Abstract |
The goal of this article is to introduce a platform (called Agility Service) that gathers and analyses data coming from both crisis response and crisis field by using the principles of Complex Event Processing. As a crisis situation is an unstable phenomenon (by nature or by effect of the applied response), the crisis response may be irrelevant after a while: lack of resources, arrival of a new stakeholder, unreached objectives, over-crisis, etc. Gathering data, analyze and aggregate it to deduce relevant information concerning the current crisis situation, and making this information available to the crisis cell to support decision making: these are the purposes of the described platform. A use case based on the Fukushima's nuclear accident is developed to illustrate the use of the developed prototype. |

Abstract |
The goal of this article is to introduce a plastic architecture of a survey system dedicated to any kind of geographical area that requires to be observed. The principle of this architecture is to allow to change dynamically the set of sensors that is used to monitor the area and also to provide an analyze system able to deal with this unstable set of sensors. Based on Event-Driven Architecture (EDA) technology, such a system does not provide new features compared with traditional set of static sensors connected through cables to dozens of bulbs lighting when a predefined subset of measures is not in the expected range. However, the introduced architecture provides a completely agile and dynamic system of measurement where neither the network of sensors nor the system of measure interpretation is static. |

Abstract |
In this paper we illustrate (a) the background and goals of the interdisciplinary research project SAFEST and (b) first insights from the socio-scientific part within the project. Technical systems are often established without considering explicitly ethical, legal, and social implications. This frequently leads to a lack of acceptance. This paper aims at compiling an analytical scheme that tries to demonstrate the relevance of the social context for the emergence of different modes of acceptance in reference to surveillance systems at airports. It is intended to guide the technical experts to deal with and reflect acceptance issues in the process of technical development. |

Abstract |
Disaster response requires communications among all affected parties including emergency responders and the affected populace. Wireless telecommunications, if available through a fixed structure cellular mobile network, satellites, portable station mobile networks and ad hoc mobile networks, can provide this means for such communications. While the deployment of temporary mobile networks and other wireless equipment following disasters has been successfully accomplished by governmental agencies and mobile network providers following previous disasters, there appears to be little optimization effort involved with respect to maximizing key performance measures of the deployment or minimizing overall 'cost' (including time aspects) to deploy. This work-in-progress does not focus on the question of what entity will operate the portable base during a disaster, but on optimizing the placement of mobile base stations or similar network nodes for planning and real time management purposes. An optimization model is proposed for the staging and placement of portable base stations to support disaster relief efforts. |

Abstract |
Emergency management tasks are inherently complex and dynamic, requiring quick knowledge sharing and decision coordination among multiple organizations across different levels and locations. However, there is a general lack of understanding about how to describe and assess the complex and dynamic nature of emergency management tasks and how knowledge integration help managers improve emergency management task performance. This paper describes a research project that aims at (1) developing the concepts of task complexity and uncertainty of emergency management tasks and (2) testing the mediating role of knowledge sharing and knowledge integration between emergency management task characteristics and performance. The overall research agenda, approaches, challenges and the advantages of utilizing a virtual Emergency Operations Center (vEOC) for this line of research are discussed. |

Abstract |
Business continuity planning for private sector organizations has not reached the level of readiness as has the public sector. This disparity has reached national attention as the Secretary of the U.S. Department of Homeland Security addressed it in a statement, “ensuring Americas small businesses have the critical information and training they need to better respond to disasters will strengthen the entire nations preparedness and resilience (DHS, 2010).” The release of this statement and the DHS program (PS-Prep) was a promise to provide the necessary tools to small business owners so they could build effective business continuity plans. The major contributions of this research will be to provide an evaluation of the applicability of PS-Prep to small businesses, and to provide the needs assessment for parallel research of leveraging the current capabilities of a Business Emergency Operations Center in the development of a Virtual Small Business Emergency Operations Center (VSBEOC). |

