Abstract Stakeholder perspectives on crisis management provide a useful descriptive framework for analyzing crises and making crisis narratives. However, their actionability for crisis management, i.e. possibility to use stakeholder management models into operational crisis management processes, remains an under-investigated question. The purpose of this article is to discuss the operational value of stakeholder frameworks for crisis management. Drawing on a qualitative case study of a successful crisis management process in a public transportation company, we investigate the activities set up by the crisis cell to manage internal and external stakeholders during the crisis. In our case, successful stakeholder management relied on: 1) good diagnosis capabilities for the design of an appropriate corporate positioning; 2) an ability to manage coherently a set of emerging and heterogeneous issues involving stakeSholders ; 3) the capacity to set up a tightly coupled form of organization, involving both crisis cell members and various anchorage points, i.e. specific actors involved in the project before the crisis, who were already in contact with key stakeholders as part of their day-to-day activities. We then discuss the practical and theoretical implications of this analysis and the potential value stakeholder perspectives for crisis management.

Abstract Although Y2K was neither an accident nor an unanticipated challenge, the millennium debugging represented a watershed event for crisis response and management, and the range of effects remains relevant in 2004. Not only information systems professionals, but also leaders and professionals in every application area saw computer systems as subsystems of their areas of responsibility and accountability. The acknowledged dependence of government, healthcare, utilities, transportation, services, and communications on reliable information systems widened the circle of stakeholders for crisis prevention, response, and management. Emergency preparedness and broad systems approaches to disaster and contingency planning were enhanced by the ubiquitous multi-year Y2K effort. The author emphasizes the investments, learning, leadership, and commitment in information systems control that occurred as part of the prevention stage of crisis management as a result of Y2K. The simultaneity, high stakes, and ubiquity of the millennium crisis permanently altered the circle of players with vested interests in and responsibility for information systems control. From government agencies to households, users realized that the scope of information systems design and reliability must extend beyond computer engineers and information systems professionals to ensure the general good. © Proceedings ISCRAM 2004.

Abstract This paper describes the development of a public emergency messaging system in Western Australia. A set of design criteria were identified by a review of relevant published literature, a survey of current practice in Australia, and consultation with local stakeholders. The system should support: Multiple Recipients, Multiple Channels, Multiple Hazards, Multiple Stakeholders, Multiple Senders, Multiple Platforms, and Write Once Message Composition. A prototype system was built according to these design criteria, based on the Common Alerting Protocol version 1.0. The design was validated in trials simulating messages sent during a tropical cyclone and a bushfire. A total of 56 trial participants from identified stakeholder groups were surveyed with regard to their experience of the prototype system. Overall, the prototype system functioned successfully and participants reported high levels of satisfaction. The paper describes this research project and the initial stages of the subsequent development of a production system, called APECS.

Abstract With the increased use of electronic patient files in Health Care Organizations (HCOs), addressing the risks related to the storage and use of patient information has become increasingly important to avoid intentional or unintentional disclosure, damage to or abuse of patients' personal health records. This has lead governments from various countries to introduce and impose information security standards for HCOs. The Dutch government introduced the NEN 7510 national information security standard; a standard derived from the international ISO 17799 norm. Preceding the implementation phase of NEN 7510 standard at a Dutch HCO, we conducted a field study to identify the information security risks as perceived by the main stakeholder groups in the HCO. We present the differences in the perceived information security risks and threats by end users, management and suppliers, and the degree to which these identified risks will be addressed by the implementation of the NEN 7510 standard.

Abstract The term semi-professional can be used to denote occupational groups that do not have emergency response as their primary profession but who get additional responsibilities within rescue and response, e.g. by performing a first response or assisting the professional emergency services. In this study, four different groups of possible semi-professional resources are analyzed and compared. Similarities and differences between the four groups are discussed. Factors, important for the successful implementation of a cross-sector collaboration of this kind, are highlighted. The preliminary results show that all four groups have the potential to act as semi-professional resources within emergency response. Interestingly, the basic requirements are the same for all groups, despite different prerequisites.

Abstract Giving adequate attention to training personnel within an organization to perform an activity of any kind

determines its success or failure. Training in emergency management is a key point and the participants must have

adequate preparation for each activity they carry out. The different activities in each emergency management

phase generate the appropriate training according to the role performed by stakeholders. The training is provided

through techniques and IT support tools that consolidate the knowledge imparted by the trainer. This paper

describes the initial steps in creating a capability model to support the training of stakeholders and ensure the

effectiveness of the response teams, as well as the appropriate actions of workers and citizens in an emergency.

Knowledge is consolidated through training, evaluation and feedback from practice. The proposed model is being

integrated in the QuEP framework to guide organizations in assessing and improving the management of their

emergency plans.

Abstract Resilience is understood as the ability of a system, community or society exposed to hazards to resist, absorb, accommodate, adapt to, transform and recover from the effects of a hazard in a timely and efficient manner. So far, dozens of measurement instruments have been developed to measure community resilience to disasters, considering each one different types of hazards (general, natural, climate, man-made, etc.) and communities (general, urban, rural, etc.). However, none of these instruments has been widely adopted yet. In this context, we discuss important gaps for resilience research and practice. Then, we propose a conceptual framework to review community resilience instruments, so to enhance their improvement through two facets (or dimensions) we propose of customization and integration. This framework is characterized by the following properties for community resilience instruments: encapsulation, intelligibility, geographical focus, hazard range focus, connectivity, adaptability to dynamic conditions, datification, and stakeholders' involvement. We look forward to apply this framework to review a purposive sample of community resilience instruments regarding natural disasters.
