Abstract This paper takes on the challenge of designing situational awareness information systems that take into account not only the prevalence of so-called demons of situational awareness, but also situational disabilities that will typically occur in a disaster situation, both in the control room and in the field among the general public as well as first responders. It further outlines how a situational awareness information system process model can be adapted and used as a basis for designing situational awareness information support systems that address these issues with the help of Universal Design principles.

Abstract Police officers’ situational awareness during tactical intervention can be crucial for how they act and whether they use the correct level of force in extreme situations. This paper presents preliminary findings in ongoing research focusing on police tactical interventions and situational awareness. Twenty-one police officers were interviewed, and a video sequence of a shorter car chase was used to set the scene in the interviews. The interviewed police officers described their tactical decisions applying the standardized tactical approach applied in the Swedish police. In the analysis, a focus on how situational awareness is gained and how situational awareness is affected by tactical decisions is presented. The study indicates that the situational awareness process begins before the actual intervention (pre-intervention phase). During the actual intervention, situational awareness is very complex. Technology supporting police officers’ cognition, as well as management and control of one or many risk areas, is identified.

Abstract It is generally agreed in crisis management that a comprehensive visualization of the situation is crucial for an appropriate situational awareness of the staff personnel in control rooms. Therefore an expert group of fire officers in the German State North Rhine Westphalia developed a system for this purpose known as the “tactical wall”. The core of the system is a situation map of the relevant area with so-called tactical signs, i. e. defined graphic symbols for hazards, response units and tactical measures. Moreover, the assignment of response units to tactical sectors or staging areas as well as other relevant information such as the management organization is displayed at defined places within the wall. While the system was purely manual in its original version, a new digital version was recently developed. The user interfaces of this system are web-based and can by intuitively operated after a minor training effort.

Abstract Social Media data allows for profound analyses of user-generated content in order to predict or manage disasters and crisis situations. In this paper, we present an analysis of tweets from and about Al Za'atari, a refugee camp in Jordan close to the Syrian border. Our results are based on the analysis of location-tagged tweets by our “Avalanche” system in order to support an accurate situational awareness picture for on-site and off-site operators from relief organizations on evolving events and challenges.

Abstract Crisis situations generate tens of millions of social media reports, many of which contain references to geographic features and locations. Contemporary systems are now capable of mining and visualizing these location references in social media reports, but we have yet to develop a deep understanding of what end-users will expect to do with this information when attempting to achieve situational awareness. To explore this problem, we have conducted a utility and usability analysis of SensePlace2, a geovisual analytics tool designed to explore geospatial information found in Tweets. Eight users completed a task analysis and survey study using SensePlace2. Our findings reveal user expectations and key paths for solving usability and utility issues to inform the design of future visual analytics systems that incorporate geographic information from social media.

Abstract CURSOR (Coordinated Use of miniaturized Robotic equipment and advanced Sensors for search and rescue OpeRations) is an ongoing European H2020 project with the main objective to enhance the efficiency and safety of Urban Search and Rescue (USaR) operations on disaster sites. CURSOR's approach relies on the integration of multiple mature and emerging technologies offering complementary capabilities to an USaR system, so as to address several challenges and capability gaps currently encountered during first responder missions. The project's research and development are structured around an earthquake master scenario. CURSOR aspires to advance the state-of the-art in several key aspects, including reduced time for victim detection, increased victim localization accuracy, enhanced real-time worksite information management, improved situational awareness and rescue team safety.

Abstract In this paper, we describe the design, implementation, and evaluation of a mesh network based messaging application for the One Laptop Per Child XO laptop. We outline the creation of an easy-to-use OLPC Activity that exchanges Ushahidi-style messages with nearby OLPC users through the Internet or a mesh network. Our contributions are to implement an epidemic messaging scheme on mesh networks of OLPC XO laptops, to extend the Ushahidi web application to efficiently exchange messages with nodes in mesh networks, and to allow the Ushahidi server to distribute cures, notifications of message delivery, for each received message. Testing and analysis revealed substantial overhead is introduced by the OLPC's use of Telepathy Salut for activity sharing.

