Abstract |
Voice, analogue mobile radio, and paper have een successfully used for decades for coordination of emergencies and disasters, but although being simple and robust this approach cannot keep pace with todays requirements any more. Emerging and established digital communication standards open the door to new applications and services, but the expected benefit needs to be carefully evaluated against robustness, interoperability, and user-friendliness. This paper describes a framework for IT-supported management of mass casualty incidents, which is currently under implementation and study. The four pillars of the concept are handheld devices for use both in daily rescue operations and in disasters, autonomous satellite-based communication infrastructure, a distributed database concept for maximal availability, and psychological acceptance research. |

Abstract |
In this paper we describe the design and development of an interactive and generic agent based simulator, providing valuable support for organizing the emergency rescue plans of a large-scale accident. Analysis of real rescue activities has been conducted in collaboration with medical experts in order to understand the collaborative process and the involved actors and features. Based on the emergency analysis, an agent-based model and simulator was constructed including (1) the autonomous Agents – representing victims with evolving illness and rescuers (doctors, nurses, fireman) collaborating to rescue the first ones; (2) the Environment -representing the accident site having obstacles and dangerous areas and where the victims are initially spread and the doctors move to explore -perceive – treat and helpers evacuate; (3) the Interactions between rescuers – exploring collectively, evacuating by pairs, communicating directly or via artefacts- (4) the Organization of actors as distributed “independent” sub-teams in various site sub-zones or as a centralized whole team conducted by the rescue chief; and (5) the User interfaces allowing mainly initial configuration of the simulations (e.g. number of victims and states, followed strategies, rescuers behaviours), continuous visual control of the process of rescuing (e.g. site overview with acting-interacting agents, graphics, text descriptions), dynamic changes of parameters of an on-going simulation (e.g. adding new victims, adding new rescuers, or adding dangerous zones or new obstacles on sites) as well as step-by-step simulation. This simulation shows that it is possible to create a virtual environment with cooperating agents interacting in a dynamic environment. On-line and off-line analysis of simulation traces and results enable us first understanding complex situations in rescuing activities in large-scale accidents, and than planning for responding to crisis situation. This simulation approach is useful for identifying the best scenarios and eliminating potential catastrophic combinations of parameters and values, where rescue performance could be significantly impacted. © Proceedings ISCRAM 2004. |

Abstract |
In this paper we describe our work in progress on RAVEN, a framework, which makes it possible to build applications for collaborative editing of structured data on Android. RAVEN offers developers compile time tools, which use only the schema to generate all database handling components, edit and list user interfaces, as well as those needed for data synchronization, significantly reducing development effort. In addition, RAVEN also offers the ability to do the same work, entirely at runtime, using only a smartphone. With RAVEN it is possible to construct data oriented applications on phone at any time, including during a disaster. Users can share their applications simply by sharing the database and corresponding schema. Thus, RAVEN enables completely decentralized application creation, sharing, and data distribution, avoiding issues of connectivity to centralized resources. In this paper we show that with RAVEN it is possible to construct a new application at runtime and compare the results with an equivalent custom-built application. © 2012 ISCRAM. |

Abstract |
In dynamic settings, user interfaces can provide more optimal support if they adapt to the context of use. Providing adaptive user interfaces to first responders may therefore be fruitful. A cognitive engineering method that incorporates development iterations in both a simulated and a real-world environment is used to develop new adaptive concepts. In a simulated 3D-world, created with the Unreal Tournament game-engine, a team of emergency personnel have to rescue people and develop an understanding of the situation. We believe a game-based simulation environment can provide an effective platform for experiments in which crisis management situations can be created under controlled circumstances. Using this simulation, support concepts based on adaptive user interfaces can be developed and evaluated before they are implemented in a real-world setting. This paper describes the work that has been done, and presents the design of the planned experiments. |

Abstract |
Alerting the population during crisis using available communication systems can significantly reduce the impact of emergency situations. However, the understanding of the alert and trust by recipients is influenced by the alert message content and style. It is therefore desirable that alert messages are formulated with sufficient information and in a style that eases understanding of the message and fosters trust, so that the recommended protective actions are actually undertaken. Within the EU Alert4All project, an alert message dispatcher is being currently implemented, which disseminates alert messages through multiple communication systems in a harmonized manner, fostering best practices in the formulation of alert messages in a user-friendly manner. The design of the dispatcher features and graphical user interface was supported by a field practitioner workshop with participants from different European countries. This paper describes the workshop methodology, its results and the impact on the message dispatcher design. |

