Abstract The OSIRIS project addresses the disaster management workflow in the phases of risk monitoring and crisis management. Risk monitoring allows the continuous observation of endangered areas combined with sensor deployment strategies. The crisis management focuses on particular events and the support by sensor networks. Four complementary live demonstrations will validate the OSIRIS approach. These demonstrations include water contamination, air pollution, south European forest fire, and industrial risk monitoring. This paper focuses on the latter scenario: the industrial risk monitoring. This scenario offers the special opportunity to demonstrate the relevance of OSIRIS by covering all the aspects of monitoring, preparation and response phases of both environmental risk and crisis management. The approach focuses on non-restrictive linking in a wireless sensor network in order to facilitate the addition and removal of nodes providing open interaction primitives allowing the comfortable integration, exclusion, and modification. A management layer with an event-triggered and service-based middleware is proposed. A live lab with real fire is illustrated.

Abstract Group-oriented services including data dissemination, group calls and real-time video transmission are considered as an important application in public safety communications. The main interest is in one-way real-time video transmission from the hot spot to multiple recipients. This is important for efficient emergency response. The changing topology of the multi-hop communication links in a public safety environment makes routing and multicasting extremely challenging task. The purpose of this paper is to study the performance of wireless mobile ad-hoc networks with one-way multicast video traffic. To consider a realistic public safety scenario, the effect of extensive unidirectional links is investigated. The system performance study of various ad-hoc network configurations is done by simulations. For wireless multicast routing, the On Demand Multicast Routing Protocol is used. The performance results are compared with the requirements provided by Statement of Requirement document of standardization project MESA.

Abstract This paper provides a task structure design for collaborative scenario elicitation. Task structure design is part of this effort to design a new Collaborative Scenario Creation (CSC) system. The complexity of the scenario creation process hinders participants, especially novice participants, from prudently designing scenarios. Research in Group Decision Support Systems (GDSS) shows that task structure helps to improve processes and collaborations. To design task structure for collaborative scenario elicitation, this paper invokes the Entity-Relationship data modeling methodology.

Abstract The current scope of ICT support for disaster coordination is primarily focused at either the network or data levels. There is significant opportunity for ICT to play an even more important role for disaster coordination at the information level. This paper reviews the information structures and requirements gathered from disaster coordination centres based on exercise observations. Such coordination of information is usually based on national frameworks that document structures, roles, and responsibilities, but are seldom supported by relevant ICT infrastructure or systems. This paper uses the lessons learned from the exercise observations to identify future opportunities for information management software to support disaster centre operations. In particular, the paper introduces a prototypical Crisis Information Management System we are developing to support two challenges: incident notification and resource messaging. The system is based on open standards under development within the OASIS standards consortium, and will be evaluated as part of future exercises.

Abstract Experiments in crisis management are expensive and difficult to realize. There is also a lack of training facilities in real crisis environments. Serious games and simulation can provide an alternative. We developed a system which enables interactive simulation for crisis management. It is called IMACSIM (Interactive Multi Agent Crisis Simulator Interpreter and Monitor). It is composed of the following components: First a software based platform for dynamic simulating of disasters. Next an event generator which can generate different crises situations. We designed a communication infrastructure that allows agents participants in the simulation to exchange messages. Every agent is able to observe the results of crisis events, process these events and initiate appropriate actions via a waypoint system. The decision making process is distributed among autonomous agents. Some actions may have an impact on the event generator, so there is an interaction between agents and event generator. We developed a first prototype. The design and test results will be described in this paper.

Abstract Artesis Virtual and VSTEP BV developed a virtual scenario training for leading firefighters. We evaluated the usability of the training application and measured the satisfaction of 53 trainees. The trainees were positive about the training application, the training itself, and the interaction with the interface. We observed that trainees experienced navigation difficulties and sometimes misjudged visual information. Evaluations of new versions of this application, should address the influence of interface problems on performance.

