Abstract Contemporary information and wayfinding design often disregard the changing personal circumstances and mental state of the user. This paper explores concepts and methodologies in user interface (UI) and user experience (UX) design to increase comprehension and retention through the inclusion of human centered design principles and a focus on the participants' individual context, mental state and abilities. The paper focuses on human factors and comprehension in fast changing situations demanding a sudden high cognitive load from the affected. In a highly stressed condition, visual perception and situation awareness may be restricted due to the impact of sensory symptoms (panic, tunnel vision or limited motor skills), thus calling for a linear course of action to enable the user to concentrate at the task at hand. Many user interfaces (UI) are designed for a specific task, but are limited in function if used in a context contrary to its original intent. Paired with the real-time data collecting abilities of current mobile devices, the model of calm technology can offer new ways of implementing anticipatory and adaptive UI in applications. Calm technology is capable of seamlessly moving in and out of the periphery of the experience and only comes into focus when needed. It can be consciously included, but intentionally unnoticeable features of a design utilising contextual information to adapt its behaviour and aid in calming an agitated person. Considering and incorporating the concepts of calm technology as a second layer into every day applications can not only aid in the perception of the displayed information but also offer an advantage in timely decision making.

Abstract Successful disaster relief operations call for responsive and flexible movements of goods in order to make the relief items available when and where they are needed by the affected communities. The objective of this explorative research is to investigate the applicability of the Physical Internet to emergency relief operations. The Physical Internet is a groundbreaking logistical system in which standardised, modular packages are automatically routed from origin to destination through a hyperconnected network of logistics providers and facilities. Although the concept is receiving growing attention from academics, practitioners and policy makers, research in the disaster management context is virtually non-existent. Based on a review of the relevant academic literature and publicly available information from emergency responding agencies and the media, we firstly use the Kaikoura earthquake that occurred in the South Island of New Zealand on 14th November 2016 to identify six key requirements that support the efficient movement of relief items in the aftermath of a disaster. We then identify six characteristics of the Physical Internet and explore how these characteristics can support the requirements of emergency response operations. We conclude that the Physical Internet principles have the potential to enhance the speed, flexibility and reliability of emergency responses. In other words, a fully integrated and collaborative logistics system in which relief items and information move seamlessly across a web of interconnected transport modes and operators can increase the efficient deployment of urgently needed relief items. This study extends the Physical Internet principles to emergency relief operations and identifies new ways of improving and optimising the logistics of emergency responses. In doing so, this research aims to stimulate debate within the disaster relief sector.

Abstract Emergency response planning is a complex task due to multiple organizations involved, different planning considerations, etc. Using artificial intelligence collaborative planning helps in the automatic planning for complex situations. Analyzing all impacting factors along with plans that are executable can facilitate the decision making in Emergency Operations Centers for an agile emergency response. A main component of a planner is a knowledge base. Although many systems are developed to support decision making in emergency response or recovery, they either focus on specific or small organizations, or rely on simulations. To the best of our knowledge, there is a gap that there is no common knowledge base for provincial level mass emergencies for automatic planners. The multiplicity of the emergency response documents and their structure makes the knowledge acquisition complex. In this paper, we explain the process of extracting knowledge based on hierarchical task networks and how it speeds up the reactivity to a disaster.

Abstract Understanding the movements of a population throughout the 24-hour day is critical when directing disaster response in an urban area. An emergency situation can develop rapidly, and understanding the expected locations of groups of people is required for the success of first responders. Recent advances in modern consumer technologies have facilitated the generation, sharing and mining of an extensive amount of volunteered geographic information. Users leverage inexpensive smart devices, pervasive Internet connections and social media services to provide data about geospatial locations. Using an enterprise system, it is possible to aggregate this freely available, geospatially enabled data and create a population estimation with high spatiotemporal resolution, via a heat map. This investigation explores the effects of different temporal sampling periods when creating such estimations. Time periods are selected, estimations are generated for several large urban areas in the western United States, and comparisons of the results are shown/discussed.

Abstract In public services, there is a trend to increasingly utilize collaborations with non-professional volunteers for certain tasks, one example being emergency response. In many of these collaborations, information technology (IT) is an essential tool, and inadequate IT support can have far-reaching consequences--including even the loss of lives. Since a volunteer is a different type of actor, and may have different technical requirements, compared to professionals, there is a need to explore how collaborations between professionals and volunteers can be successfully developed. This paper is based on a case study of the Enhanced Neighbor project, which uses volunteers as first responders in emergency response. The study highlights important factors to consider when involving volunteers, including how IT can foster the collaboration, and the volunteers' needs for IT support.

