Abstract |
Cross-border regions are particularly exposed to hazards and require cooperation for Disaster Risk Reduction (DRR). Accordingly, multiple countries have been investing in technology and jointly innovate to share and process data against disasters. However, these countries’ capacity to share data depends on the history and the context of the border itself. Going further, conflicts between countries – may they be past, present or future – can radically question and endanger collaborative efforts to share data for DRR. This collaborative research, involving a cohort of master students and an NGO, explores the influence of conflicts on data sharing and cooperation for DRR. Still in progress, this research examines how conflicts affect data sharing and how DRR actors manage them. It is based on exploratory archive analysis of three distinct cases of cross-border DRR collaboration within the EU borders, as well as experts and actors interviewing. Preliminary findings reveal that conflicts affect DRR at three levels: i) actors, ii) interactions with DRR actors, iii) relations between local DRR actors and institutions. The expected contribution of this research is theoretical, practical and pedagogical. |

Abstract |
Knowledge on the practical support from data ecosystems to disaster risk reduction remains partial. More specifically, we misunderstand the drivers and challenges inherent to emergency data ecosystems development in cross-border regions. We also miss cases of data ecosystem building in those regions. This research addresses these gaps by abiding by the principles and guidelines of visioning, a prospective and collaborative research design. Based on qualitative interviewing and archive analysis of the case 2020 Roya Valley floods, this work provides a prospect of a segment of data ecosystem that involves an organizational field aiming at Disaster Risk Reduction (DRR) at the French-Italian border. Still in progress, this work provides a comprehensive narration of a fictious data ecosystem. The narration hints at the major benefits and challenges inherent to this potential data ecosystem. This work enriches our understanding of data ecosystems’ features and benefits to cooperation between organizations involved in emergencies at borders (such as governments, civil protection agencies, volunteer-based organizations). In future development it will propose an agenda to support practitioners in the development good practices related to data ecosystems. |

Abstract |
Overlaying the technical aspects of participative communications and network design is the question 'how they can secure social change?' Social change is a political act. How can transnational networks gain political influence for local groupings at the national and international level? The Global Network for Disaster Reduction has undertaken a large scale 'participatory monitoring' project with the intended aim of using an activist 'social network' to create 'social demand': influencing policy and implementation within the UN.s framework for disaster reduction. While the project achieved its intended goals, the unintended impacts of the project are argued to be at least as significant; revealing ways that networks can create 'political space' at the local level which can influence policy and access to resources at the national and international level. This paper is presented from a practitioner perspective, linking practice to theoretical work on transnational social movements and participative communications. |

Abstract |
Resilience is understood as the ability of a system, community or society exposed to hazards to resist, absorb, accommodate, adapt to, transform and recover from the effects of a hazard in a timely and efficient manner. So far, dozens of measurement instruments have been developed to measure community resilience to disasters, considering each one different types of hazards (general, natural, climate, man-made, etc.) and communities (general, urban, rural, etc.). However, none of these instruments has been widely adopted yet. In this context, we discuss important gaps for resilience research and practice. Then, we propose a conceptual framework to review community resilience instruments, so to enhance their improvement through two facets (or dimensions) we propose of customization and integration. This framework is characterized by the following properties for community resilience instruments: encapsulation, intelligibility, geographical focus, hazard range focus, connectivity, adaptability to dynamic conditions, datification, and stakeholders' involvement. We look forward to apply this framework to review a purposive sample of community resilience instruments regarding natural disasters. |

Abstract |
In a context of information overload, actors in disaster management are facing challenges to efficiently allocate critical information during a crisis. Based on the empirical experience of EMSC (Euro-Mediterranean Seismological Centre) with its application LastQuake, this paper explores ways to provide safety information in
a timely manner, to the people who actually need it. First we introduce the method used to design and implement universally understandable visual safety tips, taking Ethical, Legal and Social Issues (ELSI) into consideration. Then, results on the effective use of the feature are presented. Findings demonstrate the importance of designing universal tools to limit the use of personal data as well as the Necessity of developing a multichannel approach for efficient crisis information allocation. |

Abstract |
In this paper, utilising the core Project AF8 Alpine Fault earthquake scenario, we detail hazard exposure, impacts, and recovery of interdependent critical infrastructure networks across the energy, transportation, water & waste, and telecommunications sectors across the South Island of New Zealand. Asset failures are simulated across each individual network, based on shaking intensities, exposure to co-seismic hazards and estimated component fragilities, which have been further refined and validated through expert elicitation. Network disruptions are then propagated across an interdependent network framework to quantify and delineate the spatial reach of both direct and indirect failures. By incorporating recovery strategies, temporal changes in service levels are quantified to offer insights into expected interdependent network performance and the possible disconnection of communities from the nationally connected networks, otherwise not apparent when studying each infrastructure in isolation. |

