Abstract |
Simulation is an interdisciplinary science applicable to many branches of knowledge. One field in which simulation is relevant is decision making support (DMS), in which we use computers to run models of real or possible scenarios in order to evaluate alternative actions before carrying them out. We will obtain a useful simulation system only when the model (engine of the simulation process) has been made accurately to represent reality. Thus it is necessary to use a methodology that helps us to construct a simulation system. This paper presents some classifications of simulation systems and an introduction to the Monte Carlo method, with the objective of creating a framework of application of this method for the construction of simulation systems for decision making support in crisis management. One area of applicability is scenario-based simulations for training for cross-national teams to cooperate in large scale disasters. The final aim of this research will be the recommendation of standards and methodologies to build simulation systems in crisis management, specifically in decision making support. © 2012 ISCRAM. |

Abstract |
Computer and virtual simulation-based training (CST) offer several benefits for emergency response and management preparedness. However, organizations responsible for training are often hesitant to use CST, based on cost and perceived lack of benefit when compared to live simulation training (LST). This paper investigates how CST can complement LST, and how it contributes to achieving the necessary learning objectives for level one fire and rescue service incident commanders (ICs). Data and examples come from an experimental study with students from different fire and rescue services trained in the role of the IC in LST and CST, in a similar scenario. Results show the cost and benefits of the CST implementation based on evaluations from learners, instructors and responsible managers. Participants had a positive attitude towards using virtual simulations, but the results also point to barriers regarding the suitable design of learning scenarios and implementation. |

Abstract |
Australia is frequently hit by bushfires. In 2009, the “Black Saturday” fires killed 173 people and burnt hectares of bush. As a result, a research commission was created to investigate, and concluded that several aspects could be improved, in particular better understanding of the population actual behaviour, and better communication with them. We argue that agent-based modelling and simulation is a great tool to test possible communication strategies, in order to deduce valuable insight for emergency managers before new fires happen. In this paper, we extend an existing agent-based model of the population behaviour in bushfires. Concretely, we added a communication model based in social sciences, and user interactivity with the model. We present the results of first experiments with dierent communication strategies, providing valuable insight for better communication with the population during such events. This model is still preliminary and will eventually be turned into a serious game. |

Abstract |
Project management has become a standard in business. Unfortunately, the projects as well as companies are increasingly subject to major disruptions. In this context, it is of prime importance to have the ability to manage the risks inherent to these projects to best achieve their objectives. The existing approaches of crisis management in the literature no longer seem to be adapted to this new normality. The future of research lies in a more systematic crisis assessment and a better conceptualization of the uncertainty associated with risks. It is necessary to rely on the collection of heterogeneous data in order to maximize the understanding of the project environment and to find a way that best describes and visualizes the influence of crises on the project management processes. This article uses the POD approach and applies it in the context of project management to address these issues. |

Abstract |
This paper presents an overview of ongoing research into the development of an integrated framework aimed at adaptive co-ordination of emergency response to dynamic, fast evolving and novel events on a large-scale. The framework consists of (i) a decision support system, supported by rapid adaptive search methods, to enable the real time development of tailored response plans including emergency responder team composition and task allocation to these teams, and (ii) an agent-based simulation of emergency response to large-scale events occurring in real geographical locations. The aim of this research is to contribute to understanding how better agent-based simulation coupled with decision support can be used to enable the effective co-ordination of emergency response, involving the collective efforts and actions of multiple agencies (ambulance services, fire brigades, police forces and emergency planning units), to rapidly evolving large-scale unprecedented events. |

Abstract |
The undefined flow of execution of activities in an evaluation process hampers its implementation. A consistent evaluation process defines interrelated methodological steps that make it easier for the evaluator to lead the process. This article presents a process model for the evaluation of simulated field exercises in the emergency domain, including their sub processes and activities. The proposed model was derived from observations made during real situations of a simulated evacuation exercise of communities in high-risk areas in Rio de Janeiro (Brazil). The motivation came from the finding that the assessment of simulated field exercises is conducted by completing an activity report that does not follow a structural model, an evaluation program or a formal standard. The results of this research show the experts' satisfaction with the application of the model proposed for the development of an evaluation process. The same occurs when comparing to reports currently used by them for this purpose. |

