Abstract | Major incidents and disasters tend to be highly complex, contain high levels of uncertainty and may often force official responders to set aside their standard operating procedures and work collaboratively with a range of agencies and actors on the ground. Prior work has shown that establishing clear lines of communication and maintaining a shared understanding across organisational boundaries can be challenging to achieve, particularly in stressful and unusual circumstances. In the present paper we discuss ongoing work into specifying a meta-process for facilitating communication and collaboration based on the observation that common themes that emerge in communication within and across organisational boundaries can subsequently be tracked and built into an Ontology Broker. This work draws on experimental work in our laboratory, observations made in emergency control environments and, emphasised in this paper, lessons learned in the 2005 London bombings. © 2012 ISCRAM. | ||||

Abstract | The current Emergency Services landscape is characterized by a number of systems and networks that are isolated in nature, thus making information sharing impractical, if not impossible. Such an environment does not promote ease of information sharing, and each incident highlights the need for efficient collaboration and coordination, and the need for a holistic internetwork-a series of virtual interconnected networks-approach. In other words, it requires an overall framework that looks at safety as an overall enterprise, (albeit one with thousands of independent agency owners), with the strategic goal to facilitate greater collaboration and effectiveness of operations, and to ensure a streamlined and efficient prevention of, response to, and recovery from all-hazards. 1 Adopting a Service-Oriented enterprise approach is extremely useful and has number of advantages in such an environment. This paper defines a framework-in the context of an enterprise-an envisioned Emergency Services Enterprise Framework, and identifies the key elements of this framework. | ||||

Abstract | This short insights paper examines IT Supported Emergency Response systems from the perspective of the digital divide and access for disabled people. It is argued that inclusive design is often overlooked in the development of emergency systems and this can lead to increased marginalisation of certain societal groups, such as disabled people and older people. Given the importance of equality of provision in relation to emergency responses there is a need to examine accessibility policy in this area to determine whether it enables the equal participation of all. This is important both in relation to the ability to access key information in an emergency situation and to participate in crowdsourced data generation to help in the targeting of resources, both at the time of an emergency and in subsequent planning. This insights paper takes both a practical and theoretical approach and focuses upon key policies emanating from the EU and UK. | ||||

Abstract | This paper examines the problem of achieving efficient inter-organizational collaboration during emergency response. The authors interviewed 11 representatives from Norwegian emergency agencies and supporting organizations about a hypothetical scenario involving a large-scale chemical incident. The interviews resulted in the identification and categorization of more than 45 actors that would be involved in the response effort, clarification of the individual capabilities and knowledge those actors would possess, and descriptions of how they would interact and communicate with each other. The results illustrate the complexity and necessity of achieving inter-organizational collaboration by showing how capabilities and knowledge are distributed and communicated across different actors, and suggest that such communications are mainly verbal. Based on this, the paper discusses challenges and opportunities for improving inter-organizational collaboration in the future. | ||||

In many of these collaborations, information technology (IT) is an essential tool, and inadequate IT support can have far-reaching consequences--including even the loss of lives. Since a volunteer is a different type of actor, and may have different technical requirements, compared to professionals, there is a need to explore how collaborations between professionals and volunteers can be successfully developed. This paper is based on a case study of the Enhanced Neighbor project, which uses volunteers as first responders in emergency response. Abstract | Emergency response organisations struggle with resource constraints and thereby faces challenges in providing high-quality public services. Utilising voluntary first responders is one way to address these challenges. There are different types of volunteers who can help at an emergency site, e.g. citizen volunteers or voluntary professionals from other occupations. To successfully engage with and utilise these resources, adequate information and communication technology (ICT) is necessary. In this meta-study, combining and further exploring two previous studies, the aim is to identify, analyse and evaluate suitable functions for smartphone applications that can be used to dispatch and support volunteers. The results show that the functions can be divided into essential ones that are necessary for the response to work at all, and others that might contribute to a more effective response. The study also shows that the same functions can be used for different volunteer groups. |

Abstract | In the new millennium new technologies (should) play an ever more prominent role in the management of mass casualty incidents (MCI). Drawing on empirical data from a four-year research project (SOGRO), the article reflects on the impact of information technologies (IT) on the organisation of emergency response and on rescue services against the backdrop of broader organisational shifts and contemporary demands. Because IT strengthens a particular way of MCI management, it is firstly described as expressing and reifying specific considerations of emergency response experts. Secondly, the benefits of an IT-based emergency response are critically reviewed. IT collects and makes available data about the rescue operation. Thus, it makes a formerly blurred rescue operation transparent. Although its operational benefit remains vague for on-scene executives, the visualisation reduces uncertainties among them. Thirdly, the article points out the inherent logics of IT. Its implementation not only satisfies newly evolved information needs, but also increases the control density. | ||||

