Abstract Virtual Distributed Teams (VDT) need to face physical and logical communication challenges during emergency response. Physical problems include heterogeneous technology infrastructures, ubiquitous accessibility, alternative media communication or real-time interaction. Logical problems are related to the accomplishment of a coordinated activity, such as the need for a common place accessible by all where digital artefacts are available, spontaneous communication, real-time interaction, and emergency awareness. We present an integration framework that addresses the physical and logical communication requirements in emergency management for VDTs. The framework provides a ubiquitous mobile infrastructure that supports physical communication, proposes a generic role-based organizational structure for VDT, and outlines an integration strategy that allows to define logical communication channels by means of information flow and access control policies based on the VDT structure.

Abstract Group-oriented services including data dissemination, group calls and real-time video transmission are considered as an important application in public safety communications. The main interest is in one-way real-time video transmission from the hot spot to multiple recipients. This is important for efficient emergency response. The changing topology of the multi-hop communication links in a public safety environment makes routing and multicasting extremely challenging task. The purpose of this paper is to study the performance of wireless mobile ad-hoc networks with one-way multicast video traffic. To consider a realistic public safety scenario, the effect of extensive unidirectional links is investigated. The system performance study of various ad-hoc network configurations is done by simulations. For wireless multicast routing, the On Demand Multicast Routing Protocol is used. The performance results are compared with the requirements provided by Statement of Requirement document of standardization project MESA.

Abstract Results from disaster research suggest that methods for coordination between individual emergency responders and organizations should recognize the independence and autonomy of these actors. These actor features are key factors in effective adaptation and improvisation of response to emergency situations which are inherently uncertain. Autonomy and adaptability are also well-known aspects of a multi-agent system (MAS). In this paper we present two MAS strategies that can effectively handle aircraft deicing incidents. These MAS strategies help improve to prevent and reduce e.g. airplane delays at deicing stations due to changing weather conditions or incidents at the station, where aircraft agents adopting pre-made plans that would act on behalf of aircraft pilots or companies, would only create havoc. Herein each agent using its own decision mechanism deliberates about the uncertainty in the problem domain and the preferences (or priorities) of the agents. Furthermore, taking both these issues into account each proposed MAS strategy outperforms a naive first-come, first-served coordination strategy. The simulation results help pilots and companies taking decisions with respect to the scheduling of the aircraft for deicing when unexpected incidents occur: they provide insights in the impacts and means for robust selection of incident-specific strategies on e.g. deicing station delays of (individual) aircraft.

Abstract This paper provides a task structure design for collaborative scenario elicitation. Task structure design is part of this effort to design a new Collaborative Scenario Creation (CSC) system. The complexity of the scenario creation process hinders participants, especially novice participants, from prudently designing scenarios. Research in Group Decision Support Systems (GDSS) shows that task structure helps to improve processes and collaborations. To design task structure for collaborative scenario elicitation, this paper invokes the Entity-Relationship data modeling methodology.

Abstract Making sense of the current state of an emergency and of the response to it is vital if appropriate decisions are to be made. This task involves the acquisition, interpretation and management of information. In this paper we present an integrated system that applies recent ideas and technologies from the fields of Artificial Intelligence and semantic web research to support sense-and decision-making at the tactical response level, and demonstrate it with reference to a hypothetical large-scale emergency scenario. We offer no end-user evaluation of this system; rather, we intend that it should serve as a visionary demonstration of the potential of these technologies for emergency response.

Abstract Given unexpected incidents on routes of guards that check security objects, like banks, one of the most challenging problems is still how to support improvisation by security personnel in taking decisions to prevent or resolve such incidents. Another as important associated problem is how a security company can naturally take advantage of its existing and novel knowledge about its organizational and ICT infrastructures, and the introduction of a decision support system to help leverage of improvisation by humans. To tackle all this, on the one hand we present a dynamic coalition formation framework that allows the (re)configurations of agents that are associated with joint tasks in situational contexts to be evaluated by appropriate value functions. On the other hand, we present a dynamic scale-space paradigm that allows a security company to distill ranked lists of robust context-dependent reconfigurations at critical scales. We highlight the merits of ASK-ASSIST as a solution to the problem of supporting human improvisation.

Abstract The US has not yet developed adequate models for estimating hazard generated needs, the necessary first step for developing useful decision support systems needed to estimate the capability and capacity of the response forces required. Modeling and technology required to support the decisions made by humanitarian relief organizations requires scenario driven catastrophic planning. This paper documents the lack of effective decision support tools and systems for humanitarian aid and describes the current state of models and methods used for determination of hazard generated needs. The paper discusses work performed on a catastrophic earthquake preparedness project. It outlines how the results of this project will be used to advance the modeling and decision support capabilities of federal, state and local disaster planners and emergency responders.