Abstract |
We investigate an approach that allows exercise managers to design simulations with an explicit focus on building skills, rather than having to focus on all the objects and interactions that a simulation must have. Exercise managers may design exercises at various levels of abstraction and always independently of how those sessions are implemented in simulations, while simulation components that implement the design are assembled and to some extent, automatically, behind the scenes. We outline (1) how Answer Set Programming can assist exercise managers in exercise planning and (2) how automated stage and content generation may be used to invoke appropriate simulation components to realize the design. For deliberate and recurrent training of decision-making skills, stages and content must vary to avoid familiarity (testing effects). We conclude by distilling a main research hypothesis that stipulates how (1) and (2) represent two modes of automated reasoning (so-called deductive versus abductive) and how that distinction clarifies the planning task. |

Abstract |
There is a need for tool support for structured planning, execution and analysis of simulation-based training for crisisresponse and management. As a central component of an architecture for such tool support, we outline the design ofan AI-based scenario event controller. The event controller is a component that uses machine reasoning to computethe next state in a scenario, given the actions performed in the corresponding simulation (execution of the scenario).Scenarios are specified in Answer Set Programming, which is a logic programming language we use for automatedplanning of training scenarios. A plan encoding in ASP adds expressivity in scenario specification and enablesmachine reasoning. For exercise managers this gives AI-based tool support for before-action and during-actionreviews to optimize learning. In line with Modelling and Simulation as as Service, our approach externalizes eventcontrol from any particular simulation platform. The scenario, and its unfolding in terms of events, is externalizedas a service. This increases interoperability and enables scenarios to be designed and modified readily and rapidlyto adapt to new training requirements. |

Abstract |
Crisis communication research emphasizes the necessity for organized, informed, and effective strategies when engaging audiences. However it is often difficult to apply best practices from academic literature in real life situations. One way to bridge this gap is with an interactive simulation, which lets participants to test their ability to operate in a crisis. This paper describes the creation and implementation of an online crisis communication simulation developed for the Department of Homeland Security (DHS). The simulation uses a server-side software platform called ICONSnet?, which allows complexity in its design with both minimal overhead costs and human facilitation difficulties. |

Abstract |
An emergency plan is an important artifact used throughout emergencies. Therefore, it is crucial that this plan covers the different scenarios faced by emergency team and that the prescribed procedures generate the desired results. To achieve these goals, emergency plans need to be exhaustively tested prior to its adoption. Emergency teams usually use simulation to test plans, but it is an expensive approach, demanding the building of complex environments and tools to get realistic situations. To be ready to go through a simulation exercise, a plan should not have many or critical mistakes, otherwise the simulation exercise would be wasted. We present a paired approach to evaluate emergency plans before simulation exercises, by applying software engineering testing techniques: Formal technical review (FTR) and mutation testing. The expected result is a plan more ready to go through simulation, as many of the mistakes are eliminated prior to simulation. |

Abstract |
Communication and interoperability between different organizations of first responders has been a problem for a long time. There have been examples of failure in communication between different organizations at World Trade Center on 9/11, for example some of the police warnings were not heard by fire fighters that resulted in several lives lost. In most cases, network unavailability or incapability of coordination among networks causes much damage. Therefore, we present a highly reliable communication infrastructure that is suitable at ground zero where the existing communication network is damaged or unavailable. We used Hybrid Wireless Mesh Network (HWMN) as a candidate for communication infrastructure with the capability of working in a heterogeneous environment with different available backhaul technologies. In addition to the use of WMNs, we also present some special requirements for a cellular networks generated by simulation models investigating different scenarios that occur at ground zero. For example, when hurricane Katrina hit New Orleans, people outside the ground zero area could place a call, but were not able to receive phone calls. This happened because the cellular network elsewhere was not able to contact the Home Location Register (HLR), located at New Orleans. We, in this paper, propose a solution in which the important user or network information databases such as HLR and VLR (Visitor Location Register) are replicated to provide a sufficient amount of fault tolerance. |

