Abstract |
There is significant gap in the literature and past research on Knowledge Management Systems (KMS) in the domain of disasters. This PhD research work is an action research to design and implement a web-based knowledge management system that aims to fill this theoretical gap in KMS for disasters and to improve the disaster planning and response efforts within an institutional context. The diagnostic stage results imply that the organisation can benefit from the implementation of an information system to support its disaster planning and response efforts. Current scenario at the State Crisis and Security Council (SCSC) in Malaysia revealed some real challenges pertaining to communication, coordination and knowledge processes between SCSC and its district level officers (DO). The proposition of this research is that a well-defined knowledge management system can successfully support disaster planning and response effort in organizations. |

Abstract |
Researchers and emergency management system designers constantly find ways to produce suitable systems that have best fit between technology, and tasks. However, there is significant gap in the literature on designing information system that places greater emphasis on situational qualities. We posit that situational qualities are as important as information system success qualities such as system quality, information/knowledge quality and service quality. This research work aimed to fill this theoretical gap in designing IS for disaster management and to contribute towards guiding design decisions for future emergency management information systems development. A prototype system called CEMAS was designed and developed to support current challenges in disaster management. The underlying guiding theory for CEMAS was situational qualities interweaved within information system success factors in the form of knowledge management system. This paper presents the evaluation results of CEMAS in a simulated environment for flood. |

Abstract |
One of the most important and costly aspects of recovery operations is debris collection and disposal. The unique nature of disaster debris and the extreme amounts generated as a result of the disaster event create challenges for decision makers that are not typically encountered during every day solid-waste disposal operations. This work-in-progress research is aimed at identifying the unique aspects of disaster debris disposal and the need for decision support, which addresses these unique aspects, to assist emergency management coordinators with allocating resources during on-going debris cleanup operations. We will present a decision support system framework, discuss aspects of the knowledge base, model base, and user interface, and show how an emergency management coordinator might use the system during ongoing daily operations using real-world data from a 2003 Atlantic hurricane. |

Abstract |
Natural disasters occur infrequently, limiting our ability to develop an inclusive knowledge base concerning such events. The ability to study, interpret, and document findings immediately following a damaging seismic event, is a critical step in furthering our understanding of events, allowing for effective awareness, mitigation, response, and recovery efforts. In the central United States, a Post Earthquake Technical Information Clearinghouse (PETIC) Plan has been developed to coordinate research activities, and to facilitate collaboration between the emergency management and research communities. Because a damaging earthquake in the central U.S. will impact several states, a Multi-State Technical Information Clearinghouse (MSTIC) Coordination Plan to link state technical information clearinghouses (STICs) is proposed. This paper describes beginning efforts to define the role and functions of a MSTIC as well as formalize plans with emergency management agencies to facilitate collaboration and coordination between STICs, the MSTIC. |

Abstract |
Crisis response authorities have to deal with the unpredictability of their population's behavior. One of the complex challenges is to understand the people's reaction after an official alert in a crisis situation has been issued. This paper elaborates a knowledge base to describe impacting factors on human reactions in alerting situations. For this purpose, a literature review in the theme of human behavior after warnings was conducted and augmented with information gathered in a series of interviews in German-speaking countries. The outcome is phrased as factors that might impact the human reaction to a warning. This knowledge base shall support crisis management practitioners in the elaboration of alerting strategies as well as allow researchers to systematically structure human behavior aspects for the purpose of modeling and simulating alert effects. © 2012 ISCRAM. |

Abstract |
ComPlan (A Combined, Collaborative Command and Control Planning tool) is an approach to providing knowledge-based decision support in the context of command and control. It combines technical research on automated planning tools with human-centered research on mission planning. At its core, ComPlan uses interconnected views of a planning situation to present and manipulate aspects of a scenario. By using domain knowledge flexibly, it presents immediate and directly visible feedback on constraint violations of a plan, facilitates mental simulation of events, and provides support for synchronization of concurrently working mission planners. The conceptual framework of ComPlan is grounded on three main principles from human-centered research on command and control: transparency, graceful regulation, and event-based feedback. As a result, ComPlan provides a model for applying a human-centered perspective on plan authoring tools for command and control, and a demonstration for how to apply that model in an integrated plan-authoring environment. |

Abstract |
This paper explores the use of knowledge management with emergency information systems. Two knowledge management systems that were utilized during Hurricane Katrina response are described and analyzed. The systems specified were developed by both federal agencies as well as grass root efforts without the support or mandate of government programs. These programs, although developed independently, were able to share data and interact in life saving capacities, transcending traditional geo-political boundaries. We conclude that emergency information systems are enhanced by incorporating knowledge management tools and concepts. |

Abstract |
Computer-based knowledge management systems are vital for disaster detection, response planning, and management. These systems aid in early warning, and provide decision support for disaster response and recovery management. Managing past knowledge for reuse can expedite the process of disaster response and recovery management. While early warning systems predict some disasters with remarkable accuracy, there is a paucity of knowledge management systems for disaster response and management. This paper outlines a case-based reasoning (CBR) knowledge management system that in effect, is a model of human reasoning since it is based upon the idea that people frequently rely on previous problem-solving experiences when solving new problems. A CBR knowledge management system results in efficient and effective disaster response and management. |

Abstract |
Agile crisis response organizations can be seen as actor-Agent communities, where artificial coordination strategies are applied to manage activities. This paper provides a classification of artificial coordination strategies, specified in terms of the Rasmussen's three-level model for supervisory control: skill, rule and knowledge based. Three distinct strategies to artificial coordination based on Rasmussen's levels are described. These approaches are applied in a small case study related to the problem of medic-casualty allocation in the crisis response domain. In terms of effectiveness and efficiency, the knowledge-level coordination strategies seem to be the most effective, where the skill-level strategies are the most efficient. Concerning flexibility there is a reverse trade-off with efficiency. Opposed to skill-level strategies, knowledge-level strategies easily adjust to changing operational requirements. On all aspects, the performance of rule-level strategies is in-between knowledge-level and skill-level strategies. The results of this work can be used to improve the performance and effectiveness of actor-Agent communities for mission critical applications. |

Abstract |
Handling highly dynamic scenarios as they arise in mass casualty incident (MCI) situations requires lots of information about the situation and an extremely flexible IT infrastructure that can assist in managing the inci-dent. Normally, rescue workers from different organisational cultures do not communicate across their organisa-tional boundaries, but in an MCI they have to efficiently collaborate in order to successfully manage the inci-dent. In this paper we argue that qualitative cultural analysis can provide important insights into the design of techno-logical systems that are to be deployed in inter-organisational settings like an MCI. We will show how the engi-neering of complex knowledge based systems for such scenarios can profit from the results of such an analysis. |
