Abstract |
Crisis Management Systems are evolving from human organizations making use of information systems towards three-layered networks of human actors, artificial agents and traditional information systems. In order to understand the qualities of such complex “COMBINED” systems a joint effort of the sciences of human and artificial systems is required. To ensure practical results, research efforts should anticipate engineering efforts by providing architectural mechanisms and patterns associated with the qualities and capabilities of Combined Systems as a whole. © Proceedings ISCRAM 2004. |

Abstract |
Today, despite the obvious need, pre-hospital providers cannot send real-time electronic patient care information from the field to a receiving hospital. This lack of field awareness and inability to plan for the arrival-or anticipate the needs-of seriously ill or injured patients can lead to the misdirection of patients and the loss of valuable time in the early phases of resuscitation. We believe, however, that current technology can address these shortcomings and that is the focus of our research efforts. This paper discusses how several countries, including Israel, Sweden, Britain and the United States, are addressing the need to better triage patients from the field to an appropriate hospital or trauma center. It also introduces a potential solution, called iRevive, which uses emerging technology such as sensors, wireless WAN data transport, web services, artificial intelligence, and mobile devices to meet the dynamic needs of first responders and the hospitals they serve. |

Abstract |
This research-in-progress paper reports on the use of microblogging as a communication and information sharing resource during a recent violent crisis. The goal of the larger research effort is to investigate the role that microblogging plays in crisis communication during violent events. The shooting of four police officers and the subsequent 48-hour search for the suspect that took place in the Seattle-Tacoma area of Washington in late November 2009 is used as a case study. A stream of over 6,000 publically available messages on Twitter, a popular microblogging site, was collected and individual messages were categorized as information, opinion, technology, emotion, and action-related. The coding and statistical analyses of the messages suggest that citizens use microblogging as one method to organize and disseminate crisis-related information. Additional research is in progress to analyze the types of information transmitted, the sources of the information, and the temporal trends of information shared. |

Abstract |
As part of its recently renewed interest in Africa, the European Commission has funded the 2-year project “AÏDA – Advancing ICT for DRM (Disaster Risk Management) in Africa”. AÏDA is primarily an inventory of the ICT situation in Africa – At continental, regional and national scales – To guide European funding decisions in R&D and capacity building in Africa. The first project objective was to develop a conceptual framework for the assessment of ICT for DRM, to serve as the basis for the in-depth regional and detailed studies in 4 countries. The purpose of this paper is to provide an overview of the structure of this CF and its principal findings. By evaluating existing ICT achievements that are or can be applied towards DRM, but also limitations and bottlenecks, the CF can also guide governmental or non-governmental agencies focusing on DRM in Africa, as well as to target research efforts. |
