Abstract This practitioner paper outlines some of the benefits for the use of social media, from the perspective of a local-level or county-level emergency manager (EM). As compared to state and national level emergency management, because local level EMs have limited manpower and resources, social media can positively or negatively impact the effectiveness of communication before, during and after disaster strikes. Outlined in this paper are six key points where local EMs have specific needs that could be addressed by the effective use of social media and, in the opinion of the authors, represent the top issues that EMs face when considering how to leverage Twitter, Facebook, YouTube, Instagram and other social media platforms. The six needs addressed in this paper include: 1) Best practices for general social media use by EMs, 2) Social media use for internal command and control within the EM group, 3) Developing situation awareness by monitoring social media, especially prior to predicable events, 4) Communicating disaster preparedness messages through social media, 5)Using social media for gathering damage assessment information during, or immediately following a crisis,and 6) Leveraging social media volunteer groups. This short paper picks up where the Federal Emergency Management Agency's social media training leaves off and attempts to represent these six needs as use cases for researchers and developers to address in future publications and products.

Abstract In this paper, we describe AsonMaps, a platform for collection, aggregation, visualization and analysis of near real-time, geolocated quantifiable information from a variety of heterogeneous social media outlets in order to provide emergency responders and other coordinating federal agencies not only with the means of listening to the affected population, but also to be able to incorporate this data into geophysical and probabilistic disaster forecast models that guide their response actions. Hurricane Sandy disaster is examined as a use-case scenario discussing the different types of quantifiable information that can be extracted from Instagram and Twitter.

Abstract The emergence of social media provides an additional channel for broadcasting information to the public and support two-way communication between governmental stakeholders and the public during crisis. Research has focused on large-scale events, and few have investigated how social media can contribute to civic awareness and participation of small-scale incidents in a community-oriented context. Moreover, social media have been criticized because it is overabundant with noisy, inaccurate, and unprofessional information that are often misleading. This presents a serious challenge for community members to identify information that are relevant to a local incident. We introduce Community Incident Chatter (CIC), a smartphone application that is designed to aggregate information reported by formal news agencies and social media surrounding local incidents. Participants in a preliminary user study indicate that the community-oriented information presented in CIC is informative, relevant to the community, and has the potential of empowering community residents for responding to and managing local incidents.

Abstract The purpose of this work in progress paper is to report on the method development of the Shared Priorities measure to include content analysis, as a way of gaining a deeper understanding of team work in crisis/emergency response. An experiment is reported where the performance of six trained teams is compared with the performance of six non-trained teams. The experiment was performed using an emergency response microworld simulation with a forest fire scenario. Dependent measures were simulation performance, the Crew Awareness Rating Scale (CARS), and content analysis. Trained teams performed better and scored higher on measures of team behaviors.

Abstract Information systems that support crisis responders and disaster risk management efforts are complex sociotechnical phenomena comprised of human capacities and relationships, data and software tools. Research in crisis informatics has highlighted the ways in which emergent groups of digital volunteers, or volunteer technical communities, have mobilized during disaster events to support information management efforts. This paper describes an action research project to support the creation of an ex ante volunteer technical community from among the potentially affected population in Kathmandu, Nepal, one of the most seismically at-risk cities in the world. In exploring this case, we argue that projects that attempt to create local open data ecosystems can be valuable but require investment in their design, execution and on-going maintenance.

Abstract Emergency planning is an ongoing activity in which a multidisciplinary group of experts intermittently collaborate to define the most appropriate response to risks. One of the most important tasks of emergency planning is risk reduction. Such a task compiles the analysis of capabilities to face an emergency, the prioritizing of activities, and the definition of procedures and strategies. It is therefore a reflection process based on exchanging information between planners and exploring alternatives. Despite the exploration of alternatives is an especially relevant activity to design better plans, recent research on computer-mediated collaborative tools for planning do not usually offer support for this activity. Thus, with the purpose of supporting reflection during the development of risk reduction tasks, this paper presents an exploratory design tool that allow planners to assess the space of alternatives and the underlying information related those alternatives. This planning tool will help planners to examine and contextualize information, allowing them to define more suitable response strategies.

