Abstract Our research is aimed at developing a quantitative approach for assessing supply chain resilience to disasters, a topic that has been discussed primarily in a qualitative manner in the literature. For this purpose, we propose a simulation-based framework that incorporates concepts of resilience into the process of supply chain design. In this context, resilience is defined as the ability of a supply chain system to reduce the probabilities of disruptions, to reduce the consequences of those disruptions, and to reduce the time to recover normal performance. The decision framework incorporates three determinants of supply chain resilience (density, complexity, and node criticality) and discusses their relationship to the occurrence of disruptions, to the impacts of those disruptions on the performance of a supply chain system and to the time needed for recovery. Different preliminary strategies for evaluating supply chain resilience to disasters are identified, and directions for future research are discussed.

Abstract This paper presents the results of our research on the development of a Dialog Action Manager-DAM as part of a complex crisis management system. Imagine the utility of such an automatic system to detect the crisis and to provide support to people in contexts similar to what happened recently at the underground in London and Madrid. Preventing and handling the scenarios of terrorism and other crisis are nowadays maybe the most important issues for a modern and safe society. In order to automate the crisis support, DAM simulates the behavior of an employee at the crisis centre handling telephone calls from human observers. Firstly, the system has to mimic the natural support for the paradigm 'do you hear me?' and next for the paradigm 'do you understand me?'. The people witnessing the crisis event as well as human experts provide reports and expertise according to their observations and knowledge on the crisis. The system knowledge and the data communication follow the XML format specifications. The system is centered on the results of our previous work on creating a user-centered multimodal reporting tool that works on mobile devices. In our paper we describe the mechanisms for creating an automatic DAM system that is able to analyze the user messages, to identify and track the crisis contexts, to support dialogs for crisis information disambiguation and to generate feedback in the form of advice to the users. The reasoning is done by using a data frame and rule based system architecture and an alternative Bayesian Network approach. In the paper we also present a series of experiments we have attempted in our endeavor to correctly identify natural solutions for the crisis situations.

Abstract Crisis and disaster management is a field that requires the understanding and application of tools and knowledge from multiple disciplines. Hurricanes Katrina and Rita in 2005 have proven that U.S. petroleum infrastructure is vulnerable to major supply disruptions as a direct result of disasters. Due to the structure of U.S. oil supply chain, primary oil production centers (i.e. PADD* 3) are geographically separated from primary demand centers (i.e. PADD 1), which creates a natural dependency between those districts. To better understand the extent of those dependencies and downstream impacts of supply disruptions, a multi-disciplinary research approach is necessary. The cross-disciplines in this research include disaster management, critical infrastructure and oil supply chain management, and the utilization of geographic information systems (GIS) and systems simulation. This paper specifically focuses on the framework for integrating GIS and systems simulation as analysis tools in this research.

Abstract In this paper we describe a functional goal decomposition of urban firefighting as part of a larger cognitive task analysis. Previous research indicates that firefighter decision strategies employ a pattern-matching technique that allows them to choose the first workable option based on similar previous experiences. This study builds upon this research by employing multiple cognitive task analysis methods to further examine firefighter decisions through a functional goal decomposition. The functional goal decomposition outlines the functions, decisions and information requirements of firefighting in terms of two overarching goals-save lives and protect property. Information requirements provide useful insight into the difficulties of firefighter decision-making. Though still in the preliminary stages, this project has generated a number of design recommendations to support urban firefighting. Future analyses are also discussed.

Abstract The widespread availability of network-enabled handled devices has made the development of pervasive computing applications an emerging reality particularly suitable for managing emergency/disaster situations. Moreover in emergency management scenarios, Geographic Information Systems (GIS) are gaining momentum for their capacity to capture, analyze and manage geo-referenced data. In this paper we discuss an architecture designed to support rescue teams operating in outdoor environments and equipped with mobile devices working in a P2P fashion within a Mobile Ad-hoc Network (MANET). Our system has been designed to effectively address the on-field working persons' need for geographic information that cannot be supplied by conventional paper-based maps. Our approach provides a transparent access to geo-information and to GIS functionalities, and it addresses issues specifically relevant to emergency management scenarios in open fields.

