Abstract Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain.

Abstract Maps, showing the tactical or the administrative situation at any particular time, play a central role in disaster management. They can be realized as interactive map mashups. In addition to classical information (weather, water levels, energy network, forces), they can also be used to present a view on citizen-generated content, e.g. from social media. In this paper we offer insights into how mobile map mashups can assist citizens during infrastructure failures that often occur in large-scale emergencies. Based on a review of approaches and mobile applications from literature and especially from practice, we present SOMAP (social offline map), a mobile app we developed in Android. It offers offline map functionality in terms of (A) pro-active loading and storing of potentially needed maps of the respective area as well as (B) the possibility of exchanging information from social media using Bluetooth. The application was evaluated qualitatively, to gain insights into the potential of such applications.

Abstract In time-sensitive environments such as disaster management, decision-making often requires rapidly gathering the information from diverse data sources and then visualizing the collected information to understand it. Thus, it is critical to reduce the overhead in data integration and visualization for efficient decision-making. Geospatial mashups can be an effective solution in such environments by providing an integrated approach to extract, integrate and view diverse information. Currently, mashup building tools exist for creating mashups, but none of them deal with the issue of data visualization. An improper visualization of the data could result in users wasting precious time to understand the data. In this paper, we introduce a programming-by-demonstration approach to data visualization in geospatial mashups that allows the users to customize the data visualization.

Abstract Geospatially-oriented social media communications have emerged as a common information resource to support crisis management. Our research compares the capabilities of two popular systems used to collect and visualize such information – Project Epic's Tweak the Tweet (TtT) and Ushahidi. Our research uses geospatially-oriented social media gathered by both projects during recent disasters to compare and contrast the frequency, content, and location components of contributed information to both systems. We compare how data was gathered and filtered, how spatial information was extracted and mapped, and the mechanisms by which the resulting synthesized information was shared with response and recovery organizations. In addition, we categorize the degree to which each platform in each disaster led to actions by first responders and emergency managers. Based on the results of our comparisons we identify key design considerations for future social media mapping tools to support crisis management. © 2012 ISCRAM.

Abstract Current GIS solutions for evacuation planning are frequently based on expensive and difficult to use commercial software solutions. These tools require a GIS analyst to generate and interpret results for decision makers. This paper introduces a web-based interactive mapping tool called EvacSpace that can provide emergency managers with actionable spatial information to develop plans for potential citizen evacuations in common emergency situations. Easy-to-use web mapping software and services are blended together with cloud computing methods to support interactive, visually-enabled evacuation planning and scenario evaluation. Here we show our current progress through a case study application to characterize the usefulness and utility of EvacSpace for the rapid, interactive development and assessment of evacuation plans.

Abstract Developments in information and communication technology (ICT) have adjusted the opportunities for spatial and temporal representations of data, possibly permitting the simultaneous visualization of how different regions and populations are affected during large-scale emergencies and crises. We surveyed 13 crisis-related mashups to derive some high-level design directions to guide the design and testing of next generation crisis support tools. The current web mashups offer a new way of looking at how crises are spatiotemporally ordered. However, since all technology is constrained by limitations of design choice, examining the limits and possibilities of what current design choices afford can inform attributes of what next generation crisis support tools would require.