Abstract As our society becomes more and more dependent on IT systems, failures of these systems can harm more and more people and organizations both public and private. Diligently performing risk and hazard analysis helps to minimize the societal harms of IT system failures. In this paper we present experiences gained by applying the System Theoretic Process Analysis (STPA) method for hazard analysis on a forward collision avoidance system. Our main objectives are to investigate effectiveness in terms of the number and quality of identified hazards, and time efficiency in terms of required efforts of the studied method. Based on the findings of this study STPA has proved to be an effective and efficient hazard analysis method for assessing the safety of a safety-critical system and it requires a moderate level of effort.

Abstract It is frequently conveyed, especially in the media, an idea of “increasing impact of natural hazards” typically attributed to their rising frequency and/or growing vulnerability of populations. However, for certain hazard types, this may be mostly a result of increasing population exposure due to phenomenal global population growth, especially in the most hazardous areas. We investigate temporal changes in potential global population exposure and impacts from earthquakes in the XXth century. Spatial analysis is used to combine historical population distributions with a seismic intensity map. Changes in number of victims were also analyzed, while controlling for the progress in frequency and magnitude of hazard events. There is also a focus on mega-cities and implications of fast urbanization for exposure and risk. Results illustrate the relevance of population growth and exposure for risk assessment and disaster outcome, and underline the need for conducting detailed global mapping of settlements and population distribution.

Abstract This paper presents a dynamic data driven approach of describing driving variability in microscopic traffic simulations for both normal and emergency situations. A four-layer DGIT (Decision, Games, Individual and Transform) framework provides the capability of describing the driving variability among different scenarios, vehicles, time and models. A four-step CCAR (Capture, Calibration, Analysis and Refactor) procedure captures the driving behaviors from mass real-time data to calibrate and analyze the driving variability. Combining the DGIT framework and the CCAR procedure, the system can carry out adaptive simulation in both normal and emergency situations, so that be able to provide more accurate prediction of traffic scenarios and help for decision-making support. A preliminary experiment is performed on a major urban road, and the results verified the feasibility and capability of providing prediction and decision-making support.

Abstract The communications of emergency response managers were tracked during simulated catastrophic events at a university campus in the Washington, D.C. region. Local, state, and federal response managers interacted with each other and with students using a variety of communication media in order to investigate the utility of new communication channels for emergency response management. Students and emergency managers interacted using a Twitter-like platform and a portal built with Ushahidi crowd-sourcing software. The emergency managers also used a chat interface that included private instant messaging, telephone, and the county's existing emergency web portal. Their media use was analyzed along with the functions of their communications, and the patterns that emerged are described and quantified.

Abstract Engineering reconnaissance following an extreme event is critical in identifying the causes of infrastructure failure and minimizing such consequences in similar future events. Typically, however, much of the data about infrastructure performance and the progression of geological phenomena are lost during the event or soon after as efforts move to the recovery phase. A better methodology for reliable and rapid collection of perishable hazards data will enhance scientific inquiry and accelerate the building of disaster-resilient cities. In this paper, we explore ways to support post-event reconnaissance through the strategic collection and reuse of social media data and other remote sources of information, in response to the September 2013 flooding in Colorado. We show how tweets, particularly with postings of visual data and references to location, may be used to directly support geotechnical experts by helping to digitally survey the affected region and to navigate optimal paths through the physical space in preparation for direct observation.

Abstract This paper presents the development and evaluation for a graphical user interface (GUI) of a simulation tool in crisis management, which follows a User-Centered Design (UCD) approach. UCD places the focus of the development on the needs, abilities and the background of end users, by passing iteratively through four development phases: (1) the analysis of the end users' personal background and work context; (2) the specification of requirements; (3) the design of the system; and (4) the final evaluation of the design with end users. This approach is particularly suited for crisis management systems, since their efficient usage has profound impacts on the execution of crisis response actions, and in turn on the well-being of citizens. Our work gives valuable insights into the characteristics and the working environment of crisis management practitioners. Furthermore, it sheds light on the design issues which should be taken into account when developing GUIs in crisis management.