Abstract In the near future, first responders may become equipped with mobile devices providing navigation, decision and communication support. Because of the complex and chaotic circumstances in which these devices will be used, the devices should support the creation and maintenance of adequate situation awareness. Extensive testing of such devices for crisis management in real-life is expensive, complex, risky and only possible for specific settings. Therefore, we developed a synthetic task environment that is suited for developing and evaluating new concepts. In this paper, we present the results of the first experiment in this environment. Participants had to rescue victims in a synthetic world, and were supported by a map of the area showing the location and orientation of the participant and the victims. The experiment focused on the effects of map size and user's spatial ability on the quality of the situational awareness that was developed by the first responders. Besides the results of the experiment, experiences with the use of a synthetic environment for evaluation and development purposes are presented.

Abstract The Interactive Media Laboratory at Dartmouth Medical School produces computer games and multimedia programs for public health preparedness. With Department of Homeland Security funding, the IML is developing the Virtual Terrorism Response Academy, which uses game technology to prepare first responders for rescue efforts in which hazardous materials may be involved. This paper looks at the history of the “Virtual Clinic” concept and the original rationale for creating what Max Boisot calls “epistemology space.” It also offers an account of the VRTA designers' responses to potential criticism from learning specialists in game studies who object that the game is too didactic and discourages trial-and-error by restraining the learner in the narrative conceit of a “simulation of a simulation.”.

Abstract The tunnel operator monitors and regulates the flow of traffic inside a tunnel, and takes actions in case an incident occurs. TNO has developed a training simulator that enables the operator to train incident situations. We are currently improving the simulator by developing intelligent agents that support a qualified operator, who trains himself, without the presence of a human instructor. This paper provides an overview of research activities in this project. In particular, it describes two types of educational agents, the authoritative instructor agent and the non-authoritative companion agent.

Abstract An experimental automated dialogue system that plays the role of a crisis hotline dispatcher is currently developed. Besides controlling the communication flow, this system is able to retrieve information about crisis situations from user's input. It offers a natural user interaction by the ability to perceive and respond to human emotions. The system has an emotion recognizer that is able to recognize the emotional loading from user's linguistic content. The recognizer uses a database that contains selected keywords on a 2D “arousal” and “valence” scale. The output of the system provides not only the information about the user's emotional state but also an indication of the urgency of his/her information regarding to crisis. The dialogue system is able to start a user friendly dialogue, taking care of the content, context and emotional loading of user's utterances.

Abstract In the past a crisis event was notified by local witnesses that use to make phone calls to the special services. They reported by speech according to their observation on the crisis site. The recent improvements in the area of human computer interfaces make possible the development of context-aware systems for crisis management that support people in escaping a crisis even before external help is available at site. Apart from collecting the people's reports on the crisis, these systems are assumed to automatically extract useful clues during typical human computer interaction sessions. The novelty of the current research resides in the attempt to involve computer vision techniques for performing an automatic evaluation of facial expressions during human-computer interaction sessions with a crisis management system. The current paper details an approach for an automatic facial expression recognition module that may be included in crisis-oriented applications. The algorithm uses Active Appearance Model for facial shape extraction and SVM classifier for Action Units detection and facial expression recognition.

Abstract The emotional qualities of a report play an important role in the evaluation of eye witness reports in crisis centers. Human operators in the crisis center can use the amount of anxiety and stress detected in a spoken report to rapidly estimate the possible impact and urgency of a report and the appropriate response to the reporter. This paper presents ongoing work in automated multi-modal emotion sensing of crisis reports in order to reduce the cognitive load on human operators. Our approach is based on the work procedures adopted by the crisis response center Rijnmond environmental agency (DCMR) and assumes a spoken dialogue between a reporter and a crisis control center. We use an emotion model based on conceptual graphs that is continually evaluated while the dialogue continues. We show how the model can be applied to interpret crisis report in a fictional toxic gas dispersion scenario.

Abstract The lack of human-robot collaboration currently presents a bottleneck to widespread use of robots in urban search & rescue (USAR) missions. The paper argues that an important aspect of realizing human-robot collaboration is collaborative control, and the recognition and expression of affect. Affective collaborative robots can enhance joint human-robot performance by adapting the robot's (social) role and interaction to the user's affective state and the context. Current USAR robots lack these capabilities. This paper presents theory, application domains, and requirements for affective collaborative robots based on the current state of the art. With methods from cognitive architectures, affective computing, and human-robot interaction, three core functions of affective collaborative robots can be realized: sliding autonomy, affective communication, and adaptive attitude. These robot functions can substantially enhance the efficiency and effectiveness of rescue workers and meanwhile reduce their cognitive workload. Furthermore, robots with such functions can approach civilians in the field appropriately.