Abstract |
In this paper we describe the design and development of an interactive and generic agent based simulator, providing valuable support for organizing the emergency rescue plans of a large-scale accident. Analysis of real rescue activities has been conducted in collaboration with medical experts in order to understand the collaborative process and the involved actors and features. Based on the emergency analysis, an agent-based model and simulator was constructed including (1) the autonomous Agents – representing victims with evolving illness and rescuers (doctors, nurses, fireman) collaborating to rescue the first ones; (2) the Environment -representing the accident site having obstacles and dangerous areas and where the victims are initially spread and the doctors move to explore -perceive – treat and helpers evacuate; (3) the Interactions between rescuers – exploring collectively, evacuating by pairs, communicating directly or via artefacts- (4) the Organization of actors as distributed “independent” sub-teams in various site sub-zones or as a centralized whole team conducted by the rescue chief; and (5) the User interfaces allowing mainly initial configuration of the simulations (e.g. number of victims and states, followed strategies, rescuers behaviours), continuous visual control of the process of rescuing (e.g. site overview with acting-interacting agents, graphics, text descriptions), dynamic changes of parameters of an on-going simulation (e.g. adding new victims, adding new rescuers, or adding dangerous zones or new obstacles on sites) as well as step-by-step simulation. This simulation shows that it is possible to create a virtual environment with cooperating agents interacting in a dynamic environment. On-line and off-line analysis of simulation traces and results enable us first understanding complex situations in rescuing activities in large-scale accidents, and than planning for responding to crisis situation. This simulation approach is useful for identifying the best scenarios and eliminating potential catastrophic combinations of parameters and values, where rescue performance could be significantly impacted. © Proceedings ISCRAM 2004. |

Abstract |
Cooperation and mutual assistance in emergency situations is one of the main objectives of the Latin-American Association of Governmental Organisms of Civil Defense and Protection. To promote such collaboration m-ARCE has been developed; an ubiquitous mobile office for disaster mitigation where users can send and receive information anywhere and anytime. When a catastrophe happens in a country, and almost all infrastructure is destroyed, mobile technology, such as mobile devices and wireless networks, offers the user resources to ask for help and to manage it. Latin-American Countries often suffer catastrophes that provoke numerous human losses and major economic and social problems. International assistance and collaboration with the affected country is necessary to help in its recovery. The Web, like Internet, offers static office services to users who can access information using an infrastructure in indoor environments. On the other hand, mobile computing and networking use the Internet, together with mobile physical devices linked to it, and software platforms built upon it, to design and coordinate systems across countries. In the ubiquitous mobile office design, we describe how services, such as chat, email and wireless communication, should be configured for emergency situation. We make use of ubiquitous hypermedia -linked nodes in ubiquitous spaces- to ensure mobility and accessibility to the mobile device interface, such as PDAs and smartphones. |

Abstract |
Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain. |

Abstract |
This paper presents a research in progress about the French ISyCri project that aims at providing partners involved in crisis management with an agile Mediation Information System (MIS). Not only this MIS shoul support the interoperability of the partners' information systems but it is also dedicated to coordinate their activities through a collaborative process. One of the first and main steps towards such a MIS, is to elaborate a common and sharable reference model built to characterize crisis situations. Such a model is also an input for automated reasoning to elaborate and adapt a crisis solving collaborative process. This article presents the objective of the project, our approach and our first results: a UML metamodel of crisis situation and its corresponding OWL ontology on top of which deductions are possible. |

Abstract |
The possibility of crowdsourced information, multi-geographical and multi-organisational information flows during emergencies and crises provided by web 2.0 tools are providing emergency management centres with new communication challenges and opportunities. Building on the existing emergency management and social media literature, this article explores how institutions are using and adopting social media for emergency communication. By examining the drivers and barriers of social media adoption in two European governmental agencies dealing with emergencies, the paper aims to establish a framework to examine whether and how institutional resilience could be improved. |