Abstract | After a lot of recent natural and human-made disasters all over the word, the large scale emergency response process is becoming very critical and challenging. Lives can be lost and property can be harmed. To respond to these major threats, an effective operational emergency response system needs to address the necessity of data sharing, information exchange and correlation between different Emergency Responders (ERs) including firefighters, police, health care services, army, municipality and so on to successfully respond to large scale disasters. Therefore, the goal of this paper is to introduce POLARISC, an interoperable software solution based on a common and modular ontology shared by all the ERs. Its main objective is to solve the problem of semantic difference and heterogeneity of data to guarantee a common understanding among the various ERs in order to coordinate and to obtain a real time operational picture of the situation. | ||||

Abstract | Availability and access to information is critical for providing a highly effective response to an ongoing event ? however, often information reported by citizens over the phone may be unclear, inaccurate, biased or subjective, based on the context of the reporter. This can often lead to inadequate response to an emergency, which can in turn result in loss of property or worse, lives. On the other hand, excessive response to an emergency can also result in a highly expensive exercise. Our solution to address this problem is to make the citizen act as a camera for the control room by exploiting the user?s mobile camera. The system is designed to provide a live view of the citizen?s immediate surroundings, while control room personnel can provide instructions. In this paper, we introduce the system and share initial insights from a focus group evaluation conducted within a separate but closely related domain. | ||||

Abstract | Emergency response planning is a complex task due to multiple organizations involved, different planning considerations, etc. Using artificial intelligence collaborative planning helps in the automatic planning for complex situations. Analyzing all impacting factors along with plans that are executable can facilitate the decision making in Emergency Operations Centers for an agile emergency response. A main component of a planner is a knowledge base. Although many systems are developed to support decision making in emergency response or recovery, they either focus on specific or small organizations, or rely on simulations. To the best of our knowledge, there is a gap that there is no common knowledge base for provincial level mass emergencies for automatic planners. The multiplicity of the emergency response documents and their structure makes the knowledge acquisition complex. In this paper, we explain the process of extracting knowledge based on hierarchical task networks and how it speeds up the reactivity to a disaster. | ||||

Abstract | In this paper we describe a functional goal decomposition of urban firefighting as part of a larger cognitive task analysis. Previous research indicates that firefighter decision strategies employ a pattern-matching technique that allows them to choose the first workable option based on similar previous experiences. This study builds upon this research by employing multiple cognitive task analysis methods to further examine firefighter decisions through a functional goal decomposition. The functional goal decomposition outlines the functions, decisions and information requirements of firefighting in terms of two overarching goals-save lives and protect property. Information requirements provide useful insight into the difficulties of firefighter decision-making. Though still in the preliminary stages, this project has generated a number of design recommendations to support urban firefighting. Future analyses are also discussed. | ||||

Abstract | This research project investigated the incident response mechanism used by the chemical industry for handling extremely hazardous chemicals. The mechanism was described as the policies, procedures, practices, tools, and methods used to conduct incident response. The results from the study determined what technologies, specifically software and information systems, could be utilized to improve the chemical facility incident response mechanism. The chemical industry is responsible for process safety management at all of its facilities, especially those that have off-site consequences in the event of an unplanned release. The processes and procedures of local, regional and national emergency responders have been studied thoroughly. An area of research that is lacking is the study of incident response policies and procedures within the boundaries of a chemical site. Results of the analysis determined that the chemical industry, in general, does not take advantage of available information technology when responding to unplanned releases. | ||||

Abstract | Emergency management situations are highly complex and require the collaboration of multiple parties for adequate responses to incidents. The design and validation of effective emergency response systems is critical in order to improve the overall effectiveness of teams tasked to manage emergency situations. We report ongoing work whose objective is to increase the efficiency of emergency response solutions through iterative cycles of human in-the-loop simulation, modeling, and adaptation. Ultimately, this cycle could either be achieved offline for complex adaptation (e.g., development of a novel interface), or online to provide timely and accurate decision support during an emergency management event. Abstract | The need for better team measurement in realistic environments has been recognized as one of the key challenges that characterize the field of team work studies (Salas, Cooke, & Rosen, 2008). This challenge is particularly hard to address in the context of emergency response, due to the inherent complexity and dynamism of the domain. Emergency response is part of the emergency management cycle, and refers to the mobilization of the adequate actors and resources to mitigate the impact of an incident on the public and on the environment (Abrahamsson, Hassel, and Tehler, 2010). Emergency response often requires the cooperation of multiple agencies such as police, medical, and fire services, consequently increasing the complexity of such operations. We report of how SYnRGY – a human-centered emergency response technological tool – is embedded with extensive measurement and simulation capabilities to allow tracing of experts' task models in a silent and reliable way. We describe how these capabilities; combined with an innovative modeling technique – dynamic cognitive task modeling – can be used to extract experts' representations of the task. We discuss the importance of such a model for training, improvement of emergency response procedures and development of emergency response tools. © 2012 ISCRAM. | ||||

