Abstract | The importance of community resilience has become increasingly recognized in emergency management and post-disaster community well-being. To this end, three seismic resilience planning initiatives have been conducted in the U.S. in the last decade to envision the current state of community resilience. Experts who participated in these initiatives confronted challenges that must be addressed for future planning initiatives. We interviewed eighteen participants to learn about the community resilience planning process, its characteristics, and challenges. Conducting qualitative content analysis, we identify six main challenges to community resilience planning: complex network systems; interdependencies among built environment systems; inter-organizational collaboration; connections between the built environment and social systems; communications between built environment and social institutions? experts; and communication among decision-makers, social stakeholders, and community members. To overcome the identified challenges, we discuss the capability of human-centered simulation modeling as a combination of simulation modeling and human-centered design to facilitate community resilience planning. |

Abstract | This paper presents a domain-level user, task and context analysis for response technology, based on sociological studies of disaster and disaster response. The analysis examines three dimensions of disaster-scale, kind and anticipability-that have been linked to differences in response characteristics, including differences in individual and organizational responders and behaviors. It yields a number of implications for design, and reveals five domain-specific design requirements. It also offers systematic characterizations of users, tasks and contexts of response technology, that begin to structure the user interface design space, laying a foundation for a theory of design. This work provides a conceptual basis to help researchers and designers recognize and address possible limitations of design decisions, leading, ultimately, to more usable and effective response technologies. | ||||

Abstract | In the safety- And time-critical context of pre-hospital medical care, usability is a major challenge that needs to be addressed, because interaction problems or errors may have serious consequences for patients as well as employees of Emergency Medical Services (EMS). In this regard, a user-centered human-computer interface is a crucial factor for efficient usage as well as user acceptance. Well-established design principles can serve as directives throughout the analysis, design, implementation, and evaluation of applications. For standard PCbased applications the ISO standard 9241-110 serves as a practical guide since many years. However, new types of devices, especially mobile systems impose new challenges and ways of interpreting usability standards and guidelines. In this paper, we apply the ISO-Standard 9241-110 dialogue principles to mobile applications in EMS, considering the challenges of designing a system suitable for supporting users in both regular day-to-day services as well as rare Mass Casualty Incidents (MCIs). | ||||

Abstract | Nowadays, rescue actors still lack backing to exchange information effectively and ensure a common operational picture. Several studies report a low adoption of communication systems in rescue operations as well as a negative position of actors to such systems. The real needs of stakeholders, simply put, are not satisfied by the offered systems. Observing this circumstance through a user-centred design focal point, we notice that such issues ordinarily originate from inadequate design techniques. For this reason, we aim to implement Rescue MODES, a communication system oriented to support awareness amongst French actors in rescue operations based on their needs. In this paper, we propose an approach and introduce a platform that allows final users to design system interfaces in a customised way. This approach is based on an application ontology and an interaction model. | ||||

Abstract | In the situation of mass casualty incidents in Germany the questions that always remain are what and how much resources are needed to provide the best response. Furthermore, there are many local-specific constraints that exist, such as the density of hospitals nearby, what their surgery capacities are like, the distance between the local rescue bases and the incident scene as well as the level of preparedness of first responders. This paper describes an organisational approach to elaborate the specific tactical strategies that take part in preparedness planning. Furthermore, this paper will give insight and explore a simulation information system to support local medical response managers in elaborating those strategies in an office environment. | ||||

Abstract | This paper describes the initial stages of the participatory design of a community-oriented emergency response system for a university campus. After reviewing related work and the current University emergency response system, this paper describes our participatory design process, discusses initial findings from a design requirement survey and from our interactions with different stakeholders, and proposes a Web interface design for a community response grid system. The prototyping of the system demonstrates the possibility of fostering a social-network-based community participation in emergency response, and also identifies concerns raised by potential users and by the professional responder community. | ||||
