Abstract |
Information technologies and other critical infrastructures are interconnected in ways that can lead to vulnerabilities in the ability of these infrastructures to perform during natural disasters and acts of terrorism either to reduce adverse consequences or provide needed emergency response services. This research applies and adapts a number of indicators of infrastructure interdependency based on the authors' earlier research to determine where weak points and strengths occur in the interconnections between infrastructure technology and other infrastructure support services such as electric power and transportation, and where weak points create vulnerability that can be improved for more effective response in emergencies. |

Abstract |
When a disaster or emergency occurs, one of the most pressing needs is to establish a communication network for the first responders at the scene. Establishing and accessing a reliable communication infrastructure at a crisis site is crucial in order to have accurate and real-time exchange of information. Failure in the exchange of timely and crucial information or delay in allocating resources impedes early response efforts, potentially resulting in loss of life and additional economic impact. At a disaster site, the existing communication infrastructure may be damaged and therefore partially or totally unavailable; or, there may not have been previously existing infrastructure (as in the case of remote areas). A communication infrastructure within the context of emergency applications should be reliable, easily configurable, robust, interoperable in a heterogeneous environment with minimum interdependencies, and quickly deployable at low cost. A disaster scene is a chaotic environment which requires a systematic approach to abstract the system, study the flow of information and collaboration among different disciplines and jurisdictions to facilitate response and recovery efforts. We have deployed the wireless mesh infrastructure in several drills at the university campus and in the city as part of the California Institute for Telecommunications and Information Technology (Calit2) NSF-funded RESCUE project (Responding to Crises and Unexpected Events). To evaluate network performance and identify the source(s) of bottleneck, we have captured the network traffic. The lessons learned from test bed evaluations of the network based on real-world scenarios can be applied to future applications to enhance the network design and performance. |

Abstract |
As a partial requirement of the development of an information system for the UK fire and rescue services, this paper describes the development and application of a protocol capable of capturing the information requirements of fire and rescue first responders. After evaluating the existing techniques commonly used in difficult decision-making environments, a Goal Directed Information Analysis (GDIA) protocol is proposed. The clearly defined, repeatable steps of GDIA make it a requirements-gathering protocol which can be easily administered by an investigator without any prior knowledge or experience of the tool. This makes GDIA one of the very few information requirements-gathering protocols capable of capturing the requirements of the emergency-related domains. |

Abstract |
Speed is a central value for emergency logistics stakeholders. Emergency response literature makes a compelling case for rapid logistics processes to provide goods and services in humanitarian emergencies. However, speed is not well-defined concept. While situational demand contributes to the need for speed, an important factor is the perception of speed given the experience of the response stakeholders. Unfortunately, the literature lacks complex, situated pictures of how logistics stakeholders experience speed (i.e., what does it mean for a logistics process to be “fast”? What factors affect whether stakeholders perceive a logistics experience as fast?) To address this gap, we explored how logistics stakeholders in a large international humanitarian organization experience and perceive speed of operations. Our findings suggest that (1) the experience of speed is often comparative, not solely objective; (2) close communication between internal clients (field requestors) and service providers (logistics team) can make clients more likely to experience the logistics process as fast; and (3) feeling in control of decision-making can make both clients and service providers more likely to experience the logistics process as fast. |

Abstract |
This paper describes the basic communication analysis performed in a research project with an ambition to investigate the impact of geographical information system (GIS) on crisis management organizations. The goal is to compare the communication between command and control teams that have access to a GIS with geographical position information (GPS) capability in its command post with teams that only have access to paper maps. The method used is controlled experiments using the C3Fire micro-world. A total of 108 professionals, forming 18 teams, participated in the study. The participating professionals were members of Swedish municipal crisis management organizations. The result shows that the communication pattern connected to giving orders have a different distribution depending on if the teams used GIS or paper maps. The result also shows that the communication volume is reduced if the teams use GIS. |

Abstract |
This paper presents a study of the role of artefacts in sensemaking during emergency response. A qualitative study was conducted with two UK Police Forces, with a particular focus on the role of artefacts in the creation and modification of sensemaking frames. This research demonstrates that sensemaking is a key component of emergency response Command and Control and that this activity is distributed across the individuals within the system. Collaborative sensemaking is coordinated via social and organisational means, supported by a range of private (informal) and shared (formal) artefacts, which function as resources for action – cueing frame seeking and frame-defined data collection. The study also reveals the role of narrative in bridging the gap between these two parallel sensemaking processes and raises implications for the further digitisation of the emergency response environment, demonstrating the importance of balancing social and technical factors in the design of ICT for emergency response. © 2012 ISCRAM. |

