Abstract |
People with sensory disabilities, like anyone else, need access to timely emergency and weather warnings information. Primary information sources, radio and television broadcasts, do not consistently serve the needs of the 28 million people who are deaf or hard-of-hearing, or the 11 million people who are blind or have low vision. Alert systems, services and products are developing text and audio alert capabilities to serve these populations but many inconsistently support appropriate modalities and accessible interfaces. Funded by the US Department of Commerce, WGBH is uniting emergency alert providers, local information resources, telecommunications industry and public broadcasting representatives, and consumers to research and disseminate replicable approaches to make emergency warnings and community-based information accessible. Through research with consumers and the public warning community, and delivery and device testing, an information model is being developed with recommended accessibility extensions to emergency system protocols, technologies and services for cross-platform delivery. © 2006 WGBH Educational Foundation. |

Abstract |
The environment of many HROs in modern, western countries have undergone dramatic changes in the last decades. They have changed from High Reliability Organizations (HROs) into High Reliability Networks (HRNs). In nearly all industries, the formerly vertically integrated, state-owned monopolies were 'unbundled' and in many segments, competition was introduced. Consequently, the services of modern-day large-scale technical systems are provided by networks of organizations. In-depth research in a number of infrastructure industries explored the consequences of these changes for the reliable provision of services in networks of organizations. In networks of organizations, reliability is increasingly achieved through 'real-time' management. This paper highlights three important consequences of these findings and provides some tentative conclusions about their effect on the design and use of Information Systems in complex, large-scale technical systems. |

Abstract |
This research project investigated the incident response mechanism used by the chemical industry for handling extremely hazardous chemicals. The mechanism was described as the policies, procedures, practices, tools, and methods used to conduct incident response. The results from the study determined what technologies, specifically software and information systems, could be utilized to improve the chemical facility incident response mechanism. The chemical industry is responsible for process safety management at all of its facilities, especially those that have off-site consequences in the event of an unplanned release. The processes and procedures of local, regional and national emergency responders have been studied thoroughly. An area of research that is lacking is the study of incident response policies and procedures within the boundaries of a chemical site. Results of the analysis determined that the chemical industry, in general, does not take advantage of available information technology when responding to unplanned releases. |

Abstract |
Crisis detection can help enterprises to make full preparation to respond real crisis, so it is an important field to promote enterprises' competition and keep them develop continuously. Crisis in enterprises may be caused by many factors and most of them are very common and necessary parts in normal operating procedure. This paper takes these parts as crisis signals indicated in many managing books. Group decision-making strategy is put forward to help enterprises to analyze crisis signals based on the characteristics of the decision-making procedure. To get a meaningful and credible result, AHP is used to support the whole procedure. To exhibit the role of managers, system cluster is used to classify experts involved in decision-making procedure. An example to analyze a key engineer's dismissing is given to illustrate the decision-making procedure and to prove the efficiency of this idea and AHP method. |

Abstract |
Informal communication channels are often the primary means by which time-sensitive hazard information first reaches members of the public. The capacity for informal communications has been recently transformed by the widespread adoption of social media technologies, such as the micro-blogging service Twitter, which allows individuals to interact with a broad audience over great distances. During a disaster or crisis event, this networked communication mechanism provides a means to communicate information and facilitate collaboration both locally and among distributed networks. This paper examines the use of Twitter following a technological disaster, showing how geographically dispersed individuals broadcast information about the impact of the disaster and its long-term effects, in contrast with the dearth of participation among public officials and industry representatives. Non-local users challenged authoritative accounts of the disaster and corrected misinformation. Conclusions are provided for policy makers and suggestions are offered for further research. |

Abstract |
In a relatively new area of research for crisis management, this working paper presents a preliminary discussion of some of the privacy and ethical implications surrounding the use of social media in the event of a crisis. The paper uses the chaos caused by the eruptions of the Eyjafjallajokull volcano in 2010 to contextualise the analysis. It begins by presenting two case studies of the use of social media by members of the public and the aviation industry during the crisis caused by the ash plume. The paper then proceeds to briefly highlight some select ethical and privacy implications stemming from the use of social media such as privacy infringements and inequality. The paper concludes by briefly summarising the findings of the paper and considering next steps for future research in this area. |

Abstract |
In order to solve such problems as half-structured and non-structured data analysis in enterprise crisis predicting system, a predicting system based on cluster and outlier data mining is put forward. The system organization, frame construction, function and working principles are illustrated. And the working process is showed by an example of cheat predicting. The experimental results show that this method is efficient and it is a new way to solve such problems. |