Abstract |
For the Science and Technology Directorate (S&T) of the U. S. Department of Homeland Security, we developed agent-based computer simulation models of mass egress from a stadium and a subway station following one or more attacks with Improvised Explosive Devices (IEDs.) Anti-IED countermeasures we modeled included improved guidance to exits, baffles to absorb shock and shrapnel, and, for the stadium, egress onto the playing field. We found improved real-time information systems that provide better guidance to exits would substantially expedite egress and could reduce secondary (trampling and crush) casualties. Our results indicate that models like these can be useful aids to selecting countermeasures, and for training, preparation and exercises. We also discuss the unusual problems such models pose for real-time event management and for validation and evaluation. |

Abstract |
Crisis management (CM) is an aspect of command and control characterized by complexity, uncertainty, and severe time pressure. To address these challenges, CM teams can use collaborative work support systems (CWSS) to help plan their intervention and coordination activities. However, the use of CWSS is not necessarily beneficial and in some cases, can impede more than augment performance. Hence, it is essential to understand the impact of a CWSS on team performance and CM teamwork. We have developed a methodology to assess the effectiveness of CWSS by comparing the use of an interactive Smartboard with that of a traditional topographic map during team planning activities. To do so, a dynamic CM situation is simulated using a forest firefighting functional simulation – the C3Fire microworld. We compared two groups of participants on the basis of performance, communication, coordination efficiency, and planning quality. Based on a preliminary analysis, in comparison to maps, the use of a CWSS seems to be beneficial to planning activities and CM coordination. At this point the main contribution of the current on-going project is to provide a method and metrics for the objective assessment of new technology in the context of CM. |

Abstract |
The effectiveness of 'close to reality' training simulations is due to the fact that they provide a sense of immersion and allow several participants to interact naturally. However, they are expensive, time-consuming, difficult to organise and have a limited scope. We present a virtual reality training simulator which overcomes these disadvantages. We describe the approach and methodology and conclude with a discussion of the most crucial challenges when developing such a system. In this paper we would like to introduce the notion of cultural technologies which produce a sense of social as well as cultural immersion. We will discuss the main ingredients of such an immersion, in particular the notion of situated virtual interaction (how interactions in a virtual world can be comparable with human interactions in real situations). We also discuss on the role of interfaces (real time motion capture) and emotional expression in the design of such environments. © Proceedings ISCRAM 2004. |

Abstract |
During emergencies, it is often necessary to evacuate vulnerable people to safer places to reduce loss of lives and cope with human suffering. Shelters are publically available places to evacuate, especially for people who do not have any other choices. This paper overviews emergency shelter planning in disaster mitigation and preparation and discusses the need for better responding to people who need to evacuate during emergencies. Recent evacuation studies pay attention to integrating social factors into evacuation modeling for better prediction of evacuation decisions. Our goal is to address the impact of social behavior on the sheltering choices of evacuees and to explore the potential contributions of including social network characteristics in the decision-making process of authorities. We present the shelter utilization problem in South Carolina during Hurricane Florence and discuss an agent-based modeling approach that considers social community structures in modeling the shelter choice behavior of socially connected individuals. |

Abstract |
The purpose of this study was to develop a simulation model to evaluate bleeding control kit location strategies for a mass casualty incident scenario. Specifically, the event simulated was an explosion at a large sports arena. The model included a representation of the arena itself, simulated crowd movements following the detonation of an improvised explosive device, injuries and treatments, and different ways for immediate responders to help injured patients using tourniquets. The simulation model gave logically consistent results in the validation scenarios and the simulation outcomes were in line with the expected outcomes. The results of the different tourniquet location scenarios indicated that decentralized placement (more than one location) is better, easy access is important (between rather than at emergency exits) and that an increased number of available tourniquets will result in an increased number of survivors. |