Abstract Experiments in crisis management are expensive and difficult to realize. There is also a lack of training facilities in real crisis environments. Serious games and simulation can provide an alternative. We developed a system which enables interactive simulation for crisis management. It is called IMACSIM (Interactive Multi Agent Crisis Simulator Interpreter and Monitor). It is composed of the following components: First a software based platform for dynamic simulating of disasters. Next an event generator which can generate different crises situations. We designed a communication infrastructure that allows agents participants in the simulation to exchange messages. Every agent is able to observe the results of crisis events, process these events and initiate appropriate actions via a waypoint system. The decision making process is distributed among autonomous agents. Some actions may have an impact on the event generator, so there is an interaction between agents and event generator. We developed a first prototype. The design and test results will be described in this paper.

Abstract This paper describes the design, implementation, and evaluation of pen input recognition systems that are suited for so-called interactive maps. Such systems provide the possibility to enter handwriting, drawings, sketches and other modes of pen input. Typically, interactive maps are used to annotate objects or mark situations that are depicted on the display of video walls, handhelds, PDAs, or tablet PCs. Our research explores the possibility of employing interactive maps for crisis management systems, which require robust and effective communication of, e.g., the location of objects, the kind of incidents, or the indication of route alternatives. The design process described here is a mix of “best practices” for building perceptive systems, combining research in pattern recognition, human factors, and human-computer interaction. Using this approach, comprising data collection and annotation, feature extraction, and the design of domain-specific recognition technology, a decrease in error rates is achieved from 9.3% to 4.0%.

Abstract In a crisis with casualties, while there is no medical intervention, the severity of the injuries increases, and some people may die. Since the number of rescuers is limited, it is necessary to perform a planning and a deployment of this resource on the basis of a risk criterion illustrating the potential increase of the number of casualties at each point of the concerned area. Emergency planning is still a poorly developed science [3]. This paper provides a dynamical model for the number of casualties, inspired from the Verhulst model classically used for biological systems [5], to evaluate this risk criterion as a function of future time. It calculates the evolution of the number of unrescued casualties, the number of dead people, and the number of rescued people, as a function of the number of rescuers. Numerical results are shown.

Abstract Unreliable communication networks, chaotic environments and stressful conditions can make communication during crisis events difficult. The current practice in crisis management can be improved by introducing ICT systems in the process. However, much experimentation is needed to determine where and how ICT can aid. Therefore, we propose a framework in which predefined modules can be connected in an ad hoc fashion. Such a framework allows for rapid development and evaluation of such ICT systems. The framework offers recognition of various communication modalities including speech, lip movement, facial expression, handwriting and drawing, body gesture, text and visual symbols. It provides mechanisms to fuse these modalities into a context dependent interpretation of the current situation and generate appropriate the multimodal information responses. The proposed toolbox can be used as part of a disaster and rescue simulation. We propose evaluation methods, and focus on the technological aspects of our framework.

Abstract Understanding the interdependencies of critical infrastructures (power, transport, communication, etc.) is essential in emergency preparedness and response in the face of disasters. Unfortunately, many factors (e.g., unwillingness to disclose or share critical data) prohibited the complete development of such an understanding. As an alternative solution, this paper presents a conceptual model-an ontology-of disasters affecting critical infrastructures. We bring humans into the loop and distinguish between the physical and social interdependencies between infrastructures, where the social layer deals with communication and coordination among representatives (either humans or intelligent agents) from the various critical infrastructures. We validated our conceptual model with people from several different critical infrastructures responsible for disasters management. We expect that this conceptual model can later be used by them as a common language to communicate, analyze, and simulate their interdependencies without having to disclose all critical and confidential data. We also derived tools from it.

Abstract The most effective way to design an emergency management system matching user needs is to perform a User-Centered Design; it relies on continuous interactions with end-users in order to understand better and better how organizations are arranged during emergencies, which data are exchanged and which steps are performed by organizations to face disastrous events. In this paper we (i) illustrate the methodology used to collect the user requirements for the emergency management system developed in the European research project WORKPAD, and (ii) describe the WORKPAD high level architecture stemming from such requirements. Specifically, the methodology is applied in the context of Regional Civil Protection of Calabria (Italy) and is used as basis to provide more general user requirements for emergency management systems.

Abstract Swedish municipalities are stimulated to conduct emergency management exercises in addition to developing crisis plans. These exercises tend to be grounded in an instrumental philosophy. There is too much focus on doing the exercise and too little attention for the implementation of lessons learned afterwards. A common experience is that the same 'mistakes' are discovered again and again in yearly exercises. Furthermore there is a paradoxical balance between empowering the organization in its learning process (positive feedback) and revealing the failures (negative feedback). In this paper we reflect on the learning process in a Swedish municipality in 2006 where two emergency management exercises were held and where a minor and a major crisis occurred during the year. We argue that the longitudinal learning process should be the focus in stead of ad hoc exercises. In addition we develop some requirements for emergency management training from a 'passion for failures' perspective.

From these sources we have created a patterns catalogue to assist novice designers on discovering what issues should be addressed to develop useful and successful systems. In this paper, we present the mining process and some patterns as example.

