Abstract Called the Wireless Internet Information System for Medical Response in Disasters, or WIISARD, the use of sophisticated wireless technology to coordinate and enhance care of mass casualties in a terrorist attack or natural disaster is the focus of a federally funded research project at the University of California, San Diego (UCSD). The project brings together broad-based participation from academia, industry, the military, and emergency responders from the City and County of San Diego.

Abstract Strong Angel III was a civilian military disaster response demonstration held in San Diego in /August, 2006. This demonstration resulted in the generation of a great deal of knowledge that can potentially benefit disaster response efforts world wide. This paper attempts to capture this knowledge and to reflect on the demonstration for its value to the community.

Abstract On September 8, 2011 the Great San Diego/Southwest Blackout occurred. Approximately 5 million people were affected by this blackout. This paper explores the availability of social media following such a crisis event. Contrary to expectations, the cell phone system did not have the expected availability and as a result, users had a difficult time using social media to status/contact family and friends. This paper presents a survey exploring the use and availability of social media during the Great San Diego/Southwest Blackout event. © 2012 ISCRAM.