Abstract |
This paper applies a Game-based Learning Evaluation Model (GEM) to assess whether the early warning ? early action serious game ?Ready!? is an effective component to add to existing Disaster Risk Reduction (DRR) training curricula, facilitated by NGO staff and applied at the community level. We developed a paper-based survey with 17 five-level Likert items and 15 open questions addressing the different GEM indicators to question 16 NGO staff, and used a simplified set of five questions with emoticons for 58 community people. The results showed that the staff saw great potential in embedding Ready! in DRR processes and that the community highly appreciated the game. The GEM was found to be a useful methodology to evaluate the effectiveness of this serious game. However, in the context of a lower educated and partly illiterate community, the importance of designing an individual, largely visual assessment instrument instead of a paper-based survey was acknowledged. |

Abstract |
The objective of this international initiative was to provide an integrated framework for strengthening early warning systems in the Indian Ocean region by building on existing systems and facilitating coordination among specialized and technical institutions. The project supported the development of tsunami early warning systems in collaboration with numerous United Nations and other organizations devoted to disaster risk management and risk reduction. For the practitioner of early warning systems, the project has been divided into two areas-warning system development and preparedness. As a cross-cutting theme, the project promoted multi-hazard end-to-end systems in a regional context by emphasizing (i) risk knowledge, (ii) monitoring and warning service, (iii) communications and dissemination of understandable warnings and (iv) response capability and preparedness. The activities of the project were structured into five components-system implementation, integrated risk management, public awareness and education, community-level approaches and project coordination. Practitioners should note that the work represents a first step for establishing a complete tsunami early warning system within a multi-hazard framework. |

Abstract |
Our research reflects an emerging shift in understandings of effective preparedness practices from siloed approaches toward more holistic views. We trace a shifting perspective emerging in literature and present in the early qualitative data of current preparedness experts' interviews within an international humanitarian organization whose core mission is disaster preparedness and response. Designing effective information systems for disaster preparedness requires us to better understand the dynamic and implicit ways practitioners define effective work. Our pilot research begins to uncover preparedness experts' perspectives, with plans for the study to investigate how preparedness practitioners view, conduct, and evaluate their work at the lowest-level1. Our long-term research goal is to realize implications for the more effective design of tools and systems to support disaster preparedness. |

Abstract |
This paper describes the relationship between lineaments, which determined on space images, and the epicenters and their effects on spatial planning for risk reduction. Several studies have shown that most of the epicenters occur along these lineaments or their zones, or in the block regions which are bordered by these lineaments, or where these lineaments and different tectonic deformation are intersected. This paper presents a case study on the Arabian Rift Zone which is based on the linkages among lineaments, faults, and earthquakes that occurred in the region during 1910-93. Also, this study will show that most of these earthquakes were occurred along the main and secondary rift faults or in their zone, including the faults found in sea that helped in determining the courses of these earthquakes in the sea bottom. This confirms the importance of remote sensing techniques for providing space images of different scales in seismic studies. |

Abstract |
Over the last three decades, the number and severity of natural disasters all across the world has been increasing exponentially (Basher, 2006). This paper intends to consider geographic information capacity (GIC) as it relates to government, government regulated organizations, and international organizations, including the United Nations, and their involvement in disaster risk reduction and management. Specifically, the paper aims to understand similarities and differences and the connection between two governmental disaster management organizations, FEMA in the United States and BBK and THW in Germany. We present a comparative analysis on the two countries in terms of their organizational structures, how their structures affect geographic information capacity and how geographic information capacity is related to disaster risk reduction and disaster response. Future work can make comparisons across more countries, including developing countries, to see what structural changes can be made in government entities to help increase GIC when disaster strikes. |

Abstract |
Emergency planning is an ongoing activity in which a multidisciplinary group of experts intermittently collaborate to define the most appropriate response to risks. One of the most important tasks of emergency planning is risk reduction. Such a task compiles the analysis of capabilities to face an emergency, the prioritizing of activities, and the definition of procedures and strategies. It is therefore a reflection process based on exchanging information between planners and exploring alternatives. Despite the exploration of alternatives is an especially relevant activity to design better plans, recent research on computer-mediated collaborative tools for planning do not usually offer support for this activity. Thus, with the purpose of supporting reflection during the development of risk reduction tasks, this paper presents an exploratory design tool that allow planners to assess the space of alternatives and the underlying information related those alternatives. This planning tool will help planners to examine and contextualize information, allowing them to define more suitable response strategies. |

Abstract |
The use of ecosystems for EcoDRR is a beneficial and a viable option for community stakeholders. For example, ecosystems can mitigate the effects of hazards experienced in anthropogenic communities. Ecosystem services are the underlying reason for this benefit. EcoDRR is the idea of sustainable management, conservation, and restoration of ecosystems to maximize ecosystem services and reduce disaster risks and impacts. The use of geospatial technologies to monitor large-scale ecosystems are often subject to Geographic Information Capacity (GIC), or the ability of ecosystem stakeholders to utilize all existing geographic information, resources, and capacities to monitor ecosystem services. Though these tools are useful, currently there is not a tool that specifically quantifies ecosystem services in the context of DRR. The main contribution of this paper is a conceptual framework intended to quantify ecosystem services in the context of EcoDRR. |
