  Abstract Community-based disaster response is gaining attention in the United States because of major problems with domestic disaster recovery over the last decade. A social network analysis approach is used to illustrate how community-academic partnerships offer one way to leverage information about existing, mediated relationships with the community through trusted actors. These partnerships offer a platform that can be used to provide entré into communities that are often closed to outsiders, while also allowing greater access to community embedded physical assets and human resources, thus facilitated more culturally appropriate crisis response. Using existing, publically available information about funded community-academic partnerships in Wisconsin, USA, we show how social network analysis of these meta-organizations may provide critical information about both community vulnerabilities in disaster and assist in rapidly identifying these community resources in the aftermath of a crisis event that may provide utility for boundary spanning crisis information systems.

  Abstract In this paper, we introduce Tweedr, a Twitter-mining tool that extracts actionable information for disaster relief workers during natural disasters. The Tweedr pipeline consists of three main parts: classification, clustering and extraction. In the classification phase, we use a variety of classification methods (sLDA, SVM, and logistic regression) to identify tweets reporting damage or casualties. In the clustering phase, we use filters to merge tweets that are similar to one another; and finally, in the extraction phase, we extract tokens and phrases that report specific information about different classes of infrastructure damage, damage types, and casualties. We empirically validate our approach with tweets collected from 12 different crises in the United States since 2006.

  Abstract We have been using exploratory modeling to forecast multiple plausible outcomes for a set of decision options situated in the emergency response domain. Results were displayed as a set of box-plots illustrating outcome frequencies distributed across an evaluative dimension (e.g., cost, score, or utility). Our previous research showed that such displays provide what we termed “option awareness” – an ability to determine robust options that will have good outcomes across the broadest number of plausible futures. This paper describes an investigation into extending this approach to collaborative decision making by providing a visualization of both collaborative and individual decision spaces. We believe that providing such visualizations will be particularly important when each individuals decision space does not account for the synergy that may emerge from collaboration. We describe how providing collaborative decision spaces improves the robustness of joint decisions and engenders high confidence in these decisions.

  Abstract It is a well-known fact that a lack of information will lead to suboptimal decisions. But even when actors jointly have all the information they need to make a well-informed decision, they may fail to find a superior alternative. This hidden profile paradigm would cause misrepresentations of crisis situations and lead to ineffective response. In this research-in-progress paper, we present the first stage of our experimental study on group decision making in humanitarian disaster response, in which we want to find out how teams can be supported to share more information, make better sense, and ultimately avoid such misrepresentations of crisis situations. First results reveal that humanitarian disaster response teams are able to share significantly more information if they would make use of more advanced information and communication systems. However, none of the teams in the experimental setup managed to find the optimal decision.

  Abstract The United Nations Disaster Assessment and Coordination (UNDAC) system is designed to assist the United Nations in providing information during the first phase of a sudden-onset emergency and in the coordination of incoming international relief at the site of the emergency. In the immediate aftermath of such an emergency, the UNDAC team will set up an On-Site Operations Coordination Centre (OSOCC) from where the operational activities of the humanitarian organizations responding to the emergency are coordinated. Information management is a key aspect in this phase as the information gathering, processing, and disseminating activities will determine the timeliness and appropriateness of the response by the international humanitarian community. Through participatory observation in the international humanitarian “TRIPLEX” exercise we explore how information managers in the OSOCC make sense of the disaster, how the immediate needs are assessed, and discuss how information systems could improve Sensemaking in these activities.

  Abstract The use of online Social Media is increasingly popular amongst emergency services to support Situational Awareness (i.e. accurate, complete and real-time information about an event). Whilst many software solutions have been developed to monitor and analyse Social Media, little attention has been paid on how to visually design for Situational Awareness for this large-scale data space. We describe an approach where levels of SA have been matched to corresponding visual design recommendations using participatory design techniques with Emergency Responders in the UK. We conclude by presenting visualisation prototypes developed to satisfy the design recommendations, and how they contribute to Emergency Responders' Situational Awareness in an example scenario. We end by highlighting research issues that emerged during the initial evaluation.

  Abstract Understanding the performance of disaster monitoring systems is a key to understanding their success, therefore; various qualitative and quantitative measures and metrics can be applied in the characterization and analysis of such systems. Through evaluation studies, problems that impede a disaster monitoring system performance can be identified. The results can be used for system control, design, and capacity planning. Previous studies address technical performance analysis metrics for analyzing monitoring systems leaving out human and organizational dimensions of such systems. Thus, the primary objective of this study is to identify and describe a set of disaster monitoring systems performance analysis metrics that may be employed to evaluate such systems. This study may be valuable to researchers and practitioners involved in disaster and emergency response studies in planning the transportation of vital first-aid supplies and emergency personnel to disaster-affected areas, and in improving chances of survival after a natural disaster.

