  Abstract Making a decision in a changeable and dynamic environment is an arduous task owing to the lack of information, their uncertainties and the unawareness of planners about the future evolution of incidents. The use of a decision support system is an efficient solution for this issue. Such a system can help emergency planners and responders to detect possible emergencies, as well as to suggest and evaluate possible courses of action to deal with the emergency. We are interested in our work to the modelling of a monitoring preventive and emergency management system, wherein we stress the generic aspect. In this paper we propose an agent-based architecture of this system and we describe a first step of our approach which is the modeling of information and their representation using a multiagent system.

  Abstract This paper presents a research in progress about the French ISyCri project that aims at providing partners involved in crisis management with an agile Mediation Information System (MIS). Not only this MIS shoul support the interoperability of the partners' information systems but it is also dedicated to coordinate their activities through a collaborative process. One of the first and main steps towards such a MIS, is to elaborate a common and sharable reference model built to characterize crisis situations. Such a model is also an input for automated reasoning to elaborate and adapt a crisis solving collaborative process. This article presents the objective of the project, our approach and our first results: a UML metamodel of crisis situation and its corresponding OWL ontology on top of which deductions are possible.

  Abstract There is considerable interest in advance technologies to support crisis and disaster management as they face the challenges of designing, building, and maintaining large-scale distributed systems able to adapt to the dynamics and complexity of crises. Candidate technologies include Service Oriented Architecture (SOA), related Semantic Web technology, agent-based architecture and cognitive architectures. Each embodies some principles of the Adaptive Architecture-including modularity, openness, standards-based development, runtime support and importantly explicitness. However, truly adaptive architectures for crisis management will require some deepening the knowledge architecture's content and not just its representation. Light and more robust ontological models of situations are discussed to show how better formalization of conceptual patterns like “participation” can be developed to support cognitive architectures. The feasibility of an ontological design pattern approach is described as an avenue for future research and development describing specific types of situations.

  Abstract During a disaster, health and medical decision makers need accurate, timely information. However, it is seldom readily available to the right decision makers, at the right time. Quite a number of databases currently exist with information about health and medical organizations which decision makers need during a disaster. Some of these databases have functions that facilitate decision-making and communication before, during and after a disaster. In theory, linking several existing databases will supply this information. Also, other functions can be provided in one package for incident management and monitoring of the preparedness capacity of a State's health and medical systems. But, this has not happened yet in Florida. This research assessed the different users needs, defined the information required to make good decisions and is testing a pilot decision support system of linked databases.

  Abstract In this paper, we evoke first the ubiquity and the importance of the so-called 'nonfictional narrative' information, with a particular emphasis on the terrorism- and crime-related data. We show that the usual knowledge representation and 'ontological' techniques have difficulties in finding complete solutions for representing and using this type of information. We supply then some details about NKRL, a representation and inferencing environment especially created for an 'intelligent' exploitation of narrative information. We will also supply some examples concerning a “terrorism in Southern Philippines” general context to illustrate our approach.

  Abstract The transition from analog to digital television broadcasting has opened the way to a number of new services, enabled by the advanced potentialities offered by interactive applications. Considering the wide diffusion of TV receivers among people living both in towns and rural areas, and how many people, either old or young, educated or not, are familiar with the TV box, it is reasonable to exploit such a capillary and widespread technology to reach immediately and directly almost the total population in a certain area. Among the possible applications, emergency and alert information dissemination can play a vital role in improving the communities response and reaction to natural or man made disasters. Focusing on this topic, this paper proposes an alert dissemination service exploiting an MHP interactive application developed ad hoc for DVB-T broadcasting, to force the direct delivery of emergency information to TV users.

  Abstract The research on technology for emergency management is usually based either on studies in the field that focus on workers using current tools or on the development, testing, and deployment of novel software tools used in controlled settings. Little is known about the effects of the new collaborative media and work conditions 'in comparison to' the current media and conditions. In 2007, we presented at ISCRAM a method for studying common ground development through a paper prototype in face-to-face collaboration and subsequently presented preliminary findings on common ground development. In this paper we present preliminary findings from an analogous experiment on teams working remotely via a geo-collaborative software prototype. We compare these findings with those from the prior paper prototype study. We use this comparative research design to explore implications for system design and theory development in computer-supported cooperative work.

  Abstract Fielded first responders are currently being equipped with support tools to improve their performance and safety. Novel information technology provides opportunities for improvement of task efficiency and situation awareness, but people can get in trouble when data networks fail. In this paper, we examine the effect of glitches in the data network on team performance and look into the strategies people use to cope with these disruptions. Teams of three responders collaborated in a search and rescue task, supported by a map showing their positions and the locations of victims. Data communication required for this support was interrupted, verbal communication remained possible. Two variants were used for the map: a north-up version and a heading-up version that was aligned with the orientation of the responder. Negative effects and changing strategies were found for the condition with interruptions, no differences were found for the two map variants.