Abstract The NREFS project is re-evaluating the management of radiation accidents, paying attention to environmental, financial and safety issues and to the threat and response phase. In designing our project some two years ago, we were concerned to avoid any assumption that a future accident will be similar to a past accident, in particular the Chernobyl and Fukushima Accidents. After a year of research on the issues to be considered and the criteria that could or should drive the decision making, our concern has increased. We have found that international guidance provided by organisations such as ICRP and IAEA lack the specificity to help decision makers. Precedent set in the handling of earlier accidents provides much clearer and tighter guidance – and, moreover, one may feel that that the public will expect them to follow such precedent. Unfortunately the circumstances of a future accident may make precedent inapplicable. Consequently we believe that there is an urgent need to think more widely about nuclear emergency management.

Abstract In recent years, Early Warning Systems (EWS) have proven their value by saving many lives. However, most in-vestments into EWS were motivated directly by experienced disaster events and rarely pro-actively by possible up-coming threats. In order to change that we think that besides ethical and humanitarian reasons also the positive economic effects should be analyzed. EWS also help to protect property, but their contribution is not as obvious in that field due to the lack of quantitative models. This paper presents a disaster-independent formula that shows the benefits of EWS. Additional value to existing approaches is based on its advanced focus on behavioral aspects and the benefits of EWS in comparison to warnings issued via social media. We consider this work as an important contribution for future investments into warning technologies. However, yet this model just provides a theoretical framework for necessary empirical studies that are subject of further research.

Abstract Currently, the city of Rio de Janeiro is is in total evidence, hosting important events such as the Pope's Francis' visit in 2013, the World Cup in 2014 and the Olympic Games in 2016. In order to make the population aware, of some environmental problems this article was produced to analyze what factors people consider dangerous. In 2011, Rio de Janeiro went through difficult times, caused by one of the biggest floods seen in the city which ended up partly destroying cities of the state's the mountain region. Kids from aged 10 to 13 years from a high school in Rio were invited to participate in a study and they had to answer questionnaires before and after playing the game. From the results obtained, we analyzed how the game “Stop Disasters” developed by the by the UN can help create awareness and learning on how to behave in flooding situations at an accelerated rate.

Abstract Decision support systems can recommend strategies for disaster management, which can be further discussed by decision-makers. To provide rationales for the recommendations, the strategies need to be assessed according to relevant criteria. If several strategies are available, the criteria can be used for ranking the strategies. This paper addresses the issue concerning the choice of suitable criteria from several perspectives. The assessment integrates concepts on robustness, experience with regard to the implementation of a strategy, quantifiable ratios which can be deduced from simulations, and system-specific parameters. Objectives are to facilitate transparency with respect to the assessments, to provide a basis for discussions concerning the strategies, and to preserve adaptability and flexibility to account for the variability of disasters and users' preferences. The assessment should be used for ranking solutions gained from a case-based reasoning system and to reveal contributions of criteria values to the overall assessment.

Abstract This paper describes an approach to training emergency responders for mass casualty incidents. The approach is derived from a methodology and supporting software system called Summit. The Summit approach uses an integration of scenarios, hierarchical task analysis, interaction modeling, and expected utility theory to represent how actors engage in complex tasks; here we model mass casualty incident (MCI) activities supported by interactive technologies. Our goal is to ground MCI training in realistic scenarios and to demonstrate required response capabilities through associated hierarchical task analyses (HTA). The terminal nodes in an HTA are interactions, that provide a fine-grained model of the actors, technologies, data, and methods involved in realizing the required capability. The components of an interaction may have associated utility factors (benefits, costs, and risks) that provide learners with a rationale-based resource for understanding how different technologies are used to support MCI response efforts. Assessment of the approach is underway within a local EMS organization.

Abstract The identification of elements at risk is an essential part in hazard risk assessment. Especially for recurring natural hazards like floods, an updated database with information about elements exposed to such hazards is fundamental to support crisis preparedness and response activities. However, acquiring and maintaining an up-to-date database with elements at risk requires both detailed local and hazard-specific knowledge, being often a challenge for local communities and risk management bodies. We present a new approach for leveraging Volunteered Geographic Information to identify elements at risk from the free and open-source mapping project OpenStreetMap. We present initial results from a case study in the city of Cologne, Germany, to validate our approach in the case of flood-hazard. Our results show that the identification of elements at flood risk from OpenStreetMap is a suitable and cost-effective alternative for supporting local governments and communities in risk assessment and emergency planning.