  Abstract While great progress is made in terms of development and implementation on new ICT services for supporting crisis response coordination, the challenge remains on how to integrate these services within the ICT infrastructure in daily use by emergency responders. We argue for an information infrastructure perspective on the integration challenges, focusing on how new services based on geographic information systems and social media should be based on existing systems in use.

  Abstract Major incidents and disasters tend to be highly complex, contain high levels of uncertainty and may often force official responders to set aside their standard operating procedures and work collaboratively with a range of agencies and actors on the ground. Prior work has shown that establishing clear lines of communication and maintaining a shared understanding across organisational boundaries can be challenging to achieve, particularly in stressful and unusual circumstances. In the present paper we discuss ongoing work into specifying a meta-process for facilitating communication and collaboration based on the observation that common themes that emerge in communication within and across organisational boundaries can subsequently be tracked and built into an Ontology Broker. This work draws on experimental work in our laboratory, observations made in emergency control environments and, emphasised in this paper, lessons learned in the 2005 London bombings. © 2012 ISCRAM.

The disaster alerts are based on automatic hazard information retrieval and real-time running of impact models. This paper describes impact models for earthquakes, tsunamis and tropical cyclones.

  Abstract In complex emergency/disaster scenarios teams from various emergency-response organizations collaborate with each other to achieve a common goal. In these scenarios the use of smart mobile devices and applications can improve the collaboration dynamically. The lack of basic interaction principles can be dangerous as it could increase the level of disaster or can make the efforts ineffective. The paper focuses on the description of the main results of the project WORKPAD finished in December 2009. WORKPAD worked on a two-level architecture to support rescue operators during emergency management. The use of a user-centered design methodology during the entire development cycle has guaranteed that the architecture and the resulting system meet the end-user requirements. The feasibility of its use in real emergencies is also proven by a demonstration showcased in July with real operators. The paper includes the qualitative and quantitative showcase results and mentions some guidelines which can be useful for persons who want to develop emergency-management systems.

  Abstract The effective and efficient distribution of relief goods is a key challenge in disaster management. Typically, adhoc supply networks (SNs) need to be built, in which various actors with different interests collaborate. Although information is sparse and highly uncertain, time for SN design is short, and important strategic decisions (e.g., location of facilities), whose revision requires investing substantial time, effort and resources, must be made promptly. This paper presents an iterative approach for the design of robust SNs that combines (i) an optimisation model to identify promising alternatives to be analysed in detail, (ii) a scenario-based approach to analyse the weaknesses of these alternatives and generate alternative solutions for comparison and benchmarking, and (iii) a decision support module for detailed comparisons and consensus building. By following the iterative approach, successively robust SNs are created to enable effective and efficient disaster response. We illustrate our approach by an example from the Haiti 2010 earthquake.

The system is designed as a multi-agent system using web services and the service oriented architecture. Components of the system for detecting and mitigating emergency situations can be added and removed from the system as the need arises. WIPER is designed to evaluate potential plans of action using a series of GIS enabled Agent-Based simulations that are grounded on realtime data from cell phone network providers. The system relies on the DDDAS concept, the interactive use of partial aggregate and detailed realtime data to continuously update the system and allow emergency planners to stay updated on the situation. The interaction with the system is done using a web-based interface and is composed of several overlaid layers of information, allowing users rich detail and flexibility.

  Abstract Emergency response managers often try to prepare plans in advance of foreseeable crises. However, pre-prepared plans almost never fit the precise situation when an actual crisis arises. This paper focuses on what can be done once the plan has been found to be a mismatch with the actual situation, and particularly on sensemaking and its integration into generating a response to a crisis situation. This paper proposes planning operator induction as a suitable technique. The Air Traffic Control and military air defence situation over the continental US on September 11, 2001, serves as the illustrative application. Since the paper reports research in progress, it closes by outlining the additional functionality that will have to be added to the existing POI implementation to produce a sensemaking tool.

  Abstract In the safety- And time-critical context of pre-hospital medical care, usability is a major challenge that needs to be addressed, because interaction problems or errors may have serious consequences for patients as well as employees of Emergency Medical Services (EMS). In this regard, a user-centered human-computer interface is a crucial factor for efficient usage as well as user acceptance. Well-established design principles can serve as directives throughout the analysis, design, implementation, and evaluation of applications. For standard PCbased applications the ISO standard 9241-110 serves as a practical guide since many years. However, new types of devices, especially mobile systems impose new challenges and ways of interpreting usability standards and guidelines. In this paper, we apply the ISO-Standard 9241-110 dialogue principles to mobile applications in EMS, considering the challenges of designing a system suitable for supporting users in both regular day-to-day services as well as rare Mass Casualty Incidents (MCIs).