Abstract |
Emergency response in disaster management using wireless sensor networks has recently become an interest of many researchers in the world. This interest comes from the growing number of disasters and crisis (natural or man-made) affecting millions of lives and the easy-use of new and cheap technologies. This paper details another application of WSN in the post disaster scenario and comes up with an algorithm for localization of sensors attached to mobile responders (firefighters, policemen, first aid agents, emergency nurses, etc) while assisted by a mobile vehicle (fire truck, police car, or aerial vehicle like helicopters) called mobile anchor, sent to supervise the rescue operation. This solution is very efficient and rapidly deployable since no pre-installed infrastructure is needed. Also, there is no need to equip each sensor with a GPS receiver which is very costly and may increase the sensor volume. The proposed technique is based on the prediction of the rescuers velocities and directions considering previous position estimations. The evaluation of our solution shows that our technique takes benefit from prediction in a more effective manner than previous solutions. The simulation results show that our algorithm outperforms conventional Monte Carlo localization schemes by decreasing estimation errors with more than 50%. |

Abstract |
Complex information and communication systems present a special challenge to system designers because these are generally deployed as large, distributed systems with diverse user groups. Crisis response and management organizations in particular expect systems to be interoperable, resilient, flexible and provide lasting benefit. Currently, systems such as Virtual USA (Department of Homeland Security) and WatchKeeper (United States Coast Guard) seek to create common situational awareness for all participating agencies in security and incident response operations. We propose adaptive development as a system development model to build upon the ideas of systems such as Virtual USA and WatchKeeper in order to create sustainable and adaptable systems. Adaptive development supports ongoing improvement through user-driven design and modification in the target environment. An internet-based dashboard demonstrated during a United States Coast Guard Sector Seattle incident response exercise serves as an emergent case study for the adaptive model. |

Abstract |
Disaster management and risk prevention in Algeria have undergone many changes in the recent years. Important efforts have been provided on the legal and organizational sides to set the right conditions for an integrated and collaborative framework for disaster management in the country. The aim is to address the lack of information sharing, coordination and collaboration among the involved organizations. However, although the enhancement of the organizational arrangements, several problems persist mainly related to the implementation of these measures. To address this issue, in this paper, we propose an IT based platform in the field of risks prevention and disaster management (DM). This platform provides decision support, enables information sharing, helps to enhance public awareness regarding risks and disasters, supports communication and dissemination of information and alerts in disaster situations and facilitates the implementation of regulation related to disaster management. |

Abstract |
There is considerable interest in advance technologies to support crisis and disaster management as they face the challenges of designing, building, and maintaining large-scale distributed systems able to adapt to the dynamics and complexity of crises. Candidate technologies include Service Oriented Architecture (SOA), related Semantic Web technology, agent-based architecture and cognitive architectures. Each embodies some principles of the Adaptive Architecture-including modularity, openness, standards-based development, runtime support and importantly explicitness. However, truly adaptive architectures for crisis management will require some deepening the knowledge architecture's content and not just its representation. Light and more robust ontological models of situations are discussed to show how better formalization of conceptual patterns like “participation” can be developed to support cognitive architectures. The feasibility of an ontological design pattern approach is described as an avenue for future research and development describing specific types of situations. |

Abstract |
The paper discusses the need for an easy-to-use, easy-to-administer measure that can capture shared understanding in a team of professionals working together towards a successful performance. In the paper the development of such a measure is described using two empirical studies. Command-and-Control tasks are complex and often dynamic, and a way of capturing the degree of which a team of individuals have a common understanding of priorities in such a task is imperative. Two studies are presented. In the first study students participated in a microworld experiment where they tried to rank order pre-determined factors in order to measure shared understanding. In the second study officers from the Swedish Armed Forces participated in an exercise where they rank ordered self-generated factors. |

Abstract |
The purpose of this work in progress paper is to report on the method development of the Shared Priorities measure to include content analysis, as a way of gaining a deeper understanding of team work in crisis/emergency response. An experiment is reported where the performance of six trained teams is compared with the performance of six non-trained teams. The experiment was performed using an emergency response microworld simulation with a forest fire scenario. Dependent measures were simulation performance, the Crew Awareness Rating Scale (CARS), and content analysis. Trained teams performed better and scored higher on measures of team behaviors. |