Abstract |
Emergency Call Centers (ECCs) can be considered as the starting point of the pre-hospital emergency medical system. Although, ECCs exist everywhere, their business processes and their performance levels differ from one place to another, even sometimes in a same country. By definition, users expect a high level of performance, particularly regarding the waiting time and the processing time of the calls. Additionally, ECCs might have difficulties to manage sudden rise of activities following disasters impacting huge number of victims for instance. To support ECCs in their continuous improvement steps, this paper suggests an innovative framework and its associated tools to support both diagnosis of current organizations and enhancement of their performance. Concretely, the proposal is data-driven and simulation oriented. First experiments are shown in order to demonstrate the potential benefits of such an approach. Avenues for further research are also discussed. |

Abstract |
Our research is aimed at developing a quantitative approach for assessing supply chain resilience to disasters, a topic that has been discussed primarily in a qualitative manner in the literature. For this purpose, we propose a simulation-based framework that incorporates concepts of resilience into the process of supply chain design. In this context, resilience is defined as the ability of a supply chain system to reduce the probabilities of disruptions, to reduce the consequences of those disruptions, and to reduce the time to recover normal performance. The decision framework incorporates three determinants of supply chain resilience (density, complexity, and node criticality) and discusses their relationship to the occurrence of disruptions, to the impacts of those disruptions on the performance of a supply chain system and to the time needed for recovery. Different preliminary strategies for evaluating supply chain resilience to disasters are identified, and directions for future research are discussed. |

Abstract |
Unreliable communication networks, chaotic environments and stressful conditions can make communication during crisis events difficult. The current practice in crisis management can be improved by introducing ICT systems in the process. However, much experimentation is needed to determine where and how ICT can aid. Therefore, we propose a framework in which predefined modules can be connected in an ad hoc fashion. Such a framework allows for rapid development and evaluation of such ICT systems. The framework offers recognition of various communication modalities including speech, lip movement, facial expression, handwriting and drawing, body gesture, text and visual symbols. It provides mechanisms to fuse these modalities into a context dependent interpretation of the current situation and generate appropriate the multimodal information responses. The proposed toolbox can be used as part of a disaster and rescue simulation. We propose evaluation methods, and focus on the technological aspects of our framework. |

Abstract |
Due to the increasing danger of terrorist attacks, it is necessary to determine the preventive effects of security measures installed in e.g. public transportation systems. Since, there is no common practice to determine the preventive effects; we developed two different methodologies to analyse those effects, both are suitable for the assessment of security measures. The first method is a semi-quantitative method based on expert-estimations combined with a modelled process of an attack.The second method models the scenarios using a multi-agent-based simulation framework. Simulating a large number of runs, it is possible to derive values for indicators of interest on statistical basis. We show the suitability of both methods by applying them on a practical example of a public transportation system. In this paper we introduce both methodologies, show an exemplary application and present the strengths and weaknesses and how they can be linked to get an increased benefit. |

Abstract |
The need for better team measurement in realistic environments has been recognized as one of the key challenges that characterize the field of team work studies (Salas, Cooke, & Rosen, 2008). This challenge is particularly hard to address in the context of emergency response, due to the inherent complexity and dynamism of the domain. Emergency response is part of the emergency management cycle, and refers to the mobilization of the adequate actors and resources to mitigate the impact of an incident on the public and on the environment (Abrahamsson, Hassel, and Tehler, 2010). Emergency response often requires the cooperation of multiple agencies such as police, medical, and fire services, consequently increasing the complexity of such operations. We report of how SYnRGY – a human-centered emergency response technological tool – is embedded with extensive measurement and simulation capabilities to allow tracing of experts' task models in a silent and reliable way. We describe how these capabilities; combined with an innovative modeling technique – dynamic cognitive task modeling – can be used to extract experts' representations of the task. We discuss the importance of such a model for training, improvement of emergency response procedures and development of emergency response tools. © 2012 ISCRAM. |