Abstract This paper presents a research in progress about the French ISyCri project that aims at providing partners involved in crisis management with an agile Mediation Information System (MIS). Not only this MIS shoul support the interoperability of the partners' information systems but it is also dedicated to coordinate their activities through a collaborative process. One of the first and main steps towards such a MIS, is to elaborate a common and sharable reference model built to characterize crisis situations. Such a model is also an input for automated reasoning to elaborate and adapt a crisis solving collaborative process. This article presents the objective of the project, our approach and our first results: a UML metamodel of crisis situation and its corresponding OWL ontology on top of which deductions are possible.

Abstract In the realm of emergency operations, planning and training is a critical ingredient for success. The use of virtual environments can offer a convenient means of practicing and simulating activities in an emergency operations center (EOC). Although many virtual environments strive to offer realism in their simulations of weather, population, and incident happenings, they often fall short in terms of collaboration among simulation participants: unless participants are at the same physical location, their ability to see and interact with one and other is limited. Moreover, interactivity that is possible may not be truly synchronous (e.g., network lag can cause activities to happen out of order). These are compelling drawbacks to computer-based EOC simulators/trainers, since collaboration is a cornerstone for successful EOC teams. To address these problems, we present the virtual EOC. Our prototype aims to provide a collaborative virtual environment that enables interactivity among participants while executing synchronous, script-driven tests and simulations.

Abstract In this paper we take a system theoretic perspective to the process of security risk identification in the context of city councils. Based on this approach, we construct a framework that helps to identify risks. We analyze why this methodological framework is suitable for the risk identification process. Research in fifty Flemish city councils reveals the usefulness of our approach of combining a perceived vs. objective perspective with a technical vs. organizational one. We believe such a framework offers a workable tool for dealing with IS security risks in a systems thinking way.

Abstract When a disaster or emergency occurs, one of the most pressing needs is to establish a communication network for the first responders at the scene. Establishing and accessing a reliable communication infrastructure at a crisis site is crucial in order to have accurate and real-time exchange of information. Failure in the exchange of timely and crucial information or delay in allocating resources impedes early response efforts, potentially resulting in loss of life and additional economic impact. At a disaster site, the existing communication infrastructure may be damaged and therefore partially or totally unavailable; or, there may not have been previously existing infrastructure (as in the case of remote areas). A communication infrastructure within the context of emergency applications should be reliable, easily configurable, robust, interoperable in a heterogeneous environment with minimum interdependencies, and quickly deployable at low cost. A disaster scene is a chaotic environment which requires a systematic approach to abstract the system, study the flow of information and collaboration among different disciplines and jurisdictions to facilitate response and recovery efforts. We have deployed the wireless mesh infrastructure in several drills at the university campus and in the city as part of the California Institute for Telecommunications and Information Technology (Calit2) NSF-funded RESCUE project (Responding to Crises and Unexpected Events). To evaluate network performance and identify the source(s) of bottleneck, we have captured the network traffic. The lessons learned from test bed evaluations of the network based on real-world scenarios can be applied to future applications to enhance the network design and performance.

Abstract Effective responsiveness to disasters requires the management of information in a network of autonomous response agencies. Yet, the information quality is often insufficient. Information is scattered throughout the network and needs to be collected from heterogeneous information sources. As such, adaptive information orchestration is the key to effective response. The aim of this paper is to develop a prescriptive, conceptual architecture guided by architectural principles for orchestration aimed at improving information quality. Information orchestration refers to an information architecture in which multiple orchestrators match information supply according to the information demand in order to assure a high information quality for relief workers. A primarily element is that information needs to be 'enriched' before it is provided to relief workers and necessary resources (human, information and technology) should be available to accomplish this. This should ensure that the right information will be delivered to the right persons at the right moment. Future research is aimed at detailing the concept of information orchestration.

Abstract While a crisis requires quick response of emergency management factors, ontology is generally represented in a static manner. Therefore, an adaptive ontology for crisis knowledge representation is needed to assist in coordinating relief efforts in different crisis situations. The paper describes a method of ontology modeling that modifies the ontology in real time during a crisis according to the crisis surroundings. An example of ontology use based on a sample Katrina crisis blog is presented.

