Abstract Stakeholder perspectives on crisis management provide a useful descriptive framework for analyzing crises and making crisis narratives. However, their actionability for crisis management, i.e. possibility to use stakeholder management models into operational crisis management processes, remains an under-investigated question. The purpose of this article is to discuss the operational value of stakeholder frameworks for crisis management. Drawing on a qualitative case study of a successful crisis management process in a public transportation company, we investigate the activities set up by the crisis cell to manage internal and external stakeholders during the crisis. In our case, successful stakeholder management relied on: 1) good diagnosis capabilities for the design of an appropriate corporate positioning; 2) an ability to manage coherently a set of emerging and heterogeneous issues involving stakeSholders ; 3) the capacity to set up a tightly coupled form of organization, involving both crisis cell members and various anchorage points, i.e. specific actors involved in the project before the crisis, who were already in contact with key stakeholders as part of their day-to-day activities. We then discuss the practical and theoretical implications of this analysis and the potential value stakeholder perspectives for crisis management.

Abstract Control center staff is used to working with software applications for e.g. surveillance of production processes, for controlling and timing of industrial logistics, and for recording and filing incidents and actions. Yet, decision-support systems for emergency situations pose additional demands on employees in this domain. This paper reports first findings for psychological requirements for decision support systems in the rise of emergencies as identified in a federal German research project in the domain of public transportation. In control centers both the humans on duty who have to intervene during an emergency, and the technical system which provides decision-alternatives for supporting the action are considered. Based on findings of the project, psychological, technical and organizational requirements identified in interviews, observations, document analysis and additional relevant literature are generalized.

Abstract In the field of public transport, operators and first responders collaborate in the prevention of and reaction to security issues. In order to optimise their specific daily operational business needs in a timely manner heterogeneous information and communication systems are deployed. In case of an incident however it is crucial that the various involved parties exchange relevant information to develop a shared understanding and act in a coordinated way. Yet, heterogeneous communication and information system infrastructures often hinder this crucial flow of information. To address this shortcoming it is crucial to enable the design of interoperable system-of-systems approaches in this domain. This paper describes a conceptual model to construct system-of-systems environments in the domain of security in public transport. By building on the results of several European research projects this concept offers a starting point for modelling and documenting individual systems inside a system-of-systems architecture. © 2012 ISCRAM.

Abstract In public transport and at large urban hubs, such as metro or train stations, transport operators and first responders collaborate in the prevention of and reaction to security issues. Within the EU demonstration project SECUR-ED a specific notation for interoperability of information systems in the domain of public transport security was developed. (In this context, the interoperability of actual operating systems is not the focus.) Based on UML (Unified Modelling Language), the notation language offers the possibility for structured modelling of system-of-systems architectures. Four interoperability object templates and their interdependencies form the underlying basis. Domain-specific annotation rules and guidelines for interoperability objects and their sub-component structures allow collaboration and interpretation of this model on various granularities and stages during a systems engineering process. © 2012 ISCRAM.