Abstract |
This work aims to analyse an emergency response tabletop simulation exercise undertaken as part of Rio de Janeiro (Brazil) State?s Fire Department?s officer training program and conducted at Rio de Janeiro State?s Command and Control Center (CICC). Eleven groups of three officers acting as one played the roles of unit commanders. The exercise concerned the use of a set of SOPs and our research sought to identify sources of resilience and brittleness. From an initial scenario, the inserts escalated the action so as to require the commanders? responses to exercise 12 different SOPs, many simultaneously. This provided the context for the simulation´s main goal, which was to exercise and verify the knowledge, use, and suitability of the procedure related to the management of operational events of larger scale, duration, or complexity. Data collection and analysis followed cognitive task analysis methodology and included audio and video recording of the simulation and parts of its two preparation workshops. The simulated exercise showed the relationship between standardization and resilience. Not all of the expected SOPs set were utilized, in part due to the exercise design, in part due to gaps in participants? knowledge of SOPs, and in part due to acknowledged limitations of SOPs to deal with all cases real world contexts. This need for adaptation is an aspect increasingly present in complex systems, such as the one studied here, as the unexpected variability arising from the interaction between the many different elements that compose them can exceed the capacity of the SOPs to deal with it. Knowledge and analysis of the need for adaptation can contribute on different fronts: (i) better training for more conscious and safer recognition, planning and implementation of adjustments; (ii) the design or reformulation of SOPs better able to deal with real activity by considering aspects revealed by brittleness; and (iii) artefacts design to support these demands for recognition and enforcement, ensuring increasingly resilient, efficient and secure systems. |

Abstract |
The characteristics of a crisis cannot be predicted and no two crises are alike. The responders in a crisis also vary creating two axis of uncertainty that inhibit rapid and accurate scope definition of a crisis. How and what a responder chooses to communicate in a crisis can impact subsequent response efforts placing importance on the clarity and cohesion of information exchange. Training and increased practice of clear and accurate message content between responders is proposed to improve the situation details needed for rapid scope identification. SMS text-messaging is one viable, mobile interoperable communication technology, accessible for everyday use. This research studies message content exchanged between responders and begins with the message-prompt to message-response relationship during crisis response training. A web-enabled training application has been designed to simulate two-way SMS text-message exchange and captures communication responses based on defined task prompts. Leveraging Speech Act Theory and the use of plain language protocols for communication exchange, the SMS text-message responses are assessed for ongoing training and practice. |

Abstract |
Achieving interoperable communication across governmental agencies and jurisdictions remains a challenge and is simply taking time to implement. Initiatives to support agency interoperability continue. However, community responders remain in need of two-way device quick response tactics. SMS text-messaging is one viable interoperable communication technology that provides a bottom-up approach while offering benefits for everyday use. This research in progress studies the use of a web-based SMS text-message training application, designed to simulate two-way SMS text-message exchange. Speech Act Theory and the Theory of Planned Behavior are leveraged to carefully measure SMS text-message exchange. The overarching crisis scenario takes the role of the local community responder. Initial qualitative pilot results are presented and discussed, including next steps for this ongoing research. |

Abstract |
Crisis response relies on information dissemination and decisions made from real-time data. Sensor networks, especially in an environmental context, are a source of real-time data and used in both military and industrial applications for information gathering. However, sensor data usage for more pervasive system applications, especially mobile applications outside the battlefield, is limited. Mobile devices play key roles in crisis management, but little research exists on their effectiveness under duress. This research extends a previous study on user (responder) preparation in crisis management to mobile device readiness and real-time data acquisition. This paper steps beyond application use to focus on mobile device capabilities and the interface with wireless sensor networks towards an integrated mobile system framework that provides information and real-time decision data for crisis management. In particular, the approach being proposed incorporates novel strategies for maintaining battery life and connectivity among sensors and portable communication devices that are ideally suited for crisis management applications where “staying connected” is critical. |
