Abstract In an increasingly networked society citizens at disaster sites utilize information and communication technology (ICT) to communicate needs or to share information. In order to understand better emergent possibilities and implications of applying ICT for supporting public participation in disasters, we surveyed 57 respondents regarding several key user aspects as perceived usefulness, socially related issues, or deployment. Surprisingly, our results show a clear tendency to use a disaster specific application instead of using everyday services as facebook or Twitter. However, such application poses the risk to loose its focus fading slowly away after once downloading it. Further study is needed to understand if these results are representative regarding public society. © 2012 ISCRAM.

Abstract This discussion paper focuses on conceptualizing the ultimate goal in disaster management, i.e. reduction of future risks and impacts and explicitly highlights how actions taken in various phases of integrated disaster risk management influence vulnerability and eventually overall risk characteristics. First, the advancement of the disaster management concept evolving from a cyclic perspective to a spiral view is described and the various stages of disaster management including risk analysis, mitigation, and response are explained. In an attempt to improve and advance disaster risk management, next, the concepts of foresight and prediction are described and its major differences are highlighted. Finally, the basic framework of risk governance is considered for integrating foresight and prediction and thus lifting disaster management to the next level. Active and transparent communication and participation is seen as the key for successfully implementing risk governance.

Abstract Flooding events are more impactful due to climate change, while traditional top-down approaches to flood management give way to new initiatives that consider citizens and communities as active strategic actors. Researchers and practitioners have started to place communities in the centre of creation processes or invite them to co-design digital platforms. However, many citizen science projects re-use well-known technological components without reflecting about how the technology is able to effectively support citizen participation in data generation, including the provision of flexible data storage and exchange. This paper describes a novel digital platform design which adopts cloud services to integrate official and citizen-generated data about urban flooding. It summarises the results of a participatory design process of a digital platform to collect, store and exchange flood-related data, which includes components such as data lakes, Application Programming Interfaces (APIs), and web and mobile interfaces. This work in progress paper presents insights and lessons learned from using cloud services to enable citizen participation and engage communities with flood monitoring.

Abstract This paper discusses the applicability of Cooperating Smart Spaces in the disaster management realm and their potential to increase the efficiency and effectiveness of rescue relief teams. The Cooperating Smart Space is a novel concept that combines and extends pervasive computing and social computing to support smart space management and community collaboration. Based on an analysis of current practice, we illustrate how the concept can be exploited in the assessment of a disaster scenario in order to improve information management, collaboration between expert teams and cooperation with online volunteers outside of the disaster zone. We present the results of an initial user evaluation by disaster management experts and conclude with important implications for the design of a Cooperating Smart Space platform. © 2012 ISCRAM.

Abstract In this research-in-progress paper, the role of social media during the two months of the Iranian post-election crisis in Summer 2009 has been studied. In search of emergent social phenomena, particular emphasis is given to online participation and collaboration throughout social network sites. This study demonstrates the extent to which such media can gain prominence and challenge traditional practices as well as challenging the next level of research and development of social media during crisis situations.

Abstract The University of Agder, Norway, has recently founded a Centre for Integrated Emergency Management (CIEM). The centre brings together a highly multi-disciplinary group of local and international researchers in technology and the social sciences. This paper presents an interdisciplinary vision for large-scale integrated emergency management that has been inspired by the transition from platform centric to Integrated Operations in the oil and gas fields, which uses remote emergency control centers collaborating virtually with local responders. The paper discusses some of the most salient research challenges for Integrated Emergency Management. © 2012 ISCRAM.

Abstract The goal of the paper is to discuss the framework for an interdisciplinary human-computer interactive technology that facilitates information and resource exchange and forms core groups for crisis management. The social networks discussed here are designed to incorporate local knowledge and participation and to foster institutional and academic ties by modeling interrelationships among global communities and exploring policy options. Social interactions between individuals and organizations are explored especially in situations when directed responses are helpful in predicting the complex interplay between social, political, and technological systems and practices that result in a transfer of information and resources in disaster situations. In the future, such networks shall identify patterns through which groups interact in responding to critical issues and shall incorporate more complicated actions by individuals and organizations allowing them to move away from a rigid path to manage disasters via the most situationally appropriate routes.

