  Abstract This paper aims to lead a discourse on distributing mobile applications while having no access to cloud services. While in daily life people acquire applications via application stores, the access to those stores can be severely hampered in disasters. Instead of wishful thinking, i.e. hoping that people or manufactures would pre-install an (emergency) app before a disaster, we have started to investigate into Internet-less deployment mechanisms. We discuss five potential approaches of deploying apps in an ad-hoc fashion. Each approach is assessed against six criteria, while taking a stance that the smartphone is the minimally required deployment platform. This paper concludes with the observation that current mobile operating system providers do not provide “Internet-less” deployment mechanisms, although platforms as Android allow for this. This said, we hope that this contribution can spark further interest into the discussed problematic.

  Abstract In order to better understand the challenges specific to the deployment of collaboration technologies in crisis situations, we conducted an informal observational study of the deployment of Groove Virtual Office to various civil and military groups at the heart of the disaster zone over the course of ten days. We summarize both general lessons learned from observations of social and communication challenges in crisis situations that impact technology adoption, and make specific recommendations for improving the deployment process of Groove to enable cross group collaboration. We generally found that dynamic, informal social networks and lightweight ephemeral work groups were essential social structures in the relief effort, and we discuss the need to innovate technologies to support these alternative types of organizations. We encourage that current technology centric innovation for ephemeral workgroups is complemented by a usage centric approach to help address emergent behaviors and opportunities.

  Abstract Today, despite the obvious need, pre-hospital providers cannot send real-time electronic patient care information from the field to a receiving hospital. This lack of field awareness and inability to plan for the arrival-or anticipate the needs-of seriously ill or injured patients can lead to the misdirection of patients and the loss of valuable time in the early phases of resuscitation. We believe, however, that current technology can address these shortcomings and that is the focus of our research efforts. This paper discusses how several countries, including Israel, Sweden, Britain and the United States, are addressing the need to better triage patients from the field to an appropriate hospital or trauma center. It also introduces a potential solution, called iRevive, which uses emerging technology such as sensors, wireless WAN data transport, web services, artificial intelligence, and mobile devices to meet the dynamic needs of first responders and the hospitals they serve.

  Abstract Crisis communication during power outages poses several challenges. Frist, the causes of power outages are often events such as severe weather, which also lead to complications. Second, power outages themselves lead to limitations in everyday life. Third, communication infrastructures, that are necessary for crisis communication, are often affected. This work focuses on the communication of the organizations responsible for recovery work (emergency services, public administration, energy network operators) to the public affected by the power outage. Therefore this paper investigates the perception and the information demands of citizens and communication infrastructures in different scenarios. Taking the users' needs into consideration, an Information and Communication Technology (ICT) based concept for crisis communication, which combines general information with location-specific and setting-specific information was implemented as a prototype smartphone application and evaluated with 12 potential end users. ICT-based concepts can gain acceptance, however they should be understood as supplemental for some target groups and in some scenarios.

  Abstract The role of common citizens within the emergency management (EM) process is crucial in order to support efficiently the operators' activities during the response phase. Moreover, their participation is strictly related to their profile and their experience in previous events. In a previous contribution we identified the different roles that the citizens can play for an effective cooperation with the EM workers. In this paper, we introduce an emergency tool based on a mobile application designed to support the activities of the citizens acting as Agent. The Agents have specific capabilities recognized by the EM Operation Center (OC) to execute actions under the remote supervision of the EM operators. The proposed tool allows the Agents to receive information from the OC and to visualize it through an advanced visualization modality. In particular, available information is previously collected by the center from the witnesses and the affected people that have alerted about it.

  Abstract In the event of a disaster, high resolution knowledge of expected population distribution is a boon to the situational awareness of disaster managers and first responders. Knowing the expected locations of large throngs of people can greatly affect distribution of aid and response infrastructure. Effective dissemination of this information can be realized by using a myriad of readily available technologies.

With the modern proliferation of smart phones, pervasive Internet and freely available social media applications, population distribution can be estimated from the constant aggregation of crowd sourced data. Twitter and Instagram both publish geolocated data, which is then processed by a cloud-based, enterprise application to generate heat maps. The heat maps are then shown in a real-time geographic information system that is visible to any mobile device with a web browser.

  Abstract This research uses multiple methods to investigate the use of an enterprise mobile multimedia information system aimed at improving handover of patient and emergency incident information from pre-hospital Emergency Medical Services (EMS) to hospital emergency department providers. A field study was conducted across EMS and hospital organizations in the Boise, Idaho region of the United States for three months to examine use of the system and to assess practitioner perspectives. Findings include perceived benefits and challenges to using digital audio recordings and digital pictures, captured using a smartphone application, for improving the timeliness, completeness, accuracy, convenience, and security of patient information for handover in EMS; limitations on how much data can be collected in the field due to a wide variety of contextual constraints; and a need to better understand the value of video within the EMS handover context.