Abstract |
The first hours after a disaster are essential to minimizing the loss of life. The chance for survival in the debris of a collapsed building for example decreases considerably after 72 hours. However the available information in the first hours after a disaster is limited, uncertain and dynamically changing. A goal in the development of the Disaster Management Tool (DMT) was to support the management of this situation. Its module DMT-EOC specifically deals with problems of the members in an emergency operation centre (EOC) by providing a training environment for computer based table top exercises and assistance during earthquake disasters. The system is based on a flexible and extendible architecture that integrates different concepts and programming interfaces. It contains a simulation for training exercises and the evaluation of decisions during disaster response. A decision support implemented as a multi-agent system (MAS) combines operation research approaches and rule-base evaluation for advice giving and criticising user decisions. The user interface is based on a workflow model which mixes naturalistic with analytic decision-making. The paper gives an overview of the models behind the system components, describes their implementation, and the testing of the resulting system. |

Abstract |
One of the most important and costly aspects of recovery operations is debris collection and disposal. The unique nature of disaster debris and the extreme amounts generated as a result of the disaster event create challenges for decision makers that are not typically encountered during every day solid-waste disposal operations. This work-in-progress research is aimed at identifying the unique aspects of disaster debris disposal and the need for decision support, which addresses these unique aspects, to assist emergency management coordinators with allocating resources during on-going debris cleanup operations. We will present a decision support system framework, discuss aspects of the knowledge base, model base, and user interface, and show how an emergency management coordinator might use the system during ongoing daily operations using real-world data from a 2003 Atlantic hurricane. |

Abstract |
In recent years, we have developed a visual communication interface for reporting observations in which messages can be constructed using a spatial arrangement of icons. Each icon on the interface represents a concept or idea. This paper reports about research on a visual language interface, which allows users to create structured messages of icon strings simultaneously in a two-dimensional parallel and spatial configuration. The developed system provides drawing tools and predefined sets of icons that support a free and natural way to sketch and describe crisis situations. A coherent and context dependent interpretation of the icon configuration can be constructed by the employment of ontology. In addition, the interface is also able to convert the interpretation into crisis scenarios as feedback to the user on his/her input. |

Abstract |
As part of ongoing research into optimizing the response to large-scale emergencies, an agent-based simulation (ABS) is being developed to evaluate different rescue plans in silico. During the development of this software, decisions regarding its design have been required in order to best satisfy the following specific application requirements: (1) the construction of a sufficiently detailed virtual environment, representing a real geographical area; (2) the programming of a wide variety of agent behaviors using a minimal amount of code; (3) the computational handling of the “large-scale” nature of the emergency; and (4) the presentation of a highly visual user interface, to encourage and facilitate use of the software by practitioners involved in the project. This paper discusses the decisions made in each of these areas, including the novel use of policy-based class design to efficiently program agents. Future developments planned for the software are also outlined. |

Abstract |
In this contribution, we introduce a prototype of a decision support tool for cost-optimal response in security management. The threat situation of a closed infrastructure, exposed to multiple threats, and the corresponding response actions are modeled by a continuous-time Markov decision process (CMDP). Since the CMDP cannot be solved exactly for large infrastructures, the response actions are determined from a heuristic, based on an index rule. The decision support tool's user interface displays the infrastructure's current threat state and proposes the heuristic response actions to the decision maker. In this way, global situation awareness can be enhanced and the decision maker is able to initiate an almost cost-optimal response action in short time. |

Abstract |
This paper presents a domain-level user, task and context analysis for response technology, based on sociological studies of disaster and disaster response. The analysis examines three dimensions of disaster-scale, kind and anticipability-that have been linked to differences in response characteristics, including differences in individual and organizational responders and behaviors. It yields a number of implications for design, and reveals five domain-specific design requirements. It also offers systematic characterizations of users, tasks and contexts of response technology, that begin to structure the user interface design space, laying a foundation for a theory of design. This work provides a conceptual basis to help researchers and designers recognize and address possible limitations of design decisions, leading, ultimately, to more usable and effective response technologies. |

Abstract |
This paper presents the development and evaluation for a graphical user interface (GUI) of a simulation tool in crisis management, which follows a User-Centered Design (UCD) approach. UCD places the focus of the development on the needs, abilities and the background of end users, by passing iteratively through four development phases: (1) the analysis of the end users' personal background and work context; (2) the specification of requirements; (3) the design of the system; and (4) the final evaluation of the design with end users. This approach is particularly suited for crisis management systems, since their efficient usage has profound impacts on the execution of crisis response actions, and in turn on the well-being of citizens. Our work gives valuable insights into the characteristics and the working environment of crisis management practitioners. Furthermore, it sheds light on the design issues which should be taken into account when developing GUIs in crisis management. |

