Abstract |
Distributed teams increasingly rely on collaboration environments, typically including chat, to link diverse experts for real time information sharing and decision-making. Current chat-based technologies enable easy exchange of information, but don't focus on managing those information exchanges. Important cues that guide face-to-face collaboration are either lost or missing. In some military environments, operators may juggle over a dozen chat rooms in order to collaborate on complex missions. This often leads to confusion, overload, miscommunication and delayed decisions. Our technology supports chat management. A summary display bar reduces the number of chat rooms operators need open by providing high level situational awareness pointers, in real-time, to: a) rooms with increasing message activity levels, b) rooms in which important collaborators are participating (those in the operator's social network), and c) rooms in which operator-selected keywords are used. This ability to peripherally monitor less critical chat rooms reduces operator overload, while enhancing the ability to rapidly detect important emerging discussion threads. © 2008 The MITRE Corporation. Abstract |
This paper presents a new information system, SAGE-B, structured to support all fundamental data related to dams and the elements associated to an emergency in case of a dam-break flood. Data such as information about the population located in the areas at risk or the vehicles available for rescue that are located in the areas impacted by the predicted flood are always changing. In order to support an effective update of the required information for emergency management, an emergency information system was conceived and proposed. This paper describes the motivation for this research and the basic requirements from an emergency management perspective. The platform has a modular architecture, developed in open and free technologies, which allows a continuous development and improvement. Examples of future developments include a multichannel emergency warning system, flood wave real-time forecast and dam-breaching real-time monitoring models. |

Abstract |
This paper is a case study of an emergency medical dispatch system that describes its operations and difficulties Emergency Management in Andalusia is the responsibility of the Internal Affairs Authority that operates in each province a Coordination Center that receives Emergency Calls and in cases where there is a medical emergency, passes the information to the Emergency Coordination Centers. The 112 Centers gather all the information generated in emergency situations and supposedly coordinate the response of the several emergency services (Police, and Fire Departments) that operate their own coordination centers. If necessary they send a medical request to the 112 Center that, acting as a hub, sends to EPES the information about the medical incident. |

Abstract |
A renewed method of macroseismic survey, based on voluntary collaboration through Internet, is running at Istituto Nazionale di Geofisica e Vulcanologia (INGV) since June 2007. The macroseismic questionnaire is addressed to a single non-specialist person; reported effects are statistically analyzed to extrapolate Mercalli-Cancani-Sieberg and European Macroseismic Scale intensity referred to that observer. Maps of macroseismic intensity are displayed online in almost real time and are continuously updated. The aim of the questionnaire is to evaluate seismic effects as felt by the compiler. The final result is the definition of a particular intensity degree, with the evaluation of the associated uncertainty. Results of medium-low magnitude earthquakes are here presented showing the ability of the method in giving fast and interesting results. Effects reported in questionnaires coming from towns are analyzed in deep and assigned intensities are compared with those derived from traditional macroseismic survey, showing the reliability of webbased method. |

Abstract |
The most popular micro blogging platform Twitter has been the topic of a variety of research papers related to disaster and crisis management. As an essential first step and basis for a real-time methodology to exploit Twitter for event detection, localization and ultimately semantic content analysis, a functional model to describe the amount of tweets during a day has been developed. It was derived from a corpus of messages in an exemplary area of investigation. To satisfy the different daily behavior on particular days, two types of days are distinguished in this paper. Moreover, keyword-adjusted data is used to point out the potential of semantic tweet analysis in following steps. The consideration of spatial event descriptions in relevant tweets could significantly improve and accelerate the perception of a disaster. The results from the conducted tests demonstrate the capability of the functional model to detect events with significant social impact in Twitter data. |

Abstract |
In a large earthquake, rescue operations and fire-fighting are obstructed by fire-spreading and street-blockages. Therefore, it is important to quickly collect and utilize disaster information for disaster mitigation. In this paper, firstly, we develop a Web application for posting and viewing information collected by users in real time. Using this system, it is possible not only to easily share disaster information among users but also to apply to damage forecast such as fire-spreading. Next, we demonstrate the usefulness of the Web application by the following evaluation view points: (1) relationship between the access time of emergency vehicles from fire stations to the locations of fires and the ratio of collected information on street-blockage which is assumed to be collected with this system; (2) reciprocating time between a server and a client which is dependent on the number of users and band limitation after the occurrence of a disaster. |

Abstract |
This paper summarises the contribution of EURATOM research to off-site emergency management in Europe over the past two decades. Effort initially focused on the development of methods and software that could be used to underpin the nature and extent of emergency management arrangements and policy. With time, and partially in response to accidents at TMI and Chernobyl, effort shifted to the development of a comprehensive decision support system that could find broad use in real time across Europe in order to better inform decisions on emergency management. The deployment of the developed system across Europe, largely so far at a pre-operational level, is described together with the opportunities this offers for more coherent response to any accident that may in future affect Europe and for better use of scarce resources, both human and otherwise. Indications are given of where further effort or initiatives should be directed with a view to ensuring that the major research achievements are fully and effectively exploited. |

Disaster response organizations are ad-hoc assemblies of multiple emergency services that collaborate with the goal to minimize the number of casualties and possible (infra)structural damage. In order to be effective, emergency personnel not only needs shared awareness of the situation but also awareness of the organization. Abstract |
Sensitive products supply chain and supply chain facing crisis management share several aspects. In both cases, several decision makers have to choose the best options most of the time under pressure, often in emergency and need to access numerous information from the field. This shared monitoring aspect put forward the visualization need to consider in each decision all the crisis potential impacts. Unfortunately, for the transportation steps we focus on, the current transport management systems do not reach these requirements. In this paper, focusing on supply chains during crisis situations, we present a new monitoring system with adapted functionalities. The added value is to connect in real time and relevant way the data from the field to the information on a shared model used to make reliable decisions. We use the French Blood Establishment supply chain to illustrate the proposition. |

Abstract |
While a crisis requires quick response of emergency management factors, ontology is generally represented in a static manner. Therefore, an adaptive ontology for crisis knowledge representation is needed to assist in coordinating relief efforts in different crisis situations. The paper describes a method of ontology modeling that modifies the ontology in real time during a crisis according to the crisis surroundings. An example of ontology use based on a sample Katrina crisis blog is presented. |

Abstract |
The Delphi Decision Maker system has been designed to support the decision making needs of crisis managers, considering factors such as stress, time pressure, information overload, and uncertainty. It has been built as a module for the Sahana Disaster Management system, a free and open source system. The Design Science research paradigm was used in an iterative development process. Triangulation was employed in the evaluation, analyzing the system against the research questions using both qualitative and quantitative statistics as well as proof of concept. Modifications need to be made for real world use. A second version of the system is under development. Research findings and future research are outlined in this work in progress. |

Abstract |
We describe an interoperability challenge that arose in Haiti, identify the parameters of a general problem in crisis data management, and present a protocol called Tablecast that is designed to address the problem. Tablecast enables crisis organizations to publish, share, and update tables of data in real time. It allows rows and columns of data to be merged from multiple sources, and its incremental update mechanism is designed to support offline editing and data collection. Tablecast uses a publish/subscribe model; the format is based on Atom and employs PubSubHubbub to distribute updates to subscribers. |
