Abstract As a future member of the European Union (EU), Croatia has decided to implement EU Directive 2002/59/EC of the European Parliament and of the Council binding all EU member states to define places of refuge for ships in need of assistance off their coasts, or to develop techniques for providing assistance to such ships. Consequently, the Ministry of the Sea, Tourism, Transport and Development of the Republic of Croatia has initiated a project for developing an effective Decision Support System (DSS) for defining the places of refuge for ships in distress at sea. Such a system would include a model based upon GIS and different operational research models, which would eventually result in establishing an integral DSS. Starting points for analysis are shipping corridors, and 380 potential locations for places of refuge designated in the official navigational pilot book. Multicriteria analysis, with GIS-generated input data, would be used to establish worthiness of a place of refuge for each ship category, taking into account kinds of accident. Tables of available intervention resources would be made, as well as analysis of their availability in respect of response time, and quantitative and qualitative sufficiency.

Abstract This paper attempts to reveal the “black box” of information processing activities by relying on Sensemaking as a methodology and as the object of research. In particular, this research aims at studying intuitive information processing activities in ongoing crisis situations, one of the most extreme contexts in which discontinuity is the rule and continuity the exception. The authors argue that this Sensemaking approach offers valuable insights for the design of information systems for crisis response and management (ISCRAM). This paper describes an interpretive case study methodology as it was applied to discover Sensemaking episodes in the daily work of humanitarian relief actors in the ongoing crisis of the Democratic Republic of Congo.

Abstract The effective implementation of early warning is one of the best investments for disaster prevention and mitigation. In the last decade, we have witnessed strong efforts and progress towards better risk detection, monitoring and prediction. However, the best warnings are ineffective if they cannot be distributed in a timely way and targeted to people at risk. With the evolvement of new Information and Communication Technologies, we have new opportunities and face new challenges for improving classical warning processes. Based on our experience and research results from two user-centered hydro-meteorological Early Warning Systems (EWS) we present an approach for context-aware alerting that can increase considerably the effectiveness of warning. Furthermore, we introduce an applied evaluation model for the effectiveness of an EWS.

Abstract The importance of distinguishing between direct and indirect losses of disasters is stressed. In order to estimate indirect losses, a conceptual framework of direct and indirect losses is presented. For the case of the Great Hanshin-Awaji (Kobe) Earthquake of 1995, direct stock losses of both the manufacturing and the commercial sectors record almost same size of big damage. As for indirect flow losses, the commercial and the other services sectors show far greater damage than the manufacturing sector. A careful statistical analysis of indirect losses using the gross regional product in the stricken area presents a new finding that the lost product and income in terms of estimated indirect losses are quite large and continue to arise for longer than 10 years, mounting to some 14 trillion yen (about US$0.13 trillion). Disaster management policy should be improved by paying attention not only to direct losses but also to indirect losses.

Abstract In the realm of emergency operations, planning and training is a critical ingredient for success. The use of virtual environments can offer a convenient means of practicing and simulating activities in an emergency operations center (EOC). Although many virtual environments strive to offer realism in their simulations of weather, population, and incident happenings, they often fall short in terms of collaboration among simulation participants: unless participants are at the same physical location, their ability to see and interact with one and other is limited. Moreover, interactivity that is possible may not be truly synchronous (e.g., network lag can cause activities to happen out of order). These are compelling drawbacks to computer-based EOC simulators/trainers, since collaboration is a cornerstone for successful EOC teams. To address these problems, we present the virtual EOC. Our prototype aims to provide a collaborative virtual environment that enables interactivity among participants while executing synchronous, script-driven tests and simulations.

Abstract This paper describes a checklist that has been developed for comparing the functionality of emergency management control centres and their information systems. The intention is to interest the ISCRAM community in using the checklist in various applications and pooling experiences. The Control Centre Visit Checklist has evolved through four iterations. It has been used to study two military C2 systems and one non-military control system, and has been applied by students for course assignments. The paper focuses on the part of the checklist that evaluates the information system from the systems viewpoint. It describes the underlying applications architecture and process model. The Royal Netherlands Army's Battlefield Management System illustrates the application of the checklist. The results show that the checklist aids in identifying where C2 systems can be developed further. The next step is to perform a set of substantial pilot studies for diverse domains, including civilian emergency management systems.