Abstract This paper describes an ongoing project that exploits the capability of mobile sharing systems for ad-hoc wireless networks (MANET) operating in a post-emergency scenario. The aim is to support an existing adaptive process management in which users handle multimedia files (e.g. disaster photos) in a nomadic way by exploiting the capability offered by mobile file sharing middleware to reduce the connection time for each nomadic operator performing emergency workflow. The paper compares user activities with and without file sharing capability in order to show the efficiency gain that could be obtained. A preliminary discussion with example of activity diagrams evidences the benefits in terms of workflow efficiency and gives the opportunity in the software project development phase to obtain a more scalable and efficiently performing mobile adaptive process management for crisis scenarios.

Abstract For the Science and Technology Directorate (S&T) of the U. S. Department of Homeland Security, we developed agent-based computer simulation models of mass egress from a stadium and a subway station following one or more attacks with Improvised Explosive Devices (IEDs.) Anti-IED countermeasures we modeled included improved guidance to exits, baffles to absorb shock and shrapnel, and, for the stadium, egress onto the playing field. We found improved real-time information systems that provide better guidance to exits would substantially expedite egress and could reduce secondary (trampling and crush) casualties. Our results indicate that models like these can be useful aids to selecting countermeasures, and for training, preparation and exercises. We also discuss the unusual problems such models pose for real-time event management and for validation and evaluation.

Abstract Ontology matching is a key problem in many metadata intensive application domains, including emergency response, data integration, peer-to-peer information sharing, web service composition, and query answering on the web. In this paper we present an emergency response scenario based on the organizational model as used in Trentino region, Italy. We provide a formalization of this scenario with the help of lightweight coordination calculus. Then, we discuss an automatic approximate structure preserving matching algorithm which we applied within the emergency response scenario. The evaluation results, though preliminary, are encouraging.

Abstract In this paper we present a novel approach to reduce information proliferation and aid better information structure by automatically generating extraction of abbreviation for emergency management websites. 5.7 Giga Byte web data from 624 emergency management related web sites is collected and a list of acronyms is automatically generated by proposed system (AbbrevExtractor). Being the first attempt of applying abbreviation extraction to the field, this work is expected to provide comprehensive and timely information for emergency management communities in emergency preparedness, training and education. Future work is likely to involve more data collection and intelligent text analysis for dynamically maintaining and updating the list of acronyms and abbreviations.

Abstract Opportunities for participation by members of the public are expanding the information arena of disaster. Social media supports “backchannel” communications, allowing for wide-scale interaction that can be collectively resourceful, self-policing, and generative of information that is otherwise hard to obtain. Results from our study of information practices by members of the public during the October 2007 Southern California Wildfires suggest that community information resources and other backchannel communications activity enabled by social media are gaining prominence in the disaster arena, despite concern by officials about the legitimacy of information shared through such means. We argue that these emergent uses of social media are pre-cursors of broader future changes to the institutional and organizational arrangements of disaster response.

Abstract The Interstate Chemical Terrorism Workgroup (ICTW) was formed in 2002 and currently includes members from nearly all states and Washington, DC, as well as representation from a number of non-governmental organizations. In addition to offering monthly conference call/presentations, the ICTW partnered with the Centers for Disease Control and Prevention (CDC) in 2003 to host a workshop to address basic elements of risk communication needs in a chemical event. The primary goal of the workshop was to develop a list of core competencies and benchmarks as well as a series of fact sheet templates destined for the general public and press, health care providers, public health department and/or officials, and first response and emergency workers (Lee et al., 2006). Key findings of the 2003 workshop, along with other work being done by CDC, academia and the states, underscore the importance of public health agencies in providing risk communication services during (and particularly after) chemical emergencies, whether intentional or not. Tools developed by the ICTW have been used and/or consulted by many groups involved in public health preparedness. This case study will examine the efforts of Michigan to implement these tools to reduce information overload in an emergency.