Abstract |
Social media tools are seeing use in crisis situations. Authorities have recognized the value of such tools and are beginning to use services such as Facebook and Twitter to disseminate official information. However, the use of the social media concept as an internal, operational tool by emergency services is in its early stages. Current social media tools for mobile devices are of potential value, yet security concerns can render such systems unsuitable for operational use, and the user interface can hinder operational efficiency due to the inheritance of a text based model for input and display. The research to be described is examining interaction methods that may improve the efficiency and usability of mobile device-based social media for operational use by police services. A Twitter like model for police activity reports can provide a means for enhanced situational awareness for police command authorities, and for individual officers or patrol units engaged in the “professional” media interchanges. The proposed model, SUMO, is based on a hybrid symbolic and text interface to rapidly enter status, integrated with geolocation, and sensor-based data to automatically capture key information, and thereby minimizing the amount effort required create a complete status update. |

Abstract |
In the safety- And time-critical context of pre-hospital medical care, usability is a major challenge that needs to be addressed, because interaction problems or errors may have serious consequences for patients as well as employees of Emergency Medical Services (EMS). In this regard, a user-centered human-computer interface is a crucial factor for efficient usage as well as user acceptance. Well-established design principles can serve as directives throughout the analysis, design, implementation, and evaluation of applications. For standard PCbased applications the ISO standard 9241-110 serves as a practical guide since many years. However, new types of devices, especially mobile systems impose new challenges and ways of interpreting usability standards and guidelines. In this paper, we apply the ISO-Standard 9241-110 dialogue principles to mobile applications in EMS, considering the challenges of designing a system suitable for supporting users in both regular day-to-day services as well as rare Mass Casualty Incidents (MCIs). |

Abstract |
The aim of this paper is to describe the I-X system with its principal user interface, the I-X Process Panel, its underlying ontology, , and how this panel can be used as an intelligent to-do list that assists emergency responders in applying pre-defined standard operating procedures in different types of emergencies. In particular, multiple instances of I-X Process Panels can be used as a distributed system to coordinate the efforts of independent emergency responders as well as responders within the same organization. Furthermore, it can be used as an agent wrapper for other software systems such as web services to integrate these into the emergency response team as virtual members. The heart of the I-X system is an automated planner that can be used to synthesize courses of action or explore alternative options manually. |

Abstract |
Small-scale unmanned aerial vehicles (UAVs) have recently gained a lot of interest for various applications such as surveillance, environmental monitoring and emergency response operations. These battery-powered and easy-to-steer aerial robots are equipped with cameras and can promptly acquire aerial images. In this paper we describe our system of multiple UAVs that are able to fly autonomously over an area of interest and generate an overview image of that area. Intuitive and easy user interaction is a key property of our system: The user specifies the area of interest on an electronic map. The flight routes for the UAVs are automatically computed from this specification and the generated overview is presented in a Google-Earth like user interface. We have tested and demonstrated our multi-UAV system on a large fire service drill. Our system provided a high-resolution overview image of the 5.5 ha large test site with regular updates, proved that it is easy to handle, fast to deploy, and useful for the firefighters. |

Abstract |
In the situation of mass casualty incidents in Germany the questions that always remain are what and how much resources are needed to provide the best response. Furthermore, there are many local-specific constraints that exist, such as the density of hospitals nearby, what their surgery capacities are like, the distance between the local rescue bases and the incident scene as well as the level of preparedness of first responders. This paper describes an organisational approach to elaborate the specific tactical strategies that take part in preparedness planning. Furthermore, this paper will give insight and explore a simulation information system to support local medical response managers in elaborating those strategies in an office environment. |

Abstract |
This paper reports the progress that is being made in developing a software tool (the Flood Warning Communicator, FWC) that helps communication professionals constructing effective flood-warning messages. The program provides authorities with a warning message that contains open spaces where event specific information can be inserted. The program uses a database containing (parts of) phrases. Based on the specific situation, a communication professional receives the most suitable standard phrase by clicking on information buttons in a user interface. Together, the phrases form the warning message that sometimes requires minor adjustments such that it suits the specific circumstances. FWC is a well working prototype that allows constructing messages for web sites and short text messages (sms). Research is needed to test and validate these warning messages. In addition, cooperation with public authorities is necessary to make the program suitable for local circumstances (e.g., safety regions and municipalities). |

Abstract |
Managing emergency situations in large buildings and underground structures could be simplified if at any time the positions of on-site emergency crews were available. In this paper a system is proposed which combines inertial measurements of moving persons with building floor plans tagged with information on semantics to achieve a novel level of robust indoor positioning. A speech driven user interface tailored for visualization on head mounted displays makes information easily available for action forces. The system is complemented with a self-configurating communication network based on novel approaches combining mobile ad hoc networks, sensor networks, and professional mobile radio systems to make the locally determined positions available to anybody on-site. |