  Abstract In response to the Australian Federal Government's legislative changes, including the Disaster Management Act 2003, both State and Local Government are finding it necessary to work ever more closely to ensure the successful development, approval and operation of local disaster management plans and activities. Working closely with numerous Local governments and their stakeholders, Faulkner Technologies has developed a web-based information management exchange to facilitate the timely and accurate collation, dissemination and sharing of event-related information during an incident or disaster. Challenges such as geographically-dispersed operations, information management, communication management, reporting and logging and capturing key learnings are common to all local councils. Our web-based information management exchange dovetails with both the paper-based Standard Operating Procedure and multiple communication systems significantly enhancing the management of disasters and incidents. In conjunction with NICTA (National ICT Australia) and their Smart Applications for Emergencies (SAFE) project, the solution uses the Common Alerting Protocol (CAP) and Emergency Data eXchange Language (EDXL) standards for message distribution.

  Abstract Emergency management tasks are inherently complex and dynamic, requiring quick knowledge sharing and decision coordination among multiple organizations across different levels and locations. This paper describes a research project that aims at (1) developing the concepts of task complexity and uncertainty of emergency management tasks and (2) testing the mediating role of knowledge sharing and knowledge integration between emergency management task characteristics and performance.   Abstract This paper describes the Disaster Portal, a multi-faceted information portal for use by citizens and emergency personnel during disasters and emergency response. This portal is the result of a collaboration between the RESCUE project at UC-Irvine and the City of Ontario, California Fire Department (OFD). The portal provides a wide range of real-time information in disaster situations, such as situation summaries, announcements, shelter information, and aggregated services such as family reunification and donation management. A first version of this portal was developed and deployed by the City of Ontario in September 2007. The current system serves as a base to develop and refine results from several areas of research which are being incorporated into the existing system to provide additional or advanced capabilities. We provide an overview of the portal's capabilities, followed by technical details on the system architecture and implementation. We describe the experience of deployment of the system in the recent California wildfires. Finally we describe work in progress on several advanced capabilities.

  Abstract Opportunities for participation by members of the public are expanding the information arena of disaster. Social media supports “backchannel” communications, allowing for wide-scale interaction that can be collectively resourceful, self-policing, and generative of information that is otherwise hard to obtain. Results from our study of information practices by members of the public during the October 2007 Southern California Wildfires suggest that community information resources and other backchannel communications activity enabled by social media are gaining prominence in the disaster arena, despite concern by officials about the legitimacy of information shared through such means. We argue that these emergent uses of social media are pre-cursors of broader future changes to the institutional and organizational arrangements of disaster response.

  Abstract I will demonstrate ESi's WebEOC Resource Manager® tool, which enables users to catalog and deploy resources in a manner that is compliant with FEMA's National Incident Management System (NIMS). The system is a proven and tested deployed in over 25 states throughout the U.S. The tool provides real-time data sharing in a collaborative and fast-paced environment.

  Abstract Emergency management is by its nature, and in some jurisdictions by its definition, an activity that requires a concerted effort by a number of governmental and non-governmental agencies. There is a growing appreciation that collaboration between these parties is best served through the use of interoperable standards for message formats for purposes such as alerting and resource exchange. However, it is also important to realize that, although much advantage can be drawn from standardizing certain aspects of communication, such as the structure of messages, different agencies will use different vocabularies. In this paper we discuss how ontologies can be used with standard messaging formats for resource messaging to enable intelligent decision support mechanisms in the presence of differing vocabularies across organizational boundaries. We also present a survey of the opportunities for using ontologies in emergency management, and the issues that must be addressed.

  Abstract Emergency management personnel often face feedback delays and a lack of reliable information. To address this problem, new information technologies have been developed that can provide real-time, image-based feedback. While potentially useful, this trend represents a fundamental shift in both the timing and format of the information used by incident commanders (ICs). Eight ICs took part in a simulation exercise to determine the potential impact of real-time imaging on their decision-making. Nearly all of the ICs failed to detect important changes in the situation that were not captured in the imaging but that were available via other, more traditional data sources. It appears that the ICs placed an inappropriately high level of trust in the imaging data, resulting in reduced data search activities and hypothesis generation. This research helps practitioners anticipate and guard against undesirable effects of introducing similar technologies on training and operational procedures.

  Abstract Information on the Web has become increasingly important in disaster response. Yet much of this information is redundant. We are creating a suite of electronic knowledge management (eKM) tools that can be used to reduce by an order of magnitude the information that people need to read in order to gain and maintain awareness of web content during emergencies. In this paper, we describe research-in-progress on developing these tools and applying them to web content from organizations' websites and individuals' blogs. Results so far indicate that organizations' websites and individuals' blogs provide redundant coverage of general issues and that each provides additional information about specific issues. By using the tools we are developing, responders and victims will be able to quickly gather an overview of general issues derived from many websites, then learn more about specific issues by navigating to a few websites.

  Abstract This paper describes the approach to implement network centric operations (NCO) in the Dutch crisis management domain. NCO resolves a number of important shortcomings related to the supply and flow of information experienced in current verbal communication-based crisis management. First, we provide a description of the crisis management organization in the Netherlands and the nature of information supply problems. Second, we explain how a network centric approach would be implemented in this domain. Next, we describe how between 2005 and 2008 several regions in the Netherlands have made efforts to implement a network-approach, and we evaluate their experiences. The NCO approach reduces the need for reliability checks of verbal communication. Consequently procedures can be optimized with NCO. This paper concludes with next steps, such as continuing to explore the effects of NCO on the current way of working and train people to work in a network centric environment.

