Abstract |
Called the Wireless Internet Information System for Medical Response in Disasters, or WIISARD, the use of sophisticated wireless technology to coordinate and enhance care of mass casualties in a terrorist attack or natural disaster is the focus of a federally funded research project at the University of California, San Diego (UCSD). The project brings together broad-based participation from academia, industry, the military, and emergency responders from the City and County of San Diego. |

Abstract |
There is evidence that people increasingly use social networking sites like Twitter in the aftermath of terrorist attacks to make sense of the events at the collective level. This work-in-progress paper focuses on the content of Twitter messages related to the 2016 terrorist attack on the Berlin Christmas market. We chose topic modeling to investigate the Twitter data and the terror management theory perspective to understand why people used Twitter in the aftermath of the attack. In particular, by connecting people and providing a real-time communication channel, Twitter helps its users collectively negotiate their worldviews and re-establish self-esteem. We provide first results and discuss next steps. |

Abstract |
With the rise in the profile of terrorism and war since the September 11th terrorist attack, the Bali, Turkish and Madrid bombings, organisational stress has reached new heights. Companies have subsequently realised the need to provide more resources for their expatriate employees. A few companies are now developing online resources to help employees through these crises. The researcher sought to extend this approach by developing a trial Website for expatriates employees and their families that draws on the concept of 'Storytelling' as a form of 'Narrative Therapy'. The aim is to help expatriates and their families cope with the crisis by being able to share similar experiences, and further to provide them with links to useful resources to help them cope with the situation. This study began with the researcher reflecting on their own family experiences during the Libyan Revolution and then collecting stories from others who have shared similar experiences. This is a research in progress paper, and deals with the development of the concept and then a trial Website, which will be tested in subsequent research. © Proceedings ISCRAM 2004. |

Abstract |
Crisis communication is a key component of an effective emergency response. Social media has evolved as a prominent crisis communication tool. This paper reports how social media was used by authorities, critical infrastructure operators and journalists during the terrorist attacks that hit Paris on 13th November 2015. A qualitative study was conducted between January and February 2017 employing semi-structured interviews with seven relevant stakeholders involved in this communication process. The preliminary critical thematic analysis revealed four main themes which are reported in the results section: (1) social media is used in crisis times; (2) authorities gained situational awareness via social media; (3) citizens used social media to help one another; and (4) communication procedures changed after these critical events. In conclusion, authorities, citizens and journalists all turned to social media during the attack, both for crisis communication and for increasing situational awareness. |

Abstract |
This paper aims at studying the role of Wikipedia in social resilience processes during terrorist attacks. It discusses how Wikipedia users' specific skills are mobilized in order to make sense of the event as it unfolds. We have conducted an ethnographic analysis of several Wikipedia's terrorist attacks pages as well as interviews with regular Wikipedia's contributors. We document how Wikipedia is used during crisis by readers and contributors. Doing so, we identify a specific pace of contributions which provides reliable information to readers. By discussing the conditions of their trustworthiness, we highlight how historical sources (i.e. traditional media and authorities) support this pace. Our analyses demonstrate that citizens are engaging very quickly in processes of resilience and should be, therefore, considered as relevant partners by authorities when engaging a response to the crisis. |

Abstract |
Information security is an important part of almost any kind of Information System. Crisis Management Systems (CMS) are a type of Information System that deals with information which needs to be secure. No matter what kind of crisis, natural disasters, man-made crisis or terrorist attacks, the CMS security should not be compromised. There are many challenges regarding exchange of qualified information and interoperability between various Expert Systems and the CMS. It is important to have strong security in terms of technology, skills, security requirements, sensitivity of information and trust-worthiness (Vural, Ciftcibasi and Inan, 2010). Depending on the type of crisis situation, different sets of security components should be triggered, since the security requirements vary between situations. For example, a terrorist attack has different security requirements in the system compared to a natural disaster or a medical emergency. In this paper, the importance of Information Security in CMS will be discussed. Methods for secure exchange of qualified information are analyzed and a secure and dynamic Crisis Management Information Security System (CMISS) design is introduced. © 2012 ISCRAM. |