Abstract A real-life exercise is a scientific method used by the TH Köln to generate data sets of new technologies and operational concepts derived from research projects. The Institute of Rescue Engineering and Civil Protection (German acronym: IRG) uses a real-time locating system (RTLS), video surveillance, observers and a mass casualty incident benchmark to generate motion profiles, information flows and information on the quality of care. In this practitioner paper these different methods will be discussed and the combination of different data is described. Furthermore, an outlook is given on the extent to which the method will be improved and expand-ed in the future. Concluding it can be said that the combination of all collected data is essential for the evalua-tion of a real-life exercise in security research or civil protection.

Abstract The availability of resources in the fire and ambulance services in Germany is facing a radical change. Demographic and social transition is reducing the availability of volunteer personnel, and increasing traffic congestion in cities is resulting in longer travel times for emergency vehicles. This paper presents the findings of the definition phase of a research project that addresses these changes. It shows the basic idea of how resilience of fire and ambulance services can be improved by analyzing operational data from past incidents using artificial intelligence (AI). The primary objective is the development of a decision support system for control center dispatchers, which ensures optimal use of available resources. As the result of the definition phase, this paper gives an overview of existing data, current as well as future use cases and also highlights risks and challenges that have to be considered.

Abstract Using sensors to collect data at emergency incident sites can facilitate analysis of the logistic operations. This can be used to improve planning and preparedness for new operations. Furthermore, real-time information from the sensors can serve as operational decision support. In this work in progress, we investigate the requirements on the sensors, and on the sensor data, to facilitate such an analysis. Through observations of exercises, the potential of using sensors for data collection is explored, and the requirements are considered. The results show that the potential benefits are significant, especially for tracking patients, and understanding the interaction between the response actors. However, the sensors need to be quite advanced in order to capture the necessary data.

Abstract User-generated content (UGC) on social media can act as a key source of information for emergency responders incrisis situations. However, due to the volume concerned, computational techniques are needed to effectively filter and prioritise this content as it arises during emerging events. In the literature, these techniques are trained using annotated content from previous crises. In this paper, we investigate how this prior knowledge can be best leveraged for new crises by examining the extent to which crisis events of a similar type are more suitable for adaptation tonew events (cross-domain adaptation). Given the recent successes of transformers in various language processing tasks, we propose CAST: an approach for Crisis domain Adaptation leveraging Sequence-to-sequence Transformers. We evaluate CAST using two major crisis-related message classification datasets. Our experiments show that ourCAST-based best run without using any target data achieves the state of the art performance in both in-domain and cross-domain contexts. Moreover, CAST is particularly effective in one-to-one cross-domain adaptation when trained with a larger language model. In many-to-one adaptation where multiple crises are jointly used as the source domain, CAST further improves its performance. In addition, we find that more similar events are more likely to bring better adaptation performance whereas fine-tuning using dissimilar events does not help for adaptation. To aid reproducibility, we open source our code to the community.

Abstract This paper introduces the experimental design we developed for the analysis of asynchronous negotiations among five different stakeholders as they work towards consensus on the functional system requirements that are needed for a common emergency response information system. We present three analytical preference models to measure the evolving consensus and conflict among the stakeholders as they modify their preferences during the negotiation. We illustrate the use of these techniques for obtaining a detailed understanding of the negotiation dynamics among the stakeholders. © Proceedings ISCRAM 2004.

Abstract Creating a 'common view' between all stakeholders on the course of an emergency situation and the possible consequences is a challenge for any crisis management organisation. In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Abstract An information system for decision support and information exchange is designed and a prototype has been build for use in the Back Office Radiological Information (BORI) of the EPAn; the Dutch nuclear emergency organisation. System developments are directed at a fast and efficient production of a radiological status report and the improvement of information exchange and communications between the participating institutes of BORI. Special attention has been given to network security and the information infrastructure to manage virtual workplaces. We have chosen for a standard web based system development for the presentation and communication facilities. Abstract Emergency Response involves multiple organizations and teams, geographically distributed operations, and a high need for coordinated control and decision making. As incidents evolve, the number of involved organizations, the geographic distribution of involved entities, and the level and complexity of decision making all tend to grow. Information technology can contribute to managing these and related dimensions of an emergency. The work described in this paper is based on longstanding MITRE Corporation experience working with organizations that have severe and demanding requirements for managing complex, rapidly evolving situations, including military conflict, law enforcement engagements, natural disaster response, and terrorist incident response. Recently, we have conducted a series of detailed observations during emergency response exercises and planned events that resulted in identifying key elements for a successful application of information technologies during an emergency. © Proceedings ISCRAM 2004.

Abstract Reconstruction of major emergencies and crisis as well as observations of large-scale emergency exercises are common approaches for studying and understanding various actors work practice in emergency response. Studies of small-scale emergencies using an ethnographic approach are less common. This paper presents data from a single small-scale emergency as part of an extensive ethnographical field study. A detailed analysis of fire crew enroute sensemaking in a single small-scale emergency is outlined. The theory of sensemaking is applied as an analytical lens aiming to explain the communication between the command centre operator and the fire crew in terms of sensemaking. Further, implications for re-design of existing systems and infrastructure are presented as well as brief reflections of the consequences of such re-design. © Proceedings ISCRAM 2004.

