Abstract |
Crisis situations generate tens of millions of social media reports, many of which contain references to geographic features and locations. Contemporary systems are now capable of mining and visualizing these location references in social media reports, but we have yet to develop a deep understanding of what end-users will expect to do with this information when attempting to achieve situational awareness. To explore this problem, we have conducted a utility and usability analysis of SensePlace2, a geovisual analytics tool designed to explore geospatial information found in Tweets. Eight users completed a task analysis and survey study using SensePlace2. Our findings reveal user expectations and key paths for solving usability and utility issues to inform the design of future visual analytics systems that incorporate geographic information from social media. |

Abstract |
A wide range of local, regional, and federal authorities will generate maps to help respond to and recover from a disaster. It is essential that map users in an emergency situation can readily understand what they are seeing on these maps. Standardizing map symbology is one mechanism for ensuring that geospatial information is interpretable during an emergency situation, but creating an effective map symbol standard is a complex and evolving task. Here we present preliminary results from research into the application of the ANSI 415-2006 INCITS Homeland Security Map Symbol Standard, a point symbol standard intended to support emergency management mapping for the U.S. Department of Homeland Security. This standard has so far not been widely adopted across the full range of DHS missions, and we elaborate on key issues and challenges that should be accounted for when developing future map symbol standards for crisis management. |

Abstract |
Uncertainty and risks are part of humanitarians' daily routine. Most of the time, infrastructures are damaged or non-existent, the political climate is highly volatile, communication means are insufficient, and so on. Therefore, humanitarian organizations often have to find original methods to implement their supply chains. They may also face recurrent problems, that requires them to change the way they operate. And yet, as they lack the time and resources to reflect on the lessons learnt, most of their best practices and issues are neither captured nor communicated. The aim of the study is thus to propose a framework to capitalize humanitarians' knowledge and know-how, to analyze both gaps and best practices and learn from one operation to another. To this end, we propose a framework derived from traditional Enterprise Modelling tools, adapted to fit relief chains' specificities. Field applications are then given to illustrate our approach and its beneficial effects. |

Abstract |
Efficient management of mass casualty incidents is complex, since regular emergency medical services structures have to be switched to a temporary “disaster mode” involving additional operational and tactical structures. Most of the relevant decisions have to be taken on-site in a provisional and chaotic environment. Data gathering about affected persons is one side of the coin; the other side is on-site patient dispatching requiring information exchange with the regular emergency call center and destination hospitals. In this paper we extend a previous conference contribution about the research project e-Triage to the aspect of patient data and on-site patient dispatching. Our considerations reflect the situation in Germany, which deserves from our point of view substantial harmonization. © 2012 ISCRAM. |

Abstract |
The next generation of information systems for emergency management will be based on information provided by large and diverse collections of sensors, including information supplied by human volunteers. Consequently there is more than ever a need to provide solutions to the integration question, so that the Common Operating Picture can truly and effectively provide the unified view required of it. This paper describes some work on the ontology of information that can contribute to a solution of the integration problem. To set the stage, the paper discusses the relevance of information integration to emergency management, and then goes on to describe a project that provided the catalyst for this work. Later sections introduce ontological research and proceed to use it to lay the foundations for an ontology of information. In the final sections we indicate how such an ontology can be used in the context of emergency management. |

Abstract |
Greene County in Dayton, OH houses Wright Patterson Air Force Base (WPAFB), whose estimated 2009 economic impact within its Metropolitan Statistical Area (MSA) is $5.17 million. Despite its military/strategic importance as the largest base in the U.S. Air Force, literature search did not uncover a published comprehensive risk analysis for WPAFB, or even Greene County, across the entire spectrum of hazards from natural to technological to man-made (including terrorism). This paper presents a summary report on risk determination and economic impact data for Greene County and WPAFB (within Greene County) in the context of riverine flooding, using FEMA's HAZUS-MH tool. It is hoped that the results will further the regional compilation of data and thus prove of use to the local disaster management community while generally growing the overall body of work in risk analysis. Future work aims to expand regional risk determination to other natural disasters and terrorism scenarios. |

Abstract |
A major crisis or disaster attracts a response from multiple organizations. These organizations need to work together as a coalition. To do so effectively, they must share information. Differences in organizational culture give information a scarcity value, leading to the emergence of information markets. As the crisis progresses, organizations learn to work together, building up trust and lowering the “price” for information shared. Organizations that have worked together in previous crises have a price advantage. In short, the information sharing changes dynamically. Evolutionary game theory – And the minority game in particular – has been recently applied to markets in which physical goods are exchanged. This paper presents the first results from simulating an information sharing market in crisis response coalitions as a minority game. |