Abstract Mobile Ad-Hoc Networks maintain information in the routing table about reachable nodes. In emergency and rescue operations, human groups play an important role. This is visible at the network level as independent network partitions which are for some time stable before their members change through merging or partitioning. We use the information from stable routing tables to optimize the synchronization of Mediators in a Distributed Event Notification System. In a stable partition each node has the same information, thus a single Mediator can efficiently coordinate the synchronization, while all other Mediators just receive updates. We show in our experiments that just a few seconds are needed until routing tables stabilize and all nodes have a common view of the partition. We present a heuristic to determine the proper time to synchronize. Furthermore, we show how exceptions, like disappearing coordinating Mediators and unexpected messages, can be efficiently handled.

Abstract During large-scale crisis events special emergency management structures are put in place in order to execute administrative-strategic and/or technical-tactical functions for potentially large geographical areas. The adequacy of information systems and the communication capabilities within such management structures largely determine the quality of situation awareness and are thus crucial for the effectiveness and efficiency of the emergency managers' work. In this field, this paper makes a threefold contribution: In the first part we provide a description of the organizational structure and the tasks in an emergency operation center (EOC) from a practitioner's perspective. Based on this primer, in the second part we propose four guidelines which help to design human-computer interfaces, especially adequate smart room technology, for this domain. Third, we present a system we designed along these guidelines. We specifically discuss the introduction of a Digital Map Table with Fovea-Tablett® into an EOC as “smart furniture” supporting both team and individual work.

Abstract The Heartbeat Beacon addresses data temporal / exchange interoperability gaps by stipulating CAP instantiated data exchanges for military, first responder, and commercial stake holder domains by standardizing data exchange formats, symbol sets, event refresh rates enabling direct collaboration with military telemetry systems using commercial products. Multicast radius will be adjustable e.g., increase / decrease with audible tones based on business logic / military mission thread logic according to threshold rules visually displayed as concentric color band expansion / collapse based on DHS five level color / audible advisory schemes. Alert, evacuation, alternate routing of transportation assets, medical triage will then are adjustable. Organizations through router/switch updates via heartbeat messages will enable spontaneous integration of disparate communities of interest allowing the network to be maneuvered in response to unified events and alerts.

Abstract In this paper we describe the approach adopted and experiences gained during a project to develop a general architecture that aims to harness advanced sensor, modelling and Grid technologies to assist emergency responders in tackling emergencies (specifically fire emergencies). Here we focus on the command and control aspects of this architecture, and in particular, on a query-based approach that has been adopted to allow end users to interact with available models of physical and other phenomena. The development of this has provided a number of insights about the use of such models, which along with the approach itself, should be of interest to any considering similar applications.

Abstract Our goal is to develop an Early Warning System for an engineering system with a special interest in applying this to a material recovery facility. This on-going research points out that there is no clear definition of what Early Warning Systems are. A literature search for Early Warning Systems identifies hundred of thousands hits (Buchanan-Smith, 1999; Davies, Buchanan-Smith, Lambert, 1991). Almost all of the references had to do with financial systems for third world countries, tracking the destructive nature of violent conflicts that led to human suffering, or systems for syndromic surveillance. The goal of our research, and of this paper, is to define a framework for creating a specification that can be considered as the basis for the development of any Early Warning System-specifically for engineering systems. Therefore, we will describe Early Warning Systems and its requirements and specifications. Based on specification patterns, we have developed an abstract model of an Early Warning System; and developed an IDEF0 model of a material recovery facility that provides the framework for specifying an Early Warning System. The Early Warning System is then specified using information modeling.

Abstract Eyewitness photography is increasingly playing a more significant role in disaster response and recovery efforts. This research elaborates on the ways in which members of the public participate during times of disaster by closely examining the evolving role of a prominent photo-sharing website, Flickr, in events that have occurred since its launch in February 2004. We discuss features of Flickr's emerging evolutionary growth as a community forum for disaster-related grassroots activity based on the findings from our qualitative study of 29 groups across six disasters over Flickr's nearly three-year lifespan. Our findings discuss efforts toward the development of norms that attempt to guide the nature of social practice around photographic content during disaster response and recovery efforts.