Abstract This paper tests the claimed benefits of using geographical information systems (GIS) in emergency response operations. An experimental study comparing command teams using GIS and paper-based maps is presented. The study utilized a combined approach using microworld simulations together with physical artefacts. Participants in the experiment took the role of command teams, facing the task of extinguishing a simulated forest fire. A total of 132 persons, forming 22 teams, participated in the study. In eleven of the teams, the participants were given access to GIS with positioning of fire-brigades as well as sensor data about the fire outbreak. In the other eleven teams, the participants were using paper-based maps. The result shows that teams using GIS performed significantly better than teams with paper-based maps in terms of saved area. Communication volume was considerably reduced in the case of GIS teams. Implications of these results on GIS are discussed as well as methodological considerations for future research.

Abstract The environment of many HROs in modern, western countries have undergone dramatic changes in the last decades. They have changed from High Reliability Organizations (HROs) into High Reliability Networks (HRNs). In nearly all industries, the formerly vertically integrated, state-owned monopolies were 'unbundled' and in many segments, competition was introduced. Consequently, the services of modern-day large-scale technical systems are provided by networks of organizations. In-depth research in a number of infrastructure industries explored the consequences of these changes for the reliable provision of services in networks of organizations. In networks of organizations, reliability is increasingly achieved through 'real-time' management. This paper highlights three important consequences of these findings and provides some tentative conclusions about their effect on the design and use of Information Systems in complex, large-scale technical systems.

Abstract The Interactive Media Laboratory at Dartmouth Medical School produces computer games and multimedia programs for public health preparedness. With Department of Homeland Security funding, the IML is developing the Virtual Terrorism Response Academy, which uses game technology to prepare first responders for rescue efforts in which hazardous materials may be involved. This paper looks at the history of the “Virtual Clinic” concept and the original rationale for creating what Max Boisot calls “epistemology space.” It also offers an account of the VRTA designers' responses to potential criticism from learning specialists in game studies who object that the game is too didactic and discourages trial-and-error by restraining the learner in the narrative conceit of a “simulation of a simulation.”.

Abstract Understanding the performance of disaster monitoring systems is a key to understanding their success, therefore; various qualitative and quantitative measures and metrics can be applied in the characterization and analysis of such systems. Through evaluation studies, problems that impede a disaster monitoring system performance can be identified. The results can be used for system control, design, and capacity planning. Previous studies address technical performance analysis metrics for analyzing monitoring systems leaving out human and organizational dimensions of such systems. Thus, the primary objective of this study is to identify and describe a set of disaster monitoring systems performance analysis metrics that may be employed to evaluate such systems. This study may be valuable to researchers and practitioners involved in disaster and emergency response studies in planning the transportation of vital first-aid supplies and emergency personnel to disaster-affected areas, and in improving chances of survival after a natural disaster.

Abstract When a system initiates an auditory warning or alert, detection and correct identification of the information by the human recipient can be influenced by a variety of factors. Examples from aviation and public warning demonstrate instances where messages are ignored, not understood or misinterpreted. The reasons why messages may fail can stem from the design of the message itself, environmental conditions, and sensory or cognitive impairments. Based upon experience from several contexts and from the development of assistive technology for people with disabilities, promising design approaches are being explored in research on warning system design. The importance of multimodal warnings, selection of speech type, and internationalization are discussed.

Abstract Conducting empirical research involves a balancing act between scientific rigor and real-life pragmatics. DECIS Lab researches systems-of-systems, consisting of humans and artificial systems involved in collaborative decision making under chaotic circumstances. An important objective is the usefulness of our results to our major application domain: crisis management. DECIS Lab was involved to set up a crisis management exercise experiment and according measurements regarding an improvement in internal communication at Gemeente (Municipality) Borsele. In this paper the empirical research regarding this experiment, the methodology and its results are briefly outlined. Our main lessons learned concern the interrelationship between scenario, experiment and measurements; the problem of acquiring usable data; and the challenges of conducting grounded research.

Abstract In the event of natural disasters and extreme events like storms, floods and earthquakes, not only people, residential buildings and infrastructure, but also industry can be seriously affected. Direct losses to installations as well as indirect losses e.g. interruption of production can cause severe damage to companies and the economy as a whole. For a comparative and quantitative risk assessment and as a prerequisite for emergency planning and crisis management (e.g. planning of mitigation measures), a financial appraisal of industrial assets at risk is needed. This paper presents the reference installation approach which is a methodology that allows a consistent and transparent assessment of individual industrial asset values. In this bottom up approach due to the consideration of the heterogeneity of various industrial sectors, the obtained results can be depicted for a detailed spatial distribution and on a high degree of accuracy.

Abstract In this paper we describe the inspiration for, and the design of, prototype technologies that support emergency teamwork. We combine ethnographic studies of material practice, participatory design collaboration with emergency personnel, and knowledge of the potential of ubiquitous computing technologies to 'stretch' the materiality of envi-ronments, persons and equipment. A range of prototypes-products of an iterative, ethnographically informed, participatory design process-are described in a series of scenarios. We conclude with a discussion of potential benefits and challenges our experience raises for socio-technical-material innovation in emergency teamwork.