Abstract Information is a critical component to improved inter-agency coordination during disaster response. Coordinated information and communication technologies deployments as well as coordinated information management processes are important tools in the provision of this information. However, multilateral agency coordination faces many challenges, which has sparked the formation of coordination bodies. This research examines three such bodies and describes their organizational arrangements as well as identifies common challenges they face to effective coordination. It finds that the bodies differ on a variety of dimensions including funding mechanisms, autonomy, and number of members, which will likely have implications for the strategies they employ. Also, the coordination bodies identify a lack of standardization, capacity and information availability and analysis as challenges to improved coordination.

Abstract This paper describes a checklist that has been developed for comparing the functionality of emergency management control centres and their information systems. The intention is to interest the ISCRAM community in using the checklist in various applications and pooling experiences. The Control Centre Visit Checklist has evolved through four iterations. It has been used to study two military C2 systems and one non-military control system, and has been applied by students for course assignments. The paper focuses on the part of the checklist that evaluates the information system from the systems viewpoint. It describes the underlying applications architecture and process model. The Royal Netherlands Army's Battlefield Management System illustrates the application of the checklist. The results show that the checklist aids in identifying where C2 systems can be developed further. The next step is to perform a set of substantial pilot studies for diverse domains, including civilian emergency management systems.

Abstract We report on the results of an investigation about the “informal, ” public-side communications that occurred in the aftermath of the April 16, 2007 Virginia Tech (VT) Shooting. Our on-going research reveals several examples of on-line social interaction organized around the goal of collective problem-solving. In this paper, we focus on specific instances of this distributed problem-solving activity, and explain, using an ethnomethodological lens, how a loosely connected group of people can work together on a grave topic to provide accurate results.

Abstract ComPlan (A Combined, Collaborative Command and Control Planning tool) is an approach to providing knowledge-based decision support in the context of command and control. It combines technical research on automated planning tools with human-centered research on mission planning. At its core, ComPlan uses interconnected views of a planning situation to present and manipulate aspects of a scenario. By using domain knowledge flexibly, it presents immediate and directly visible feedback on constraint violations of a plan, facilitates mental simulation of events, and provides support for synchronization of concurrently working mission planners. The conceptual framework of ComPlan is grounded on three main principles from human-centered research on command and control: transparency, graceful regulation, and event-based feedback. As a result, ComPlan provides a model for applying a human-centered perspective on plan authoring tools for command and control, and a demonstration for how to apply that model in an integrated plan-authoring environment.

Abstract Effective response to emergency, security and operational continuity events generally requires cooperation across political, physical and technical boundaries. It's necessary, therefore, to use a communications system that enables people in heterogeneous organization to communicate effectively. Since 2002, Swan Island Networks has been developing an Internet-based information sharing system that links responsible people with the information necessary to make better decisions, and to each other. The system allows people to form “Communities of Trust”, in which all community members are known and authenticated. Each community is formed by a responsible Champion, who determines who can participate and what information will be shared within the community. In order for people to be willing to share, and to accept the information they receive as genuine, the community must operate in an environment of trust. This presentation outlines the fundamental concepts, methodologies and features for access and information control that create a trusted environment, particularly Authorization, Authentication and Audit (AAA). In the system discussed, AAA elements function together to create a comprehensive trust framework, and provide a contextually appropriate level of information assurance, data protection and dissemination control.

Abstract This paper describes the initial stages of the participatory design of a community-oriented emergency response system for a university campus. After reviewing related work and the current University emergency response system, this paper describes our participatory design process, discusses initial findings from a design requirement survey and from our interactions with different stakeholders, and proposes a Web interface design for a community response grid system. The prototyping of the system demonstrates the possibility of fostering a social-network-based community participation in emergency response, and also identifies concerns raised by potential users and by the professional responder community.

Abstract The research on technology for emergency management is usually based either on studies in the field that focus on workers using current tools or on the development, testing, and deployment of novel software tools used in controlled settings. Little is known about the effects of the new collaborative media and work conditions 'in comparison to' the current media and conditions. In 2007, we presented at ISCRAM a method for studying common ground development through a paper prototype in face-to-face collaboration and subsequently presented preliminary findings on common ground development. In this paper we present preliminary findings from an analogous experiment on teams working remotely via a geo-collaborative software prototype. We compare these findings with those from the prior paper prototype study. We use this comparative research design to explore implications for system design and theory development in computer-supported cooperative work.