Abstract |
Federal, State, and local decision makers and public health officials must prepare and exercise complex plans to contend with a variety of possible mass casualty events, such as pandemic influenza. Through the provision of quick look tools (QLTs) focused on mass casualty events, such planning can be done with higher accuracy and more realism through the combination of interactive simulation and visualization in these tools. If an event happens, the QLTs can then be employed to rapidly assess and execute alternative mitigation strategies, and thereby minimize casualties. This can be achieved by conducting numerous “what-if” assessments prior to any event in order to assess potential health impacts (e.g., number of sick individuals), required community resources (e.g., vaccinations and hospital beds), and optimal mitigative decision strategies (e.g., school closures) during the course of a pandemic. In this presentation, we overview and demonstrate a pandemic influenza QLT, discuss some of the modeling methods and construct and visual analytic components and interface, and outline additional development concepts. These include the incorporation of a user selectable infectious disease palette, simultaneous visualization of decision alternatives, additional resource elements associated with emergency response (e.g., first responders and medical professionals), and provisions for other potential disaster events. |

Abstract |
This research-in-progress examines the roles of technology and human systems in supporting emergency response management through the dual perspectives of knowledge and psychology. Task critical knowledge is linked to organizational effectiveness in delivering business value and psychological factors characterize the unique challenges of an emergency context. This exploratory research is among the first to develop a theoretical model based on these two important yet understudied theoretical aspects. The article contributes to the research development in emergency response information systems and sheds light on the organizational response management practice. |

Abstract |
Emergency Response involves multiple organizations and teams, geographically distributed operations, and a high need for coordinated control and decision making. As incidents evolve, the number of involved organizations, the geographic distribution of involved entities, and the level and complexity of decision making all tend to grow. Information technology can contribute to managing these and related dimensions of an emergency. The work described in this paper is based on longstanding MITRE Corporation experience working with organizations that have severe and demanding requirements for managing complex, rapidly evolving situations, including military conflict, law enforcement engagements, natural disaster response, and terrorist incident response. Recently, we have conducted a series of detailed observations during emergency response exercises and planned events that resulted in identifying key elements for a successful application of information technologies during an emergency. © Proceedings ISCRAM 2004. |

Abstract |
Computer-based knowledge management systems are vital for disaster detection, response planning, and management. These systems aid in early warning, and provide decision support for disaster response and recovery management. Managing past knowledge for reuse can expedite the process of disaster response and recovery management. While early warning systems predict some disasters with remarkable accuracy, there is a paucity of knowledge management systems for disaster response and management. This paper outlines a case-based reasoning (CBR) knowledge management system that in effect, is a model of human reasoning since it is based upon the idea that people frequently rely on previous problem-solving experiences when solving new problems. A CBR knowledge management system results in efficient and effective disaster response and management. |

Abstract |
The present paper describes the C3Fire microworld and the testing capabilities it provides for research in emergency response management. We start with a general description of C3Fire and report extensions that add a new subtask (search and rescue) relevant to the context of emergency response and a vocal communication system. We then describe how various organizational structures can be designed using this task environment and several metrics of major interest for research in crisis management, related to task performance, communication, coordination effectiveness, monitoring effectiveness, recovery from interruptions, detection of critical changes, and team adaptation. The microworld constitutes a highly flexible testing platform for research in team cognition, cognitive systems engineering and decision support for crisis management. |