Abstract Social media allows the public to engage in the disaster response and recovery process in new and exciting ways. Many emergency management agencies in the United States are embracing social media as a new channel for alerts, warnings, and public outreach, but very few are mining the massive amounts of data available for use in disaster response. The research reflected in this paper strives to help emergency management practitioners harness the power of community volunteered information in a way that is still novel in most parts of the country. Field verification and research combined with survey results attempts to identify and solve many of the barriers to adoption that currently exist. By helping practitioners understand the virtues and limitations of this type of data and information, this research will encourage the use of community volunteered information in the emergency operations center.

Abstract Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness.

Abstract In this paper, we describe AsonMaps, a platform for collection, aggregation, visualization and analysis of near real-time, geolocated quantifiable information from a variety of heterogeneous social media outlets in order to provide emergency responders and other coordinating federal agencies not only with the means of listening to the affected population, but also to be able to incorporate this data into geophysical and probabilistic disaster forecast models that guide their response actions. Hurricane Sandy disaster is examined as a use-case scenario discussing the different types of quantifiable information that can be extracted from Instagram and Twitter.

Abstract The use of online Social Media is increasingly popular amongst emergency services to support Situational Awareness (i.e. accurate, complete and real-time information about an event). Whilst many software solutions have been developed to monitor and analyse Social Media, little attention has been paid on how to visually design for Situational Awareness for this large-scale data space. We describe an approach where levels of SA have been matched to corresponding visual design recommendations using participatory design techniques with Emergency Responders in the UK. We conclude by presenting visualisation prototypes developed to satisfy the design recommendations, and how they contribute to Emergency Responders' Situational Awareness in an example scenario. We end by highlighting research issues that emerged during the initial evaluation.

Abstract Microblogging sites such as Twitter can play a vital role in spreading information during “natural” or man-made disasters. But the volume and velocity of tweets posted during crises today tend to be extremely high, making it hard for disaster-affected communities and professional emergency responders to process the information in a timely manner. Furthermore, posts tend to vary highly in terms of their subjects and usefulness; from messages that are entirely off-topic or personal in nature, to messages containing critical information that augments situational awareness. Finding actionable information can accelerate disaster response and alleviate both property and human losses. In this paper, we describe automatic methods for extracting information from microblog posts. Specifically, we focus on extracting valuable “information nuggets”, brief, self-contained information items relevant to disaster response. Our methods leverage machine learning methods for classifying posts and information extraction. Our results, validated over one large disaster-related dataset, reveal that a careful design can yield an effective system, paving the way for more sophisticated data analysis and visualization systems.

Abstract In order to coordinate emergency operations and evacuations, it is vital to accurately assess damage to people, property, and the environment. For decades remote sensing has been used to observe the Earth from air, space and ground based sensors. These sensors collect massive amounts of dynamic and geographically distributed spatiotemporal data every day. However, despite the immense quantity of data available, gaps are often present due to the specific limitations of the sensors or their carrier platforms. This article illustrates how nonauthoritative data such as social media, news, tweets, and mobile phone data can be used to fill in these gaps. Two case studies are presented which employ non-authoritative data to fill in the gaps for improved situational awareness during damage assessments and emergency evacuations.

Abstract In this paper we present a new approach to enhance information extraction from social media that relies upon the geographical relations between twitter data and flood phenomena. We use specific geographical features like hydrological data and digital elevation models to analyze the spatiotemporal distribution of georeferenced twitter messages. This approach is applied to examine the River Elbe Flood in Germany in June 2013. Although recent research has shown that social media platforms like Twitter can be complementary information sources for achieving situation awareness, previous work is mostly concentrated on the classification and analysis of tweets without resorting to existing data related to the disaster, e.g. catchment borders or sensor data about river levels. Our results show that our approach based on geographical relations can help to manage the high volume and velocity of social media messages and thus can be valuable for both crisis response and preventive flood monitoring.