Abstract Emerging technologies provide opportunities for the humanitarian responders' community to enhance the effectiveness of their response to crisis situations. A part of this development can be contributed to a new type of information supply chains -driven by collaboration with digital, online communities- enabling organizations to make better informed decisions. However, how exactly and to what extend this collaboration impacts the decision making process is unknown. To improve these new information exchanges and the corresponding systems, an evaluation method is needed to assess the performance of these processes and systems. This paper builds on existing evaluation methods for information systems and design principles to propose such an impact evaluation framework. The proposed framework has been applied in a case study to demonstrate its potential to identify areas for further improvement in the (online) collaboration between information suppliers and users.

Abstract We propose Action Design Research (ADR) as an approach to promote user participation and mutual learning in the design and development of systems for emergency management based on social media technologies. We outline some design challenges related to the dynamic and evolving nature of social media, and emphasize an iterative design process that is strongly oriented toward collaboration and change involving both the researcher and the user community. In particular, we emphasize the transformative power of social media and argue for design approaches that take into account the new dimension of e-participation throughout the design process.

Abstract In this paper we will be discussing how the (semi-)professional actors involved in crisis management (police, fire-fighters, etc.) and the affected citizens can communicate and collaborate by the use of social software. After the definition of the term 'social software' we will provide the state-of-the-art on current social software use in crisis management. Drawing from this, we will present two case studies where we examined the social software use in 2010: First during the disruption of air travel due to the eruptions of Eyjafjallajökull volcano in Iceland, second during the crisis at a stampede at the Love Parade music festival in Germany. We identified weak points and further potentials and tested the validity of the American case study findings from literature for Europe. We will conclude with a concept for using citizens in inter-organizational crisis management with a social software infrastructure and a communication matrix for crisis management.

Abstract The emergence of social media provides an additional channel for broadcasting information to the public and support two-way communication between governmental stakeholders and the public during crisis. Research has focused on large-scale events, and few have investigated how social media can contribute to civic awareness and participation of small-scale incidents in a community-oriented context. Moreover, social media have been criticized because it is overabundant with noisy, inaccurate, and unprofessional information that are often misleading. This presents a serious challenge for community members to identify information that are relevant to a local incident. We introduce Community Incident Chatter (CIC), a smartphone application that is designed to aggregate information reported by formal news agencies and social media surrounding local incidents. Participants in a preliminary user study indicate that the community-oriented information presented in CIC is informative, relevant to the community, and has the potential of empowering community residents for responding to and managing local incidents.

Abstract In this paper we tell a version of the story of the bombing of the Boston Marathon. At first, two online groups gathered images, video and textual information concerning the bombing of the Boston Marathon and shared these with the FBI and amongst themselves. Secondly, these groups then created mechanisms to conduct their own investigation into the identities of the perpetrators. Finally, the larger national media followed the results of these online group investigations and reported these as fact to a national audience. We choose Twitter as our data repository and conducted quantitative analyses of tweets sent during the Boston Bombing. The implications for not incorporating public crowd participation within the standard operating procedures of emergency services may result in either a loss of public confidence in the slow-moving nature of official response to uncontrollable, dangerous and irresponsible public and media participation that exacerbates the negative effects of any disaster.

Abstract Major electricity breakdowns like the Northeast Blackout (USA) in 2003 or the blackout in most parts of Western Europe in 2005, have shown the fundamental role of electricity in our everyday life. The experiences of these accidents show that power suppliers, firefighters, police, county administration and citizens face multifarious challenges in inter-organizational communication, information and coordination processes during coping and recovery work. In this work-in-progress paper we describe early research dealing with inter-organizational issues in emergency management (EM). We are mainly focusing on supporting social practices in inter-organizational EM, for example collaborative interpretation of emergency situations, ad-hoc coordination or supporting citizen communication and helping routines. Identified from our experiences from related projects, discussions and literature studies, we suggest potential questions and future topics in user-driven software engineering processes for EM and domain specific problems, such as supporting citizen participation, coping with information uncertainties and quality variations or enhancing inter-organizational learning.

Abstract This paper describes the initial stages of the participatory design of a community-oriented emergency response system for a university campus. After reviewing related work and the current University emergency response system, this paper describes our participatory design process, discusses initial findings from a design requirement survey and from our interactions with different stakeholders, and proposes a Web interface design for a community response grid system. The prototyping of the system demonstrates the possibility of fostering a social-network-based community participation in emergency response, and also identifies concerns raised by potential users and by the professional responder community.