Abstract |
Concepts such as trust, shared understanding, cultural differences, mental workload, and organizational structure all impact upon the effectiveness of an organization (e.g., Tindale & Kameda, 2000), and even more so in the context of large scale multinational operations (e.g, Smith, Granlund, & Lindgen, 2010). In order to study these concepts we plan a multinational, distributed experiment with participants from three nations collaborating in the same virtual environment: Canadian, British, and Swedish participants will work together as part of a multinational MTS to deal with a complex task and gain control of a crisis situation. Empirical research on MTS remains limited (see, e.g., DeChurch & Marks, 2006) particularly at the multinational level where the investigation of MTS has been so far focused on case studies and exercises (e.g., Goodwin, Essens, & Smith, 2012). Therefore, there is a need to empirically study multinational MTS in order to assess the specific issues that multinational operations face, notably cultural and languages differences. The simulation environment used as experimental platform for this project is C3Fire (www.c3fire.org, Granlund & Granlund, 2011). C3Fire creates an environment whereby teams must work together to resolve a crisis in the firefighting domain, with the goal of evacuating people in critical areas, putting out the forest fire, and protecting buildings and other areas of value from the burning forest fire. This platform makes it possible to study participants' collaborative processes when dealing with a set of crisis scenarios in the context of a simulated emergency response situation. To deal efficiently with the crisis management operation, participants need to prioritize between different objectives, identify and protect critical areas, and plan and implement activities based on given resources. All these tasks are distributed between team members, compelling participants to exchange information and coordinate within and between teams to execute the task. The task is divided into three areas of responsibility as follows: 1) Information and Planning, responsible for situation assessment and providing the operating picture; 2) Operation and Logistic, responsible for intervention and resource management; and 3) Search and Rescue, responsible for research and management of civilians. C3Fire is designed to: 1) achieve an optimal compromise between internal and external validity; 2) show flexibility in scenario configuration (spectrum of units and roles – including search and rescue functions; Tremblay et al., 2010), allowing researchers to capture emergency response and crisis management and rapid response planning; 3) be highly configurable for testing many different types of teams (e.g., hierarchical vs. horizontal organizations); and 4) readily provide objective, non-intrusive metrics for assessing teamwork effectiveness (including macrocognitive functions and team processes) as well as quantitative measures of task performance (that take into account conflicting mission goals). © 2012 ISCRAM. |

Abstract |
The communications of emergency response managers were tracked during simulated catastrophic events at a university campus in the Washington, D.C. region. Local, state, and federal response managers interacted with each other and with students using a variety of communication media in order to investigate the utility of new communication channels for emergency response management. Students and emergency managers interacted using a Twitter-like platform and a portal built with Ushahidi crowd-sourcing software. The emergency managers also used a chat interface that included private instant messaging, telephone, and the county's existing emergency web portal. Their media use was analyzed along with the functions of their communications, and the patterns that emerged are described and quantified. |

Abstract |
This research explores the potential determinants of trust in newly formed virtual teams to better inform the choice of communication media for virtual emergency response groups for which interpersonal trust is crucial. Results of a laboratory experiment indicate that the way that communicants view their teammates and themselves as part of that team is significantly correlated with the level of trust that they experience. Impression formation, public self-awareness, perceived social presence, and self-disclosure are all found to have significant correlations with trust among ad hoc teammates. It is therefore recommended that the design of emergency response communication systems include features to foster these feelings thereby promoting trust among teammates. Our results are applicable to ad hoc emergency teams who interact for a period of time to address relief and recovery efforts after a major disaster or emergency. |

Abstract |
Emergency, situations characterized as high consequence, low probability, and short decision time, create a unique decision-making environment that must be conscientiously supported. Historically, one of the techniques business has used to improve complex processes is a maturity model. Organizations should create the capabilities to react to information sharing needs in advance, not react an ad hoc manner to the information crisis. Based on the IT-Capability Maturity Framework (IT-CMF), we detailed some aspects of this model from an information architectural perspective to examine a country wide emergency service. Although information system and information technology (ISIT) have been emphasized in emergency management system, architectural aspects- a structure emphasized semantic description however have been of limited considerations. We propose a framework to analyzing architectural aspects for information sharing that can help improve emergency response system. The framework is discussed and exemplified with a case study. We conclude that the proposed framework provides a deeper understanding of information in use from technical and managerial aspects during emergency response. Guideline for further improvement will be the focus in our future work. |

Collational interfaces gather information from a range of sources and present them to users. Information overload is tackled by processing information in the back-end and providing interactive means to filter and browse data. Such interfaces have applications in emergency response – giving users the right information to act effectively. In this paper we explore a collational interface for emergency response, carrying out a user study that compares it to a paper based interface and one which presents data without collating it. We demonstrate that a collational interface allows users to build a picture of an emergency, but not necessarily in less time. © 2012 ISCRAM. |

Abstract |
The increased impact of natural disasters and terror attacks on our society has augmented the awareness of needs for advances in emergency response. For local communities it is vital to make use of existing resources. Service-oriented technology provides new possibilities for the enhancement of command and control (C2) systems. However, to gain full use of the technology, it must harmonize with the supported organizations and their work procedures. This paper explores the possibilities and usefulness of service oriented C2-systems for emergency response at the local community level. The study was performed in five steps: (1) literature study, (2) interviews, (3) scenario design, (4) prototyping service-oriented C2 systems, and (5) a scenario based evaluation. The results show that service-oriented C2 systems would support and enhance emergency response at the local community level. Still, several issues that need to be further considered remain, not the least the ability of quality assurance of services. |

