  Abstract This paper describes the development of a framework targeted to technology providers to better understand the grand domain challenges of the emergency response and management community (EM). In developing this framework, Pacific Northwest National Laboratory (PNNL) researchers interviewed subject matter experts (SMEs) across the EM domain and corroborated these findings with current literature. We are presently examining relationships and dependencies within the framework. We anticipate that a thorough understanding of these gaps and dependencies will allow for a more informed approach to prioritizing research, developing tools, and applying technology to enhance performance in the EM community.

  Abstract Today emergencies seem more complex than ever. Process of managing these emergencies also becomes more complex because of increasing number of involved parties, increasing number of people affected, and increasing amount of resources. This complexity, inherent in emergency management, brings lots of challenges to decision makers and emergency responders. Information systems and technologies are utilized in different areas of emergency management. However complexity increases exponentially in emergency situations and it requires more sophisticated IS and IT and it makes response and management more challenging. Thus analyzing the root causes of emergency management information systems complexity is crucial for improving emergency response effectiveness. This paper frames the issue of information systems complexity by focusing on the types of complexities involved in emergency management phases and explaining each complexity type. We propose 6 different complexity types: Human Complexity, Technologic Complexity, Event Complexity, Interaction Complexity, Decision Making Complexity, and Cultural Complexity.

  Abstract Emergency situations are chaotic in nature. It is however, necessary to understand the context in which Emergency Responders work such that information practice issues can be highlighted and addressed by the system designers. In this paper, Activity Theory is proposed as a methodological and analytical framework to study information practices in the context of Emergency Management. Activity Theory aids in achieving a holistic approach to understanding the work activities context unlike some other analytical methodologies, as it focuses on use of artifacts for the interaction of humans with their environment. In this paper, an activity system model is used to investigate information practice issues of response phase of the emergency services in the UK. Using Activity Theory as an analytical framework, several tensions and contradictions emerged which keep the system unstable but which are also a source of innovation. It is also argued that Activity Theory can usefully be applied to the analysis of information practices over short period of time.

  Abstract Disaster response requires communications among all affected parties including emergency responders and the affected populace. Wireless telecommunications, if available through a fixed structure cellular mobile network, satellites, portable station mobile networks and ad hoc mobile networks, can provide this means for such communications. While the deployment of temporary mobile networks and other wireless equipment following disasters has been successfully accomplished by governmental agencies and mobile network providers following previous disasters, there appears to be little optimization effort involved with respect to maximizing key performance measures of the deployment or minimizing overall 'cost' (including time aspects) to deploy. This work-in-progress does not focus on the question of what entity will operate the portable base during a disaster, but on optimizing the placement of mobile base stations or similar network nodes for planning and real time management purposes. An optimization model is proposed for the staging and placement of portable base stations to support disaster relief efforts.

  Abstract We have been using exploratory modeling to forecast multiple plausible outcomes for a set of decision options situated in the emergency response domain. Results were displayed as a set of box-plots illustrating outcome frequencies distributed across an evaluative dimension (e.g., cost, score, or utility). Our previous research showed that such displays provide what we termed “option awareness” – an ability to determine robust options that will have good outcomes across the broadest number of plausible futures. This paper describes an investigation into extending this approach to collaborative decision making by providing a visualization of both collaborative and individual decision spaces. We believe that providing such visualizations will be particularly important when each individuals decision space does not account for the synergy that may emerge from collaboration. We describe how providing collaborative decision spaces improves the robustness of joint decisions and engenders high confidence in these decisions.

  Abstract Disaster recovery operations rarely proceed smoothly and disruptions often require the redistribution of relief items. Such a redistribution has to be carried out taking into account both the current disruption and the uncertainty regarding possible future incidents in the respective area. As decisions have to be made fast in humanitarian operations, extensive optimization runs cannot be conducted in such a situation. Nevertheless, sensible decisions should be made to ensure an efficient redistribution, considering not only satisfaction of needs but also operational costs, as the budget is usually scarce in the recovery phase of a disaster. In this work, different scenarios are generated and then solved with a multiobjective optimization model to explore possible developments. By evaluating the results of these scenarios, decision rules are identified which can support the decision maker in the actual disaster situation in making fast, but nevertheless well-founded, decisions.

  Abstract This paper describes the Disaster Portal, a multi-faceted information portal for use by citizens and emergency personnel during disasters and emergency response. This portal is the result of a collaboration between the RESCUE project at UC-Irvine and the City of Ontario, California Fire Department (OFD). The portal provides a wide range of real-time information in disaster situations, such as situation summaries, announcements, shelter information, and aggregated services such as family reunification and donation management. A first version of this portal was developed and deployed by the City of Ontario in September 2007. The current system serves as a base to develop and refine results from several areas of research which are being incorporated into the existing system to provide additional or advanced capabilities. We provide an overview of the portal's capabilities, followed by technical details on the system architecture and implementation. We describe the experience of deployment of the system in the recent California wildfires. Finally we describe work in progress on several advanced capabilities.