Abstract |
There are problems for managing and sharing geo-data effectively in Turkey. The key to resolving these problems is to develop a harmonized geo-data model. General features of this model are based on ISO/TC211 standards, INSPIRE Data Specifications, and expectations of Turkey National GIS actions. The generic conceptual model components were defined to harmonize geo-data and to produce data specifications. In order to enable semantic interoperability, application schemas were designed for data themes such as administrative unit, address, cadastre/building, hydrographic, topography, geodesy, transportation, and land cover/use. The model, as base and the domain geo-data model, is a starting point to create sector models in different thematic areas. Disaster Management Geo-data Model model was developed as an extension of base geo-data model to manage geo-data collaborate on disaster management activities. This model includes existing geo-data special for disaster management activities and dynamic data collecting during disaster. |

Abstract |
This document describes the OASIS Common Alerting Protocol (CAP) standard, review its history and current status, and propose some directions for its future application and development. This XML content standard specifies a canonical data model for alerting, warning and notification messages. By abstracting the essential elements of effective warning messages from the underlying delivery technologies, CAP simplifies the integration of diverse warning delivery systems and provides a simple template for the creation of alerts and warnings. CAP is being used in a variety of warning systems and applications, but its full potential has yet to be exploited. |

Abstract |
For more than half a century the Emergency Operations Center (EOC) has been a key component of emergency management (EM), homeland security and business continuity practice. Changes in the technical, threat, economic and social environments are placing new pressures on the concept of the EOC in the public, private and community sectors. Investigation of the desirable attributes of a “Next Generation EOC” has led to alternative EOC roles and configurations. This paper describes emerging pressures on, and trends in, emergency and business contingency management systems, and describes a research program to explore solutions to both new and persistent design challenges. |

Abstract |
Security of network assets is a high priority with little traditional return on investment. Increasingly, cyber attacks are being used by both terrorist and unfriendly government organizations. The HACKING Game, a Cross Impact Analysis planning tool, can be used to plan security resource allocation in computer networks. Cross Impact Analysis provides a mathematical basis to determine the interrelationships of one event with a set of other events. Output from the HACKING Game's Cross Impact Analysis model can be used to help justify security expenditures, with an added benefit of being a training tool for employees learning to protect networks. This paper presents details of the Hacking Game's design and its capabilities. Cross impact modeling can be used to develop games for any situation characterized by a set of offense and defense events to produce an individual or collaborative model for such things as natural and man-made disasters. |

Abstract |
Planning processes, including simulations and games, can help emergency workers to prepare for the unexpected. Rehearsal using software based gaming techniques not only helps planning, but is also cost effective. Computer-based groupware systems can make experts available regardless of location. A new approach, Virtual Simulation (VS), uses networking to create a flexible learning and planning environment. To date two prototype trials of this approach have been implemented at NJIT with major revamps between each one. This paper gives the results of the latest prototype trial, a simulation of attacks on university computer centers. The insights from this second prototype trial of virtual simulation will help us to improve the design and approach for future offerings. |

Abstract |
The hypothesis of this study is that collaboration between fire and rescue services and new actors, with basic rescue skills, might be a cost effective way to improve emergency response. Interview studies of collaborations between fire and rescue services and security officers in three Swedish municipalities are presented. Seven semi-structured interviews are conducted with representatives from the security officer companies, the fire and rescue services and security managers at the municipalities. The method used to evaluate the collaborations quantitatively is Cost-benefit analysis. The collaborations have positive economic effects for society that most likely outweighs the costs. There also exist several external effects that are not possible to value monetarily, but that represent positive values for society. The results and their generalizability are discussed, as well as the possibility for these new collaborations to improve crisis management. |

Abstract |
This paper examines the problem of achieving efficient inter-organizational collaboration during emergency response. The authors interviewed 11 representatives from Norwegian emergency agencies and supporting organizations about a hypothetical scenario involving a large-scale chemical incident. The interviews resulted in the identification and categorization of more than 45 actors that would be involved in the response effort, clarification of the individual capabilities and knowledge those actors would possess, and descriptions of how they would interact and communicate with each other. The results illustrate the complexity and necessity of achieving inter-organizational collaboration by showing how capabilities and knowledge are distributed and communicated across different actors, and suggest that such communications are mainly verbal. Based on this, the paper discusses challenges and opportunities for improving inter-organizational collaboration in the future. |

Abstract |
Stakeholder perspectives on crisis management provide a useful descriptive framework for analyzing crises and making crisis narratives. However, their actionability for crisis management, i.e. possibility to use stakeholder management models into operational crisis management processes, remains an under-investigated question. The purpose of this article is to discuss the operational value of stakeholder frameworks for crisis management. Drawing on a qualitative case study of a successful crisis management process in a public transportation company, we investigate the activities set up by the crisis cell to manage internal and external stakeholders during the crisis. In our case, successful stakeholder management relied on: 1) good diagnosis capabilities for the design of an appropriate corporate positioning; 2) an ability to manage coherently a set of emerging and heterogeneous issues involving stakeSholders ; 3) the capacity to set up a tightly coupled form of organization, involving both crisis cell members and various anchorage points, i.e. specific actors involved in the project before the crisis, who were already in contact with key stakeholders as part of their day-to-day activities. We then discuss the practical and theoretical implications of this analysis and the potential value stakeholder perspectives for crisis management. |