Abstract |
Eyewitness photography is increasingly playing a more significant role in disaster response and recovery efforts. This research elaborates on the ways in which members of the public participate during times of disaster by closely examining the evolving role of a prominent photo-sharing website, Flickr, in events that have occurred since its launch in February 2004. We discuss features of Flickr's emerging evolutionary growth as a community forum for disaster-related grassroots activity based on the findings from our qualitative study of 29 groups across six disasters over Flickr's nearly three-year lifespan. Our findings discuss efforts toward the development of norms that attempt to guide the nature of social practice around photographic content during disaster response and recovery efforts. |

In this paper we address the problem of pre-positioning emergency supplies prior to a disaster onset. The goal is to ensure a fast and effective response when the disaster strikes. Pre-positioning of emergency supplies is a strategic decision aimed at determining the number and location of local distribution centers as well as their inventory levels for emergency supplies. These decisions must be made in a highly disruption-prone environment where a timely response is vital and resources are scarce. We present and discuss a scenario-based model that integrates location, inventory and routing decisions. |

Abstract |
Processes in disaster response management (DRM) and business processes are similar due to their general structure and goals. This encourages us to analyze the suitability of business process management tools and methods in the domain of DRM. One main challenge is the coverage of disaster specific aspects by existing process modeling languages. Since interdependencies between time, activities, and place are critical for process planning, we discuss the necessity for model extension. A special focus lies on the integration of place-related information as well as interdependencies resulting from stationary and mobile activities and resources. The integration of such place-related information is discussed as pre-condition for effective and efficient planning of disaster response processes and their successful management by disaster response workflow management systems. |

Large-scale disasters, particularly failures of critical infrastructures, are exceptional situations which cannot be solved with standard countermeasures. The crises are complex and the decision makers face acute time pressure to respond to the disaster. IT based decision support systems provide potential solutions and assist the decision making process. Many decision support systems in emergency response and management concentrate on one kind of disaster. Moreover, complex structures are modeled and recommendations are made rule-based. This work in progress paper describes the first steps towards the development of a generic and self-learning decision support system. The methodology used is case-based reasoning. Abstract |
This research project investigated the incident response mechanism used by the chemical industry for handling extremely hazardous chemicals. The mechanism was described as the policies, procedures, practices, tools, and methods used to conduct incident response. The results from the study determined what technologies, specifically software and information systems, could be utilized to improve the chemical facility incident response mechanism. The chemical industry is responsible for process safety management at all of its facilities, especially those that have off-site consequences in the event of an unplanned release. The processes and procedures of local, regional and national emergency responders have been studied thoroughly. An area of research that is lacking is the study of incident response policies and procedures within the boundaries of a chemical site. Results of the analysis determined that the chemical industry, in general, does not take advantage of available information technology when responding to unplanned releases. |

Abstract |
The aim of this paper is to describe the I-X system with its principal user interface, the I-X Process Panel, its underlying ontology, , and how this panel can be used as an intelligent to-do list that assists emergency responders in applying pre-defined standard operating procedures in different types of emergencies. In particular, multiple instances of I-X Process Panels can be used as a distributed system to coordinate the efforts of independent emergency responders as well as responders within the same organization. Furthermore, it can be used as an agent wrapper for other software systems such as web services to integrate these into the emergency response team as virtual members. The heart of the I-X system is an automated planner that can be used to synthesize courses of action or explore alternative options manually. |

Abstract |
In this paper we describe the approach adopted and experiences gained during a project to develop a general architecture that aims to harness advanced sensor, modelling and Grid technologies to assist emergency responders in tackling emergencies (specifically fire emergencies). Here we focus on the command and control aspects of this architecture, and in particular, on a query-based approach that has been adopted to allow end users to interact with available models of physical and other phenomena. The development of this has provided a number of insights about the use of such models, which along with the approach itself, should be of interest to any considering similar applications. |

Abstract |
Making sense of the current state of an emergency and of the response to it is vital if appropriate decisions are to be made. This task involves the acquisition, interpretation and management of information. In this paper we present an integrated system that applies recent ideas and technologies from the fields of Artificial Intelligence and semantic web research to support sense-and decision-making at the tactical response level, and demonstrate it with reference to a hypothetical large-scale emergency scenario. We offer no end-user evaluation of this system; rather, we intend that it should serve as a visionary demonstration of the potential of these technologies for emergency response. |