  Abstract Making sense of the current state of an emergency and of the response to it is vital if appropriate decisions are to be made. This task involves the acquisition, interpretation and management of information. In this paper we present an integrated system that applies recent ideas and technologies from the fields of Artificial Intelligence and semantic web research to support sense-and decision-making at the tactical response level, and demonstrate it with reference to a hypothetical large-scale emergency scenario. We offer no end-user evaluation of this system; rather, we intend that it should serve as a visionary demonstration of the potential of these technologies for emergency response.

  Abstract The aim of this paper is to describe I-Sim, a simulation tool that is a fully integrated part of the underlying agent framework, I-X. I-Sim controls a discrete event simulator, based on the same activity model that is shared between all I-X components, and multiple process-level simulators that model the continuous change caused by actions that are considered as primitives by the rest of the system. The primary purpose of this tool is to support instructors during exercises that are used for training in emergency response. The main advantage the I-Sim tool gives the instructors is flexibility, allowing them to orchestrate and modify existing training scenarios on the fly, adapting them to trainees' needs as required.

  Abstract As natural and man-made disasters become increasingly common, ensuring effective disaster response, mitigation and recovery is growing into a high-priority task for governments and administrations globally. This paper describes the challenges of collaboration within multi-organisational hastily formed networks for post-disaster response, which are increasingly relying on emerging ICT infrastructures for communication and cooperation. We present an interdisciplinary analysis of the conditions for establishing an effective mutual conversation space for involved stakeholders, and how the development of socio-technological systems affects cognitive and behavioural aspects such as established communities of practice and virtual pockets of local order. Our observations thus far suggest that some of the key issues are overcoming organisational and cultural heterogeneity, and finding solutions for technical interoperability, to ensure effective, pervasive and sustainable information exchange within and between organisations participating in hastily formed networks.

  Abstract In this paper we present the results from four empirical studies where we investigate the most appropriate devices for high-ranking emergency leaders – termed commanders in this paper – working close to the scene of incident, usually outside. The studies apply different methods including interviews, questionnaires and usability tests to investigate the technology used by commanders in the agencies today, their motivation for using new technology, as well as their needs for new devices. Three of the studies involve commanders from the police, the ambulance service and the fire and rescue agency in Norway. Devices with different screen sizes ranging from 4,3“ to 40” were used or discussed in the studies. The main conclusion from all the studies is a very clear preference for tablets. We did however identify difference between the agencies regarding the preferred size of an “ideal” tablet, as well as wishes for using more than one device.

  Abstract This paper presents a study of the role of artefacts in sensemaking during emergency response. A qualitative study was conducted with two UK Police Forces, with a particular focus on the role of artefacts in the creation and modification of sensemaking frames. This research demonstrates that sensemaking is a key component of emergency response Command and Control and that this activity is distributed across the individuals within the system. Collaborative sensemaking is coordinated via social and organisational means, supported by a range of private (informal) and shared (formal) artefacts, which function as resources for action – cueing frame seeking and frame-defined data collection. The study also reveals the role of narrative in bridging the gap between these two parallel sensemaking processes and raises implications for the further digitisation of the emergency response environment, demonstrating the importance of balancing social and technical factors in the design of ICT for emergency response. © 2012 ISCRAM.

  Abstract The purpose of this work in progress paper is to report on the method development of the Shared Priorities measure to include content analysis, as a way of gaining a deeper understanding of team work in crisis/emergency response. An experiment is reported where the performance of six trained teams is compared with the performance of six non-trained teams. The experiment was performed using an emergency response microworld simulation with a forest fire scenario. Dependent measures were simulation performance, the Crew Awareness Rating Scale (CARS), and content analysis. Trained teams performed better and scored higher on measures of team behaviors.

  Abstract This paper presents the fields of application of the tabletop exercise in emergency response by explaining the method in emergency response research. The authors illustrate the tabletop exercise of the Institute for Rescue Engineering and Civil Protection (IRG) of the TH Köln in a research project on Sensor Systems for Localization of Trapped Victims in Collapsed Infrastructure (acronym: SORTIE) as an application example. Subsequently, the quantitative and qualitative evaluation methods used generally and specifically for the tabletop exercise of the research project SORTIE are considered, and the technical implementation is explained. The evaluation method used in the tabletop exercise consists of three sub-areas (participant survey; exercise observation; photo, video and audio recordings). Further, the analysis of the evaluation using statistical tools is explained. Finally, this paper refers to possible sources of error in the evaluation of tabletop exercises, such as exercise artificiality and subjectivity of the exercise observers.