Abstract The increased impact of natural disasters and terror attacks on our society has augmented the awareness of needs for advances in emergency response. For local communities it is vital to make use of existing resources. Service-oriented technology provides new possibilities for the enhancement of command and control (C2) systems. However, to gain full use of the technology, it must harmonize with the supported organizations and their work procedures. This paper explores the possibilities and usefulness of service oriented C2-systems for emergency response at the local community level. The study was performed in five steps: (1) literature study, (2) interviews, (3) scenario design, (4) prototyping service-oriented C2 systems, and (5) a scenario based evaluation. The results show that service-oriented C2 systems would support and enhance emergency response at the local community level. Still, several issues that need to be further considered remain, not the least the ability of quality assurance of services.

Abstract In recent years, we have developed a visual communication interface for reporting observations in which messages can be constructed using a spatial arrangement of icons. Each icon on the interface represents a concept or idea. This paper reports about research on a visual language interface, which allows users to create structured messages of icon strings simultaneously in a two-dimensional parallel and spatial configuration. The developed system provides drawing tools and predefined sets of icons that support a free and natural way to sketch and describe crisis situations. A coherent and context dependent interpretation of the icon configuration can be constructed by the employment of ontology. In addition, the interface is also able to convert the interpretation into crisis scenarios as feedback to the user on his/her input.

Abstract This research explores the potential determinants of trust in newly formed virtual teams to better inform the choice of communication media for virtual emergency response groups for which interpersonal trust is crucial. Results of a laboratory experiment indicate that the way that communicants view their teammates and themselves as part of that team is significantly correlated with the level of trust that they experience. Impression formation, public self-awareness, perceived social presence, and self-disclosure are all found to have significant correlations with trust among ad hoc teammates. It is therefore recommended that the design of emergency response communication systems include features to foster these feelings thereby promoting trust among teammates. Our results are applicable to ad hoc emergency teams who interact for a period of time to address relief and recovery efforts after a major disaster or emergency.

Abstract In an earthquake disaster, having proper estimation about destructed buildings and the degree of destruction, can considerably facilitate decision-making and planning for disaster managers. Using this information, the managers can estimate disaster area and number of victims to determine and allocate required resources. Scientific studies and historical data show that the faults around Tehran, the capital of Iran, are capable to create strong earthquakes which would bring the largest damages in the world history to the city. So it is necessary to be prepared for a rapid and knowledge-based response to such an earthquake. Therefore, development of a knowledge-based model to estimate destruction of buildings is ongoing. The model is going to be developed by using different spatial data obtained from the buildings and its environment in Tehran. This paper outlines the initial results of this research.

Abstract Crisis and disaster management is a field that requires the understanding and application of tools and knowledge from multiple disciplines. Hurricanes Katrina and Rita in 2005 have proven that U.S. petroleum infrastructure is vulnerable to major supply disruptions as a direct result of disasters. Due to the structure of U.S. oil supply chain, primary oil production centers (i.e. PADD* 3) are geographically separated from primary demand centers (i.e. PADD 1), which creates a natural dependency between those districts. To better understand the extent of those dependencies and downstream impacts of supply disruptions, a multi-disciplinary research approach is necessary. The cross-disciplines in this research include disaster management, critical infrastructure and oil supply chain management, and the utilization of geographic information systems (GIS) and systems simulation. This paper specifically focuses on the framework for integrating GIS and systems simulation as analysis tools in this research.

Abstract We report on the results of an investigation about the “informal, ” public-side communications that occurred in the aftermath of the April 16, 2007 Virginia Tech (VT) Shooting. Our on-going research reveals several examples of on-line social interaction organized around the goal of collective problem-solving. In this paper, we focus on specific instances of this distributed problem-solving activity, and explain, using an ethnomethodological lens, how a loosely connected group of people can work together on a grave topic to provide accurate results.