Abstract Simulation exercises are particularly popular for training in emergency situations. Exercises can vary in their degree of realism, complexity and level of stress, but they all try to reproduce a scenario of a real emergency so that each participant simulates the actions carried out for the role they should play. They not only support effective and situated learning, but they can also serve to improve the plan by allowing the identification of weak points and potential drawbacks in it. To facilitate the design and implementation of 3D virtual environments in which training exercises can be conducted, in this paper we propose to use the Cross-Impact Analysis technique in combination with an educational game platform called GRE. We also present a Simulation Authoring Tool that allows the designer to carry out the integration of the knowledge captured by means of Cross-Impact into the game designs that GRE can interpret.

Abstract The explosion of an improvised nuclear device (IND), in any American city, would cause devastating physical and social impacts. These impacts would exceed the response capabilities of any city, state or region. The potential loss and suffering caused by an IND detonation can be dramatically reduced through informed planning and preparedness. By incorporating estimates of the impacts associated with the detonation of an IND into the planning process, jurisdictions can estimate the scale and scope of their response requirements. A prototype, computer-based tool was developed to quantify the human impacts associated with an IND detonation. Using various types of information such as the approximation of the prompt radiation footprint, blast footprint, and thermal footprint of the detonation, along with an estimation of the level of protection provided by building structures the system calculates the number and type of injuries that can be expected in a monocentric urban area.

Abstract Assessing a system's vulnerability is a widely used method to estimate the effects of risks. In the past years, increasingly dynamic vulnerability assessments were developed to display changes in vulnerability over time (e.g. in climate change, coastal vulnerability, and flood management). This implies that the dynamic influences of management strategies on vulnerability need to be considered in the selection and implementation of strategies. For this purpose, we present a strategy evaluation framework which is based on dynamic vulnerability assessments. The key contribution reported in this paper is an evaluation framework that considers how well strategies achieve a predefined target level of protection over time. Protection Target Levels are predefined objectives. The framework proposed is inspired by Goal Programming methods and allows distinguishing the relevance of time-dependent achievements by weights. This enables decision-makers to evaluate the overall performance of strategies, to test strategies, and to compare the outcome of strategies.

Abstract This work proposes a model to evaluate systems regarding their resilience in handling unexpected disturbances. To exemplify the use of the proposed model, we chose to analyze the World Youth Day (WID), an important event on the global scenario that happened this year in Rio de Janeiro, a city which will host big events in the next few years, like the World Cup and the Olympic Games. From this event, we chose two disturbances that stressed the system and had the possibility to cause a lot of problems to the event and the city, like the rains in Guaratiba and the arrival of the Pope's committee. After analyzing how the overall WYD organization deal with these disturbances we conclude that, besides the success of the event, the organization showed much more signs of brittleness than resilience.

Abstract Modern critical infrastructure (CI) systems are tightly coupled, resulting in unprecedented complexity and difficulty to predict, limit and control the consequences of disruptions caused by hazards. Therefore, a paradigm shift in disaster risk management is needed: instead of focusing on predicting events, resilience needs to be improved as a basis for adequate response to any event. This paper starts from a definition of CI resilience that provides a basis for quantitative and qualitative decision support. For the quantitative modelling approach, which aims at measuring the resilience of individual CIs, we focus on two CIs of fundamental importance for disaster response: transportation and power supply. The qualitative framework details relations between CIs. The results of this research are illustrated by a case study that analyses the impact of Hurricane Sandy. The findings highlight the need for a framework that combines qualitative and quantitative information from heterogeneous sources to improve disaster resilience.

Abstract We propose Action Design Research (ADR) as an approach to promote user participation and mutual learning in the design and development of systems for emergency management based on social media technologies. We outline some design challenges related to the dynamic and evolving nature of social media, and emphasize an iterative design process that is strongly oriented toward collaboration and change involving both the researcher and the user community. In particular, we emphasize the transformative power of social media and argue for design approaches that take into account the new dimension of e-participation throughout the design process.