  Abstract In this document we describe enhancements made to the prototype for emergency services in VoIP originally proposed and implemented in (Mintz-Habib, Rawat, Schulzrinne and Wu, 2005). In particular, we describe alternative methods of acquiring the physical location of an emergency caller and a novel way of using location information to determine call destination. We also introduce psapd, an enhanced third party call controller at the public safety answering point (PSAP), and discuss new features made possible by psapd. Preparations are underway in Texas and Virginia to install and test the enhanced prototype.

  Abstract The role of communication and information provision in coping with natural and man-made disasters and emergency situations is becoming increasingly important. In this paper we present an integrated mobile information and communication system, MIKoBOS, for emergency response operations that enables reliable data communication within the emergency site as well as between the site and the headquarters. It provides the responsible personnel involved in the emergency operation at different levels with anytime-anywhere access to relevant information. Compared to traditional voice-dominated approaches, the proposed system can greatly improve the effectiveness and efficiency of communication and coordination during disaster relief operations. Promising experimental performance results are provided for use with a number of terrestrial and satellite networks.

Focusing on this topic, this paper proposes an alert dissemination service exploiting an MHP interactive application developed ad hoc for DVB-T broadcasting, to force the direct delivery of emergency information to TV users.

  Abstract Remote sensing and Geographic Information Systems (GIS) have the potential to provide United Nations (UN) humanitarian agencies and their partners with much needed disaster related information and improved management of resources. However, the technical nature of these tools requires considerable expertise to fully benefit from satellite images and related geographic information. The UN Office for Project Services (UNOPS) is implementing the UNOSAT service on behalf of the UN Institute on Training and Research (UNITAR) together with several private actors. UNOSAT provides the UN and its partners with the expertise in Earth Observation (EO) and GIS applications. As a crisis is part of a spectrum of disaster related events, UNOSAT provides services in all phases of humanitarian assistance, including planning, crisis response, relief and development. UNOSAT's objectives are to facilitate the territory planning and monitoring processes of local authorities, local technicians, development project managers and humanitarian field operators working in coordination with or within the framework of UN activities, on issues such as disaster management, risk prevention, peace keeping operations, post conflict reconstruction, environmental rehabilitation and social and economic development. A key part of this work is to accelerate and expand the use of accurate geographic information derived from EO-satellite imagery. UNOSAT is also involved in several international initiatives aimed at improved crisis response and management, such as the International Charter “Space and Major Disasters”, an important asset in providing timely information to relief personnel on the ground. By working closely with its UN sister agencies, UNOPS/UNOSAT offers a one-stop-shop for satellite imagery and GIS services related to disaster response & management within the United Nations. © Proceedings ISCRAM 2004.

  Abstract Correct information is a vital resource during disasters. Without adequate information, response actions may be ineffective. What is the source of information of emergency management systems? Besides that originated from sensors, the emergency team and the public in general, a very relevant source is government data, such as demographic and geographic data, road maps, etc. The heterogeneity of information formats is a well-known problem that affects organizations and communities that want to access public data. Today, most public agencies provide access to their data, but the great majority is unreadable by automated mechanisms. Besides, most of them do not provide a dictionary meaning for the published content. A solution to this problem is of particular importance to emergency response organizations that need access to all information available to better respond to disasters and crisis. The linked open data (LOD) initiative allows the interconnection of data, using standards in the context of the semantic web approach. In ideal conditions, government agencies publish their public data, thus allowing the use of automated data concerned consumers, whether they are other government agencies or citizens. Efforts aimed to link government data are growing in several countries around the world. This talk presents the LOD concepts and describes an architecture that uses LOD in the design of an Emergency Management System. It describes a scheme for collecting available data from government agencies, such as departments of health, transport, works, that can supply information needs during an emergency response operation.

  Abstract This paper examines the problem of achieving efficient inter-organizational collaboration during emergency response. The authors interviewed 11 representatives from Norwegian emergency agencies and supporting organizations about a hypothetical scenario involving a large-scale chemical incident. The interviews resulted in the identification and categorization of more than 45 actors that would be involved in the response effort, clarification of the individual capabilities and knowledge those actors would possess, and descriptions of how they would interact and communicate with each other. The results illustrate the complexity and necessity of achieving inter-organizational collaboration by showing how capabilities and knowledge are distributed and communicated across different actors, and suggest that such communications are mainly verbal. Based on this, the paper discusses challenges and opportunities for improving inter-organizational collaboration in the future.