Abstract | This work aims to analyse an emergency response tabletop simulation exercise undertaken as part of Rio de Janeiro (Brazil) State?s Fire Department?s officer training program and conducted at Rio de Janeiro State?s Command and Control Center (CICC). Eleven groups of three officers acting as one played the roles of unit commanders. The exercise concerned the use of a set of SOPs and our research sought to identify sources of resilience and brittleness. From an initial scenario, the inserts escalated the action so as to require the commanders? responses to exercise 12 different SOPs, many simultaneously. This provided the context for the simulation´s main goal, which was to exercise and verify the knowledge, use, and suitability of the procedure related to the management of operational events of larger scale, duration, or complexity. Data collection and analysis followed cognitive task analysis methodology and included audio and video recording of the simulation and parts of its two preparation workshops. The simulated exercise showed the relationship between standardization and resilience. Not all of the expected SOPs set were utilized, in part due to the exercise design, in part due to gaps in participants? knowledge of SOPs, and in part due to acknowledged limitations of SOPs to deal with all cases real world contexts. This need for adaptation is an aspect increasingly present in complex systems, such as the one studied here, as the unexpected variability arising from the interaction between the many different elements that compose them can exceed the capacity of the SOPs to deal with it. Knowledge and analysis of the need for adaptation can contribute on different fronts: (i) better training for more conscious and safer recognition, planning and implementation of adjustments; (ii) the design or reformulation of SOPs better able to deal with real activity by considering aspects revealed by brittleness; and (iii) artefacts design to support these demands for recognition and enforcement, ensuring increasingly resilient, efficient and secure systems. | ||||

Abstract | This paper describes the basic communication analysis performed in a research project with an ambition to investigate the impact of geographical information system (GIS) on crisis management organizations. The goal is to compare the communication between command and control teams that have access to a GIS with geographical position information (GPS) capability in its command post with teams that only have access to paper maps. The method used is controlled experiments using the C3Fire micro-world. A total of 108 professionals, forming 18 teams, participated in the study. The participating professionals were members of Swedish municipal crisis management organizations. The result shows that the communication pattern connected to giving orders have a different distribution depending on if the teams used GIS or paper maps. The result also shows that the communication volume is reduced if the teams use GIS. | ||||

Abstract | Emergency response managers often try to prepare plans in advance of foreseeable crises. However, pre-prepared plans almost never fit the precise situation when an actual crisis arises. This paper focuses on what can be done once the plan has been found to be a mismatch with the actual situation, and particularly on sensemaking and its integration into generating a response to a crisis situation. This paper proposes planning operator induction as a suitable technique. The Air Traffic Control and military air defence situation over the continental US on September 11, 2001, serves as the illustrative application. Since the paper reports research in progress, it closes by outlining the additional functionality that will have to be added to the existing POI implementation to produce a sensemaking tool. | ||||

Abstract | The Christian Regenhard Center for Emergency Response Studies at John Jay College, CUNY, has begun work on developing best practices for hazardous material pipeline emergency response plans. The approach involves modeling a generic goal-based interagency emergency communications system using a two-step process. First, a situational awareness information requirements analysis will describe the informational requirements essential to an effective emergency response. The requirements analysis involves a goal decomposition approach where the information requirements are related to actionable decisions, goals and emergency response roles. Second, an information flow analysis will informational sources and means to provide required information. The same panel of experts will complete both analyses. Once the communications system is described, a separate Delphi group will use a failure modes and effects analysis (FMEA) to estimate the criticality of the components described in the situational awareness requirements and information flow analyses. © 2012 ISCRAM. | ||||

Abstract | Groups in emergency response environment may be confronted with problems that cannot be solved by following predefined procedures. They must therefore engage in a collective search for relevant information, cooperating and collaborating as they move towards the deadline. Information technologies and expertise may help shape group information seeking and determine its effectiveness. By understanding how response personnel search for information in emergencies and extending the findings to determine demands on information systems, we may begin to understand how to support and train for skillful information seeking in emergency situations. Accordingly, this research evaluates the impact of decision support systems and member expertise on group information-seeking behavior in a simulated emergency response environment.
