles, and applied it to Hurricane Isaac tweet data. We trained three classification algorithms using the four phases as categories. The 10-fold cross-validation showed that Multi-class SVM performed the best in Precision (0.8) and Naïve Bayes Multinomial performed the best in F-1 score (0.782). The tweet volume in each category was visualized as a ThemeRiver[TM], which shows the 'What' aspect. Other aspects – 'When', 'Where', and 'Who' – Are also integrated. The classification evaluation and a sample use case indicate that PhaseVis has potential utility in disasters, aiding those investigating a large disaster tweet dataset.

  Abstract Public-Safety Answering Points (PSAPs) coordinate emergency response by gathering critical information from 911 callers for dispatch to first responders. However, PSAPs fail to gather this information if 911 callers are unable, unwilling, or unavailable to report key details about an emergency. To address this problem, early-adopter PSAPs employ communication specialists to gather multimedia information from multiple sensing tools, including automated alarms, cameras, government databases, location systems, open-source websites, social media, and alternative communication channels such as text-to-911. Using preliminary usage data from an early- adopter PSAP, this study identifies 11 breakdowns in 911 call taking that create opportunities for multisensor integration. This study then characterizes use cases for multisensor tools based on usage patterns observed across five incident types. These findings highlight multisensor integration as a critical area for crisis informatics research.

  Abstract Simulation and serious games (SSG) are advocated as promising technologies supporting training in emergency management (EM). Based on an investigation of SSG use for fire fighter training in nine countries, this paper is examining key elements and success factors that can counteract potential obstacles and challenges of SSG implementation. Data comes from interviews and observations with users and responsible managers from user organizations. By contrasting the different incentives and views regarding the SSG use, this paper contributes to a better understanding of SSG integration into organizational practices. Only by connecting the local, organizational strategies and user requirements with technical values and concrete examples can the SSG usage be experienced as successful. This connection requirement is by far not obvious since values are formulated differently by the main stakeholders and the benefits at one organization are not necessarily the same as at another. In this context, the added values of SSG solutions need to be more explicitly connected to the goals of traditional classroom and live training.

  Abstract Crisis responders need to locate events reported in social media messages that typically lack geographic metadata such as geotags. Toponyms, places names referenced in messages, provide another source of geographic information, however, the availability and granularity of toponyms in crisis social media remain poorly understood. This study examines toponym usage and granularity across six categories of crisis-related information posted on Twitter during a severe storm. Findings show users often include geographic information in messages describing local and remote storm events but do so rarely when discussing other topics, more often use toponyms than geotags when describing local events, and tend to include fine-grained toponyms in reports of infrastructure damage and service disruption and course-grained toponyms in other kinds of storm-related messages. These findings present requirements for hyperlocal geoparsing techniques and suggest that social media monitoring presents more immediate affordances for course-grained damage assessment than fine-grained situational awareness during a crisis.

  Abstract Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness.

  Abstract Several recent studies point the way to enabling emergency response managers to be able to find relevant posts and incorporate them into their sensemaking and decision making processes. Among the approaches that have improved the ability to find the most relevant information are the social conventions of creating topic groups and tags and of “retweeting;” the use of trained volunteers to filter and summarize posts for responders; automated notifications of trending topics; natural language processing of posts; techniques for identifying posts from the disaster site; and the use of GIS and crisis maps to visually represent the distribution of incidents.

  Abstract Social media has become increasingly important for emergency management. One example is its current use by governmental organizations to disseminate emergency-relevant information. During disaster events, it is imperative for people in affected areas to obtain accurate information. People using social media make a conscious decision to trust, act on, propagate or disregard emergency-relevant information. However, local government, in general, has not developed agreed upon ways to use social media in emergencies. This study documents how emergency management was able to successfully partner with local media and utilize social media to develop important relationships with the affected community via social media in emergencies. The study demonstrates a way to successfully utilize social media during disaster events in several ways: by closing a feedback loop between first responders and the public, by monitoring information flow, and by providing regular updates to the public.

  Abstract In emergencies, preparation is of paramount importance but it is not sufficient. As we know, emergency agencies develop extensive (text) plans to deal with accidents that could occur in their territories; their personnel train to enact such procedures, but, despite that, the unpredictable conditions that occur during an emergency require the ability to adapt the plan promptly. This paper deals with the last mile of a process we defined for enabling the adaptive execution of such emergency plans. In previous works, we discussed how to convert a free-text plan into a structured-text form, represent this plan using standard modelling notations, and extract goals that plans prescribe to be fulfilled. In this paper, we propose an approach for executing these plans with a workflow execution engine enriched by the capability to support runtime adaptation.

  Abstract This paper describes a checklist that has been developed for comparing the functionality of emergency management control centres and their information systems. The intention is to interest the ISCRAM community in using the checklist in various applications and pooling experiences. The Control Centre Visit Checklist has evolved through four iterations. It has been used to study two military C2 systems and one non-military control system, and has been applied by students for course assignments. The paper focuses on the part of the checklist that evaluates the information system from the systems viewpoint. It describes the underlying applications architecture and process model. The Royal Netherlands Army's Battlefield Management System illustrates the application of the checklist. The results show that the checklist aids in identifying where C2 systems can be developed further. The next step is to perform a set of substantial pilot studies for diverse domains, including civilian emergency management systems.

  Abstract Spatial partitioning consists of the problem of finding the best segmentation of an area under specific conditions. The final goal is to identify parts of the area where a number of resources could be allocated. Such cases are common in disaster management scenarios. In this paper, we consider such a scenario and propose a methodology for the resource allocation for emergency response. We utilize an intelligent technique that is based on the Particle Swarm Optimization algorithm. We define the problem by giving specific formulations and describe the proposed algorithm. Moreover, we provide a method for separating the area into cells and describe a technique for calculating cell weights based on the underlying spatial data. Finally, we present a case study for allocating a number of ambulances and give numerical results concerning the run time and the total coverage of the examined area.

  Abstract The ubiquity of mobile internet-enabled devices combined with wide-spread social media use during emergencies is posing new challenges for response personnel. In particular, service operators are now expected to monitor these online channels to extract actionable insights and answer questions from the public. A lack of adequate tools makes this monitoring impractical at the scale of many emergencies. The TREC Incident Streams (TREC-IS) track drives research into solving this technology gap by bringing together academia and industry to develop techniques for extracting actionable insights from social media streams during emergencies. This paper covers the second year of TREC-IS, hosted in 2019 with two editions, 2019-A and 2019-B, contributing 12 new events and approximately 20,000 new tweets across 25 information categories, with 15 research groups participating across the world. This paper provides an overview of these new editions, actionable insights from data labelling, and the automated techniques employed by participant systems that appear most effective.

In this study, a framework is constructed showing 14 dimensions of new actors that need to be considered when new actors are studied in more detail.