Abstract Flexibility, variously known as adaptability, tailorability, and customizability, has long been recognized as important in information system (IS) success. Reliability has known value in IS for the resulting predictability it bestows on a system. However increasing flexibility can increase possible paths for system breakdown, and so contribute to failure, i.e. increasing flexibility can reduce reliability. Reliability and flexibility seem in design “tension”, as one creates change and the other resists it. The combination of reliability and flexibility has been called “ robustness”, and it seems a desirable integration particularly for emergency response systems. However typically these two areas are studied separately. Our approach to evaluating the combination of reliability and flexibility is to define two distinct requirements that neither overlap nor contradict, and can be assessed by system users. A questionnaire instrument for users is proposed for measurement of the flexibility and reliability of a system. © Proceedings ISCRAM 2004.

Abstract A recent review of the procedures covering the RPII's responsibilities under the National Emergency Plan for Nuclear Accidents has shown the need for a management information system (MIS) to support the organisation's operational plan for emergency preparedness and response. This paper describes the design objectives and the development of a prototype version of this system. Specific functions of the MIS are highlighted along with a description of the motivation behind their development. This very simple MIS has already helped RPII staff members to operate more efficiently. Finally, some ideas for future development are outlined. © Proceedings ISCRAM 2004.

Abstract This paper explores the design of training environments in which emergency response professionals can use information technologies to train for responding to unplanned-for situations. This approach – designing for improvisation – is fundamentally different than designing for plan execution. In this paper, we identify three dimensions of this difference and outline a set of research questions that are intended to lead to a better understanding of the role of improvisation in emergency response, as well as how it can be trained for and supported. Both questions are intertwined, since without a firm understanding of how improvisation occurs it is difficult to train for and support it. © Proceedings ISCRAM 2004.

Abstract Although considered of low risk, incidents with dams may cause significant damage both directly and indirectly. Direct losses are usually easier to assess (assuming human lives are quantifiable), but indirect losses are difficult to measure and may take some time before the original situation is restored. Disaster prevention and vulnerability reduction have been topics of major concern in many local, national or international organisations for some years. These can be accomplished through emergency management which begins with hazard identification and planning for disaster mitigation but encompasses other activities as risk analysis, risk response and recovery. Therefore, an emergency management system with capacity to: i) forecast critical situations; ii) warn the population as well as the authorities; and iii) support the civil protection system to deal with an emergency, is a most helpful tool to minimize the impact of an accident. The Information System described herein fulfils mainly the third objective, i.e. it is intended to help the Civil Protection System in Portugal, to respond to an emergency caused by the failure of a dam. It is an Internet-based application, which integrates all relevant data for the implementation of a dam emergency plan. These data include the main characteristics of the dam and its reservoir, the character-isation of the dam downstream valley as well as the response procedures to be followed in an emergency. © Proceedings ISCRAM 2004.

Abstract Negotiation and collaboration during the requirements stage of the software engineering process are fundamental to developing successful software products. Groups of stakeholders work together to come to agreement on the most important requirements to be sent forward for implementation. Distributed software engineering is becoming the norm rather than the exception, yet the requirements elicitation and definition process is normally conducted face to face. This paper describes an empirical study to investigate the relationship between structured task and specified negotiation steps within an asynchronous environment. The results reveal that these structures can have a positive impact on solution quality but a negative impact on process satisfaction, although following a negotiation sequence and task structure can help asynchronous groups come to agreement faster. Details of the experimental procedures, statistical analysis, and discussion of the results of the experiment are presented, as are suggestions for improving this work and a plan for future research.

Abstract Emergency response managers often try to prepare plans in advance of foreseeable crises. However, pre-prepared plans almost never fit the precise situation when an actual crisis arises. This paper focuses on what can be done once the plan has been found to be a mismatch with the actual situation, and particularly on sensemaking and its integration into generating a response to a crisis situation. This paper proposes planning operator induction as a suitable technique. The Air Traffic Control and military air defence situation over the continental US on September 11, 2001, serves as the illustrative application. Since the paper reports research in progress, it closes by outlining the additional functionality that will have to be added to the existing POI implementation to produce a sensemaking tool.

Abstract Groups in emergency response environment may be confronted with problems that cannot be solved by following predefined procedures. They must therefore engage in a collective search for relevant information, cooperating and collaborating as they move towards the deadline. Information technologies and expertise may help shape group information seeking and determine its effectiveness. By understanding how response personnel search for information in emergencies and extending the findings to determine demands on information systems, we may begin to understand how to support and train for skillful information seeking in emergency situations. Accordingly, this research evaluates the impact of decision support systems and member expertise on group information-seeking behavior in a simulated emergency response environment. The results of the evaluation are then used to identify how information technologies may further support information seeking in emergency response.