Abstract Improvisation-serial and purposeful creativity, exercised under time constraint-is an intensely cognitive endeavor. Accordingly, supporting improvisation requires an understanding of the underlying cognitive processes and an identification of opportunities for support. This paper reports on the development of cognitively-grounded computer-based support for improvisation in a simulated emergency response situation. The application is a computational model which attends to traces of group decision processes, analyzes them, and attempts to achieve fit between its own intentions and those of the group. The current architecture and functioning of the model are discussed, along with an overview of the simulation platform. Current and future workin the areas of model validation and evaluation is described. The results of this work strongly suggest that model-based support for improvisation is possible, but that for the time being will be restricted to synthetic situations, of the kind often used in training exercises.

Abstract Given unexpected incidents on routes of guards that check security objects, like banks, one of the most challenging problems is still how to support improvisation by security personnel in taking decisions to prevent or resolve such incidents. Another as important associated problem is how a security company can naturally take advantage of its existing and novel knowledge about its organizational and ICT infrastructures, and the introduction of a decision support system to help leverage of improvisation by humans. To tackle all this, on the one hand we present a dynamic coalition formation framework that allows the (re)configurations of agents that are associated with joint tasks in situational contexts to be evaluated by appropriate value functions. On the other hand, we present a dynamic scale-space paradigm that allows a security company to distill ranked lists of robust context-dependent reconfigurations at critical scales. We highlight the merits of ASK-ASSIST as a solution to the problem of supporting human improvisation.

Abstract Results from disaster research suggest that methods for coordination between individual emergency responders and organizations should recognize the independence and autonomy of these actors. These actor features are key factors in effective adaptation and improvisation of response to emergency situations which are inherently uncertain. Autonomy and adaptability are also well-known aspects of a multi-agent system (MAS). In this paper we present two MAS strategies that can effectively handle aircraft deicing incidents. These MAS strategies help improve to prevent and reduce e.g. airplane delays at deicing stations due to changing weather conditions or incidents at the station, where aircraft agents adopting pre-made plans that would act on behalf of aircraft pilots or companies, would only create havoc. Herein each agent using its own decision mechanism deliberates about the uncertainty in the problem domain and the preferences (or priorities) of the agents. Furthermore, taking both these issues into account each proposed MAS strategy outperforms a naive first-come, first-served coordination strategy. The simulation results help pilots and companies taking decisions with respect to the scheduling of the aircraft for deicing when unexpected incidents occur: they provide insights in the impacts and means for robust selection of incident-specific strategies on e.g. deicing station delays of (individual) aircraft.

Abstract In crisis response, hierarchical organizations are being replaced by dynamic assemblies of autonomous agents that promise more agility. However, these autonomous agents might cause a decrease in effectiveness when individually constructed plans for moderately-coupled tasks are not jointly feasible. Existing coordination techniques can be applied in the pre-planning phase to guarantee feasible joint plans for partially-ordered tasks. Temporal relations in crisis response are often more complex than the simple precedence relations in current work. Therefore, we analyze whether temporal information can be dealt with by a conversion to partially-ordered tasks with only precedence constraints. Time windows and two temporal constraints (overlaps and during) can be rewritten in such a way that the task remains partially-ordered. When other temporal constraints (meets, starts, finishes, and equals) are used, tasks become tightly-coupled, requiring coordination in the execution phase as well. This work shows the applicability of pre-planning coordination as an enabling technology for the effective formation of agile organizations.

Abstract Swedish municipalities are stimulated to conduct emergency management exercises in addition to developing crisis plans. These exercises tend to be grounded in an instrumental philosophy. There is too much focus on doing the exercise and too little attention for the implementation of lessons learned afterwards. A common experience is that the same 'mistakes' are discovered again and again in yearly exercises. Furthermore there is a paradoxical balance between empowering the organization in its learning process (positive feedback) and revealing the failures (negative feedback). In this paper we reflect on the learning process in a Swedish municipality in 2006 where two emergency management exercises were held and where a minor and a major crisis occurred during the year. We argue that the longitudinal learning process should be the focus in stead of ad hoc exercises. In addition we develop some requirements for emergency management training from a 'passion for failures' perspective.