Abstract |
Forecast and plan response to incidents are fundamental to create a Command and Control Center (C2 Center). However, some incidents are considered chaotic and are completely understood only after happening. These unforeseen incidents pose challenges to plans of such centers and if not properly managed, may result in failures. This article describes how the Integrated C2 Center of Rio de Janeiro City (CICC-RJ) responds to violent, unexpected and improbable events, especially related to protests that took place during the 2013 FIFA Confederations Cup. It aims to describe from the resilience engineering point of view how the CICC-RJ function to cope with incidents, where the structure has proved to be resilient, where it holds brittleness, and to suggest possible actions to help the center to become more resilient to upcoming events. |

While a crisis requires quick response of emergency management factors, ontology is generally represented in a static manner. Therefore, an adaptive ontology for crisis knowledge representation is needed to assist in coordinating relief efforts in different crisis situations. The paper describes a method of ontology modeling that modifies the ontology in real time during a crisis according to the crisis surroundings. An example of ontology use based on a sample Katrina crisis blog is presented. |

Abstract |
Recent disasters have shown that wireless sensors and unmanned systems are increasingly becoming a valuable aid for first responders. Depending on the kind of incident and its extent, different assets are to be used. The more diverse these assets are, the more complex their simultaneous use and coordination. Therefore, integrated solutions are needed which comprise all necessary components such as power supply, communication infrastructure, data acquisition and processing, decision support and information dissemination. In this paper, an architecture for an open framework is proposed and its advantages over dedicated solutions are discussed. The flexibility of the universal control station presented here is demonstrated using the example of integrating a smartphone as an additional mobile sensor. © 2012 ISCRAM. |

Abstract |
The effectiveness of emergency response largely depends on having a precise, up-to-date situational picture. With the World Wide Web having evolved from a small read-only text collection to a large-scale collection of socially created data accessible both to machines and humans alike, with the advent of social media and ubiquitous mobile applications, new sources of information are available. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. In this paper, we show an approach for turning massive amounts of unstructured citizen-generated content into relevant information supporting the command staff in making better informed decisions. We leverage Linked Open Data and crowdsourcing for processing data from social media, and we show how the combination of human intelligence in the crowd and automatic approaches for enhancing the situational picture with Linked Open Data will lead to a Web 3.0 approach for more efficient information handling in crisis management. © 2012 ISCRAM. |

Abstract |
Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness. |

Mass casualty incidents (MCI) are highly dynamic situations in which limited available resources need to be quickly and efficiently allocated. In this paper, we suggest considerable extensions to an allocation method that we presented in earlier work. The extensions address two major challenges: First, the need to balance real-world resource usage and second, the need to adapt to changing situations. Abstract |
In mass casualty incidents (MCIs) different authorities and organizations with safety responsibilities (BOS) act in highly dynamic situations. BOS operating in MCI-scenarios have a large demand of different information. SpeedUp, a German government-funded research project, wants to support this information demand. From an IT-perspective, our basic concept is to model available resources (e.g., sources of information and communicative devices) as services and flexibly combine them to the information demand of the BOS. To achieve this, we have to know which kind of information is needed by whom and explore the structures, tasks and roles of the BOS involved. In this paper we employed an interdisciplinary and user – centered approach. It is the result of a close cooperation of two research groups: one from the Intercultural Business Communication (IWK) and one from the chair of computer sciences. While the IWK focused on identifying information needs via expert interviews and observations, the computer scientists were looking at the possibilities for technical support of these needs. Only both disciplines together can achieve viable solutions. |

Collaborative information foraging refers to the collective activities of seeking and handling information in order to meet information needs. This paper delineates requirements for modeling salient factors that shape collaborative information foraging behavior of groups. Existing modeling approaches are assessed based on their adequacy for measuring identified salient factors that shape collaborative information foraging behavior. A view of information foraging behavior as a dynamic process is presented. Consequently, this paper purports that modeling methods employed to aid understanding of foraging behavior must allow for plausible explanation of the inherent dynamism in foraging activities. This work therefore provides an initial roadmap to defining salient factors that need to be addressed in order to adequately model collaborative information foraging behavior within teams that operate in extreme environments. Implications of this work in practice and research are discussed. |

Abstract |
As the deployment of situational awareness mechanisms such as geothermal sensors, use of social network sites, and information and communication technologies (e.g., cell phones) become increasingly widespread to emergency responders, the problem of alert analysis has become very important. Broadcast of large amounts of alerts sent back to command centers for processing may impair the ability of analysts to connect dots that may otherwise adequately enable them to make informed decisions in a timely fashion. This paper investigates trends and patterns embedded in alert notifications generated over a given period of time in order to uncover correlations that may exist in the data. Data for this study are obtained from the National Center for Crisis and Continuity Coordination (NC4). We employ classical time series analysis to understand, explain and predict trends and patterns in the data. This work presents results obtained thus far in the quest for the effect of passage of time on alert patterns. Implications of this work in practice and research are discussed. |