Abstract We report on the design, development, and evaluation of a user labeling framework for social media monitoring by emergency responders. By labeling Twitter user accounts based on behavior and content, this novel approach identifies tweets from accounts belonging to Individuals generating Personalized content and captures information that might otherwise be missed. We evaluate the framework using training data from the 2018 Camp, Woolsey, and Hill fires. Approximately 30% of the Individual-Personalized tweets contain first-hand information, providing a rich stream of content for social media monitoring. Because it can quickly eliminate most redundant tweets, this framework could be a critical first step in an end-to-end information extraction pipeline. It may also generalize more easily for new disaster events since it relies on general user account attributes rather than tweet content. We conclude with next steps for refining and evaluating our framework in near real-time during a disaster response.

Abstract In emergency management, the identification of hazards, analysis of risks, development of mitigation and response plans, maintaining of situational awareness and support of response and recovery are all complex responsibilities. A major accident brings together individuals belonging to many different organizations, having backgrounds in different fields of operation, and representing different organizational cultures. They have to absorb a large amount of information about the accident over a short period of time. In order to take effective action, actors are expected to work smoothly together, thus the flow of information from and to the actors involved is crucial. Nevertheless, there are certain problem domains in the different phases of emergency management, which may weaken the flow of information. In this paper we present the findings of the first round of a Delphi study in which we identified problem domains in communication both in long-term and short-term planning for major accidents.

Abstract Several studies on Twitter usage during disasters analyze tweets collected using ad-hoc keywords pre-defined by researchers. While recent efforts have worked to improve this methodology, open questions remain about which keywords can be used to uncover tweets contributing to situational awareness (SA) and the quality of tweets returned using different terms. Herein we consider a novel methodology for uncovering relevant keywords one can use to search for tweets containing situational awareness. We provide a description of the methodology and initial results which suggest our approach may lead to better keywords to use for keyword searching during disasters.

Abstract Distributed teams increasingly rely on collaboration environments, typically including chat, to link diverse experts for real time information sharing and decision-making. Current chat-based technologies enable easy exchange of information, but don't focus on managing those information exchanges. Important cues that guide face-to-face collaboration are either lost or missing. In some military environments, operators may juggle over a dozen chat rooms in order to collaborate on complex missions. This often leads to confusion, overload, miscommunication and delayed decisions. Our technology supports chat management. A summary display bar reduces the number of chat rooms operators need open by providing high level situational awareness pointers, in real-time, to: a) rooms with increasing message activity levels, b) rooms in which important collaborators are participating (those in the operator's social network), and c) rooms in which operator-selected keywords are used. This ability to peripherally monitor less critical chat rooms reduces operator overload, while enhancing the ability to rapidly detect important emerging discussion threads. © 2008 The MITRE Corporation. Abstract Engineering reconnaissance following an extreme event is critical in identifying the causes of infrastructure failure and minimizing such consequences in similar future events. Typically, however, much of the data about infrastructure performance and the progression of geological phenomena are lost during the event or soon after as efforts move to the recovery phase. A better methodology for reliable and rapid collection of perishable hazards data will enhance scientific inquiry and accelerate the building of disaster-resilient cities. In this paper, we explore ways to support post-event reconnaissance through the strategic collection and reuse of social media data and other remote sources of information, in response to the September 2013 flooding in Colorado. We show how tweets, particularly with postings of visual data and references to location, may be used to directly support geotechnical experts by helping to digitally survey the affected region and to navigate optimal paths through the physical space in preparation for direct observation.