Abstract When a disaster or emergency occurs, one of the most pressing needs is to establish a communication network for the first responders at the scene. Establishing and accessing a reliable communication infrastructure at a crisis site is crucial in order to have accurate and real-time exchange of information. Failure in the exchange of timely and crucial information or delay in allocating resources impedes early response efforts, potentially resulting in loss of life and additional economic impact. At a disaster site, the existing communication infrastructure may be damaged and therefore partially or totally unavailable; or, there may not have been previously existing infrastructure (as in the case of remote areas). A communication infrastructure within the context of emergency applications should be reliable, easily configurable, robust, interoperable in a heterogeneous environment with minimum interdependencies, and quickly deployable at low cost. A disaster scene is a chaotic environment which requires a systematic approach to abstract the system, study the flow of information and collaboration among different disciplines and jurisdictions to facilitate response and recovery efforts. We have deployed the wireless mesh infrastructure in several drills at the university campus and in the city as part of the California Institute for Telecommunications and Information Technology (Calit2) NSF-funded RESCUE project (Responding to Crises and Unexpected Events). To evaluate network performance and identify the source(s) of bottleneck, we have captured the network traffic. The lessons learned from test bed evaluations of the network based on real-world scenarios can be applied to future applications to enhance the network design and performance.

Abstract ICT infrastructures are a critical asset in today's Information society. Legacy telecommunication systems easily collapse in the face of disruptions due to security incidents or natural disasters. Hence, there is an urgent demand for new architectures and technologies ensuring a more efficient and dependable support for various security missions, such as disaster relief initiatives, first responder operations, critical infrastructure protection, etc. In this paper we advocate the opportunistic networking paradigm to build a self-organizing overlay ICT infrastructure for supporting dependable crisis management services. Our opportunistic framework to “glues together” surviving parts of the pre-existing infrastructure with networks deployed on-demand and users devices, and supports dependable distribution of coherent, updated, and non-contradictory information distribution. Finally, to show the potential advantages of our solution, we present initial results on the performance of different types of opportunistic infrastructures, by particularly highlighting the gains of context-aware systems.

Abstract This paper describes the initial stages of the participatory design of a community-oriented emergency response system for a university campus. After reviewing related work and the current University emergency response system, this paper describes our participatory design process, discusses initial findings from a design requirement survey and from our interactions with different stakeholders, and proposes a Web interface design for a community response grid system. The prototyping of the system demonstrates the possibility of fostering a social-network-based community participation in emergency response, and also identifies concerns raised by potential users and by the professional responder community.

Abstract Effective response to emergency, security and operational continuity events generally requires cooperation across political, physical and technical boundaries. It's necessary, therefore, to use a communications system that enables people in heterogeneous organization to communicate effectively. Since 2002, Swan Island Networks has been developing an Internet-based information sharing system that links responsible people with the information necessary to make better decisions, and to each other. The system allows people to form “Communities of Trust”, in which all community members are known and authenticated. Each community is formed by a responsible Champion, who determines who can participate and what information will be shared within the community. In order for people to be willing to share, and to accept the information they receive as genuine, the community must operate in an environment of trust. This presentation outlines the fundamental concepts, methodologies and features for access and information control that create a trusted environment, particularly Authorization, Authentication and Audit (AAA). In the system discussed, AAA elements function together to create a comprehensive trust framework, and provide a contextually appropriate level of information assurance, data protection and dissemination control.

Abstract In this paper we take a system theoretic perspective to the process of security risk identification in the context of city councils. Based on this approach, we construct a framework that helps to identify risks. We analyze why this methodological framework is suitable for the risk identification process. Research in fifty Flemish city councils reveals the usefulness of our approach of combining a perceived vs. objective perspective with a technical vs. organizational one. We believe such a framework offers a workable tool for dealing with IS security risks in a systems thinking way.

Abstract Emergency Management, like other fields of Operations, consists of information, communication and decision making. Thanks to the pervasiveness of real time networked infrastructures, such as the internet and the web, new models of operations are emerging, designed to leverage the aggregate the power of 'collective intelligence' and 'distributed action' facilitated by 'open world' systems environments. In order to develop effective information systems capable of supporting the distributed nature of emerging 'architectures of participation', it is necessary to devise adequate 'semantic structures', which in turn rely on sound and explicit conceptual frameworks, such as ontologies. However, there aren't enough 'ontologies' in the public domain that can be referenced to establish compatibility of architectures and serve as guidelines for the development of open, neutral and accountable information systems. In this paper we a) describe and analyse the 'distributed' and 'networked' nature of emergency operations b) put forward the notion information systems to support of emergency management today should be modeled on 'distributed' and networked organizational structures, and that ontologies in this domain should be built accordingly.