  Abstract This paper presents a domain-level user, task and context analysis for response technology, based on sociological studies of disaster and disaster response. The analysis examines three dimensions of disaster-scale, kind and anticipability-that have been linked to differences in response characteristics, including differences in individual and organizational responders and behaviors. It yields a number of implications for design, and reveals five domain-specific design requirements. It also offers systematic characterizations of users, tasks and contexts of response technology, that begin to structure the user interface design space, laying a foundation for a theory of design. This work provides a conceptual basis to help researchers and designers recognize and address possible limitations of design decisions, leading, ultimately, to more usable and effective response technologies.

  Abstract Geospatially-oriented social media communications have emerged as a common information resource to support crisis management. Our research compares the capabilities of two popular systems used to collect and visualize such information – Project Epic's Tweak the Tweet (TtT) and Ushahidi. Our research uses geospatially-oriented social media gathered by both projects during recent disasters to compare and contrast the frequency, content, and location components of contributed information to both systems. We compare how data was gathered and filtered, how spatial information was extracted and mapped, and the mechanisms by which the resulting synthesized information was shared with response and recovery organizations. In addition, we categorize the degree to which each platform in each disaster led to actions by first responders and emergency managers. Based on the results of our comparisons we identify key design considerations for future social media mapping tools to support crisis management. © 2012 ISCRAM.

  Abstract The current Emergency Services landscape is characterized by a number of systems and networks that are isolated in nature, thus making information sharing impractical, if not impossible. Such an environment does not promote ease of information sharing, and each incident highlights the need for efficient collaboration and coordination, and the need for a holistic internetwork-a series of virtual interconnected networks-approach. In other words, it requires an overall framework that looks at safety as an overall enterprise, (albeit one with thousands of independent agency owners), with the strategic goal to facilitate greater collaboration and effectiveness of operations, and to ensure a streamlined and efficient prevention of, response to, and recovery from all-hazards. 1 Adopting a Service-Oriented enterprise approach is extremely useful and has number of advantages in such an environment. This paper defines a framework-in the context of an enterprise-an envisioned Emergency Services Enterprise Framework, and identifies the key elements of this framework.

  Abstract We present the design of an information system that supports the process of scaling-up of emergency response organizations. This process is vital for effective emergency response but tends to go awry in practice. Our proposed system consists of multiple distributed agents that are capable of exchanging organizational information. Each agent assists one part of the organization by visualizing the organization and allowing the user to update the information of its closest collaborators. When the agents communicate, they exchange and merge their organizational representations. The structure of other parts of the organization is updated indirectly through multiple interactions between different agents. We tailor our design to two specific procedures that are in common use today: the Coordinated Regional Incident Response Procedure (GRIP) that is applied in the Netherlands, and the Incident Command System (ICS) that is used in a number of areas in the United States of America.

  Abstract This paper describes an approach to training emergency responders for mass casualty incidents. The approach is derived from a methodology and supporting software system called Summit. The Summit approach uses an integration of scenarios, hierarchical task analysis, interaction modeling, and expected utility theory to represent how actors engage in complex tasks; here we model mass casualty incident (MCI) activities supported by interactive technologies. Our goal is to ground MCI training in realistic scenarios and to demonstrate required response capabilities through associated hierarchical task analyses (HTA). The terminal nodes in an HTA are interactions, that provide a fine-grained model of the actors, technologies, data, and methods involved in realizing the required capability. The components of an interaction may have associated utility factors (benefits, costs, and risks) that provide learners with a rationale-based resource for understanding how different technologies are used to support MCI response efforts. Assessment of the approach is underway within a local EMS organization.

  Abstract The aim of this paper is to describe the I-X system with its principal user interface, the I-X Process Panel, its underlying ontology, , and how this panel can be used as an intelligent to-do list that assists emergency responders in applying pre-defined standard operating procedures in different types of emergencies. In particular, multiple instances of I-X Process Panels can be used as a distributed system to coordinate the efforts of independent emergency responders as well as responders within the same organization. Furthermore, it can be used as an agent wrapper for other software systems such as web services to integrate these into the emergency response team as virtual members. The heart of the I-X system is an automated planner that can be used to synthesize courses of action or explore alternative options manually.