Abstract Crisis communication is a key component of an effective emergency response. Social media has evolved as a prominent crisis communication tool. This paper reports how social media was used by authorities, critical infrastructure operators and journalists during the terrorist attacks that hit Paris on 13th November 2015. A qualitative study was conducted between January and February 2017 employing semi-structured interviews with seven relevant stakeholders involved in this communication process. The preliminary critical thematic analysis revealed four main themes which are reported in the results section: (1) social media is used in crisis times; (2) authorities gained situational awareness via social media; (3) citizens used social media to help one another; and (4) communication procedures changed after these critical events. In conclusion, authorities, citizens and journalists all turned to social media during the attack, both for crisis communication and for increasing situational awareness.

Abstract The Automated Remote Triage and Emergency Management Information System (ARTEMIS) project seeks to provide situational awareness to all level of commands in order to increase patient survival rate during emergencies. By moving the burden of triage off of the medic and into an automated system, more time will be able to be spent on casualty care rather than assessment. Continual monitoring of responders and casualties will alert medics of critical changes in a patient's health that might normally have gone undetected after a patient is initially triaged. ARTEMIS employs a network of embedded sensors worn by responders and casualties to gather the data required for greater situational awareness and to relay the data back to appropriate levels of command both on the field and in remote locations.

Abstract Common operational picture (COP) map-based interfaces display operational information to support integration of emergency responders. Such interfaces integrate different subsystems and present the resulting information into an overview for enabling situation awareness. Literature shows that they are often developed from non-user-centric perspectives and are defined in technological terms that are not adequately capturing the users' needs. Therefore, the aim of this particular work in progress is to get insight into the features and the role of COP map-based interfaces currently being used in Norway to (1) examine their content, functionality, and design; and (2) to understand how such displays are incorporated into the service context. This study structures the knowledge on map displays that constitute part of the COP services. Using workshop and interviews with the developers and users of existing COP map services, we identify requirements for a common operational symbology and common operational functionality to improve such map services and make them interoperable.

Abstract Recent findings from fieldwork conducted at emergency operation centers (EOC) suggest that currently deployed emergency management information systems (EMIS) are not supporting properly the anticipation of individual actions in cooperative work. We present these findings in this paper and introduce joint action theory as an interaction approach to design technologies that explicitly provide for this kind of support. Our main arguments are: (1) contemporary EMIS are affecting negatively cooperative work at EOCs due to their lack of support for the anticipation of individual actions; (2) Available theory that emphasizes the role of anticipation on cooperative work is not impacting on the design of EMIS due to misalignments between the theory and contemporary situations; (3) Joint action theory provides an alternative framework to correct these misalignments; and (4) Joint action theory provides designers of EMIS with guides for an interaction design that supports anticipatory actions in EOCs.

Abstract A suite of post-earthquake information products and assessment tools are produced and distributed by the U.S. Geological Survey (USGS) National Earthquake Information Center (NEIC). These products range from the rapid determination of earthquake magnitude and location to tools that provide situational awareness following earthquake catastrophes. The NEIC distributes earthquake location, magnitude, and supporting information through many sources including, text message, pager, and the Internet (e-mail, web-pages and RSS feeds). To aid in the rapid determination of an earthquake's impact, the NEIC has developed tools to 1) map the observed shaking intensity reported from the region affected by the earthquake (Community Internet Intensity Maps), and 2) quantify the number of people exposed to severe shaking (Prompt Assessment of Global Earthquakes for Response).

Abstract Social media platforms contain abundant data that can provide comprehensive knowledge of historical and real-time events. During crisis events, the use of social media peaks, as people discuss what they have seen, heard, or felt. Previous studies confirm the usefulness of such socially generated discussions for the public, first responders, and decision-makers to gain a better understanding of events as they unfold at the ground level. This study performs an extensive analysis of COVID-19-related Twitter discussions generated in Australia between January 2020, and October 2022. We explore the Australian Twitterverse by employing state-of-the-art approaches from both supervised and unsupervised domains to perform network analysis, topic modeling, sentiment analysis, and causality analysis. As the presented results provide a comprehensive understanding of the Australian Twitterverse during the COVID-19 pandemic, this study aims to explore the discussion dynamics to aid the development of future automated information systems for epidemic/pandemic management.