Abstract |
In this paper we take a system theoretic perspective to the process of security risk identification in the context of city councils. Based on this approach, we construct a framework that helps to identify risks. We analyze why this methodological framework is suitable for the risk identification process. Research in fifty Flemish city councils reveals the usefulness of our approach of combining a perceived vs. objective perspective with a technical vs. organizational one. We believe such a framework offers a workable tool for dealing with IS security risks in a systems thinking way. |

This paper presents descriptive accounts from the work conducted at a Swedish fire and rescue service's command centre during a high risk protest. Sensemaking has been applied as a theoretical lens on the empirical data. Two specific episodes has been selected to demonstrate how the process of sensemaking is manifested in the context of the command centre. The paper also includes implications for design suggesting how information systems for this context should be designed to better support sensemaking. |

Abstract |
Water distribution Networks (WDNs) are critical infrastructures that are exposed to deliberate or accidental contamination. Until now, no monitoring system is capable of protecting a WDN in real time. In the immediate future water service utilities that are installing water quantity and quality sensors in their networks will be producing a continuous and huge data stream for treating. The main objective of the project SMaRT-OnlineWDN is the development of an online security management toolkit for water distribution networks that is based on sensor measurements of water quality as well as water quantity and online simulation. Its field of application ranges from detection of deliberate contamination, including source identification and decision support for effective countermeasures, to improved operation and control of a WDN under normal and abnormal conditions. |

Abstract |
To overview the site of operation in case of an emergency is crucial for effective emergency management. This is a difficult task, in particular within large buildings or underground structures. Information about the whereabouts of the staff is a key element of effective disaster management. This paper presents an indoor positioning system which is able to track and locate people within buildings independent of any infrastructure (global navigation satellite system, WLAN installations, etc.). The system is based on inertial measurement units computing the track of its wearer and a component verifying this position estimates using floor plans of the building. This novel approach allows robust tracking and locating of action forces within buildings and underground structures. |

Abstract |
In the area of emergency response communication technologies, consideration of organization structure is critical in order to begin the understanding of user needs and optimize the development of effective technologies. User studies were carried out during the Wireless Deployable Network System European project-WIDENS. This paper discusses the information flow and spatial distribution of different European organizations involved in emergency response for various large-scale scenarios. The paper presents the operational view of emergency situation and related communication flows in several countries. Key results revealed that similarities exist in organizational roles, holding specific responsibilities in terms of location and task. Hierarchical arrangements and information flow may also be similar. However, difficulties lie in the efficient transmission of information due to slow information flow. Spatial distribution of personnel varies for scenarios. Future European studies are recommended for the advancement of our understanding of these newly addressed issues in public safety communication technologies and the needs of users in Europe. |

Abstract |
Post hoc evaluations made of crisis situations and exercises often point at communication as an important reason for the failure of the management and coordination of the crisis. Crisis managers have to deal with the problem that they (and all other actors in the field) don't have the right information to coordinate the efforts and solve the crisis situation. This paper examines the relation between the information available – more specifically the richness of the information and the distribution of the information – And the management and coordination of a typical man-made fast-burning crisis. The literature on decision making and situation awareness is reviewed and an experiment is conducted with 40 crisis managers in Belgium to assess the impact of the information. Initial results indicate a relationship between the ways a crisis team receives information and the achieved level of situation awareness, the difficulty of making decisions and the perceived complexity of the crisis. |

Abstract |
When disaster strikes, the emerging task environment requires relief agencies to transform from autonomous mono-disciplinary organizations into interdependent multidisciplinary decision-making units. Evaluation studies reveal that adaptation of information management to the changing task environment is difficult resulting in poor information quality, indicating information was incorrect, outdated or even unavailable to relief workers. In this paper, we adopt a theory-driven approach to develop a set of information management roles and dynamic capabilities for disaster management. Building on the principles of advance structuring and dynamic adjustment, we develop a set of roles and capabilities, which we illustrate and extend using two field studies in the Netherlands. By studying regional relief workers in action, we found that in tactical disaster response decisionmaking units, several information management roles are not addressed and that information managers are preoccupied with information gathering and reporting, whereas information quality assurance is not on the agenda. |