Abstract Virtual Distributed Teams (VDT) need to face physical and logical communication challenges during emergency response. Physical problems include heterogeneous technology infrastructures, ubiquitous accessibility, alternative media communication or real-time interaction. Logical problems are related to the accomplishment of a coordinated activity, such as the need for a common place accessible by all where digital artefacts are available, spontaneous communication, real-time interaction, and emergency awareness. We present an integration framework that addresses the physical and logical communication requirements in emergency management for VDTs. The framework provides a ubiquitous mobile infrastructure that supports physical communication, proposes a generic role-based organizational structure for VDT, and outlines an integration strategy that allows to define logical communication channels by means of information flow and access control policies based on the VDT structure.

Abstract The “walking wounded” is a category of disaster victims that can help themselves in finding their way to safety. The problem we address here is how first responders, walking wounded, and other rescue personnel can coordinate their joint activities more efficiently in order to accomplish the evacuation as quickly as possible. We focus our design on the “coordination loops” in the disaster response organization, both vertically across levels of authority, and horizontally among responders in the same echelon. In our envisioned scenario of a chemical accident we identify the most important interactions through which activities are coordinated that are crucial for a successful evacuation. We propose three different “coordination devices” that can be used by the walking wounded, the rescuers in the fields, and the people in the command center. We believe our approach, explicitly designing support systems for coordination first, will lead to important improvements in the daily practice of disaster response.

Abstract In this paper we describe the inspiration for, and the design of, prototype technologies that support emergency teamwork. We combine ethnographic studies of material practice, participatory design collaboration with emergency personnel, and knowledge of the potential of ubiquitous computing technologies to 'stretch' the materiality of envi-ronments, persons and equipment. A range of prototypes-products of an iterative, ethnographically informed, participatory design process-are described in a series of scenarios. We conclude with a discussion of potential benefits and challenges our experience raises for socio-technical-material innovation in emergency teamwork.

Abstract In disasters, local civilians on or near the scene, are often first to respond and give aid. Therefore, the public needs to be well-informed with accurate, time critical information. However, a primary information source is event-specific scales that are inconsistent in their categorization and measurement, adding confusion to public responsiveness. These scales are not extendable to new emergencies in a changing world. We argue for development of a unified emergency scale to facilitate communication and understanding. This scale will inform local communities with regional community-specific information, and will be extendable for further use by professional responders. Research in progress elicited 15 dimensions of an emergency using a Delphi-like process and then ranked the dimensions by importance utilizing Thurstone's Law of Comparative Judgment. Contributions of this paper are to highlight the need for an unequivocal, unified scale and further its development.

Abstract Project ERMA (Electronic Risk Management Architecture) develops a platform for risk managers that can be cus-tomised to individual risk management scenarios in order to meet the needs of small and medium-sized municipali-ties. Due to their limited resources, smaller boroughs call for flexible and intelligent platforms that can be tailored to a set of risk management scenarios that might range from natural disasters to man-made hazards. This paper will promote a process-oriented stance for supporting emergency management operations. The scope of services ranges from decision support via key-indicators with attached process management system up-to alarming services that incorporate citizen relationship management services to keep the citizen well informed and use him for the capture of additional information.

Abstract The resolution of complex decision situations in crisis and remediation management following a man-made or natural emergency usually requires input from different disciplines and fields of expertise. Contributing to transparency and traceability of decisions and taking subjective preferences into account, multi-criteria decision analysis (MCDA) is suitable to involve various stakeholder and expert groups in the decision making process who may have diverse background knowledge and different views, responsibilities and interests. The focus of this paper is to highlight the role of MCDA in nuclear emergency and remediation management on the basis of a hypothetical case study. Special emphasis is placed on the modelling of the decision makers' preferences. The aim is to explore the sensitivity of decision processes to simultaneous variations of the subjective preference parameters and consequently to contribute to a facilitation of the preference modelling process by comprehensibly visualising and communicating the impact of the preferential uncertainties on the results of the decision analysis.