  Abstract Emergency response and preparedness teams that are inter-organizational or international often work together in partially distributed teams (PDTs). A PDT has at least one collocated subteam and at least two subteams that are geographically distributed. Leadership configuration and behaviors present unique challenges in PDTs. This paper describes preliminary results of an initial field experiment with international student teams undertaken to examine leadership in PDTs working on high-level requirements for an emergency preparedness information system. Leadership is viewed through the lens of what leader behaviors, or roles, are enacted by the leaders. Leadership configuration was varied: some teams had just an overall team leader; others had no team leader but had a leader for each subteam, while others had both team and subteam leaders. The findings suggest that leadership configuration matters and that leaders do enact roles similar to those found in studies of fully distributed or traditional collocated teams.

  Abstract Distributed teams increasingly rely on collaboration environments, typically including chat, to link diverse experts for real time information sharing and decision-making. Current chat-based technologies enable easy exchange of information, but don't focus on managing those information exchanges. Important cues that guide face-to-face collaboration are either lost or missing. In some military environments, operators may juggle over a dozen chat rooms in order to collaborate on complex missions. This often leads to confusion, overload, miscommunication and delayed decisions. Our technology supports chat management. A summary display bar reduces the number of chat rooms operators need open by providing high level situational awareness pointers, in real-time, to: a) rooms with increasing message activity levels, b) rooms in which important collaborators are participating (those in the operator's social network), and c) rooms in which operator-selected keywords are used. This ability to peripherally monitor less critical chat rooms reduces operator overload, while enhancing the ability to rapidly detect important emerging discussion threads. © 2008 The MITRE Corporation.   Abstract In an emergency, people need to be able to report and find relevant information quickly. Fulfilling these information needs is the design goal of E-SOS: Emergency Situation Overview and Synthesis, a research project in progress. E-SOS will consist of (1) a website where users can report information, (2) web services that find and synthesize related information from multiple sources, and (3) interface tools that visualize and display links to this information. In this paper we describe three of these services and tools: the topic, geographic, and information space awareness tools. When a user writes a report, the topic awareness tool will execute a federated search and display links to related information. The information space awareness tool will highlight these links in a visualization of the information space. If the user refers to a location, the geographic awareness tool will focus a map on this location and display topic-related icons.

  Abstract In this paper we describe a functional goal decomposition of urban firefighting as part of a larger cognitive task analysis. Previous research indicates that firefighter decision strategies employ a pattern-matching technique that allows them to choose the first workable option based on similar previous experiences. This study builds upon this research by employing multiple cognitive task analysis methods to further examine firefighter decisions through a functional goal decomposition. The functional goal decomposition outlines the functions, decisions and information requirements of firefighting in terms of two overarching goals-save lives and protect property. Information requirements provide useful insight into the difficulties of firefighter decision-making. Though still in the preliminary stages, this project has generated a number of design recommendations to support urban firefighting. Future analyses are also discussed.

  Abstract Modeling the interaction between interdependent systems in dynamic environments represents a promising approach to enabling communities to assess and manage the recurring risk to which they are exposed. We frame the problem as a complex, adaptive system, examining the interaction between transportation and emergency response as a socio-technical system. Using methods of spatial and statistical analysis, we overlaid the engineered transportation system on the organizational emergency response system to identify the thresholds of fragility in each. We present a research design and preliminary results from a small-scale study conducted in the Pittsburgh Metropolitan Region that examined the interaction between the transportation and emergency response systems. These results informed the design of a Situational Assessment Module for emergency managers, currently under development at the University of Pittsburgh.

  Abstract The paper suggests and supports a public policy in which the Federal Communications Commission should seize a unique opportunity to resolve some of the nation's critical communications problems in times of crises with the allocation of a portion of the spectrum at 700 MHz for the deployment of a nationwide interoperable emergency broadband wireless network built by a public-private partnership. It then presents a convincing theoretical model that advocates that an open and/or neutral, as opposed to a closed, network will add greater efficiency, greater choice, while advancing public safety along with the deployment of new and valuable technologies, applications and services.

  Abstract This paper provides a brief history of recent activity fostered by the U.S. National Science Foundation (NSF) that has lead to ongoing discussion, investigation, analysis and community building around an area being called “Humanitarian Service Science and Engineering” (HSS&E). HSS&E is an extension of market-based “service science” into humanitarian and government service areas where there is a less clear and more complex “customer/provider” relationship; where criteria for optimization extend beyond single, relatively straightforward criteria such as efficiency or cost to include numerous, often competing goals involving complex areas such as politics, social justice and values; and where fundamental infrastructure such as power, transportation and communication cannot be assumed. HSS&E explores the applicability of existing modeling methodologies to this expanded, more complex environment of service science and engineering, and in doing so has identified the need for an integration of qualitative and quantitative methodologies beyond that which currently exists.
